Regulatory Impact Assessment of the EU Digital Market Surveillance and Chinese Response Plan

As a data protection legislation with the dual objectives of market regulation and government supervision,the EU General Data Protection Regulation(GDPR)is designed to promote the cultivation of a market for data ele⁃ments and to regulate the data processing subjects'behaviour.The civil legal norms to participate in the data market regulation are introduced,and a right-protected mode with the obligation norms of data controllers as the core is started by GDPR.However,from the perspective of GDPR's global enforcement effectiveness,as an export-orientated global standard and protection framework,the power regulation model of the EU's single digital market is facing the in⁃novative incentives of data market expansion and the tension of human rights protection.A more modest and moderate data governance regulation model has been opened by a new round of the EU digital market regulation.The legal sce⁃narios transition and digital platforms regulation more fit the regulatory demand and development goals of global digital economy development.The EU's determination to enhance the global digital market share and competitiveness is dem⁃onstrated.For China,the impact and security risks of the new round should be evaluated carefully,drawing on the ex⁃perience of the technical standpoint and institutional framework and regulatory rules of the EU digital market regula⁃tion,providing the regulatory models and Chinese solutions to respond to the EU digital market regulation,and enhanc⁃ing Chinese institutional discourse and rule-making leadership in the global digital economy.

Asymmetric Regulation System Fit for Chinese Telecom Market

After the new round of restructuring of Chinese telecom sector,it's pressing to formulate and implement asymmetric regulation policies so as to shape an effectively competitive market structure in a relatively short term.This paper reviewed the asymmetric regulation policies and practices carried out in foreign telecom market,and then according to the specific situations of Chinese telecom market,proposed the principles and corresponding policies for establishing an asymmetric regulation system fit for Chinese telecom market.

Costs and Benefits of Smart Grids on Liberalized Markets

The discussion about smart grid （SG） implementation is mostly focused on pilot projects. These projects are necessary for mapping of particular technical devices of advanced metering management （AMM） which is needed for successful SG and whole functional SG system operation. According to our opinion, for the next step of SG implementation, the participation of effective market design would be quite necessary. In other words, pilot project which is operated regardless to the market conditions and special SG tariff is incomplete and could be irrelevant for further evaluation of feasibility. With regard to above mentioned facts, the detailed cost-benefit-analysis （CBA） is needed to establish the correct methodology for evaluation of SG implementation effectiveness. Related aspects are mentioned and discussed in this paper, in which the particular cost and benefits as well as feedback that occurs as the reaction on implementation are summarized and quantified.

Tracking and Monitoring Leaf Development, Coupling Law and Regulation Techniques during Flowering Period of Hybrid Foxtail Millet (<i>Setaria italica</i>(L.) P. Beauv.) Parental Lines

The determining factor of Setaria italica (L.) P. Beauv. is the coupling of its flowering stage and outcrossing rate which leads to low and unstable seed yields in self-pollinated foxtail millet hybrids and thereby limits their large-scale application. In this study, Datong 27, Datong 29 and gu 83 were screened and identified through meticulous observations of their pollination habitats. High exposure rate, degree of exposure and plump of stigma are good factors to accept foreign pollen. Datong 27 and Datong 29 have some additional characteristics, such as long filaments and exposed and full anthers that contain a large amount of pollen. We transformed into a series of stigma-exposed and plump sterile lines that easily accepted exotic pollen. New restorer lines with anthers that were full of powder and exhibited quick recovery, which improved the parental lines’ heterosexual characteristics. By tracking and monitoring the leaf development of the new sterile and restorer lines, a coupling law of leaf development was determined and a series of flowering control measures were formulated. These factors ensured that the parental lines encounter one another during the flowering stage. By utilizing fertilizer and water, the vitality of the female stigma, amount of powder scattered and powder loosening time were prolonged, which increased hybrid seed yields from 1500 to 3000 kg/hm2. These findings were helpful in resolving the technical problems of seed production that restricted the propagation of foxtail millet hybrids and supporting future large-scale applications.

Research on the effects of command-and-control and market-oriented policy tools on China's energy conservation and emissions reduction innovation

The impact of environmental regulation on technology innovation is a hot spot in current research where a large number of empirical studies are based on Porter Hypothesis(PH). However, there are still controversies in academia about the establishment of "weak" and "narrow" versions of PH. Based on the panel data of application for patent of energy conservation and emission reduction(ECER) technology of Chinese city scale during 2008-2014, comprehensive energy price, pollutant emission, etc., mixed regression model and systematic generalized method of moments method were adopted, respectively,to study the impact of market-oriented and command-and-control policy tool on China's ECER technology innovation. The results show that the environmental regulation hindered the technological innovation in the immediate phase; however, it turned out to be positive in the first-lag phase. Hence, the establishment of "weak" PH is time-bounded. The command-and-control policy tool played a more positive role in promoting technological innovation in the first-lag phase than market-oriented policy tool. Therefore, "narrow" PH is not tenable. The reason is that the main participants of China's ECER technology innovation are state-owned companies and public institutions. Regionally speaking, the impact which command-and-control policy tool has on technological innovation at sight was nonsignificant in the eastern, the central, and the western regions of China whilst market-oriented policy tool had a negative effect. And market-oriented policy tool in the central region had strongest negative effect, which would diminish in the eastern region and become weakest in the western region. This was related to regional energy consumption level and the market economic vitality.

Study on Regulatory Issues of Environmental Laws of Rural Tourism in China

In recent years, rural tourism in China vigorously developed, which promoted economic and social development in rural area. However, serious environmental problems appeared in the development process of rural tourism since rural tourism lacked effective and comprehensive super- vision. These environmental problems included environmental pollution and ecological damage. However, environmental legal system about rural tourism had many problems, such as the lagged legislation, the absence of law enforcement supervision, imperfect judicial system and weak law- abiding awareness. Therefore, it became the solution to solve environmental problems brought by rural tourism in China, and was also the safe- guard for promoting sustainable development of rural tourism in China to establish a sound legal system for rural tourism, implement strict law en- forcement supervision of rural tourism, build litigation system of environmental public interest and enhance law-abiding awareness of rural tourism. For legal defects of regulating rural tourism and its induced environmental problems in China, we tried to perfect regulation of environmental law for rural tourism in China.

Game Analysis of Rational FRS on Market Admittance

The dynamic signaling game-model is employed to study countermeasures of Q, U and C for supply-demand on financial market. As the game result, the mixed equilibrium of Q and U exists naturally without FRS. It is concluded that FRS on market admittance is objective demand of financial market, also the rational management behavior of government FRSI. And in addition to the empirical criteria, the FRS agreements between FRSI and financial-institutions should be considered as one of advanced FRS techniques. These must cover:① the regulation conformed status investigation with sufficient frequency,② corresponding punitive measures with sufficient strength. Thus the information can be delivered FRSI have ensured only qualified and regulation-conformed financial-institutions could be allowed to enter. That could safeguard the steadiness of the financial market.

Research on the Model of Long Term Generation Planning in Power Market Reform

With the deepening of China’s power market, bilateral transactions will continue to grow in large scale. The release of bilateral transactions locked more regulatory resources of the power grid, will directly affect the operation mode of the unit and the implementation of planned electricity. In the paper, considering the large-scale bilateral trade effect on the peak regulation of power grid, energy saving and emission reduction, power system security and other factors, and then putting forward the method of long term generation planning and annual planning model to adapt to the safe operation of power grid in China. In the model, the target is minimizing the monthly load rate deviation and the annual electric quantity deviation rate, the latter includes the capacity factor. In addition, the constraints include the monthly quantity of electricity, adjustable utilization rate deviation, load rate, reserve and key sections, etc. Through an example to verify the correctness of the model, the planning and power transaction results can satisfy the peak regulation of load, energy saving and emission reduction and safety operation of the power grid requirements.

Market Regulation and Fiscal Replenishment: An Analytical Framework for the Space Control Intensity for Regulatory Detailed Planning

Regulatory detailed planning is the most direct management tool for urban development and construction activities. Through theoretical deduction, this paper demonstrated the elastic relationship between the land-transferring price and the floor area ratio(FAR) of residential land, which represented the space control intensity for regulatory detailed planning. Based on the two dimensions of market regulation and fiscal replenishment, this paper also established an analytical framework for the space control intensity for regulatory detailed planning. The results showed that the space control intensity for regulatory detailed planning decreased with the expansion of urban scale and that the weaker the market regulation and the stronger the land finance dependence, the weaker the space control intensity for regulatory detailed planning. Based on this, this paper proposed that local governments should strengthen the scientificity and openness of regulatory detailed planning, institutionally resolve the predicament due to fiscal decentralization, and reduce the dependence on land transfer income.

Stakeholders’ Compliance with Existing Construction Health and Safety Related Laws and Regulations in Ghana

This paper explored stakeholders’ compliance with existing laws and regulations related to construction health and safety (CHS) in the Ghanaian construction industry (GCI). Qualitative research approach was adopted for the data collection, using semi-structured interview guide. An in-depth face-to-face interview based on the grounded theory approach was conducted with actors who play important roles in ensuring health and safety at the construction site as well as key officers and professionals who are the major stakeholders in the GCI. Content analysis was adopted for the analysis of the qualitative data. The findings of the study show customary laws, bye laws, Labour Act, 2003 (Act 651), Local Governance Act, 2016 (Act 936) and the contract document as the key existing CHS related laws and regulations that the stakeholders comply with. The stakeholders also identified the following construction health and safety related regulations in the GCI which have low compliance rate: Factories, Shops and Offices Act, 1974 (Act 323), Environmental Protection Act, 1994 (Act 490), among others. The findings of the research contribute to knowledge of stakeholders’ compliance with existing laws and regulations related to CHS, and underscore the need to ensure monitoring and enforce compliance in the GCI. The findings further identify areas for stakeholders to focus attention on ensuring good health and safety practices, and also expose critical training and education needs for stakeholders in the GCI. The findings provide valuable insights on stakeholders’ compliance with laws and regulations related to CHS in Ghana, which may be applicable to other developing countries with similar construction industry.

Regulation Law of Turbine and Generator in Organic Rankine Cycle Power Generation Experimental System

In the performance experiment of organic Rankine cycle power generation experimental system, the loadresistance-regulation method is one of the most important regulation methods. However, the regulation law has not been clear enough to guide the experiment, which is unfavorable to the experimental research on organic Rankine cycle. In this paper the regulation law of turbine and generator by the load-resistance-regulation method is studied theoretically and experimentally. The results show that when the thermal cycle parameters keep constant, the turbine speed increases with the increase of load resistance and there is a maximum value of transmission-generator efficiency with the variation of the turbine speed; when the turbine speed and generator speed keep constant, the transmissiongenerator efficiency decreases and gradually tends to zero with the increase of load resistance.

Enabling Hybrid Projects through Appropriate Market Design
