In the base of utility and marginal utility,the article put forwardthe concept of utility and marginal utilityof educational outlay and the theory of them,and analyzed the actuality of educational resource deployment in ourcountry,gave some advice about howtoi mprove our educational resource deployment of compulsory education.

Impact of Greenization on the Marginal Utility of Intensity of Carbon Emissions and Factors Affecting it in China

The impact of greenization on the marginal utility of the intensity of carbon emissions in China and factors influ-encing this relationship are explored in this study.China’s level of greenization is evaluated by using an index system developed based on the comprehensive index method.The intensity of carbon emissions is determined by using the standards for the coefficients of conversion of coal equivalent and coefficients of carbon emission.The impact of greenization on the marginal utility of the intensity of carbon emissions is then evaluated by using an elastic formula and factors affecting this relationship are verified by regression analysis.The results are as fol-lows:(1)China’s level of greenization has exhibited a trend of constant increase.The intensity of carbon emissions has followed a continual downward trend while the impact of greenization on the marginal utility of the intensity of these emissions has been declining.(2)Urbanization as well as scientific and technological developments have slowed the reduction in the marginal utility of the intensity of carbon emissions,whereas the structure of energy consumption has expedited it under the diminishing impact of greenization.The standard of living of the popu-lation,intensity of environmental regulation,and environmental quality have had different influences under dif-ferent conditions.

Study on information utility

Information has two aspects. One aspect is the objective one; another aspect is the subjective one. Shannon has discussed the objective aspect of information in information theory. But the subjective aspect of information has not been fully discussed. Someone use “Bayesian approaches” to evaluate the value of information. But in some cases it does not meet the information user＇s need. This paper is focus on the subjective aspect of objectively measurable information and gives formal definitions for information, information utility, and marginal information utility, normalized calculation of information utility. The information discussed in the paper has interdisciplinary nature. This work can be the foundation of many application areas.

Characterization and Trading of Energy Level and Energy Shift Considering Virtual Power Plant

The capability of shifting the electricity generation or consumption to proper time of the day,also defined as energy shift(ES),is the key factor to ensure the power balance,especially under high penetration of variable renewable energy(VRE).However,the ES is not characterized and traded as an independent product in current market mechanisms.In this letter,the marginal utility of an ES is assessed and leveraged to characterize the effective ES,while a novel market scheme is proposed considering the trading of both ES and energy level(EL).The proposed scheme can well integrate ES producers such as virtual power plants that cannot be rewarded sufficiently to actively participate in the current market because they are principally labeled as EL consumers.Finally,the novel concept and mechanism are illustrated by a numerical study and verified to outperform the existing price schemes on integrating the ES resources and VRE.
