On Income Distribution Mechanism of Farmer Cooperatives in the Context of Membership Heterogeneity

With reference to several possible solutions to the issue of two subject allocation,using the Accumulation Point analysis method in Game Theory,this paper analyzed the income distribution mechanism between large farmers and small farmers in farmer cooperatives in the context of membership heterogeneity. It found that,in the practice of the income distribution in farmer cooperatives,there possibly exists equalization solution,pure utility solution,Nash solution and Kalai-Smorodinsky solution and it will be affected by social conventions. Finally,it made an empirical analysis using five cases of farmer cooperatives.

Protection of Collective Rights of Rural Members in the Process of Land Transfer under Shareholding Cooperative Systems

According to the legal definitions of land transfer under shareholding cooperative systems,rural groups,collective rights of members,and this paper discloses the necessity of protecting the collective rights of members.In terms of qualification definition of members,rights of fetus,married daughters and sons in law cannot be guaranteed.In terms of rights protection,partial rights cannot be assured,power of personal stake inthe collective members is imperfect which results in inadequate,unbalanced,shaky and unpunctuated benefits.Based on objective and subjectivecauses,the democratic management rights of members in land transfer process have been weakened or even deprived,the protection of the basiclife is hard to realize.The paper proposes that it is necessary to build the social protection mechanisms of rural land shareholding cooperative sys-tems.The first is to treat those members that own land,attending the shareholding cooperation but having not taken part in the land transfer proces-sion as the protection objects.The second is in the procession of land transfer,making it clear the compensation standards of land transfer,estab-lishing the intermediate agencies of land transfer and performing the collective economic organizing functions.The third is that the account capital ofsocial protection is contributed together by personal member,the land users(shareholding cooperative companies) and government.The fourth isto pay more attention to the added value and safety management of capital operation.

The Participation of Specialized Cooperative Members——A Case Study of Basil Cooperative in Pengshui County of Chongqing Municipality

On the basis of analyzing the current development situation of basil cooperative in Pengshui County of Chongqing Municipality,we use the questionnaire survey and case study method to analyze the participation mode,participation motivation and satisfaction of specialized cooperative members. Through the in-depth interviews with farmers,we sum up the existing problems in the cooperative members,specialized cooperatives and external environment,and bring forward the corresponding recommendations.

Game analysis of endogenous force in developing cooperatives in the village: A case study

With village elite fl ow as the clues, this study mainly describes the development of the Hongqi village cooperative organization. Through analyzing the fl ow condition in development process of the village elite personnel in the village cooperatives, this paper explores the struggle and cooperation between the developments of cooperatives of endogenous force in rural structure. The study found that under the limited situation of rural elite capacity, as an embedded base village bottom-up formation of cooperatives, the internal forces are constantly in a tension structure, the various forces in the different development period are conversion between the symbiotic and opposition; Combination, differentiation, struggle of various forces within the cooperative are supported by their own wealth, genetic, factional social capital; the splits and realignments of malignant competition forces caused by internal cooperatives are the key power to restrict the development of village cooperatives. The base-level countryside and cooperatives needs limited elite unity and equilibrium of internal forces to obtain effective governance and long-term development.

Research on Trust Mechanism in Rural Cooperatives

The thesis introduces the generation and mechanism of action of trust during cooperation, which indicates that trust can activate the members' participation in management and investment, and preclude the generation of members' will and behavior of breach of contract so as to guarantee the stable development of farmers' cooperatives; the decreasing degree of trust can put sand in the wheels of farmers' cooperatives. Based on these, we conduct survey of questionnaire on 197 rural households of 10 farmers' cooperatives in Yanliang, Xi'an, Lintong and Yanglin . By analyzing the generation of trust mechanism and survey data, some suggestions are put forward as follows: promote inner communication; remodel the trust culture of informal system; hew to contractual system; perfect the system of motivation and punishment; establish the system of equal property right and investment; implement management and supervision by job rotation so as to promote the trust degree among the members of farmers' cooperatives and keep the benign recycle of "trust-cooperation".

Research on the Causes and Governance of Non-standard Problems of Heterogeneous Agricultural Cooperatives-based on the Reality Observation from X County in Ganzi Prefecture, China

Over the years,the positive effect of the growth of China’s agricultural cooperatives on the development of rural economy is undoubted,but many problems have been exposed in practice,such as the non-standard problems of shell cooperatives.This paper takes 355 cooperatives in a county of Ganzi as an example to study the types and reasons of nonstandard phenomena in the development of heterogeneous cooperatives,and then puts forward the construction of cooperative governance mechanism based on principal-agent relationship;propagandizing the new cooperative law,enhancing the sense of legal system of members and other governance suggestions to promote the healthy and high-quality development of agricultural cooperatives.

农村集体经济组织成员资格认定的逻辑脉络及其展开

农村集体经济组织成员资格认定是农村集体产权制度改革的基础性工作,集体所有权主体的确定是该问题研究的逻辑起点。集体所有权不具有共有和总有等所有权构造类型的特征,同时投资关系说和类比国有资本授权经营体制论都不能对农村集体经济组织的产生渊源进行合理解释。在民法规范语境下,应将农村集体经济组织确定为集体所有权主体。就成员资格和成员权利的关系而言,两者相伴而生,成员资格实质上是从权利主体角度对成员权的描述,为成员权在主体面向的表达。基于此,集体成员资格认定的法律实质是对农民所享有的集体经济组织成员权予以确权。我国农村传统经营方式决定了农户是基本经营单位,从逻辑上应当将家庭成员与以家庭为单位取得权益的关系确定为按份共有,集体经济组织成员权主体应为集体经济组织成员而非农户。城乡二元体制导致户籍这一本质上与成员权利取得不具因果关系的因素被纳入认定标准之中,其证明作用不应被忽视。在传统路径下,应构建以出生事实为核心、其他亲缘关系为辅助的主体判断路径,同时明确列举其他除外情形,形成正反双向的认定机制。在农村集体产权制度改革背景下,基于股权类型设置,集体固有成员与股份经济合作社股东在范围上并非完全一致,未来应以恢复农村集体经济组织和集体成员权的私法属性为目标,分阶段对农村集体经济组织成员权制度进行渐进性改革。

黑龙江农民专业合作社社员满意度影响因素分析

通过对黑龙江省60个农民专业合作社300位社员进行问卷调查,并对数据进行整理、统计、分析,运用SPSS20软件进行Logistic处理,分析合作社社员满意度影响因素,其结果表明:对合作社了解情况、对政府扶持政策了解情况、合作社规模、是否可以赊欠服务、提高社员收入能力、服务种类与频率、提高销售价格、提高产品质量、降低生产资料费用对合作社社员满意度影响显著,回归系数为正;不优秀的组织者、政府支持力度不强对其满意度影响显著,回归系数为负;其余因素对社员满意度影响不显著。据此结论,提出以下建议:加强政府对合作社的全方位支持与指导;规范合作社运营,提高社员凝聚力;提高合作社的规模化程度;增加合作社对社员服务项目,强化服务力度。

种粮农户参与农民专业合作社的效应评价及其异质性分析——基于10省农户调研数据

参与农民专业合作社是农户顺应现代农业发展的重要表现,提高种粮农民的粮食生产效益更是确保粮食供给和粮食安全的重要基础.利用全国10省份1027户微观调查数据,实证检验加入农民专业合作社对农户粮食生产效益的影响及作用机理,并分析其异质性效应.研究发现,参与专业合作社能够显著提升农户粮食生产效益,使用工具变量法缓解内生性问题和通过一系列稳健性检验后,研究结论仍然成立.机制分析表明,参与专业合作社主要通过降低粮食生产成本、提升经营风险分散能力和推动农地规模流转等渠道增加入社农户粮食生产效益.交互项结果显示,机耕机收服务与以土地入股专业合作社对农户粮食生产效益的提升作用最为明显.异质性分析表明,参与专业合作社对不同农地经营规模农户的粮食生产效益影响呈“U”形;对家庭成员平均受教育程度较低农户、接受过农业技能培训的农户以及种养结合型农户的粮食生产增效作用更大.

多站联合观测非合作目标的定位批号关联算法

在多站联合对非合作多目标进行定位场景中,提出了一种批号关联算法。该方法利用模糊数学理论描述已关联集和待关联量测中方位信息、连续谱特征信息和线谱特征信息之间的模糊隶属度,构建综合模糊关系矩阵进行二维关联,通过设置隶属度门限消除低隶属度关联的影响。仿真结果表明,所提算法克服了传统算法在目标增多关联成功率下降的问题,在一定的漏报虚警时关联结果召回率可达到0.8以上,关联结果精度也保持在较高水平。仿真结果及试验数据均验证了该方法在复杂水下环境中较好的目标关联定位性能。

农村集体经济组织法中的四对基本关系

农村集体经济组织与村民委员会是《民法典》上规定的两类彼此明确区分的特别法人。不过,在《农村集体经济组织法》出台之后,《村民委员会组织法》应做相应修改,删去其中与村民委员会经济职能相关的内容。农村集体经济组织与公司制、农民专业合作社、供销合作社等其他农村合作经济组织有着本质区别,不宜将这些农村合作经济组织纳入《农村集体经济组织法》的调整范围。在农民集体与农村集体经济组织之间构成多元且统一关系的基础上,农村集体经济组织仅仅只是集体财产所有权的行使代表,集体财产仍然归属本集体成员集体所有,以此确立《农村集体经济组织法》的立法依据和根本定位。集体成员与农村集体经济组织成员并不同一,其资格认定标准和成员权内容也存在差异。集体成员资格认定标准是户籍要素或者居住要素,而农村集体经济组织成员资格以同时具备户籍要素、权利义务关系要素和基本生活保障要素为认定标准。

合作社领办人胜任力、服务效能对社员综合收益的影响——以山东省430家合作社为例

以山东省430家合作社调研数据为基础,构建结构方程模型,分析合作社领办人胜任力、合作社服务效能对社员综合收益的影响。实证结果表明,合作社领办人胜任力对合作社服务效能具有显著的正向影响,合作社服务效能对社员综合收益也具有正向影响。在非村集体组建的合作社中,领办人胜任力对社员综合收益无显著影响,而在村集体组建的合作社中,领办人胜任力对社员综合收益具有显著正向影响;村集体与非村集体组建的合作社在领办人胜任力对社员综合收益影响上存在显著的异质性。合作社服务效能的中介作用受社员信任的调节,对领办人信任度较高的成员会积极配合合作社的服务,实现更高的经济收益。应加强合作社领办人的能力培训与辅导,扩大合作社在整个生产过程中的服务范围和深度,并重视培养社员的信任度,推动建设村集体领办合作社,以推动合作社的持续发展和社员经济利益的增长。

“农超对接”供应链中合作社规模与益贫性研究——基于成员异质性视角

农民合作社在推动小农户和现代农业发展有机衔接过程中发挥着重要作用。文章构建由超市、合作社和农户组成的三级“农超对接”供应链模型,分析成员异质性影响下合作社的最优利润、最优规模以及益贫性问题。研究表明:在“农超对接”模式下,成员异质性增强会减弱合作社对普通成员的益贫作用,在实现合作社最优利润的条件下,成员之间的强异质性会使得合作社最佳规模缩小。据此提出“农超对接”模式下保护普通成员利益以及合作社规模和人员配置方面的相关管理建议。

新中国成立初期农村党员教育与农业互助合作运动的推进--以山东为中心的考察

新中国成立初期,为了消除农村党员对社会主义社会和共产主义社会的错误认识,打破“革命成功”的胜利情绪,农村基层党组织进行了一次较为系统的党员教育。通过农村党员教育,中国共产党在农村党的组织初步建立了党课制度,提高农民党员的思想觉悟和理论水平,改变部分党员存在的“个人生产、发家致富”的思想,划清党员干部先锋队与群众的界限,启发他们带头参加农村互助合作组织,并在其中发挥示范作用,有效推进了农业互助合作运动的进程。新中国成立初期,山东作为当时农村党员占比最多的省份,其农村党员教育积累了一定的经验,对当下党员干部教育有积极启示意义。

成员异质性提高了农民合作社的绩效——基于四川省403个合作社的数据

农民合作社具有经济和社会的双重功能,是促进农业增效和农民增收的组织载体。近些年农民合作社发展呈现显著的成员异质性变化,这种变化对合作社绩效的影响亟待深入研究。文章基于四川省宜宾市403个合作社的样本,分析了多维成员异质性对合作社经济和社会绩效的双重影响。研究表明:农民牵头人的返乡农民身份、家庭农场成员数以及成立基层党组织对农民合作社的经济绩效和社会绩效具有显著正向影响。因此,鼓励和支持返乡农民自主创办合作社,支持“合作社+家庭农场”融合创新发展,促进“合作社+党支部”互嵌式发展。

基于五元引力减法集对势的溃坝环境影响评价

分析水库溃坝风险的综合影响,诊断识别溃坝环境影响的脆弱性指标。在集对分析原理的基础上,通过改进五元隶属度函数的构造方式,结合五元引力减法集对势及级别特征值,构建了基于五元引力减法集对势的溃坝环境影响评价模型,应用于沙河集水库并进行分析和论证。结果表明,该模型在水库溃坝环境影响中评价结果相比其他评价方法更为合理可靠,且评价结果是一实数值,具有一定的精确性。对评价指标进行诊断识别,其中河道形态、植被覆盖、土壤环境、污染工业4个评价指标是影响沙河集水库溃坝环境评价结果的主要因素。五元引力减法集对势的溃坝环境影响评价模型可为水库溃坝环境影响评价提供一种新的思路。
