The muhilayer evaluation index system for the international engineering project risk assessment is proposed and constructed, which consists of 8 I-grade indexes and 24 II-grade indexes as policy risk, market risk, resource risk, and technical scheme risk, schedule risk, funding risk, personnel risk and management risk. And then the self-evaluation and benchmarking evaluation methods are applied to evaluate the international engineering project risk, and established the corresponding mathematical models. These issues require efficient risk management techniques. The success of construction companies running projects in international markets depends on how the risks arise from the host country conditions as well as the project specific risk factors. Successful management of risks requires identification of risks, construction of a risk model which can be used to assess the magnitude of risks, and implementation of response strategies so that an acceptable risk-return balance can be achieved. The project success usually depends on the combination of all risks, response strategies used to mitigate risks, and a company's ability to manage them. There exists a need to develop risk models containing the risks of doing business in international markets and factors that affect manageability of these risks. One of the market's critical challenges is scheduled management and the understanding and application of program management. This paper uses systematic risk identification, classification and analysis, and measurement and response methodologies to help international contractors quantify the risks of project development and accomplishment.展开更多

The tasks of DSP are: (1) to provide high-resolution field, particle and wave mea surements in several important near-earth active regions which have not been covered by existing ISTP missions, such as the near-earth plasma sheet and its boundary layer, the ring current, the radiation belts, the dayside magnetopause boundary layer, and the polar region; (2) to investigate he trigger mechanisms of magnetic storms, magnetospheric substorms, and magnetospheric particle storms, as well as the responses of geospace storms to solar activities and in terplanetary disturbances; (3) to set up the models describing the spatial and temporal variations of the near-earth space environment.To complete the mission, there are eight instruments on board the equatorial satellite and the polar satellite, respectively. The orbit of the equatorial satellite is proposed with a perigee at 550km and an apogee at 60 000km, and the inclination is about 28.5°; while the orbit of the polar satellite with a perigee at 700 km and an apogee at 40 000 km, as well as an inclination about 90°. In this paper, a complete information dynamic game model is designed; with the Nash equilibrium values, the huge influence of claim cost on claim strategy is testified and the importance of claims to both sides of a contract especially the contractor is elucidated. Claim chances are also discussed with game theory. At last, from the angle of a repeated game and by comparison with Pareto optimization and Nash equilibrium values, it is concluded that the best payoff can be obtained with a honest attitude and through cooperation between companies.展开更多
