Under the conditions of separation of ownership, the pay given to managers should be linked with their performance. Therefore, it is extremely important to establish a scientific and effective performance evaluation system for managers. Many companies began to try to establish short-term and long-term incentive plan for managers. The purpose is to through the introduction of a new payroll system promote the behavior of managers remaining consistent with corporate benefits. But the real realization of the plan relies on running of performance evaluation system. Only scientific and fair assessment of manager performance can we implement various salary system on only reliable basis, which is the key importance for the manager performance evaluation.展开更多

When it comes to construction firms, most previous research did not cover weighting and estimation approaches for non-financial elements that ultimately influence financial status. In this research, the objective is to develop a management performance evaluation model for Korean construction firms. The model includes financial factors and non-financial factors. This research investigated actual data from Korean construction firmsandclassifiedtheir characteristics. This study is performed in two steps. First, this study derives KPIs for performance measurement techniques and weights the KPIs. And then, it applies the performance data of construction firms to the technique. The findings of this study show that Korean construction firms consider customers to be the foremost priority, converse to previous research which argued that the internal business process was the top priority. The performance measurement results can be fed back into strategies and plans to shed light on issues, reflect on management plans for subsequent years and modify mid to long-term strategies. Therefore, the developed model can help decision-makers effectively revise their management plans.展开更多

This analysis is not intended to grade agencies but to assist in identifying agencies requiring more training or resources for incident management. Previous NCHRP reports discussed usage of different factors including incident severity, roadway characteristics, number of lanes involved and time of incident separately for estimating the performance. However, it does not tell us how to incorporate all the factors at the same time. Thus, this study aims to account for multiple factors to ensure fair comparisons. This study used 149,174 crashes from Iowa that occurred from 2018 to 2021. A Tobit regression model was used to find the effect of different variables on roadway clearance time. Variables that cannot be controlled directly by agencies such as crash severity, roadway type, weather conditions, lighting conditions, etc., were included in the analysis as it helps to reduce bias in the ranking procedure. Then clearance time of each crash is normalized into a base condition using the regression coefficients. The normalization makes the process more efficient as the effect of uncontrollable factors has already been mitigated. Finally, the agencies were ranked by their average normalized roadway clearance time. This ranking process allows agencies to track their performance of previous crashes, can be used in identifying low performing agencies that could use additional resources and training, and can be used to identify high performing agencies to recognize for their efforts and performance.展开更多

The objective of this study was determining the quality of the structural elements of the department of Communicable Diseases & determining the strengths, weaknesses, opportunities and threats to improve the quality of activities in the department under research. Materials and Methods: The employed method was Mixed methods (qualitative & quantitative research), on the basis of 10 procedural steps and within 8 sections dealing with evaluated factors;such as 1) organizational and management structure 2) scientific board members 3) students 4) Manpower 5) Space of educational research and health care 6) Equipment 7) curriculum 8) satisfaction of graduates, which were studied using 61 criteria and 172 indicators. Five-point Likert Scale was used for the responses in the questionnaire (1 - 1.75 = undesirable, to 4.2 - 5 completely desirable). Finally the data were analyzed using descriptive statistics indices and the assessment software of the Educational Development Center of TUMS. The instruments used in this method included assessment software, interview, observation and self-prepared questionnaire which consisted of 7 questionnaires and 2 check lists. Finding: The results of the research showed that general average of 8 investigating sections was 56.9% as a rather desirable research work. Conclusions: Therefore, it was concluded that function of the educational management in that group was directly in line with evaluation process, but continuing the process of evaluation seems necessary.展开更多

The most important chapter is "the evaluation of public servants". The analysis for the evaluation and subsequently the personal development and career planning of human resources based on both academic theories and their practical implementation. The new model is based on proportionality and administrative Europeanization, which creates formal and informal rules, modern processes of public policy that will shape common beliefs and values incorporated in the specific national policies. Performance appraisal is the process by which organizations evaluate job performance. The aim of this paper is to provide a comprehensive narration for the performance management in modem public sector, to explain the uses of performance appraisals, to describe the methods of the evaluation and to analyze the role of evaluation.展开更多

The extension of accountability to the evaluation of educational programs involves significant topics concerning the gap between perceived and real performances. It means that, since many actors such as teachers, students, and external stakeholders are involved in the process, the research on methodologies to distinguish subjective from objective parameters is still on the floor. Debate about performance evaluation in this collaboration is still in progress particularly as it concerns the proposal of several parameters and indexes to quantify the topic and reduce the subjectivism in the assessment and the gap between real and perceived performances. After describing and discussing an evaluation model based on three interdependent typologies of indexes, this will be tested in two Tempus projects having the purpose of activating Ph.D. and masters courses. The results encourage deepening researches in this direction and disseminating this methodology and extending and enriching the validation process.展开更多

The proposed methodology is based on basic ideas and concepts of four key-field interrelated sciences, i.e., computing science, applied mathematics, management sciences and economic sciences. Furthermore, the fundamental scientific concepts of adaptability and uncertainty are shown to play a critical role of major importance for a (near) optimum solution of a class of complex e-business/services and strategic management problems. Two characteristic case studies, namely measuring e-business performance under certain environmental pressures and organizational constraints and describing the relationships between technology, innovation and firm performance, are considered as effective applications of the proposed adaptive algorithmic modeling approach. A theoretical time-dependent model for the evaluation of firm e-business performances is also proposed.展开更多
