Mapping Climate Services for Disaster Risk Management: A Systematic Review and Research Gaps from a Policy Process Perspective

Climate services (CS) are crucial for mitigating and managing the impacts and risks associated with climate-induced disasters. While evidence over the past decade underscores their effectiveness across various domains, particularly agriculture, to maximize their potential, it is crucial to identify emerging priority areas and existing research gaps for future research agendas. As a contribution to this effort, this paper employs the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) methodology to review the state-of-the-art in the field of climate services for disaster risk management. A comprehensive search across five literature databases combined with a snowball search method using ResearchRabbit was conducted and yielded 242 peer-reviewed articles, book sections, and reports over 2013-2023 after the screening process. The analysis revealed flood, drought, and food insecurity as major climate-related disasters addressed in the reviewed literature. Major climate services addressed included early warning systems, (sub)seasonal forecasts and impact-based warnings. Grounded in the policy processes’ theoretical perspective, the main focus identified and discussed three prevailing policy-oriented priority areas: 1) development of climate services, 2) use-adoption-uptake, and 3) evaluation of climate services. In response to the limitations of the prevalent supply-driven and top-down approach to climate services promotion, co-production emerges as a cross-cutting critical aspect of the identified priority areas. Despite the extensive research in the field, more attention is needed, particularly pronounced in the science-policy interface perspective, which in practice bridges scientific knowledge and policy decisions for effective policy processes. This perspective offers a valuable analytical lens as an entry point for further investigation. Hence, future research agendas would generate insightful evidence by scrutinizing this critical aspect given its importance to institutions and climate services capacity, to better understand intricate facets of the development and the integration of climate services into disaster risk management. 展开更多

Effectiveness of Comprehensive Nursing Management in Enhancing Blood Donation Outcomes and Donor Experience: A Comparative Study

Objective:To assess the management effect of comprehensive nursing management on blood donation services in blood stations.Methods:Sixty-four individuals who donated blood at a blood station between September 2021 and September 2023 were selected and randomly assigned into two groups of 32 each.The first group received comprehensive nursing management,while the second group received routine nursing management.Blood donation indexes and observational indexes such as adverse reactions were compared between the groups.Results:The total blood donation volume and qualified blood donation volume were higher in the first group than in the second group.The amount of discarded blood and the rate of blood discards were lower in the first group compared to the second group(P<0.05).Additionally,the adverse reaction rate in the first group was lower,the blood donation comfort scores were higher,the psychological state scores were lower,and the quality of care scores were higher than those in the second group(P<0.05).Conclusion:Comprehensive nursing management can improve the efficiency of blood donation,reduce the rate of blood discards,decrease the incidence of adverse reactions,alleviate negative psychological states of blood donors,and enhance both the comfort level of blood donation and the quality of care provided. 展开更多

As mountain tourism service research is a professional field with several disciplines involved, a multi-disciplinary management pIatform is needed and it facilitates participation in sustainable mountain development by diverse stakeholders. With the source regions of the Yangtze and the Yellow River as a case study, this paper presents a conceptual framework for an adaptation management of mountain tourism services according to technical, policy, social and economic dimensions. The framework is based on a vulnerability assessment of mountain ecosystems, and can serve as a reference for the development of tourism service in other mountain areas. 展开更多

The trade-offs and supply-demand relations of ecosystem services(ES)are at the frontier of geographical and ecological studies.However,previous studies have focused on either trade-offs or the supply-demand aspects,while ES conflicts and supply/demand contradictions have not been comprehensively examined.The relation-ship between ES trade-offs and supply-demand is logically valid and studying the coupling of both can provide approaches for simultaneously alleviating ES conflicts and supply-demand contradictions.This study,based on a review of previous analyses of ES trade-offs and supply-demand dynamics,proposes a new analytic framework to couple them.First,we define two types of trade-offs based on the directions of growth or decline of the two ser-vices.We also define the supply-demand balance area and the supply-demand risk area according to the ES flow characteristics.Second,the mechanisms driving ES trade-offs are clarified,and land-use scenarios are set based on the mechanisms.Third,the supply-demand spatial characteristics of ES are analyzed,and supply-demand risk areas are identified.Finally,scenario iterations are performed to minimize the supply-demand risk area at an acceptable trade-offintensity to identify an optimal land use plan,which simultaneously alleviates ES conflicts and supply-demand contradictions.This analytic framework offers new opportunities for improving sustainable ecosystem management. 展开更多

There is a growing need for both science and practice domains to collaboratively and systematically seek knowledge-based strategies for sustainable development. In recent years, transdisciplinary research has emerged as a new approach that enables joint problem solving among scientists and stakeholders in various fields. In this paper, we aim to introduce transdisciplinary research for supporting the integration of the concept of eco- system services into land and water management in the Tarim River Basin, Xinjiang, Northwest China. While a large number of ecosystem service studies have helped to raise the awareness for the value of nature in China, a number of challenges remain, including an improved understanding of the relationships between ecosystem structure, functions and services, and the interaction of the various ecosystem services. A meaningful valuation of ecosystem services also requires the consideration of their strong spatial heterogeneity. In addition, ways to introduce the con- cept of ecosystem services into decision-making in China need to be explored. Thus, successful integration of the concept of ecosystem services into actual land and water management requires a broad knowledge base that only a number of scientific disciplines and stakeholders can provide jointly, via a transdisciplinary research process. We regard transdisciplinary research as a recursive process to support adaptive management that includes joint knowledge generation and integration among scientists and stakeholders. System, target, and transformation knowledge are generated and integrated during the process of (1) problem (re)definition, (2) problem analysis and strategy development, and (3) evaluation of the impact of the derived strategy. Methods to support transdisciplinary research comprise participatory modelling (actor-based modelling and Bayesian Networks modelling) and partici- patory scenario development. Actor-based modelling is a semi-quantitative method that is based on the analysis of problem perspectives of individual stakeholders as depicted in perception graphs. With Bayesian Networks, com- plex problem fields are modelled probabilistically in a simplified manner, using both quantitative data and qualitative expert judgments. These participatory methods serve to integrate diverse scientific and stakeholder knowledge and to support the generation of actually implementable management strategies for sustainable development. For the purpose of integrating ecosystem services in land and water management in the Tarim River Basin through trans- disciplinary research, collaboration among scientists and institutional stakeholders from different sectors including water, agriculture, forestry, and nature conservation is required. The challenge is to adapt methods of transdisci- plinary research to socio-cultural conditions in China, particularly regarding ways of communication and deci- sion-making. 展开更多

The model can be updated continuously in response to the changes made in provider configurations and the evolution of business demands. Due to the existence of strong correlation between the distributed service metrics and response times, linear and hyper-linear quantitative models are constructed, which respectively, use stepwise multiple linear regression algorithm. An assessment of staffing and training needs for effective delivery of extension services in mainstreaming sustainable land management (SLM) practices in Kilimanjaro Region was conducted in June/July 2013. Data collection methods included discussions with key informants at the regional and district levels, consultations with village level stakeholders and potential collaborators, review of human resources data both at regional, district and ward levels and collection of individual staff bio-data including capacity deficiencies. The staffing situation at the regional and district levels was considered to be adequate for effective mainstreaming of SLM interventions in the region. Staffing at ward and village levels was very poor and largely inadequate for sustainable execution of extension services. It is optimistically estimated that on average the staffing at ward level needs to be increased by at least 50%. In some districts the deficiency of extension staff at ward level was as high as 80%. Training needs exist at all levels from the region down to community level. At the regional and district levels both long and short term training programs were required. At the community level required training is more practical and purely focused in mainstreaming SLM interventions at individual households and community lands. Potential collaborators with local government were identified in four main categories namely, NGOs/CBOs, private sector, government departments and faith-based organizations. The study recommends a capacity building program on specific knowledge gaps identified at regional, district, ward and village levels. The study further recommends that immediate measures need to be taken by the district authorities to address the staffing problem at ward level including recruitment of volunteers and developing collaboration framework with identified potential partners. 展开更多

Health care being in the service industry gives another challenge as they are inseparable from the service providers. As a result, a significant focus should be made on the management and control of healthcare. A study is necessary to establish how such practices influence service delivery within the healthcare industry. <strong>Objective: </strong>To show the influence of health care management and control on the service delivery in the health sector and to establish the impact of health care management system on the delivery of health services, find out the extent to which health leadership has influenced service delivery in the health industry and to establish the existence of healthcare control practices in the health industry and their impact on service delivery. <strong>Methods:</strong> The general information questionnaire, interviews patient’s satisfaction scale, and the hospital performance index were investigated by interviewing 42 healthcare workers working in Oklahoma hospitals. The study utilized a combination of data collection instruments, questionnaires, and interviews for primary data collection and a cross-sectional survey for secondary data from healthcare records within the healthcare facilities. The research adopted a descriptive statistics methodology for data analysis. The study tested the validity of data collected and reset test for omitted variables and simple correlation analysis.<strong> Results:</strong> effective healthcare management yields reasonable patient satisfaction and ignites motivation among healthcare workers. Additionally, quality service delivery is a function of proper healthcare management systems. Although it is impossible to measure effective management through observation, the testimonies and satisfaction levels among the nurses and the patients communicate accurately. 展开更多

To look through innovation management in small project-based firms, such as software engineering companies, which are service firms that conduct projects for their clients, capability maturity model integration (CMMI) is introduced. It is a process improvement approach that provides organizations with the essential elements of effective processes. Taking ABC Software Company as an example, the performances before and after the introduction of CMMI in the firm were compared. The results indicated that after two years of application, the productivity increased 92%, and the ability of detecting errors improved 26.45% ; while the rate of faults and the cost of software development dropped 12.45% and 77.55%, respectively. To conclude, small project-based firms benefit a lot if they take CMMI into their process of innovation management, particularly for those R&D firms, since the implementation of CMMI leads them to a promising future with higher efficiency and better effects. 展开更多

Madness has attracted and frightened for centuries,and talking about this means discussing how this diversity was built and managed in different social contexts and historical periods.Not all societies have had,and still have,the same relationship with madness.It is only with the affirmation of the Modern State,and of Capitalism,that the idea of“normality”indispensable to be able to conceive diversity as something dangerously distant and different from the norm takes over.In our post-modern society,people with mental illness in Italy can resort to specialists and social-health services.But the heterogeneous answers given after the approval of law 180 appear to be increasingly diversified.In this research,much attention will be paid to how the social and health services,located in different areas of Italy(Messina,Rome,Trento)face the current growing risk of social,housing and economic isolation of these fragile subjects.The aim of the research is to explore the possibility of a new relationship between the social-health service and the local community.On the one hand,research investigates what the contribution of the services could be.On the other what the spaces of protagonism and participation of the community could be in inclusion process account.In order to better understand the differences between these two dimensions,a qualitative research approach was chosen through the conduct of in-depth interviews.In this way it was possible to investigate:(1)the partial representations characteristic of the single individual,family members,operators and stackholders in general;(2)the services around the topic dealt with is articulated.From the first results of the research it emerges that the territory can no longer be considered as an abstract entity,but becomes the social space within which the construction of a new community welfare can and must take place. 展开更多

Although the OCHA has made great strides to improve its information management and increase the availability of accurate, real-time data for disaster and humanitarian response teams, significant gaps persist. There are inefficiencies in the emergency management of data at every stage of its lifecycle: collection, processing, analysis, distribution, storage, and retrieval. Disaster risk reduction and disaster risk management are the two main tenets of the United Nations’ worldwide plan for disaster management. Information systems are crucial because of the crucial roles they play in capturing, processing, and transmitting data. The management of information is seldom discussed in published works. The goal of this study is to employ qualitative research methods to provide insight by facilitating an expanded comprehension of relevant contexts, phenomena, and individual experiences. Humanitarian workers and OCHA staffers will take part in the research. The study subjects will be chosen using a random selection procedure. Online surveys with both closed- and open-ended questions will be used to compile the data. UN OCHA offers a structure for the handling of information via which all humanitarian actors may contribute to the overall response. This research will enable the UN Office for OCHA better gather, process, analyze, disseminate, store, and retrieve data in the event of a catastrophe or humanitarian crisis. 展开更多

Even sometimes it comes to the precarious situation. Therefore, there should be an operations management reform for college sports venue. Firstly, the article analyzes the current situation of stadium operations management. The realty(real estate)management of ownership of buildings includes the owner(homeowner)entrust-management and the owner self-management,the former through the way of realty service contracts,the latter through the resolution of the owners’assembly and the owners’committee.The legal disputes of realty service contracts involve balancing interests among the realty service enterprise,individual owner,and all the owners.We should use dynamic balancing of the interests of the three parties to implement the interests of the win-win cooperation rather than the interests of the trade-off of“all or nothing.”The realty service contract is similar to the entrustment contract,both of which are based on the owners’entrustment.The duty to provide realty service is not simply equivalent to fiduciary duty.The realty service contract has the essence of both behavior debt and result debt.For the former,the general provisions of the entrustment contract can be referred to,and for the latter,the general provisions of the contract for work can be referred to.In view of the group characteristics of the realty service contract,owners have no right to terminate the realty service contract at any time but should obey the principle of due process and take the majority mechanism to make a dismissal resolution resolution.The resolutions and management stipulations worked out by the owners’assembly in a majority mechanism,both of which belong to resolution behavior and are legal tools of the owners’autonomy,shall be binding on all the owners.The relationship between the owner,the owner’s assembly,and the owner’s committee is similar to the fiduciary relationship.If the decision made by the owners’assembly or the owners’committee and the management stipulation infringes upon the legal rights and interests of the owners,the injured owner has the right to revocation litigation.At present,residential commodity owners have a relatively low degree of autonomy in China,and legal disputes over realty services are frequent.In the future,we need to perfect the legal incentive and constraint measures,and stimulate the vitality of owner autonomy to promote better implementation of the owner self-management and owner entrust-management. 展开更多
