The study applied Soft Design Science Methodology to address the problematic situation on how information systems security can be improved. In addition, Soft Design Science Methodology was compounded with mixed research methodology. This holistic approach helped for research methodology triangulation. The study assessed security requirements and developed a framework for improving information systems security. The study carried out maturity level assessment to determine security status quo in the education sector in Tanzania. The study identified security requirements gap (IT security controls, IT security measures) using ISO/IEC 21827: Systems Security Engineering-Capability Maturity Model (SSE-CMM) with a rating scale of 0 - 5. The results of this study show that maturity level across security domain is 0.44 out of 5. The finding shows that the implementation of IT security controls and security measures for ensuring security goals are lacking or conducted in ad-hoc. Thus, for improving the security of information systems, organisations should implement security controls and security measures in each security domain (multi-layer security). This research provides a framework for enhancing information systems security during capturing, processing, storage and transmission of information. This research has several practical contributions. Firstly, it contributes to the body of knowledge of information systems security by providing a set of security requirements for ensuring information systems security. Secondly, it contributes empirical evidence on how information systems security can be improved. Thirdly, it contributes on the applicability of Soft Design Science Methodology on addressing the problematic situation in information systems security. The research findings can be used by decision makers and lawmakers to improve existing cyber security laws, and enact laws for data privacy and sharing of open data.展开更多

After the propagation into Vietnam, Marxism not only influenced national liberation movements, but also profoundly a...In the early twentieth century, Marxism was propagated into Vietnam through patriotic intellectuals. After the propagation into Vietnam, Marxism not only influenced national liberation movements, but also profoundly affected scholars, particularly scholars of social science. In fact, many of well-known Vietnamese scholars have relied on Marxism’s theory of social existence and social consciousness, infrastructure and superstructure, practical concept, concept of class struggle, etc. to comment on poetry, history, language, geography, philosophy, etc. In other words, the scholars have applied Marxist methodology to explore and study cultural and social life in Vietnam; and in that way, a generation of Marxist researchers in the field of social sciences has been formed. After the renovation of the country, the Government of Vietnam has implemented its policy of openness and international integration, and scholars have been therefore able to receive many other Western ideals and cultures, and the Marxist methodology was not the only one used in social science research. Consequently, some people expressed their skepticism about the role of Marxist methodology in academic research in Vietnam, even completely denied the historical significance of Marxist methodology to the academia in Vietnam. This article is intended, through Vietnamese Marxist scholars, especially the ones in the field of social sciences prior to 1986 (i.e., prior to the renovation of the country) to demonstrate the historical significance of the Marxist methodology to the Vietnamese academia. It is clear that the penetration of the Marxism and the Marxist methodology into Vietnam have created a revolution in the field of academic research (primarily in the field of social science). It has promoted academicresearch from conservative toward innovative, from traditional to modern. With the presence of the French colonialism as well as the French culture, the Marxism and the Marxist methodology helped Vietnamese scholars break away from Chinese Confucian scholarship and shift to systematic scholarly studies based on practical bases, scientific bases and modern methods. Although there are still some certain drawbacks, it cannot be denied that the Marxism and the Marxist methodology have played an important role in the formation and development of modern social sciences in Vietnam today.展开更多

It ensures interdisciplinarity, multi...GeoQuest Project is the design of a new teaching and learning technology based on Computer Class Role Playing Games (RPG) to teach Earth Science in a STEAM educational approach. It ensures interdisciplinarity, multilinguai approach (CLIL compliance) and interactive activities in classrooms. This educational game uses students' personal tablets and smartphones to interact with the game, with a system more comprehensible and funny for young people compared to traditional methodologies. Students are bringing "in situation" by the adventure, so teachers can get a rigorous assessment of their skills. The Game includes several adventure paths, suitable for different age students. They are focused on scientific topics, humanities, hands-on activities in interdisciplinary way. If used conditions do not allow practical or laboratorial activities provided by the game, players can see some videos to understand the activities. Experimental results were outstanding: the RPG appreciation is in agreement with the experiments outcome. This work experience gets excellent feedbacks by teachers, in terms of efficacy of this new teaching methodology and of results achieving.展开更多
Over the last 20 years,Africa has witnessed a slow but steady advancement in space-based technologies as they are increasingly recognized as an essential tool for decision-making that can leapfrog African development....Over the last 20 years,Africa has witnessed a slow but steady advancement in space-based technologies as they are increasingly recognized as an essential tool for decision-making that can leapfrog African development.A critical review on the outcome of a survey questionnaire focused on African private sector industries and universities,services and education/training in EO and Geo-Information Sciences,combined with literature review,and personal contacts reveal optimism for success in four sectors.These include the public sector(Government ministries and departments);Academic institutions(universities/colleges/national or regional centers);and space agencies and private sector companies.These sectors are intertwined and fundamental for creating an enabling environment for solutions to a broad spectrum of pressing priorities:job creation,poverty alleviation,and sustainable resource management.The result shows that there is an uptake in the number of institutions and market segments created.To date,there are more than 90 academic institutions and over 53 national space agencies in 28 countries.Within the 53 national space agencies,11 African countries have already launched a total of 36 satellites into orbit,and additional five are expected by the first quarter of 2021;another five by 2025;thus,amounting to 46 satellites not foreseen ten years ago.In addition,there are now ten receiving and tracking stations in six African countries and 17 scientific National Associations or Societies with specialized expertise in Geo-Information technologies.The updated survey on the private sector in 2019 ascertained that around 4110 people are working in 130 of the 229 EO and Geo-Information Science companies identified in Africa.Ongoing investigations reiterate that companies dealing with space-based datasets and Geo-Information Sciences together with the private spin-off companies today absorb more than 15,000 people and the assumption is that this number is going to exceed 100,000 by the year 2025.展开更多

It is really unbelievable that in the period of information and scientific society such criteria do not exist and there are no fixed rules for assessment of scientific activities. However, in many fields of science, e.g., in reviews of scientific works or papers, reviewers are asked to assess whether or not the submitted work or text is scientific. Naturally, this decision is not objective even if done by leading scientific individuals. Scientists may possess rather different individual criteria, and especially in doctoral studies, but not only there, it is desirable to make the review more objective. A doctoral thesis should be accepted only in case it brings some scientific achievement. Keeping in mind how difficult it can be to formalize and evaluate science, the authors try to propose attributes of scientific activities and to formulate some basic recommendations how to assess scientific work. Of course, the paper does not intend to formulate any generally imperative rules, but rather to start a broader discussion of these topics.展开更多
