New Industrialization: Characteristics, System Development and Implementation Pathway

New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. The Chinese new industrialization proposes the pathway and policy measures considering the new global situation and the requirements of new goals of strengthening organization and leadership, reducing factor cost, accelerating independent technological innovation, smoothing domestic and international circulation, and optimizing competition environment.

Rationale and Pathway for New Industrialization in the Context of Chinese Modernization

The concepts of modernization and industrialization have different connotations that are specific to their historical backgrounds,and their theoretical innovation and development may benefit from China’s experiences.Industrialization is the cornerstone of modernization,and holds the key to its success.China’s experiences in blazing a new trail of industrialization are challenging the traditional Western theory of industrialization and deepening the connotations of Chinese modernization.New industrialization is a key entry point for steering China’s modernization drive and theoretical innovations.This paper offers an overview of the theory of Chinese modernization and its evolving trend along China’s socialist industrialization path,as well as the rationale and pathway for new industrialization in the context of Chinese modernization.As our findings suggest,the new industrialization concept has taken hold in every key aspect of Chinese modernization.When combined with the theory of Chinese modernization,the theoretical implications of new industrialization play a crucial role in propelling Chinese modernization forward along a new journey in the new era.

China’s Manufacturing amid New Industrialization in the 14th Five-Year Plan Period

Driven by a new round of technological and industrial revolution,China’s manufacturing industry is heading towards green,intelligent,service-based and customized development.In light of the new technological revolution and evolving industrial development model,we need to revise and breathe new life into the traditional industrialization theory.When assessing a country’s industrial development,we should use the level of industrial technology,instead of the proportion of primary,secondary and tertiary industries,as the key criterion.In addition,the level of modern industrial development should be determined according to the degree of digital,network-based,and smart features.The new industrialization theory should employ knowledge-intensive complex labor to replace simple labor as the labor factor input in the production function,and include data as a new factor of production in the analytical framework.We should also define natural resources and the environment and greenhouse gas emissions as hard constraints of the production function.In the comparison of smart,service-based and green development levels of China’s,the US’and Japan’s manufacturing sectors,our results suggest that China lags far behind developed countries in terms of the level of industrial development.During the 14th Five-Year Plan period,China’s manufacturing industry should shift from quantitative expansion to digital and smart innovations and applications,modernize the industrial system,promote industrial integration,and broaden its horizon from domestic regional planning to the global value chain.

NEW RURAL SPACES: THE IMPACT OF RURAL INDUSTRIALIZATION ON RURAL-URBAN TRANSITION IN CHINA

Since the 1980s, rural-urban transition has been becoming one of the most important aspects in China’s fast transformation from traditional to modern modes. From the perspective of change of rural space, this paper examines the impact of rural industrialization on the rural-urban transition. After an introduction to the issue of rural-urban transition in rural-urban continuum, a historical overview of the transformations of China’s rural space in economic, social and geographical structure is presented. This is followed by an analysis of regiotal uneven development among provinces in rural industrialization and rural-urban transition. It is concluded that the fast industrialization of rural area has brought on many radical transformations of rural space in China, especially on the formation of new rural economic, social and geographical spaces and the uneven development of rural-urban trgnsition among the eastern, central and westem areas.

Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

Re-measuring Productivity, Energy and Environmental Factors of China＇s New Industrialization

This paper identifies low-carbon, energy-efficient, and green economic growth as the primary goals of China＇s new industrialization and defines productivity under new industrialization which; unlike conventional productivity, simultaneously satisfies these goals. In contrast to conventional methods for measuring productivity, this paper employs a non-radial, non-angular SBM directional distance function to estimate new industrialization productivity of industrial sectors across 30 Chinese provinces, municipalities and autonomous regions between 1998 and 2008. Our research shows that conventional measurements of productivity overestimate industrial growth in China＇s central and western regions. On the whole, prospects for growth performance of China＇s industrial sectors are not optimistic. The degree of new industrialization is higher in eastern region than in central and western regions, where balancing industrial growth with resources and the environment is a daunting task. This paper＇s conclusions support ＂environmental Kuznets curve＂ and ＂Porter hypothesis＂ but reject ＂pollution asylum hypothesis ＂.

New Drivers of China＇s Industrial Growth in Its Late-Stage Industrialization and ＂New Normal＂

According to our analysis of variations in Chinas＇ industrial growth rate. industrial demand, industrial structure, regional structure and the performance of industrial firms, China ＇s＇ industrial economv is moving towards＇ a ＂new normal＂ of slower growth and structural improvement. This process coincides with the late stage of China＇s industrialization, which international experience suggests is often frauht with twists and challenges. Among these challenges, great attention must be paid to overcapacity industrial restructuring and upgrades, and the ＂reindustrialization＂ of developed countries. As China enters the late stage of its industrialization, particularly during the 13th Five-Year Plan period from 2016 to 2020, the promotion of industrial development is of strategic significance for China to successfully complete industrialization and its economy to adapt to the ＂new normal ＂. In the face of these new challenges regarding industrial development, policymakers must strive to increase the dynamism of growth for industrial economy. In this new era, the momentum of industrial growth derives from the integration of the supply impetus of industrialization and the pull of demand caused by urbanization, while, the comprehensive deepening of refom provides the key source of momentum.

Research on the Development of Housing Industrialization under the New Urbanization

China’s Economy in the Advanced Stage of Industrialization:Tendencies and Risks

In 2010, China entered the advanced stage of industrialization, which coincided with the country＇s entry into a new stage of economic growth. However, this transition is associated with major risks, including adapting to decelerating economic growth. While recognizing the move toward a service-based economy, China must seek to prevent the risk of ＂manufacturing hollowing out. ＂＇ It must also avoid the ＂technology upgrade trap＂ while taking advantage of increasingly sophisticated industrial structures. Efforts must also be made to： （1） promote the integration of lT tools and meet risks arising from the New Industrial Revolution; （2） resolve liability risks arising from capacity reduction; and （3） expedite the transition to a functional industrial policy and prevent the failure of a functional industrial policy. In climbing up the global value chain, China must confront the competitive pressures from advanced and emerging economies on both high- and low-end processes of the global value chain.

China’s Industrial Upgrading and Value Chain Restructuring Under the New Development Pattern

Global industrial chains(GICs)have become a hallmark of the world economy underpinning the global production cycle.Since the reform and opening up was introduced in 1978,China has taken an active role in global value chains(GVCs)and become the world’s factory floor.Under the external shocks to GICs,such as US trade frictions with China and the COVID-19 pandemic,China’s traditional comparative advantages in manufacturing which include its labor force and costs are waning.This has manifested in a wave of industrial relocations from China to other countries as well as China’s weakening international competitiveness.We took stock of the concepts and journey of GVCs and elaborated the intrinsic relationship between GVCs and the new development pattern of“dual circulations”.We also analyzed the trends of GVCs,the current status and problems of China’s industrial chains,and China’s market heft,complete industrial chains and the digital economy as new strengths for industrial chain upgrade.In our conclusion,this paper put forth some policy recommendations for China’s industrial chain upgrade in the context of dual circulations.

Groundwater Level Prediction Using Artificial Neural Networks: A Case Study in Tra Noc Industrial Zone, Can Tho City, Vietnam

The objective of this study is to predict groundwater levels (GWLs) under different impact factors using Artificial Neural Network (ANN) for a case study in Tra Noc Industrial Zone, Can Tho City, Vietnam. This can be achieved by evaluating the current state of groundwater resources (GWR) exploitation, use and dynamics;setting-up, calibrating and validating the ANN;and then predicting GWLs at different lead times. The results show that GWLs in the study area have been found to reduce rapidly from 2000 to 2015, especially in the Middle-upper Pleistocene (qp2-3) and upper Pleistocene (qp3) due to the over-withdrawals from the enterprises for production purposes. Concerning this problem, an Official Letter of the People’s Committee of Can Tho City was issued and taken into enforcement in 2012 resulting in the reduction of exploitation. The calibrated ANN structures have successfully demonstrated that the GWLs can be predicted considering different impact factors. The predicted results will help to raise awareness and to draw an attention of the local/central government for a clear GWR management policy for the Mekong delta, especially the industrial zones in the urban areas such as Can Tho city.

Constructing ecological system of digital culture industries in the new era

Developing digital culture industries is one of the important social planning strategies in China in the new era.China’s digital culture industries has continued to grow in recent years,but there are still a series of problems such as imperfect industrial ecological chain structure,lack of development and innovation content,and small scale of ecological platform.At this stage,in order to build a sustainable ecological system for the development of digital culture industries in the new era,we should focus on the development of key areas related to digital culture industries,guide the development of industrial agglomeration,cultivate large-scale leading enterprises,strengthen the support of industry chain,build an innovative ecological model,and increase policy support.Only in this way can the digital culture industries be pushed into a benign ecological system as soon as possible and cultivated into a new momentum for the development of China’s culture industries in the new era.

Analysis of the Phenotype and the Restriction Enzyme Mapping Level of Mutations Induced by the New Mutagen Glycidyl Methacrylate

Glycidyl methaerylate (GMA) is a recently recognized chemical mutagen. In order to explore the mutagenicity and mutagenic process of GMA, plasmid pBR322 was used for in vitro binding, mutant screening, and restriction enzyme mapping. The binding between GMA and DNA in vitro has been verified by means of a spectrophotometric method. When pBR322 and GMAbound pBR322 were used to transform Eschenchia coli HB101, the following results were obtained: (1) The transformation efficiency of GMA-bound pBR322 was much lower than that of pBR322 alone. (2) GMA-bound pBR322 induced phenotype changes in competent cells (i.e., tetracycline-resistance inactivation or ampicillin-resistance inactivation). There were two mutants of pBR322, Ap~RTc~S and Ap~STc~R, in the transformants and a deductive mutant Ap~STc~S in the nontranstormants. (3) All of the selected mutants were stable and heritable. (4) When restriction enzyme maps were used to analyze the mutant Ap~RTc~S, four of seven maps were changed. some sites were shifted to other resistant gene regions, for example, sites of Bgll, EcoRl, Ilindlll. Hinclll, etc., and there was a new recognition site for Hindi (252). We did not observe any DNA fragment insertion or deletion on any maps. Our results suggest that when GMA is covalently linked to the plasmid DNA, it gives rise to a premutagenic lesion of DNA that is converted in vivo into a point mutation. (C)1990 Academic Press, Inc.

The role of new ICTs in the sustainable development of industrial cluster:a case study of Yangxunqiao textile cluster

The wide application of new information and communication technologies(ICTs)has been argued to be critical in local economic development,while the application of new ICTs will affect the development of industrial cluster,especially those small and medium-sized enterprises(SMEs).This paper examines Yangxunqiao textile cluster located in Zhejiang Province as a case study to focus on the role of ICTs in the sustainable development.We argue ICTs application in firms boost flexible and customized production approach,improve e-commerce market channel and raise supply chain management.We also pay special attention to the spatial implication of ICTs adoption in industrial cluster,and suggest that application of ICTs tend to lead to further clustering of SMEs in the location with mature production chain.Our analysis shows that new ICTs are a facilitator in the sustainable development of the industrial cluster.

Mechanism and Countermeasures for Action of Scientific and Technological Innovation on Integration of Industrialization and Urbanization

In the current process of deepening reform in China,industrial structure upgrading,economic structural transformation and new urbanization are important tasks to promote social and economic development,and technological innovation has gradually become the primary driving force for industrial upgrading,economic transformation and the realization of new urbanization.The article analyzed the action mechanism of scientific and technological innovation on the integration of industrialization and urbanization through qualitative and quantitative methods,found out the prominent problems faced by Henan through the empirical analysis of relevant data of Henan Province,and then proposed the integrated development path driven by scientific and technological innovation.
