Today,with the rapid development of the internet,a large amount of information often accompanies the rapid transmission of disease outbreaks,and increasing numbers of scholars are studying the relationship between inf...Today,with the rapid development of the internet,a large amount of information often accompanies the rapid transmission of disease outbreaks,and increasing numbers of scholars are studying the relationship between information and the disease transmission process using complex networks.In fact,the disease transmission process is very complex.Besides this information,there will often be individual behavioral measures and other factors to consider.Most of the previous research has aimed to establish a two-layer network model to consider the impact of information on the transmission process of disease,rarely divided into information and behavior,respectively.To carry out a more in-depth analysis of the disease transmission process and the intrinsic influencing mechanism,this paper divides information and behavior into two layers and proposes the establishment of a complex network to study the dynamic co-evolution of information diffusion,vaccination behavior,and disease transmission.This is achieved by considering four influential relationships between adjacent layers in multilayer networks.In the information layer,the diffusion process of negative information is described,and the feedback effects of local and global vaccination are considered.In the behavioral layer,an individual's vaccination behavior is described,and the probability of an individual receiving a vaccination is influenced by two factors:the influence of negative information,and the influence of local and global disease severity.In the disease layer,individual susceptibility is considered to be influenced by vaccination behavior.The state transition equations are derived using the micro Markov chain approach(MMCA),and disease prevalence thresholds are obtained.It is demonstrated through simulation experiments that the negative information diffusion is less influenced by local vaccination behavior,and is mainly influenced by global vaccination behavior;vaccination behavior is mainly influenced by local disease conditions,and is less influenced by global disease conditions;the disease transmission threshold increases with the increasing vaccination rate;and the scale of disease transmission increases with the increasing negative information diffusion rate and decreases with the increasing vaccination rate.Finally,it is found that when individual vaccination behavior considers both the influence of negative information and disease,it can increase the disease transmission threshold and reduce the scale of disease transmission.Therefore,we should resist the diffusion of negative information,increase vaccination proportions,and take appropriate protective measures in time.展开更多

This paper investigates the effect of local government intervention on capital deepening of manufacturing sector by using interprovincial panel data sets of 28 Chinese provinces,municipalities and autonomous regions b...This paper investigates the effect of local government intervention on capital deepening of manufacturing sector by using interprovincial panel data sets of 28 Chinese provinces,municipalities and autonomous regions between 1994 and 2011.Theoretical research indicates that as a transitional economy,China's local government intervention in corporate investment behaviors will cause excessive investment,thus bringing about a long-term and sustained tendency of capital deepening in manufacturing sector.Empirical test further discovers that in a certain range,the phenomenon of capital deepening in manufacturing sector is not an inevitable result endogenous to economic development and technology progress,and that investment behaviors of manufacturing sector are largely subject to the external institutional environment.Fiscal decentralization has indeed promoted capital deepening of manufacturing sector.Financial credit expansion and interventions in SOEs are major instruments for local governments to intervene in the capital deepening of manufacturing sector and such an influence is particularly significant for China's central,western and northeast regions.Therefore,clarifying government functions and improving local government performance review mechanism are of great significance to the healthy development of China's manufacturing sector.展开更多
The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of C...The lack of descriptions regarding the order of precedence between the local laws of cities with subordinate districts and the regulations of provincial governments in Legislation Law of the People's Republic of China(Legislation Law) has led to two divergent views. One holds that "the local laws of cities with subordinate districts should take precedence over the regulations of provincial governments," while the other supports the exact opposite. This is a value judgment issue in legislation. To reach a solution, we need to clarify the premises based on the characteristics of the laws in question so that a basic common ground can be established for discussion. The first premise for traditional legislation is that a law should be based on experience as well as logic; the second is that the experience of authority subjects, plus the three aspects of logic should outweigh the experience of social subjects, plus the three aspects of logic. With respect to postmodern legislation, the first premise is that experience should override logic, and the second is that the experience of the authority subject should take precedence over that of social subject, with no requirements for logical consistency. Since Legislation Law fal s into the category of postmodern legislation, according to the premises, the argument that the local laws of cities with subordinate districts should take precedence enjoys wider acceptance, but the view is logically challenged in terms of conceptual consistency, system consistency and principle consistency. The influence of the transfer payments from the central government to the local governments on the local governments' efforts on taxation must be taken into consideration by every country for the design of the tra...The influence of the transfer payments from the central government to the local governments on the local governments' efforts on taxation must be taken into consideration by every country for the design of the transfer payments. Based on the theoretical analysis on the influence of the transfer payments from the central government to the local governments on the local governments' payments, this paper indicates that the local governments' efforts on taxation depends on the demand elasticity of the district for public goods. It increases with the increase of the elasticity X. Judge the degree of the local government's efforts on taxation by measure X. After an empirical analysis on the transfer payments from the central government to the local governments from 2000 to 2004, this paper gets the conclusion that the local governments' efforts on taxation abates with the increase of supporting payments or with the increase of the ratio of transfer payments to local willing public payments. Under specific circumstances, the higher the ratio of transfer payments to the local fiscal expenditure is, the smaller the local governments' efforts on taxation is under the central payments, whereas the higher the local income is, the higher the efforts is under the central payments. Based on this, this paper gives the meaning of its corresponding policies.展开更多

This paper proposed a method combing YOLOv3 (You Only Look Once v3) and local optical flow method. Based on the dense optical flow method, the optical flow modulus of the area where the human target is detected is calculated to reduce the amount of computation and save the cost in terms of time. And then, a threshold value is set to complete the human behavior identification. Through design algorithm, experimental verification and other steps, the walking, running and falling state of human body in real life indoor sports video was identified. Experimental results show that this algorithm is more advantageous for jogging behavior recognition.展开更多

The paper provides insights as to how best development agents can approach the challenge of capacity needs assessment and development of capacity building programs in the context of the local government structure in Tanzania. The paper is of original nature and is based on author’s accumulated knowledge and practice in conducting capacity assessments and developing capacity building programs in Tanzania. The paper describes what can be considered to be best practices in conducting participatory capacity assessment through consultative processes which involves most of the key actors who would be engaged in implementing proposed interventions. The paper puts forward an analytical model for capacity assessment and program development in the Tanzanian context. The main features of the model can be summarized as participatory capacity assessment, strategic capacity building program development and complementarity through synergy building with like-minded stakeholders. The operational modality for utilizing the model in developing capacity building programs which among other components has monitoring and evaluation aspects is included. It is recommended that practitioners and development agents should test the model in their working environments to realize its potential benefits including program ownership by stakeholders.展开更多
Active government intervention is a striking characteristic of the Chinese stock market.This study develops a behavioral heterogeneous agent model(HAM)comprising fundamentalists,chartists,and stabilizers to investigat...Active government intervention is a striking characteristic of the Chinese stock market.This study develops a behavioral heterogeneous agent model(HAM)comprising fundamentalists,chartists,and stabilizers to investigate investors’dynamic switching mechanisms under government intervention.The model introduces a new player,the stabilizer,into the HAM as a proxy for the government.We use the model to examine government programs during the 2015 China stock market crash and find that it can replicate the dynamics of investor sentiment and asset prices.In addition,our analysis of two simulations,specifically the data-generating processes and shock response analysis,further corroborates the key conclusion that our intervention model not only maintains market stability but also promotes the return of risk asset prices to their fun-damental values.The study concludes that government interventions guided by the new HAM can alleviate the dilemma between reducing price volatility and improving price efficiency in future intervention programs.展开更多

Regulation is currently perceived as an art and craft of governance where the regulatory processes are an outcome of interdependences between political actors,bureaucrats,business community,and the public at large.How...Regulation is currently perceived as an art and craft of governance where the regulatory processes are an outcome of interdependences between political actors,bureaucrats,business community,and the public at large.However,it is now extensively recognized that this interdependency is beyond one level of government particularly in the era of decentralization where regulatory outcomes are a result of a complex set of interacting levels.This study concedes that regulatory processes are intrinsically political endeavor.Principally,local government regulatory processes are characterized by multiple actors at different levels of governance,i.e.,the local government itself and stakeholders within its jurisdiction and the central government.In fact power dispersion has a vertical direction consisting of actors stemming from different governmental levels as a consequence of decentralization.The complexities of the relationships of multiple actors at different levels of government and across the same level of government create a number of risks that jeopardize quality local regulation that need to be managed calling for multilevel regulatory governance anchored on effective stakeholder engagement and coordination.Particularly,engagement with local government during the design of new regulations is largely poor resulting in a missed opportunity to have informed decisions that enhance quality local regulation.To augment multilevel governance,it is imperative to improve the interface between central and local government with local authorities recognized as“co-producers”of regulatory outcomes.Effective implementation of Regulatory Impact Assessment(RIA)that safeguards proper analysis of proposed and existing regulation is of paramount importance to ensure evidenced based regulations,analysis of cost implications for the local government,the capacity of LGAs in to implement as well as legitimacy of regulations.Therefore this study examines the political tradeoffs between the central and local government and among other stakeholders.展开更多

The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. Notably, the Nigeria Liquefied Natural Gas (NLNG) project is the pioneer Liquefied Natural Gas (LNG) plant in Nigeria, aimed at both the diversification of the petroleum industry and utilization of the vastly flared n...Notably, the Nigeria Liquefied Natural Gas (NLNG) project is the pioneer Liquefied Natural Gas (LNG) plant in Nigeria, aimed at both the diversification of the petroleum industry and utilization of the vastly flared natural gas resources of the nation. However, large scale energy projects have been known to generate both positive and/or negative impacts. Environmental Management Plans (EMP) have often been the compendium of information on approved mitigations, which normally include activities that could maximize the benefits of the host communities, and it’s not unusual for the Community Development and Corporate Social Responsibility (CDCSR) department of such an organization to be saddled with these contributions. But the activities of Nigeria LNG Ltd.’s CSR department have often been the source of criticism, as well as aspiration for improvement by host communities and other stake holders. This article thus aims to present a comprehensive compendium of NLNG’s CDCSR activities, up to the year 2010, and also highlight the level of satisfaction of the immediate and distant host communities against the level of performance of other donors in the area. Also the arrays of negative socio-economic consequences of the Nigeria LNG Ltd.’s activities were identified based on community perception. The results generally showed that comparatively, NLNG project has made more innovative positive socio-economic and health contributions to its areas of operation than the three tiers of government and other donors (including SPDC and Mobil Producing Nigeria). Surprisingly, agitations against Nigeria LNG Ltd.’s activities have not overshadowed its community development provisions, which have been of major assistance in several communities. There is however a dire need to review several aspects of Nigeria LNG Ltd.’s CDCSR activities, especially in the fulfilment of documented promises, as well as in project conception and community participation, for better completed projects acceptance by indigenous host communities. Conflict management strategies also need to be improved, while the dissatisfaction over benefits in New Finima needs to be urgently addressed.展开更多

This paper proposed a method combing YOLOv3 (You Only Look Once v3) and local optical flow method. Based on the dense optical flow method, the optical flow modulus of the area where the human target is detected is calculated to reduce the amount of computation and save the cost in terms of time. And then, a threshold value is set to complete the human behavior identification. Through design algorithm, experimental verification and other steps, the walking, running and falling state of human body in real life indoor sports video was identified. Experimental results show that this algorithm is more advantageous for jogging behavior recognition.
文摘In order to find out reasons for local government illegally occupying cultivated land and reduce such acts to ensure China's grain security,this paper made an analysis through building the single person game model for local government's legal or illegal occupation of cultivation land.It reached the conclusion that the benefit obtained by local government from illegal occupation of cultivated land is far greater than cost and punishment of such illegal acts.Illegal act is an optimal choice of local government to maximize its benefits,which is also the major reason for its illegal occupation of cultivated land.Thus,to reduce these illegal acts of local government,it should reduce benefits of local government obtained from illegal occupation of cultivated land,and increase costs for illegal occupation of cultivated land.
文摘This is a methodological paper prepared by senior academicians, researchers and consultants from renowned universities in Tanzania. The paper provides insights as to how best development agents can approach the challenge of capacity needs assessment and development of capacity building programs in the context of the local government structure in Tanzania. The paper is of original nature and is based on author’s accumulated knowledge and practice in conducting capacity assessments and developing capacity building programs in Tanzania. The paper describes what can be considered to be best practices in conducting participatory capacity assessment through consultative processes which involves most of the key actors who would be engaged in implementing proposed interventions. The paper puts forward an analytical model for capacity assessment and program development in the Tanzanian context. The main features of the model can be summarized as participatory capacity assessment, strategic capacity building program development and complementarity through synergy building with like-minded stakeholders. The operational modality for utilizing the model in developing capacity building programs which among other components has monitoring and evaluation aspects is included. It is recommended that practitioners and development agents should test the model in their working environments to realize its potential benefits including program ownership by stakeholders.

文摘Active government intervention is a striking characteristic of the Chinese stock market.This study develops a behavioral heterogeneous agent model(HAM)comprising fundamentalists,chartists,and stabilizers to investigate investors’dynamic switching mechanisms under government intervention.The model introduces a new player,the stabilizer,into the HAM as a proxy for the government.We use the model to examine government programs during the 2015 China stock market crash and find that it can replicate the dynamics of investor sentiment and asset prices.In addition,our analysis of two simulations,specifically the data-generating processes and shock response analysis,further corroborates the key conclusion that our intervention model not only maintains market stability but also promotes the return of risk asset prices to their fun-damental values.The study concludes that government interventions guided by the new HAM can alleviate the dilemma between reducing price volatility and improving price efficiency in future intervention programs.
文摘Two rounds of leveraging-up have led to a high debt ratio in the Chinese economy,triggered liquidity mismatch and increased systemic financial risks.The key causes of local government liabilities are soft budget constraints and non-market-based factor allocation.Currently,the risks of local government liabilities are generally controllable.This paper concludes that the long-term solution to managing local government liabilities is to enhance budget constraint and institutional assurance and proposes countermeasures in the reform of urban construction investment and financing mechanisms.
文摘The purpose of this article is to designate the impact of the implementation of e-governance in municipalities and to suggest some proposals for further growth. More specific, in the first chapter, there is a theoretical approach of e-governance by presenting its definition and describing the current situation of the progression of e-governance to these municipalities. In the second chapter, it is presented a comparison between these municipalities about the implementation and progress of e-governance among them. Finally, in the third and last chapter, there are the conclusions and some proposals for future growth of e-governance to these municipalities.
文摘Regulation is currently perceived as an art and craft of governance where the regulatory processes are an outcome of interdependences between political actors,bureaucrats,business community,and the public at large.However,it is now extensively recognized that this interdependency is beyond one level of government particularly in the era of decentralization where regulatory outcomes are a result of a complex set of interacting levels.This study concedes that regulatory processes are intrinsically political endeavor.Principally,local government regulatory processes are characterized by multiple actors at different levels of governance,i.e.,the local government itself and stakeholders within its jurisdiction and the central government.In fact power dispersion has a vertical direction consisting of actors stemming from different governmental levels as a consequence of decentralization.The complexities of the relationships of multiple actors at different levels of government and across the same level of government create a number of risks that jeopardize quality local regulation that need to be managed calling for multilevel regulatory governance anchored on effective stakeholder engagement and coordination.Particularly,engagement with local government during the design of new regulations is largely poor resulting in a missed opportunity to have informed decisions that enhance quality local regulation.To augment multilevel governance,it is imperative to improve the interface between central and local government with local authorities recognized as“co-producers”of regulatory outcomes.Effective implementation of Regulatory Impact Assessment(RIA)that safeguards proper analysis of proposed and existing regulation is of paramount importance to ensure evidenced based regulations,analysis of cost implications for the local government,the capacity of LGAs in to implement as well as legitimacy of regulations.Therefore this study examines the political tradeoffs between the central and local government and among other stakeholders.

文摘Information asymmetry phenomenon and the differences between the main body's earning targets,which are existing in the building energy saving field,have made the game behaviors of its economic activities become inevitable.There are strategies choice between government departments and the developers,when the building energy saving work is carried out under the government control.Based on the players based assumptions,the path of player's behavior strategy choices is analyzed,expected revenue models are established and mixed Nash equilibrium is obtained in this paper.Based on the analysis results,the incentive strategy enlightenment could be concluded that it is particularly important to design the scientific incentive system for developers to develop energy-saving buildings reasonably and for the government to implement effective control;the role of informal system in encouraging developers to develop energy-saving buildings should not be ignored.

文摘Building energy efficiency is a long-term strategy to achieve sustainable development, but the inconsistencies of main interests during the implementation lead to the need for government regulation in building energy conservation. Implementation of building energy efficiency of government regulation covers three aspects of construction and involves relevant participators, so the paper analyzes interests and roles of the related subjects in building energy saving, explore the motivations and its conversion mechanism of each player, and dissect the game relationship of associated earnings of developers' and consumers' behaviors selection under government control. Finally, the paper proposes basic requirements of building incentive policies for related subjects under government control to regulate the main behaviors of subjects in building energy efficient buildings and achieve energy efficiency goals and balance of all parties' benefits.

文摘Since the reform and opening up, the local government has played a key role in promoting the economic and social development of our country, and the effective implementation of the local government has become an important research topic. Therefore, based on the literature, the observation method of in-depth interviews, practice investigation and participation is adopted in this paper, which focuses on the implementation of special groups of social assistance policy. The theoretical framework of government' rational choice reveals the status of local government implementation policies and behavior behind the mechanism and organizational structure. The study found that:(1) the local government is easy to choose a quantifiable policy to implement;(2) there is a coexistence between the local government departments;(3) the local government selectively meets the needs of special personnel;(4) the local government's seeking political promotion and power leads to its behavior alienation.
文摘Notably, the Nigeria Liquefied Natural Gas (NLNG) project is the pioneer Liquefied Natural Gas (LNG) plant in Nigeria, aimed at both the diversification of the petroleum industry and utilization of the vastly flared natural gas resources of the nation. However, large scale energy projects have been known to generate both positive and/or negative impacts. Environmental Management Plans (EMP) have often been the compendium of information on approved mitigations, which normally include activities that could maximize the benefits of the host communities, and it’s not unusual for the Community Development and Corporate Social Responsibility (CDCSR) department of such an organization to be saddled with these contributions. But the activities of Nigeria LNG Ltd.’s CSR department have often been the source of criticism, as well as aspiration for improvement by host communities and other stake holders. This article thus aims to present a comprehensive compendium of NLNG’s CDCSR activities, up to the year 2010, and also highlight the level of satisfaction of the immediate and distant host communities against the level of performance of other donors in the area. Also the arrays of negative socio-economic consequences of the Nigeria LNG Ltd.’s activities were identified based on community perception. The results generally showed that comparatively, NLNG project has made more innovative positive socio-economic and health contributions to its areas of operation than the three tiers of government and other donors (including SPDC and Mobil Producing Nigeria). Surprisingly, agitations against Nigeria LNG Ltd.’s activities have not overshadowed its community development provisions, which have been of major assistance in several communities. There is however a dire need to review several aspects of Nigeria LNG Ltd.’s CDCSR activities, especially in the fulfilment of documented promises, as well as in project conception and community participation, for better completed projects acceptance by indigenous host communities. Conflict management strategies also need to be improved, while the dissatisfaction over benefits in New Finima needs to be urgently addressed.
