Preliminary findings are present...This article identifies the role of library and information science (LIS) education in the development of community health information services for people living with HIV/AIDS (PLWHA). Preliminary findings are presented from semi- structured qualitative interviews that were conducted with eleven directors and managers of local branches in the Knox County Public Library (KCPL) System that is located in the East Tennessee region in the United States. Select feedback reported by research participants is summarized in the article about strategies in LIS education that can help local public librarians and others in their efforts to become more responsive information providers to PLWHA. Public libraries should be vigilant and responsive to the ever changing information needs of their clientele functioning in a society undergoing through rapid change due to technological innovations. China is currentl...Public libraries should be vigilant and responsive to the ever changing information needs of their clientele functioning in a society undergoing through rapid change due to technological innovations. China is currently experiencing a social and technological transformation of great magnitude in terms of metamorphosing itself from a traditional society to one that is driven by information technologies. Our research study, taking this proposition into account, did a questionnaire survey on 954 library information users at five major public libraries. This research study has discovered that the information needs of public library users today reflect some of the peculiar characteristics of their society in changing times which is driven largely by the rapid development and application of new information technologies. It shows that there is a newly added demand emphasis on certain categories of library resources and services by the Chinese reading public. Our research findings have identified such needs basically in the following five functional areas of public libraries, namely, 1) Increased demands for economic resources, 2) rising expectations for more effective and efficient library services, 3) a convenient location and an amicable environment congenial to learning, 4) a suitable place for engaging in intellectual dialogues and in socialization, and 5) a few other technological amenities and information technology-based digital resources and facilities in addition to a rich repository of library materials in print format. Finally, our paper concludes its discussion with a few observation remarks about the changing trend of public libraries' visions, missions and operations vis-à-vis a contextual background of the ever heightened public expectations for getting quality information services in a timely manner in order for them to function effectively in an information-oriented society such as that of ours today.展开更多

This paper describes a practice of a medical library in providing online access to health information for the general public.Design/methodology/approach: A four-step workflow is developed to integrate and disseminate heterogeneous health information from medical associations. First, a raw data repository is developed to manage the original submissions from information providers.Second, each document in the raw data repository is represented in a standardized XML schema. Third, the medical terms are identified and manually annotated, enriching the semantics of health information. Lastly, all the semantically enriched XML documents are converted to HTMLs for online dissemination.Findings: A health information website, CHealth, was developed for Chinese speakers. It provides free online access for all without any login or IP constrains. CHealth is available at www.chealth.org.cn.Research limitations: The current workflow is time-consuming and labor-intensive due to the lack of information submission/exchange standard and commonly agreed-on consumer health terminology in Chinese.Originality/value: In this work, the target audience of the medical library has been extended from traditional academic/professional to the general public. Purpose:The research is undertaken to help the Chinese public libraries answer the growing needs for library services to the elderly.Based on an investigation of the current situation of the services to older adults i...Purpose:The research is undertaken to help the Chinese public libraries answer the growing needs for library services to the elderly.Based on an investigation of the current situation of the services to older adults in China and a comparative analysis of the services in the U.S.,we attempt to explore what improvements the Chinese public libraries can make to better serve the needs of older adults.Design/methodology/approach:We empirically analyzed the older adults services of 271public libraries in China from 2002 to 2011 via content analysis of both the print materials such as the regulations and policies released by these libraries and the related information on the libraries' websites and the Internet Web pages.Findings:Great strides have been made in the Chinese public libraries' services to older adults in constructing service systems,providing facilities and equipment,exploring cooperative programming,and planning diversified and regularly scheduled activities.Compared with American counterparts,however,the Chinese public libraries need to catch up in understanding the elderly people as library users,planning customized services,formulating service guidelines and evaluation systems,and working with other local agencies for cooperative programming for seniors in communities.Research limitations:It is hard to collect more data covering more geographical areas and longer periods of time.The content analysis of libraries' policies and regulations is a very rough approximation of the libraries' 'real' services.The study should be extended to visits to public libraries in the future.Practical implications:This study provides useful information for the Chinese library policymakers to formulate regulations and policies to provide services to older adults.Originality/value:To the best of our knowledge,the comprehensive survey reported in this paper is the first in-depth investigation of the current situation of public library services to older adults in China,providing the analysis framework for more in-depth surveys in the future.展开更多

An organization’s costing system is a system that helps the management with the strategy planning while the system plays an important role in providing accurate cost information about the products and customers.In ot...An organization’s costing system is a system that helps the management with the strategy planning while the system plays an important role in providing accurate cost information about the products and customers.In other words,the costing management system is important to provide timely and quality information to help managers in their decision-making process.Producing quality graduates is the main objective of any university and the cost of quality or the cost of poor quality is one that is often difficult to measure in higher education.This can be partly attributed to the fact that most accounting systems are not structured to capture important cost-of-quality information.In order to succeed,many organizations tend to shift from conventional or traditional costing system to Activity-based costing(ABC).ABC provides both higher education administrators and policymakers with better information on which to base decisions.The use of multiple cost pools and drivers under ABC leads to more detailed and accurate product costing than that provided by traditional cost systems.This paper attempts to investigate the possibilities and limitations of implementing ABC in universities.More specifically the study makes use of the case study method to illustrate the implementation of activity-based costing of library services in a private university in the Kingdom of Bahrain.The research methodology of the case study is a combination of both descriptive and quantitative analyses.The study identified six categories of cost pools which are related to the activities of the library as well as 17 relevant cost drivers.Accordingly,ABC should lead to a better understanding of what drives costs and,by extension,what changes are necessary to reduce costs.Unnecessary activities that do not add value to services can be identified and eliminated.Further ABC is feasible in an academic library and that much can be gained from the process of analyzing activities.However,more work needs to be done in terms of designing accounting and other information systems to capture cost and activity transaction data in a more routine and disaggregated form for ABC analysis.展开更多

文摘Purpose:The research is undertaken to help the Chinese public libraries answer the growing needs for library services to the elderly.Based on an investigation of the current situation of the services to older adults in China and a comparative analysis of the services in the U.S.,we attempt to explore what improvements the Chinese public libraries can make to better serve the needs of older adults.Design/methodology/approach:We empirically analyzed the older adults services of 271public libraries in China from 2002 to 2011 via content analysis of both the print materials such as the regulations and policies released by these libraries and the related information on the libraries' websites and the Internet Web pages.Findings:Great strides have been made in the Chinese public libraries' services to older adults in constructing service systems,providing facilities and equipment,exploring cooperative programming,and planning diversified and regularly scheduled activities.Compared with American counterparts,however,the Chinese public libraries need to catch up in understanding the elderly people as library users,planning customized services,formulating service guidelines and evaluation systems,and working with other local agencies for cooperative programming for seniors in communities.Research limitations:It is hard to collect more data covering more geographical areas and longer periods of time.The content analysis of libraries' policies and regulations is a very rough approximation of the libraries' 'real' services.The study should be extended to visits to public libraries in the future.Practical implications:This study provides useful information for the Chinese library policymakers to formulate regulations and policies to provide services to older adults.Originality/value:To the best of our knowledge,the comprehensive survey reported in this paper is the first in-depth investigation of the current situation of public library services to older adults in China,providing the analysis framework for more in-depth surveys in the future.

We also have made partial reconstruction to the existing Information Management System of the HIT library and implementation of the prototype system. This research work will significantly influence the coordination of international library resource databases and the achievement of global information sharing.
文摘An organization’s costing system is a system that helps the management with the strategy planning while the system plays an important role in providing accurate cost information about the products and customers.In other words,the costing management system is important to provide timely and quality information to help managers in their decision-making process.Producing quality graduates is the main objective of any university and the cost of quality or the cost of poor quality is one that is often difficult to measure in higher education.This can be partly attributed to the fact that most accounting systems are not structured to capture important cost-of-quality information.In order to succeed,many organizations tend to shift from conventional or traditional costing system to Activity-based costing(ABC).ABC provides both higher education administrators and policymakers with better information on which to base decisions.The use of multiple cost pools and drivers under ABC leads to more detailed and accurate product costing than that provided by traditional cost systems.This paper attempts to investigate the possibilities and limitations of implementing ABC in universities.More specifically the study makes use of the case study method to illustrate the implementation of activity-based costing of library services in a private university in the Kingdom of Bahrain.The research methodology of the case study is a combination of both descriptive and quantitative analyses.The study identified six categories of cost pools which are related to the activities of the library as well as 17 relevant cost drivers.Accordingly,ABC should lead to a better understanding of what drives costs and,by extension,what changes are necessary to reduce costs.Unnecessary activities that do not add value to services can be identified and eliminated.Further ABC is feasible in an academic library and that much can be gained from the process of analyzing activities.However,more work needs to be done in terms of designing accounting and other information systems to capture cost and activity transaction data in a more routine and disaggregated form for ABC analysis.

文摘Increasing competition in service businesses (eg: Information Technology, Healthcare, Education, Logistics, Distribution, Hospitality Financial and other services) is compelling corporates to adopt business improvement philosophies and methodologies for addressing customer demands for better quality service and organizational demands for improving the profit margins through cost reduction. Many companies around the world have already implemented Information Technology Infrastructure Library (ITIL) as a way to manage and control their Information Technology (IT) Departments more effectively. These companies are now willing to improve their ITIL processes in order to become even more efficient. Lean Six Sigma is a methodology that has been suggested as a means to resolve these problems, reducing costs and improving quality. Its application in the IT Services area is becoming increasingly popular among researchers and academicians and can be used to conduct these improvements. Despite the application of lean six sigma approaches to different contexts in the service sector, the application of Lean Six Sigma approaches in service delivery specific to Information Technology Service Management (ITSM) remains largely untested. The purpose of this paper is to implement Integrated Lean Six Sigma for Software application support services and evaluate the benefits of continual service improvement over ITIL.
文摘The country’s economic development determines the political and cultural status.At the present time,China’s rapid economic development has greatly improved the country’s international prominence.Although China has high economic and political achievements,China’s cultural soft power is still in a weak position.Cultural soft power is of great significance in improving the country’s overall national strength and international competitiveness.Research organizations are an important part of the country’s soft power and are of great significance to the strengthening of national soft power.Research organizations are the“peripheral brain”in the decision-making process of the government.National government agencies need democratic science in making decisions,and the adopted policy methods must have positive and effective outcomes on the people.Therefore,the national government agencies cannot achieve this without the help of research organizations.This resulted in the development and rising construction of research organizations.With the comprehensive development and construction of research organizations,whilst making progress,has also exposed several shortcomings.The construction of China’s research organizations requires various supports;especially the intelligence agencies and access to library information,which has a unique advantage in promoting the construction of research organizations[1].This paper first introduces the definition,classification and characteristics of a research organization.It will also provide a preliminary understanding of research organizations.The paper will then highlight and analyze the problems encountered by the research organization.Finally,through the grasp of the advantages of the library and intelligence agencies,a solution is proposed.
