During the last years, another concept has gained increas ing interest: knowledge management. The emerging field of knowledge management a ddresses the broad processes of locating, organizing, transferring and more effi ciently using knowledge and expertise within an enterprise. An enterprise’s and its employees’ knowledge is regarded as the most important corporate capital in the arising global information society. Knowledge management therefore aims towa rds improving an enterprise’s ability to acquire, develop, preserve, distribute and use knowledge. This paper describes a conceptual model of knowledge manageme nt and innovation, focusing on analyzing the knowledge management and innovation process, trying to make knowledge more productive and create knowledge more eff iciently. Though Knowledge based entrepreneurship (KBE) is yet an evolving concept and globalization is without an acceptable concept globally, their tenets represent sound methods and strategies for socioeconomic development. ...Though Knowledge based entrepreneurship (KBE) is yet an evolving concept and globalization is without an acceptable concept globally, their tenets represent sound methods and strategies for socioeconomic development. Inextricably, KBE and globalization phenomena could be seen as mutually exclusive and collectively exhaustive in exploiting socioeconomic development capital. In this paper, the authors investigated and found out that the defining role of both KBE and globalization was to relate as correlates for the wealth of nations, and also was in an invaluable relationship. KBE is defined as variables that engender innovation, creativity, entrepreneurial culture and orientation with science and technology to underpin optima value creation. These include measurable inputs such as micro, small and medium enterprises (MSME) performance and literacy rates at a given time period in the economy. Globalization on the other hand is a multifaceted, multidisciplinary and complex phenomenon that is proxy on economic, political and social globalization indexes, and internet penetration at a given time period in the same economy. This paper tested two hypotheses to prove the construct that KBE and globalization were correlates for wealth of nations with very significant results using secondary data. Research triangulation was also performed to pragmatically prove the results using primary data. Both meta-analyses were conducted using IBM SPSS 21 software on the main model, the multiple regression, a confirmatory model and the chi-square. Finally, the paper called for policy for improving training and education of science and technology content to the entrepreneurs, while taking a 360 degrees approach to promote and intensify globalization practices in Nigeria, and by extension, to other global economies.展开更多

Knowledge management (KM) is importa...Considering the rapid changes in the competitive era, Chinese small to medium-sized enterprises (SMEs) continuously to look for ways on how to survive, grow and be competitive. Knowledge management (KM) is important for SEMs to lead their efforts to foster a sustainable competitive advantage. This paper is based on an investigation of the knowledge management practices for knowledge-intensive SMEs. The research discovered that SMEs do not manage knowledge the same way as larger organizations. There are some peculiarities in knowledge management practices at SMEs. SMEs will face several unique challenges in KM implementation. They are knowledge identification and acquisition, knowledge dissemination and organizational learning, knowledge creation and innovation, and organizational culture. It is crucial that Chinese SMEs, especially in knowledge intensive enterprises should efficiently adopt some informal or formal KM strategies, in order to implement an appropriate KM and maximize their competitiveness and survival chances.展开更多

According to a so...With the arrival of the information age, research activities focused on the practice and approaches of knowledge services are on a marked increase as evidenced in the publications of social sciences. According to a social network analysis on knowledge service related literature, it reveals that information and knowledge workers often fail to take such an important element as the functional role of an emotive engagement into consideration in their study of knowledge services. It has increasingly become an issue of high profile with the rapid development of digital libraries and their web-based knowledge services in China and anywhere else in the world. In order to have a clearer understanding about issues involved in knowledge servicing so as to maximize the effectiveness and efficiency of digital libraries in their knowledge service performance, the author has conducted surveys for seven times on the online information seeking behavior of graduate students at the Chinese Academy of Sciences with such research methods as questionnaires, interviews and natural observations during September 2006-June 2009. The research result has showed the emotive element has an important role in the user's information seeking behavior and in knowledge services practice. Therefore, knowledge services rendered may be more effective by adding the emotiveness-oriented communication element into such practice. This paper recommends that such an emotiveness-oriented communication approach should be carefully studied and factored into libraries' knowledge services practice.展开更多

Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the p...Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.展开更多

A review of the related literature indicates that international trends and future directions of recordkeeping awareness, recordkeeping processes and regimes, recordkeeping systems and technologies are moving towards meta-synthetic support in a digital environment at strategic level. However, little has been discussed about specific strategies of meta-synthetic support for digital recordkeeping, and in turn, organizational knowledge. The purpose of this paper is to propose the adoption and adaptation of the ISO/TC 46/SC 11 series of standards and the integrated use of ISO management systems standards (MSSs) as enablers of meta-synthetic strategies to enhance organizational performance and accountability through sustainable digital recordkeeping. The integrated use of ISO MSSs provides ever increasing opportunities for integrated product, process, service, and compliance control. The mechanisms of the above meta-synthetic strategies are collaboration, optimization, innovation, and compliance. The theoretical foundations are the integrated use of life-cycle, continuum and ecosystem theories with multidisciplinary perspectives. In this approach, l...In this paper, we propose a flexible knowledge representation framework which utilizes Symbolic Regression to learn and mathematical expressions to represent the knowledge to be captured from data. In this approach, learning algorithms are used to generate new insights which can be added to domain knowledge bases supporting again symbolic regression. This is used for the generalization of the well-known regression analysis to fulfill supervised classification. The approach aims to produce a learning model which best separates the class members of a labeled training set. The class boundaries are given by a separation surface which is represented by the level set of a model function. The separation boundary is defined by the respective equation. In our symbolic approach, the learned knowledge model is represented by mathematical formulas and it is composed of an optimum set of expressions of a given superset. We show that this property gives human experts options to gain additional insights into the application domain. Furthermore, the representation in terms of mathematical formulas (e.g., the analytical model and its first and second derivative) adds additional value to the classifier and enables to answer questions, which sub-symbolic classifier approaches cannot. The symbolic representation of the models enables an interpretation by human experts. Existing and previously known expert knowledge can be added to the developed knowledge representation framework or it can be used as constraints. Additionally, the knowledge acquisition framework can be repeated several times. In each step, new insights from the search process can be added to the knowledge base to improve the overall performance of the proposed learning algorithms.展开更多

This trend has led many firms to adopt approaches to implement cloud systems. Cloud systems have distinct characteristics that differentiate it from traditional internet services, due to a number of significant innovation factors. For example, firms need improved access to high-speed intemet as well as access to customer relationship management (CRM) and enterprise resource planning (ERP) capacities. This means that the interest of many firms in the implementation of cloud systems has increased. Although cloud systems are designed to facilitate knowledge transfer, currently, there is no method to ensure that knowledge transfer is useful or relevant to a firm. This in turn means that finns need to ensure that the cloud system has the capabilities to screen knowledge for compliance against some known knowledge characteristics. The use of cloud systems could result in an efficient delivery of innovation knowledge in an effective way. 文摘With the increasing number of applications and services online, more and more business processes are carried out in a fully integrated digital working environment. To ensure the success of a business and the smart capture and reuse of organizational knowledge, adequate recordkeeping is essential. A review of the related literature indicates that international trends and future directions of recordkeeping awareness, recordkeeping processes and regimes, recordkeeping systems and technologies are moving towards meta-synthetic support in a digital environment at strategic level. However, little has been discussed about specific strategies of meta-synthetic support for digital recordkeeping, and in turn, organizational knowledge. The purpose of this paper is to propose the adoption and adaptation of the ISO/TC 46/SC 11 series of standards and the integrated use of ISO management systems standards (MSSs) as enablers of meta-synthetic strategies to enhance organizational performance and accountability through sustainable digital recordkeeping. The integrated use of ISO MSSs provides ever increasing opportunities for integrated product, process, service, and compliance control. The mechanisms of the above meta-synthetic strategies are collaboration, optimization, innovation, and compliance. The theoretical foundations are the integrated use of life-cycle, continuum and ecosystem theories with multidisciplinary perspectives. The practical outcomes are the support of varied evidence-based collaborations at multiple levels, such as national strategies and plans for digital continuity, knowledge sharing and reuse, open government initiatives, e-government information architecture and services competence building, and enterprise information governance.
文摘Digital library is a process of exploiting more scientific methods to construct a social knowledge network. It represents an “extension” from a traditional library. The core and essence is to build a favorable surroundings for knowledge accumulation, knowledge transfer and knowledge communication. Management communication covers information transfer and organization cooperation. Compared with traditional library, the management communication in digital library shoulders the commitment to support knowledge innovation. On the basis of analysis of the connotation of digital library, this paper analysed the aspects of management communication, including communicators, communication styles, contents, channels and outer communication, all of which tries to construct an integrated model of management communication in a digital library and turns a library into an actual “knowledge fountain”.
文摘In this paper, we propose a flexible knowledge representation framework which utilizes Symbolic Regression to learn and mathematical expressions to represent the knowledge to be captured from data. In this approach, learning algorithms are used to generate new insights which can be added to domain knowledge bases supporting again symbolic regression. This is used for the generalization of the well-known regression analysis to fulfill supervised classification. The approach aims to produce a learning model which best separates the class members of a labeled training set. The class boundaries are given by a separation surface which is represented by the level set of a model function. The separation boundary is defined by the respective equation. In our symbolic approach, the learned knowledge model is represented by mathematical formulas and it is composed of an optimum set of expressions of a given superset. We show that this property gives human experts options to gain additional insights into the application domain. Furthermore, the representation in terms of mathematical formulas (e.g., the analytical model and its first and second derivative) adds additional value to the classifier and enables to answer questions, which sub-symbolic classifier approaches cannot. The symbolic representation of the models enables an interpretation by human experts. Existing and previously known expert knowledge can be added to the developed knowledge representation framework or it can be used as constraints. Additionally, the knowledge acquisition framework can be repeated several times. In each step, new insights from the search process can be added to the knowledge base to improve the overall performance of the proposed learning algorithms.
文摘Intensity of competition, especially global competition, has driven many organizations to search for innovative ways to improve productivity and performance. This trend has led many firms to adopt approaches to implement cloud systems. Cloud systems have distinct characteristics that differentiate it from traditional internet services, due to a number of significant innovation factors. For example, firms need improved access to high-speed intemet as well as access to customer relationship management (CRM) and enterprise resource planning (ERP) capacities. This means that the interest of many firms in the implementation of cloud systems has increased. Although cloud systems are designed to facilitate knowledge transfer, currently, there is no method to ensure that knowledge transfer is useful or relevant to a firm. This in turn means that finns need to ensure that the cloud system has the capabilities to screen knowledge for compliance against some known knowledge characteristics. The use of cloud systems could result in an efficient delivery of innovation knowledge in an effective way. This paper presents an approach for assessment of the successful implementation of cloud systems. This paper also discusses the various success factors of cloud systems for global innovation.
