The rule of law is the basic form of national governance and the rule of law model is the necessary direction for the governance of online society.Online society is in essence a new pattern of social relationships and structural forms comprising relationships among citizens, legal persons, organizational bodies, etc.,formed and brought together on the basis of Internet technology;and also a reflection, expansion and expression, singly or in synthesis,of various relationships in the fields of the real economy, politics, culture, society and the environment. The rule of law model of Internet governance refers to governance theories, systems and practices that employ rule of law thinking and the rule of law model to bring the elements, structures, procedures and functions of Internet governance into the scope of the rule of law and its operational track.Reviewing the tortuous course of the development of rule of law Internet governance in China, summarizing useful experience in the construction of rule of law Internet governance, and reflecting on existing legislative, law enforcement and judicial dilemmas will enable us to build up a rule of law system of online governance with comprehensive norms, effective implementation, strict supervision and strong guarantees. This will be marked by Chinese characteristics and will ensure the application of rule of law thinking and the rule of law model in governing, operating, using and safeguarding the Internet, thus achieving sound and orderly Internet operation and development along the path of the rule of law and advancing the modernization of the Internet governance system and governance capability. 展开更多

The global Internet is composed of tens of thousands of autonomous system networks that are interconnected through a border gateway protocol. The analysis of changes in the interconnected relationships of the global Internet network is essential for studying the evolutionary trend of the global Internet. In addition, this analysis can also contribute toward the research on China's Internet development gaps. This article draws on the global Internet network status map for 21 years, starting from 1998 to 2019, based on inter-domain routing data sets of international third parties and China Academy of Information and Communications Technology. Moreover, the article also conducts a big data analysis on the relationship between global Internet network changes. The research results show that the global Internet network interconnection has increased, by nearly 60 times in the past 21 years. Peer-to-peer interconnection has gradually surpassed transit interconnection as the main mode of global interconnection. Furthermore, large Internet companies are playing an increasingly important role in global interconnection. Simultaneously, the results indicate the gradual movement of China's Internet base toward the global core and the continuous improvements of the global network's status. 展开更多

Right now internet regulation is standing at the crossroads. Its problem-driven evolution has led to a conglomerate of seemingly diverse rules, which can hardly be structured as one cohesive area of law. Nevertheless, a consolidation of these rules as one cross-sectional field of law is can be identified. The discussion about the terms "internet regulation" and "internet governance" as well as recent developments in this field indicate that a paradigm shift in internet regulation is ongoing. Whereas self-regulation has been the determining mode of internet governance for a long time, internet regulation in the sense of public regulation is currently gaining more influence. This transformation is accompanied by the rising importance of a traditional paradigm of law: the idea of space. Even though the idea of space finds itself challenged with regard to the internet, it can give substance to many different aspects of internet regulation. 展开更多

Since the rise of the Internet in China,China’s local governments have actively used Internet technology to facilitate public administration and public services. What impact, then, have different types of social media had on local governance? This paper, based on years of investigation of J Town and L Sub-district in Shanghai(2012-2018),finds that Internet technology has profoundly transformed the grassroots power structure. Before the rise of the Internet, the grassroots power structure included local government, activists and the masses;in the age of Weibo and home owners forums, grassroots opinion leaders rose, becoming an impressive social force that local government could not afford to ignore;in the age of WeChat, however, the influence of grassroots opinion leaders declined,as local government can interact directly with the masses through WeChat public accounts and WeChat group chats, with the network technology becoming a tool for micromanagement. These three stages correspond to three types of government characterized by limited mobilization, consultation, and user-friendliness,respectively. 展开更多
