THE MANAGEMENT AND RESEARCH OF GEOGRAPHICAL NAMES USING GEOGRAPHICAL INFORMATION SYSTEM

Based on the combination of Geographical information system(GIS)with the research ofToponymy,some foundational problems of the Geographical Name Information System(GINS)are discussed in this paper.The present situation of Toponymical research is anal-ysed and the necessity of introducing the GIS tools to the research of Toponymy is demon-strated.The conceptual model of the GNIS and the structure of Geographical name Database(GND)are discussed.The basic functions of the GNIS software for management and re-search of geographical name are suggested.Some issues are stated such as the applicationand potential of the combination of GIS with CAD in the management and research of To-ponymy,the combination of GNIS with other spatial information system and sharing the in-formation with each other,the research and development of GNIS, etc.

Research and Development on the Visualization System for Official and Scientific Management in Enterprise

A visualization system for the official and scientific management has been designed on C++. By this system, the information of database has been shown to users intuitively, which makes it possible for users to be free from the data sea. The system can realize the information mining and the integrated display, at the same time, improve the information’s constructive level and integration degree.

Problems and Suggestions for the Scientific Research Management System of Universities

The revolution of science and technology in the new era is rising.New industries,formats,and models led by information technology are emerging.Scientific research has entered the fourth data-intensive paradigm.As an important part of the science and technology innovation system,universities also have new requirements for their scientific research management system.In this article,it is suggested that the efficiency and quality of scientific research management in universities could be enhanced by reconstructing the organizational structure of scientific research management,improve the service capabilities of scientific research managers,perfecting the scientific research evaluation system,and innovating the management model of cross-research teams.

Preliminary Study on Management of Agricultural Scientific Research Projects in the New Situation

Project management of agricultural scientific research institutions is an important section of agricultural scientific research plan management. It is of great significance for sustainable development of scientific research work of scientific research institutions. According to a series of opinions and notices about scientific and technological system reform issued by the state,and combining current situations of management of scientific research projects in scientific research institutions,this paper made a preliminary study on management of agricultural scientific research projects in the new trend. At present,there is a contradiction between the rapid growth of the number of patents declared and authorized by agricultural scientific research institutions and the decline of the efficiency of invention patents year by year,and the low conversion rate of patents.This paper discusses the patent application quantity,authorization quantity and patent efficiency of the Tropical Crops Genetic Resources Institute,Chinese Academy of Tropical Agricultural Sciences,analyzes the present situation of its work and the main problems existing in patent management,and puts forward the relevant suggestions.

A Study on the Funding Management of Agricultural Scientific Research Project in the New Situation

The agricultural scientific research project funding is an important prerequisite for the implementation of agricultural scientific research project,and an essential basic condition to support agricultural research. Mapping the research on scientific collaboration

The aim of this paper was to identify the trends and hot topics in the study of scientific collaboration via scientometric analysis. Information visualization and knowledge domain visualization techniques were adopted to determine how the study of scientific collaboration has evolved. A total of 1,455 articles on scientific cooperation published between 1993 and 2007 were retrieved from the SCI, SSCI and A&HCI databases with a topic search of scientific collaboration or scientific cooperation for the analysis. By using CiteSpace, the knowledge bases, research foci, and research fronts in the field of scientific collaboration were studied. The results indicated that research fronts and research foci are highly consistent in terms of the concept, origin, measurement, and theory of scientific collaboration. It also revealed that research fronts included scientific collaboration networks, international scientific collaboration, social network analysis and techniques, and applications of bibliometrical indicators, webmetrics, and health care related areas.

The Role of Science in Development of Water Management Profession in Serbia

The reintegration of water management, as an economic branch of special importance in the overall social and economic development of the country, is conditioned by appropriate scientific and technological progress. Water activities, whether water use, to protect against harmful effects of water or water protection, must be based on modem scientific achievements and modem technologies. Starting from the importance of water management, the Republic of Serbia in the past 40 years has provided certain support to basic and applied research in scientific disciplines within water management, energy, agriculture, construction, traffic and other branches. On the basis of these researches, new technology has been acquired, new technological processes have been developed, the technologies of design, construction and management of water management facilities and systems have been improved, devices and equipment have been developed, etc.. Scientific research work in the field of water management in Serbia took its place and was to a certain extent coordinated with the development policy of water management and other economic branches. However, it is evident that scientific and technological development did not follow the upward trend, development did not include water management as an economy branch as a whole, it was not based on the long-term water management development program and it did not have a continuous funding policy. Due to the lack of a long-term water management policy and the appropriate support （institutional and financial） for the implementation of this policy, scientific research in the field of water management has lost a step in relation to the developed countries of the world. Bearing in mind all the problems and plans for the development of water management, which are set out in the Water Management Plan of the Republic of Serbia, it is necessary to adopt a strategic plan for the development of water management, and within this framework, the strategic program of scientific research activities in the following period.
