Arctic education refers not only to the teaching,but also to research,communication,dissemination as well as popularization of knowledge related to the Arctic.This article reviews joint efforts between Chinese and American educators and researchers to promote cooperation and understanding in Arctic education and research,and examines the facing challenges of China-U.S.Arctic education cooperation which include current political or economic tensions between the two countries,the differing perspectives and priorities on Arctic policy,the disproportion in Arctic scientific research,different research methodologies and discourse system in social science.This article also argues that there are opportunities for the two countries to cooperate in Arctic education.Common goals and interests in the Arctic,Arctic-dedicated institutions with significant Arctic research capabilities and partnerships around the world provide foundations for Arctic education cooperation.The implementation of a new science-based Arctic treaty of the Arctic Council is an opportunity for China-U.S.Arctic education cooperation.As for future cooperation,it suggests that in addition to promoting the direct bilateral cooperation,cooperation within international cooperation platforms and mechanisms,especially within the Arctic Council also needs to be further promoted. 展开更多

International Exchanges by College Nursing Students: “International Comparisons of Awareness and Challenges”

Method: This ... Aim: The aim of this study was to determine the extent of awareness of international exchanges among college nursing students in Japan and other countries and to identify strategies to improve awareness. Method: This is an integrative literature review, consisting of scientific articles published on “Ichushi-Web,” an Internet-based retrieval service by the Japan Medical Abstracts Society (JAMAS) and Google Scholar for domestic documents and, PubMed, Medline, Cochrane library and Google Scholar for foreign documents. We employed search parameters for “the years from 2000 to 2017” in combination with “international educational exchange”, “schools, nursing”, “students, nursing”, “program evaluation”, and “awareness.” Result: The data were extracted from seven documents among a review of 29 retrieved domestic documents written in Japanese, and another seven documents among a review of 111 retrieved foreign documents written in English. All documents from Japan were reports of quantitative studies, and most documents from other countries were qualitative studies. The data from Japanese research reports were classified into four perspectives: interest in international exchange, need to participate in international exchange, understanding of different cultures and awareness of foreign settlers. The data from research reports from other countries were classified into three perspectives: understanding of different cultures, improving expertise in nursing, and awareness of the international community. Conclusions: Strategies that will enhance students’ understanding of diverse cultures are needed to increase their awareness of international exchanges. 展开更多

E-commerce plays an essential role in modern trade today.It is expected that e-commerce volume amounted to 29 trillion USD in the world in 2017,and would grow with the spread of the Internet and information and communication technologies(ICTs).Brazil,Russia,India,China and South Africa(BRICS),together with many others,consider e-commerce a means to facilitate rapid,inclusive and sustainable economic growth,improving the living standards and alleviating poverty.This article examines areas for potential cooperation by BRICS countries in e-commerce development across rural and remote areas to fight poverty.It analyses the current state of e-commerce development in rural and remote areas in each of the BRICS countries,including cases of public and private initiatives to support it.The article also defines the opportunities which e-commerce brings to people living in rural and remote areas.Moreover,it evaluates the existing challenges and risks.The article concludes that despite the rapid e-commerce development in BRICS countries,and significant opportunities created,there are still issues of disproportionate e-commerce in varied regions and the lack of BRICS cooperation in this sphere.Based on a comparative and normative in-depth,systematic analysis,the article develops a set of recommendations for deepening BRICS countries'cooperation in the following areas:infrastructure in rural and remote regions;education;consumer protection;online dispute resolution;coordinated policy in the international scene,including representation of BRICS countries in international indexes,such as the Organization of Economic Co-operation and Development(OECD)Digital Services Trade Restrictiveness Index(STRI). 展开更多

高等教育合作是“一带一路”倡议的重要内容与途径,探究我国与“一带一路”沿线国家高等教育高质量合作的差异化合作路径和作用机制,总结成功经验,对推动共建“一带一路”高质量发展具有重大意义。基于TOE框架,对34个“一带一路”教育... 高等教育合作是“一带一路”倡议的重要内容与途径,探究我国与“一带一路”沿线国家高等教育高质量合作的差异化合作路径和作用机制,总结成功经验,对推动共建“一带一路”高质量发展具有重大意义。基于TOE框架,对34个“一带一路”教育国际交流优秀案例进行定性比较分析发现,学科资源相对优势是实现“一带一路”高等教育高质量合作的必要条件。“一带一路”高等教育高质量合作路径共有三种,分别是学科资源嵌入人文交流的民心相通型、学科资源赋能需求满足的共同发展型、学科资源支撑民主会商的话语体系建构型。在“一带一路”倡议提出十周年之际的新历史起点,我国高等教育对外合作应整合优质学科资源,创新交流机制,持之以恒地开展有深度的人文交流;须统筹发挥教育资源优势,务实满足沿线国家需求,实现共同发展;可借助教育多边平台,将学科优势转化为影响力,提升中国高等教育的国际话语权。 展开更多

城乡规划高等教育合作对推动“一带一路”民心相通具有重要意义,但国内目前对“一带一路”沿线国家城乡规划高等教育的发展及对华合作情况的研究较少。本文收集并梳理了“一带一路”沿线65个国家260所高校所开设的城乡规划及相关专业在... 城乡规划高等教育合作对推动“一带一路”民心相通具有重要意义,但国内目前对“一带一路”沿线国家城乡规划高等教育的发展及对华合作情况的研究较少。本文收集并梳理了“一带一路”沿线65个国家260所高校所开设的城乡规划及相关专业在师资队伍、课程设置、国际合作等方面的信息,初步总结出“一带一路”沿线国家城乡规划高等教育具有整体水平不高、发展差异显著、产学研用分离、西方色彩浓重四大特征。随后,重点介绍了非洲、东南亚和南亚、中东西亚和中亚等地区代表性高校的城乡规划专业及对华合作情况。最后,从夯实研究基础、平衡区域合作、丰富合作类型、建立合作机制、突出合作重点五个方面提出加强与“一带一路”沿线国家城乡规划高等教育合作的建议。 展开更多
