Impact of an official accountability audit on industrial structure adjustment:a case study of environmental regulation in China

As a unique environmental regulation in China,the official accountability audit was piloted in 2014.With a focus on prioritizing the ecological environment,officials in pilot districts have implemented economic construction,adjusted industrial structures,and promoted coordinated development between the economy and environment.The effects of implementation have garnered widespread attention from society.However,there is limited research on the impact of an accountability audit on industrial structure adjustments.Using the“Accountability Audit of Officials for Natural Resource Assets(Trial)”released in 2015 as a quasi-natural experiment,this study collected panel data from 279 cities between 2013 and 2017.It then empirically analyzed the impact mechanism and effects of the accountability audit on industrial structure adjustment using the Propensity Score Matching and Difference-in-Differences model.The research findings indicate that the accountability audit directly impacted industrial structure adjustment,promoting the upgrading of the primary industry to the secondary industry and restricting the development of the tertiary industry.In addition,the audit is beneficial for enterprise entry,but not conducive to technological innovation,and has no significant impact on foreign direct investment.This conclusion fills a gap in the existing research and provides valuable insights for policymakers.

Adjustment of Administrative Divisions and Upgrading of Industrial Structure in Hefei Metropolitan Area:Taking"Partitions of Chaohu"as a Quasi-natural Experiment

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.

Analysis and forecasts of investment scale and structure in upstream sector for oil companies based on system dynamics

Oil and gas exploration and production is the most important and key segment in the whole business chain of the petroleum industry.Therefore,oil companies always put much emphasis on making scientific and reasonable decisions about investment scale and structure in the upstream sector,so that they can minimise business risks and obtain high returns.According to the system dynamics theories and methods and based on the actual results from an oil company＇s practice in China,a system dynamics model is built in this paper for analyzing and forecasting the upstream investment scale and structure for an oil company.This model was used to analyze the investment effect of a large oil company in China, and the results showed that the total upstream investment scale will decline slowly in a short period and the investment proportion of different parts should be adjusted if some influencing factors are taken into account.This application practice was compared with the actual data and indicated that the system dynamics（SD） model presented in this paper is a useful tool for analyzing and forecasting of upstream investment scale and structure of oil companies in their investment decisions.

Assessment on Different Schemes of Industrial Structure Adjustment Based on DEA

DEA is a new research field in operations research. It has unique virtues in dealing with assessment problem with multi-inputs especially multi-outputs. In this paper, DEA model of D?着C2R has been applied to evaluate the relative efficiency of several different schemes of industrial structure adjustment of agriculture and finally select the optimal scheme. Furthermore, the inferior scheme has been improved according to some useful insights got from DEA model.

Optimal Scheme Selection of Agricultural Production Structure Adjustment——Based on DEA Model; Punjab(Pakistan)

This paper used the modern evaluation method of DEA （Data Envelopment Analysis） to assess the comparative efficiency and then on the basis of this among multiple schemes chose the optimal scheme of agricultural production structure adjustment. Based on the results of DEA model, we dissected scale advantages of each discretionary scheme or plan. We examined scale advantages of each discretionary scheme, tested profoundly a definitive purpose behind not-DEA efficient, which elucidated the system and methodology to enhance these discretionary plans. At the end, another method had been proposed to rank and select the optimal scheme. The research was important to guide the practice if the modification of agricultural production industrial structure was carded on.

Study of the Optimization and Adjustment ofthe IndustrialStructure Subjected to Water Resource in the Drainage Area of the Yellow River

Since the 1990s, the Yellow River stream has been temporarily interrupted for several years, which affects the development of society, the economy and human life, limits the economic potential of the drainage areas, and especially causes great harm to regions on the lower reaches. Based on the analysis of the relationship between the development of society and economy and water scarcity, the author thinks it is necessary to optimize and adjust the industrial structure that has extravagantly consumed enormous amounts of water, and to develop ecological agriculture, industry and tourism which are balanced with the ecological environment. Finally, the author puts forward several pieces of advice and countermeasures about how to build the economic systems by which water can be used economically.

Evaluation and Selection of the Optimal Scheme of Industrial Structure Adjustment Based on DEA

in the paper, the advanced assessment method of DEA （Date Envelopment Analysis） had been used to evaluate relative efficiency and select the optimal scheme of agricultural industrial structure adjustment. According to the results of DEA models, we analyzed scale benefits of every optional schemes, probed deeply the ultimate reason for not DEA efficient, which clarified the method and approach to improve these optional schemes. Finally, a new method had been proposed to rank and select the optimal scheme. The research is significant to direct the practice of the adjustment of agricultural industrial structure.

Areal differentiation of virtual water for agricultural products and its effect on regional agricultural structure adjustment in China: 1995-2007

With a vast territory, the space-time distribution of water resources is uneven in China. There is a great dif ference in natural conditions and farmland management of agricuttural production in different regions. The areal differentiation of agricultural products virtual water is obvious. Comparison with the agricultural products virtual water from 1995 to 2007 in China shows an increase in the first ten vears and a little decrease in recent years. There has been a tendency of increase all the time in Northeast and Northwest. but a decrease after an increase firstly in other regions. The virtual water offood crops is the maximum which accounts for more than 70% in China. and that of vegetables is in a fast growth. The proportion of agricultural products virtual water to the total water resources in each region has a large difference, showing the imbalance of agricultural water in different regions, which accounts for 50%-90% in Northeast, and 125%-185% in North China. Under the guidance of virtual water strategy, based on the differences of resource endowment, each region should adjust agricultural structure, decide production by water, and select water suitable crops. In water-rich region, agricultural produets of high water consumption should be planted appropriately, which will make full use of the abundant local water resources. In water-shortage region the crop production of high water consumption and low efficiency should be depressed, and that of low water consumption and high efficiency should be supported and increased. It will achieve reasonable disposition of water resources, promote ecological restoration and environmental protection, as welt as ensure food security.

REGIONAL STRUCTURE OF CAPITAL MARKET OF FOREIGN DIRECT INVESTMENT IN CHINA’S MAINLAND

Since China's reform and open door, the countries and regions of direct investment in China's mainland have been increasing. In 1995, the amount of foreign direct investment (FDI) in China was US$ 37.81 billion that was from more than 170 countries and regions. The regional structure of capital market of FDI in China has three characteristics: (1) The most of FDI was from the near countries or regions, Hong Kong Macao, Taiwan, Japan, South Korea, Thailand and Malaysia provided 80.3% of the amount of FDI in 1995. (2) Only several countries and regions provided most of FDI in China. (3) According to the contributory rate, the main capital market of FDI in China could be divided into four classes, including the guiding market, subsidiary market, new and development market, opportunity market. Most of FDI in China was from the developing countries and regions, which had a negative effect on the size and technical level of foreign capital enterprises. The author puts forward the countermeasures to improve the regional structure of capital market: (1) to keep the guiding market stable, (2) to open up chiefly the subsidiary market, (3) to guide actively the new and developing market, (4) to try hard to start the opportunity market.

Adjustment of Land Use Structure Based on County-wide Economic Development: A Case Study of Changfeng County

On the basis of survey of current land use situation in Changfeng County,this paper analyzed land use structure,trend and environment of structural adjustment. Besides,it explored county-wide land use structure mode,namely, " division + indicator + policy". Through reasonable distribution,it is expected to build proper land use structure framework,avoid passive situation of relying on policies simply,and bring into play stability keeping function of land use structure,so as to promote county-wide economic development,and bring into play countywide lever function of rural transition areas.

Analysis on Relationship between Adjustment of Agricultural Structure and Urbanization Development

As a part of certain region,agricultural development has inevitable connection with regional urbanization,and they are highly heterogeneous and complementary in space. Their internal relationship is manifested as agricultural structure suits demand of urbanization development through adjustment in the process of urbanization,while urbanization is based on development of regional agriculture. From history of world agriculture and urbanization development,agriculture firstly provides primitive accumulation for urbanization development,and drives regional urbanization through promoting agricultural development. When urbanization develops to certain stage,urbanization accumulation increases and reaches the goal of " boosting urbanization through agriculture". If urbanization develops slowly,agricultural adjustment will lack motive force. On the contrary,weak agricultural development will lead to stagnation of urbanization. Therefore,adjustment of agricultural structure and urbanization development are interconnected,mutually promoted and restricted,and interdependent.

Analysis on Internal Growth Potential of Agriculture Under the Agricultural Structure Adjustment in Xinjiang

Agricultural structure adjustment has always been the important factors influencing Xinjiang agricultural internal income growth.On the basis of the planting scale,productivity and price in 2010,the paper measured the contributions made by agricultural structure adjustment to Xinjiang agricultural internal income growth through structural optimization.Linear programming model was established by Lingo software,to optimize the structure of planting,horticulture,animal husbandry in Xinjiang and analyze the internal agricultural income growth potential.After structure optimization,Xinjiang agricultural production value will reach 1231.44×108yuan and the farmers'income of production and management will reach 9851yuan.The greatest potential for Xinjiang agricultural internal income growth was husbandry accounting for 41.33% of the total production value.The next one was horticulture,whose share of the total production value has raised to 17.43% from 10%.Fruit industry and animal husbandry will become the pillars of future income growth.There are still some income growth spaces in Xinjiang internal agriculture though the agricultural structure adjustment.The agricultural production value will increase by 44.32%and farmers'production and management income will increase by 68.83%.That will be one of the most important ways to tap the future potential of agriculture internal income growth.

Investigation on the Concurrent-Business Behavior of Peasant Households during the Planting Structure Adjustment in Karst Mountainous Area

Based on the survey data of 150 peasant households in typical Karst mountainous area in the year 2009, causations, characteristics and influence factors of the concurrent-business behavior of peasant households during planting structure adjustment are analyzed. Result shows that there is significant positive correlation between the concurrent-business income and the household income of farmers. And the concurrent-business behavior has the tendency to be popular among the young farmers with the characteristics of relative concentration, strong will of farmers and the significant impact of education degree on the concurrent-business income. Information, capital, skill, and market awareness are the main factors affecting the concurrent-business behavior of peasant households. Countermeasures to optimize the concurrent-business behavior of peasant households are put forward, such as strengthening the skills training for farmers to improve the cultural quality of peasant households, establishing modern rural financial service system to offer capital support for the development of peasant households, setting up information base of rural labor force to provide more information and channels for the concurrent-business behavior of peasant households, and enhancing the cultivation of farmers' market awareness to improve their ability to adapt to market economy.

Effects of Infrastructure Investment on Structural Change and Productivity Growth in China

The rapid growth of infrastructure investment is a salient feature of China’s economy since the reform and opening-up in 1978,contributing to not only the aggregate demand but also the structural change and productivity growth on the supply-side.This paper builds a multi-sector general equilibrium model to show how infrastructure investment influences structural change through price,investment and income effects,and influences productivity growth through the intensive and extensive marginal effects.By quantifying the model with China’s economy for the period 1981-2017,the paper finds that the infrastructure investment restrained the rise of services,but boosted productivity growth over the period.The policy implication is that China should ramp up infrastructure investment to increase productivity as it pursues high-quality development,but give priority to new infrastructure and public-interest infrastructure to promote industrial structural upgrade.

Analysis of Real estate investment structure optimization based on investment sources
