Tourism area is the cell of Hainan International Tourism Island. The mental health service of the residents in the tourism area is an important part of the health work construction of the international tourism island and the basic way to realize the health care for everyone. Nowadays, people’s demand for mental health services is far greater than the current supply. In view of the current situation of the limited mental health services provided, we put forward higher requirements and directions for the future development of mental health services in tourist areas. It is planned to carry out the first large-scale publicity and education on mental health of residents in Hainan tourism area in China, and evaluate the effect;carry out a large-scale investigation on mental health of residents in the tourism area, and carry out professional intervention and treatment for patients with mental diseases. Finally, the mental health service network and service institutions covering the tourism areas of Hainan Province were established to provide scientific support for the harmonious and healthy development of the international tourism island in Hainan Province.展开更多

Internal wave packets are observed frequently with thermistor chains during t...The field experiment is conducted from April 16, 2005 to July 20, 2005 at Wenchang area east of Hainan Island (19~35'N, l12~E) of China. Internal wave packets are observed frequently with thermistor chains during the experiment. Meanwhile, internal waves are also detected from a synthetic aperture radar (SAR) image on June 19, 2005 and several other moderate-resolution imaging spectroradiometer (MODIS) images near a mooring position. The distance between the positive and negative peaks induced by the internal wave can be obtained from satellite images. Combined with remote sensing images and in situ data, a new method to inverse the amplitude of the internal wave is proposed based on a corrected nonlinear Schr6dinger (NLS) equation. Two relationships are given between the peak-to-peak distance and the characteristic wavelength of the internal wave for different nonlinear and dispersion coefficients. Based on the satellite images, the amplitude inversion of the internal waves are carried out with the NLS equation as well as the KdV equation. The calculated amplitudes of the NLS equation are close to the observation amplitude which promise the NLS equation a reliable method.展开更多

Discussion of the role of A as system variable of the interface phase and an estimate of the ratio of the respective free energies of systems with and without A show that the system variables given by Gibbs suffice to describe the volumetric properties of the fluid. The well-known Gibbsian expressions for the internal energies of the two-phase fluid, namely for the vapor and for the condensate (liquid or solid), only differ with respect to the phase-specific volumes and . The saturation temperature T, vapor presssure p, and chemical potential are intensive parameters, each of which has the same value everywhere within the fluid, and hence are phase-independent quantities. If one succeeds in representing as a function of and , then the internal energies can also be described by expressions that only differ from one another with respect to their dependence on and . Here it is shown that can be uniquely expressed by the volume function . Therefore, the internal energies can be represented explicitly as functions of the vapor pressure and volumes of the saturated vapor and condensate and are absolutely determined. The hitherto existing problem of applied thermodynamics, calculating the internal energy from the measurable quantities T, p, , and , is thus solved. An international cooperation can lead an exchange of experiences and practices, which could play a fundamental role since countries can have similar problems to deal with, as it happens for the specific identity of the Mediterranean territory in coastal and rural areas. The study was conducted to ascertain the views on piracy among marine engineering students and marine officers who had encountered piracy on international waters thereby suggesting threats to international peace. The ...The study was conducted to ascertain the views on piracy among marine engineering students and marine officers who had encountered piracy on international waters thereby suggesting threats to international peace. The respondents of the study were 50, specifically distributed to thirty (30) onboard marine engineering students enrolled for the current school year 2014-2015 and twenty (20) marine officers who had experienced piracy at Somalia and other places. The researchers employed quantitative-qualitative research method design. The questionnaire on "Piracy at Sea" was validated by experts in research, statistics, qualitative research, and maritime international conventions. To test the reliability, this same instrument was pilot-tested among marine officers and students who had been on board international ships. Qualitative data were captured through interviews by using open-ended questions. Frequency count, percentage, and rank were used in this study for descriptive-quantitative statistics. The data were analyzed using appropriate statistics through computer-processed software (SPSS). Qualitative analysis was employed to determine the views of the respondents on piracy so that mitigation measures were elicited for protection of life at sea leading towards international peace among identified HRAs (high-risk areas). Results revealed that seafarers were familiar of piracy. They were aware that piracy usually happens in areas like Somalia water sand other threatening territories. To combat piracy, the participants have pointed out the role of the international community in their concerted effort to help seafarers safeguard their lives specifically during these hard times. Somalia also needs to effectively check their organization by whether or not strict implementation of the Anti Piracy Law was being observed. Full knowledge of piracy, techniques for avoiding it, and surviving pirate attacks are necessary among seafarers. Satellite system called shiplock allows shipping companies to monitor location of ships particularly useful during pirate attacks, hijacks, or ship theft. They also install non-lethal electrical fences around a ship's perimeter to protect them during these times. IMO regulations require ships to send distress signals and warnings covertly in case of pirate attacks.展开更多

An experimental method of measuring the real contact area of transparent blocks based on the principle of total internal reflection is presented, intending to support the investigation of friction characteristics, hea...An experimental method of measuring the real contact area of transparent blocks based on the principle of total internal reflection is presented, intending to support the investigation of friction characteristics, heat conduction, and energy dissipation at the contact interface. A laser sheet illuminates the contact interface, and the transmitted laser sheet is projected onto a screen. Then the contact information is acquired from the screen by a camera. An improved Otsu method is proposed to process the data of experimental images. It can compute the threshold of the overall image and filter out all the pixels one by one. Through analyzing the experimental results, we describe the relationship between the real contact area and the positive pressure during a continuous loading process, at different loading rates, with the polymethyl methacrylate(PMMA)material. A hysteresis phenomenon in the relationship between the real contact area and the positive pressure is found and explained.展开更多
E-commerce plays an essential role in modern trade today.It is expected that e-commerce volume amounted to 29 trillion USD in the world in 2017,and would grow with the spread of the Internet and information and commun...E-commerce plays an essential role in modern trade today.It is expected that e-commerce volume amounted to 29 trillion USD in the world in 2017,and would grow with the spread of the Internet and information and communication technologies(ICTs).Brazil,Russia,India,China and South Africa(BRICS),together with many others,consider e-commerce a means to facilitate rapid,inclusive and sustainable economic growth,improving the living standards and alleviating poverty.This article examines areas for potential cooperation by BRICS countries in e-commerce development across rural and remote areas to fight poverty.It analyses the current state of e-commerce development in rural and remote areas in each of the BRICS countries,including cases of public and private initiatives to support it.The article also defines the opportunities which e-commerce brings to people living in rural and remote areas.Moreover,it evaluates the existing challenges and risks.The article concludes that despite the rapid e-commerce development in BRICS countries,and significant opportunities created,there are still issues of disproportionate e-commerce in varied regions and the lack of BRICS cooperation in this sphere.Based on a comparative and normative in-depth,systematic analysis,the article develops a set of recommendations for deepening BRICS countries'cooperation in the following areas:infrastructure in rural and remote regions;education;consumer protection;online dispute resolution;coordinated policy in the international scene,including representation of BRICS countries in international indexes,such as the Organization of Economic Co-operation and Development(OECD)Digital Services Trade Restrictiveness Index(STRI).展开更多

To avoid their damage to offshore engineering, a new generation of monitoring and early warning system for ...Internal solitary waves(ISWs) contain great energy and have the characteristics of emergency and concealment. To avoid their damage to offshore engineering, a new generation of monitoring and early warning system for ISWs was developed using technologies of double buoys monitoring, intelligent realtime data transmission, and automatic software identification. The system was applied to the second natural gas hydrates(NGHs) production test in the Shenhu Area, South China Sea(SCS) and successfully provided the early warning of ISWs for 173 days(from October 2019 to April 2020). The abrupt changes in the thrust force of the drilling platform under the attack of ISWs were consistent with the early warning information, proving the reliability of this system. A total of 93 ISWs were detected around the drilling platform. Most of them occurred during the spring tides in October–December 2019 and April 2020, while few of them occurred in winter. As suggested by the theoretical model, the full-depth structure of ISWs was a typical current profile of mode-1, and the velocities of wave-induced currents can reach 80 cm/s and30 cm/s, respectively, in the upper ocean and near the seabed. The ISWs may be primarily generated from the interactions between the topography and semidiurnal tides in the Luzon Strait, and then propagate westward to the drilling platform. This study could serve as an important reference for the early warning of ISWs for offshore engineering construction in the future.展开更多
Transnational benefit sharing from the exploitation of Marine Genetic Resources’ (MGR’s) in Areas Beyond National Jurisdiction (ABNJ) presents a unique problem in international law. Proposals to govern MGR’s in ABN...Transnational benefit sharing from the exploitation of Marine Genetic Resources’ (MGR’s) in Areas Beyond National Jurisdiction (ABNJ) presents a unique problem in international law. Proposals to govern MGR’s in ABNJ include leaving them unregulated, governance under the International Seabed Authority (ISA) or the Convention on Biological Diversity (CBD) or implementing a new international regime. This paper demonstrates that a hybrid solution for MGR governance?under the ISA which is modeled on the CBD and The Nagoya Protocol (Nagoya), provides the most adroit solution to the problem of equal benefit and access to MGR’s for all States. This solution ensures adequate conservation of MGR’s, meanwhile fostering sustainable exploitation and maintaining equality in access, biodiversity and the sharing of financial and technological benefits amongst the internationalcommunity. Further, examining benefit sharing from bioprospecting under the CBD and Nagoya provides a foundation for a benefit-sharing regime in ABNJ under The United Nations Convention on the Law of the Sea (UNCLOS). Examining the CBD, Nagoya and UNCLOS demonstrates how benefits arising from exploitation of MGR’s in the high seas and deep bed should be included as a mandate of the ISA. This methodology is accomplished by focusing on bioprospecting for MGR’s and how the CBD and Nagoya facilitate access to the resource while ensuring that the host State or community benefits from granting access. As the CBD and Nagoya focus on benefit sharing in light of national sovereignty, and UNCLOS regulates in areas beyond national jurisdiction, the ISA is perfectly placed to adopt the principles of the CBD and Nagoya and provide a mechanism to ensure that MGR’s in ABNJ are adequately conserved and the benefits arising from their exploitation equitably shared.展开更多

The abrupt changes in the thrust force of the drilling platform under the attack of ISWs were consistent with the early warning information, proving the reliability of this system. A total of 93 ISWs were detected around the drilling platform. Most of them occurred during the spring tides in October–December 2019 and April 2020, while few of them occurred in winter. As suggested by the theoretical model, the full-depth structure of ISWs was a typical current profile of mode-1, and the velocities of wave-induced currents can reach 80 cm/s and30 cm/s, respectively, in the upper ocean and near the seabed. The ISWs may be primarily generated from the interactions between the topography and semidiurnal tides in the Luzon Strait, and then propagate westward to the drilling platform. This study could serve as an important reference for the early warning of ISWs for offshore engineering construction in the future.
文摘Transnational benefit sharing from the exploitation of Marine Genetic Resources’ (MGR’s) in Areas Beyond National Jurisdiction (ABNJ) presents a unique problem in international law. Proposals to govern MGR’s in ABNJ include leaving them unregulated, governance under the International Seabed Authority (ISA) or the Convention on Biological Diversity (CBD) or implementing a new international regime. This paper demonstrates that a hybrid solution for MGR governance?under the ISA which is modeled on the CBD and The Nagoya Protocol (Nagoya), provides the most adroit solution to the problem of equal benefit and access to MGR’s for all States. This solution ensures adequate conservation of MGR’s, meanwhile fostering sustainable exploitation and maintaining equality in access, biodiversity and the sharing of financial and technological benefits amongst the internationalcommunity. Further, examining benefit sharing from bioprospecting under the CBD and Nagoya provides a foundation for a benefit-sharing regime in ABNJ under The United Nations Convention on the Law of the Sea (UNCLOS). Examining the CBD, Nagoya and UNCLOS demonstrates how benefits arising from exploitation of MGR’s in the high seas and deep bed should be included as a mandate of the ISA. This methodology is accomplished by focusing on bioprospecting for MGR’s and how the CBD and Nagoya facilitate access to the resource while ensuring that the host State or community benefits from granting access. As the CBD and Nagoya focus on benefit sharing in light of national sovereignty, and UNCLOS regulates in areas beyond national jurisdiction, the ISA is perfectly placed to adopt the principles of the CBD and Nagoya and provide a mechanism to ensure that MGR’s in ABNJ are adequately conserved and the benefits arising from their exploitation equitably shared.
