The iron and steel industry(ISI) involves high energy consumption and high pollution. The iron and steel industry(ISI) involves high energy consumption and high pollution. ISI in China, a leading country in the ISI,consumed 15% of the country’s total energy and produced more than 50% of the global ISI’s carbon emissions. Therefore, in the context of global low-carbon economy and emission reduction requirements, low-carbon smelting technology in the ISI has attracted increasingly more attention in China. This review summarizes the current status of carbon emissions and energy consumption in China’s ISI and discusses the development status and prospects of low-carbon ironmaking technology. The main route to effectively reducing carbon emissions is to develop a gas-based direct reduction process and replace sintering with pelletizing, both of which focus on developing pelletizing technology. However,the challenge of pelletizing process development is to obtain high-quality iron concentrates. Consequently, the present paper also summarizes the development status of China’s mineral processing technology, including fine-grained mineral processing technology, magnetization roasting technology, and flotation collector application. This paper aims to provide a theoretical basis for the low-carbon development of China’s ISI in terms of a dressing–smelting combination. 展开更多

China's economic growth is heavily influenced by exports, while reconciling environmental regulation and economic growth requires handling the relationship between environmental regulation and industrial competitiveness well. The effects of environmental regulation on industrial competitiveness are largely subject to the institutional design of environmental regulation. Despite numerous studies on the relationship between environmental regulation and industrial competitiveness, a consensus has yet to be reached. Aside from differences in research methodology, these studies failed to give sufficient consideration to the impact of environmental regulation on industrial competitiveness. Such effects can be negative or positive depending on the design of environmental regulatory policy. This paper has investigated the relationship between environmental regulation and the competitiveness of China's iron and steel industry and discovered that tighter environmental regulation does not diminish the competitiveness of the iron and steel industry since the policy design of environmental regulation accommodates the tolerance of advanced production capacity and includes a reasonable cost sharing mechanism. This discovery is of important reference for China to develop rational policy design to balance the relationship between environmental regulation and industrial competitiveness. 展开更多

Assessing the iron and steel industry's(ISI)impact on climate change and environmental health is vital,particularly in China,where this sector significantly influences air quality and CO_(2)emissions.There is a lack of comprehensive analyses that consider the environmental and health burdens of manufacturing processes for ISI enterprises.Here,we present an integrated emission inventory that encompasses air pollutants and CO_(2)emissions from 811 ISI enterprises and five key manufacturing processes in 2020.Our analysis shows that sintering is the primary source of air pollution in the ISI.It contributes 71%of SO_(2),73%of NO_(x),and 54%of PM_(2.5)emissions.On the other hand,81%of total CO_(2)emissions come from blast furnaces.Significantly,the contributions of ISI have resulted in an increase of 3.6 mg m^(-3)in national population-weighted PM_(2.5)concentration,causing approximately 59,035 premature deaths in 2020.Emissions from Hebei,Jiangsu,Shandong,Shanxi,and Inner Mongolia provinces contributed to 48%of PM_(2.5)-related deaths in China.Moreover,the transportation of air pollutants across provincial borders highlights a concerning trend of environmental health inequality.Based on the research findings,it is crucial for ISI manufacturers to prioritize the removal of outdated production capacities and adopt energy-efficient and advanced techniques,along with ultra-low emission technologies.This is particularly important for those manufacturers with substantial environmental footprints.These transformative actions are essential in mitigating the environmental and health impacts in the affected regions. 展开更多

As an essential energy resource in steel industry, oxygen is widely utilized in many production procedures. With different demands of the oxygen amount, a gap between the generation and consumption always occurs. Therefore, its related optimization and scheduling work along with the electricity cost to fill the gap has a great impact on daily production and efficient energy utilization in steel plant. Considering an oxygen system in a steel plant in China, a nonlinear programming model for oxygen system scheduling is proposed in this study, which concerns not only the practical characteristics of the energy pipeline network, but also the electricity cost acquired by a fitting regression modeling between the load of air separation units U+0028 ASU U+0029 and its corresponding electricity consumption. A set of constraints is formulated for restricting the practical adjusting capacity and filling the imbalance gap of oxygen. To solve the proposed scheduling model with electricity cost consideration, a particle swarm optimization U+0028 PSO U+0029 algorithm is then adopted. To verify the effectiveness of the proposed approach, a large number of experiments employing the real data from this plant are carried out, both for the fitting regression and the scheduling optimization phases. And the results demonstrate that such a practice-based solution successfully resolves the oxygen scheduling problem and simultaneously minimizes the electricity cost, which will be beneficial for the enterprise. © 2017 Chinese Association of Automation. 展开更多

An Integrated Analysis on the Synergistic Reduction of Carbon and Pollution Emissions from China’s Iron and Steel Industry

Decarbonization and decontamination of the iron and steel industry(ISI),which contributes up to 15%to anthropogenic CO_(2) emissions(or carbon emissions)and significant proportions of air and water pollutant emissions in China,are challenged by the huge demand for steel.Carbon and pollutants often share common emission sources,indicating that emission reduction could be achieved synergistically.Here,we explored the inherent potential of measures to adjust feedstock composition and technological structure and to control the size of the ISI to achieve carbon emission reduction(CER)and pollution emission reduction(PER).We investigated five typical pollutants in this study,namely,petroleum hydrocarbon pollutants and chemical oxygen demand in wastewater,particulate matter,SO_(2),and NO_(x) in off gases,and examined synergies between CER and PER by employing cross elasticity for the period between 2022 and 2035.The results suggest that a reduction of 8.7%-11.7%in carbon emissions and 20%-31%in pollution emissions(except for particulate matter emissions)could be achieved by 2025 under a high steel scrap ratio(SSR)scenario.Here,the SSR and electric arc furnace(EAF)ratio serve critical roles in enhancing synergies between CER and PER(which vary with the type of pollutant).However,subject to a limited volume of steel scrap,a focused increase in the EAF ratio with neglection of the available supply of steel scrap to EAF facilities would lead to an increase carbon and pollution emissions.Although CER can be achieved through SSR and EAF ratio optimization,only when the crude steel production growth rate remains below 2.2%can these optimization measures maintain the emissions in 2030 at a similar level to that in 2021.Therefore,the synergistic effects between PER and CER should be considered when formulating a development route for the ISI in the future. 展开更多

The iron and steel industry is not only an important foundation of the national economy,but also the largest source of industrial air pollution.Due to the current status of emissions in the iron and steel industry,ultra-low pollutant emission control technology has been researched and developed.Liquid-phase proportion control technology has been developed for magnesian fluxed pellets,and a blast furnace smelting demonstration project has been established to use a high proportion of fluxed pellets(80%)for the first time in China to realize source emission reduction of SO_(2)and NO_(x).Based on the characteristics of high NO_(x)concentrations and the coexistence of multiple pollutants in coke oven flue gas,low-NO_(x)combustion coupled with multi-pollutant cooperative control technology with activated carbon was developed to achieve efficient removal of multiple pollutants and resource utilization of sulfur.Based on the characteristics of co-existing multiple pollutants in pellet flue gas,selective non-catalytic reduction(SNCR)coupled with ozone oxidation and spray drying adsorption(SDA)was developed,which significantly reduces the operating cost of the system.In the light of the high humidity and high alkalinity in flue gas,filter materials with high humidity resistance and corrosion resistance were manufactured,and an integrated pre-charged bag dust collector device was developed,which realized ultralow emission of fine particles and reduced filtration resistance and energy consumption in the system.Through source emission reduction,process control and end-treatment technologies,five demonstration projects were built,providing a full set of technical solutions for ultra-low emissions of dust,SO_(2),NO_(x),SO_(3),mercury and other pollutants,and offering technical support for the green development of the iron and steel industry. 展开更多

As the biggest iron and steel producer in the world and one of the highest CO2 emission sectors, China’s iron and steel industry is undergoing a low-carbon transition accompanied by remarkable technological progress and investment adjustment, in response to the macroeconomic climate and policy intervention. Many drivers of the CO2 emissions of the iron and steel industry have been explored, but the relationships between CO2 abatement,investment and technological expenditure, and their connections with the economic growth and governmental policies in China, have not been conjointly and empirically examined. We proposed a concise conceptual model and an econometric model to investigate this crucial question. The results of regression, Granger causality test and impulse response analysis indicated that technological expenditure can significantly reduce CO2 emissions, and that investment expansion showed a negative impact on CO2 emission reduction. It was also argued with empirical evidence that a good economic situation favored CO2 abatement in China’s iron and steel industry, while achieving CO2 emission reduction in this industrial sector did not necessarily threaten economic growth.This shed light on the dispute over balancing emission cutting and economic growth.Regarding the policy aspects, the year 2000 was found to be an important turning point for policy evolution and the development of the iron and steel industry in China. The subsequent command and control policies had a significant, positive effect on CO2 abatement. 展开更多

Therefore, the environmental cost caused by pollutants discharge should be factored in total cost when optimizing byproduct gas distribution. A green mixed integer linear programming (MILP) model for the optimization of byproduct gases was established to reduce total cost, including both operation cost and environmental cost. The operation cost included penalty for gas deviation, costs of fuel and water consumption, holder booster trip penalty, and so forth; while the environmental cost consisted of penalties for both direct and indirect pollutants discharge. Case study showed that the proposed model brought an optimum solution and 2.2% of the total cost could be reduced compared with previous one. 展开更多

A generalized formulation for short-term scheduling of steam power system in iron and steel industry under the time-of-use(TOU)power price was presented,with minimization of total operational cost including fuel cost,equipment maintenance cost and the charge of exchange power with main grid.The model took into account the varying nature of surplus byproduct gas flows,several practical technical constraints and the impact of TOU power price.All major types of utility equipments,involving boilers,steam turbines,combined heat and power(CHP)units,and waste heat and energy recovery generators(WHERG),were separately modeled using thermodynamic balance equations and regression method.In order to solve this complex nonlinear optimization model,a new improved particle swarm optimization(IPSO)algorithm was proposed by incorporating time-variant parameters,a selfadaptive mutation scheme and efficient constraint handling strategies.Finally,a case study for a real industrial example was used for illustrating the model and validating the effectiveness of the proposed approach. 展开更多
