International aid,always concerned as the Western aid,has been in decades' development after the Second World War.From the Post-colonial time to the era of globalisation,from Washington Consensus to the Post-Washi...International aid,always concerned as the Western aid,has been in decades' development after the Second World War.From the Post-colonial time to the era of globalisation,from Washington Consensus to the Post-Washington Consensus,there are various aid discourses,motives and the intervention logics.This paper explores the Western aid through a critical review to the history and the contemporary development of "aid".It argues,despite these changes,the fundamental logic of aid,the logic of "catching up",has not been changed.The related economic and political interventions,such as the aid conditionalities,are all working for this logic,and have caused a lot of criticisms.Aid has not been very successful within the changing agendas.While the foreign aid is moving from intervention to cooperation,to make a more effective "aid",the traditional donors may learn lessons from the South-South relations.展开更多

The proposed system can co...The Unified Power Quality Conditioner (UPQC) plays an important role in the constrained delivery of electrical power from the source to an isolated pool of load or from a source to the grid. The proposed system can compensate voltage sag/swell, reactive power compensation and harmonics in the linear and nonlinear loads. In this work, the off line drained data from conventional fuzzy logic controller. A novel control system with a Combined Neural Network (CNN) is used instead of the traditionally four fuzzy logic controllers. The performance of combined neural network controller compared with Proportional Integral (PI) controller and Fuzzy Logic Controller (FLC). The system performance is also verified experimentally.展开更多

We explore the effects of adding this non-Horn rule to the rules for the preferential inference. In this paper, a relation |~ is said to be P + WRM iff it is a preferential inference and satisfies the rule WRM. We establish the representation theorem for P + WRM, and compare the strength of WRM with some non-Horn rules appearing in literatures. Moreover, we explore the relation between P + WRM and conditional logic, and demonstrate that P + WRM is equivalent to 'flat' fragment of conditional logic CS4.2. Another contribution of this paper is to explore the relation between two special kinds of preferential models, i.e., PRC model and quasi-linear model. Main result reveals that the latter is a special form of the former.展开更多
