Succession Plan for Nursing Academic Program Administrators

Leadership succession in nursing academic programs poses a significant challenge, primarily due to the limited availability of professionals with the competencies required for effective leadership [1]. This study aims to address this gap by investigating the critical factors in succession planning for nursing program administrators. The research objectives include identifying the competencies necessary for academic administrators, assessing the experience of current administrators, and developing a comprehensive succession plan framework. The research uses qualitative methods, including literature review, interviews with nursing administrators, and analysis of existing succession models. Results highlight the importance of integrating strategic planning into succession processes to ensure smooth transitions and organizational stability. Conclusions suggest that a formalized succession plan, incorporating mentorship and leadership development, can mitigate leadership gaps in nursing academia [2].

Intranasal administration of stem cell-derived exosomes for central nervous system diseases

Exosomes,lipid bilayer-enclosed small cellular vesicles,are actively secreted by various cells and play crucial roles in intercellular communication.These nanosized vesicles transport internalized proteins,mRNA,miRNA,and other bioactive molecules.Recent findings have provided compelling evidence that exosomes derived from stem cells hold great promise as a therapeutic modality for central nervous system disorders.These exosomes exhibit multifaceted properties including antiapoptotic,anti-inflammatory,neurogenic,and vasculogenic effects.Furthermore,exosomes offer several advantages over stem cell therapy,such as high preservation capacity,low immunogenicity,the ability to traverse the blood-brain barrier,and the potential for drug encapsulation.Consequently,researchers have turned their attention to exosomes as a novel therapeutic avenue.Nonetheless,akin to the limitations of stem cell treatment,the limited accumulation of exosomes in the injured brain poses a challenge to their clinical application.To overcome this hurdle,intranasal administration has emerged as a non-invasive and efficacious route for delivering drugs to the central nervous system.By exploiting the olfactory and trigeminal nerve axons,this approach enables the direct transport of therapeutics to the brain while bypassing the blood-brain barrier.Notably,exosomes,owing to their small size,can readily access the nerve pathways using this method.As a result,intranasal administration has gained increasing recognition as an optimal therapeutic strategy for exosomebased treatments.In this comprehensive review,we aim to provide an overview of both basic and clinical research studies investigating the intranasal administration of exosomes for the treatment of central nervous system diseases.Furthermore,we elucidate the underlying therapeutic mechanisms and offer insights into the prospect of this approach.

Impact of COVID-19 Pandemic on Mental Health of Healthcare Workers–A Perception of Indian Hospital Administrators

Since the coronavirus pandemic,many factors led to the change in the mental well-being of hospital administrators and their staff.The pandemic negatively impacted the availability and capability of health professionals to deliver essential services and meet rising demand.Therefore,this study aimed to understand the perspective of hospital administrators about issues and challenges that negatively impacted their staff’s mental health and hospital administrators’coping response to mitigate those challenges and issues.An exploratory qualitative study was conducted with 17 hospital administrators(superintendents,deputy superintendents,nursing in charge and hospital in charge)working in a government district hospital of Rajasthan state during September 2022 and October 2022.This study revealed various emerging themes on mental health-related issues,challenges and coping strategies reported by the administrators.Themes and sub-themes that emerged from this study were 1)Perceived mental health of HCWs-perceived importance of mental health,2)Impact of COVID-19 on the mental health of HCWs–common mental health issues,changes in mental health pre and post-pandemic,3)Impact of COVID-19 on health behavior of HCWs-increased self-care and awareness,4)Challenges responsible for poor mental health of HCWs-organizational,ethical and societal challenges and 5)Strategies to retain mental health of HCWs-effective coping strategies.The most common problems were increased levels of stress,feeling fatigued,tiredness,weak and anxiety among the HCWs.Keeping their staff motivated was the biggest challenge reported.Social support,counseling through professionals and demystifying myths were the most effective coping strategies adopted by the participants.In conclusion,this study reported poor mental health-related issues,challenges faced by the HCWs and effective strategies adopted by hospital administrators during tough situations.This study will assist hospital administrators in developing interventions such as regular training programs and workshops to teach effective coping skills to address poor mental health during crises.

Adjustment of Administrative Divisions and Upgrading of Industrial Structure in Hefei Metropolitan Area:Taking"Partitions of Chaohu"as a Quasi-natural Experiment

Administrative regions are an important environment for the operation of China's market economy.The relevant economic subjects cannot predict the policy of adjustment of administrative divisions and carry out conscious migration behavior,adjustment of administrative divisions can be regarded as a quasi-natural experiment.The three cities of Hefei,Wuhu,and Ma'anshan,which are directly related to the adjustment of the administrative division of Chaohu,are taken as the treatment group,and the seven adjacent cities of Lu'an,Huainan,Chuzhou,Bengbu,Anqing,Chizhou,and Tongling are taken as the control group.Differences-in-Differences method and relevant control variables affecting the upgrading of industrial structure are used to test.The test results show that"Partitions of Chaohu"has a significant industrial structure upgrading effect by promoting the optimization of spatial layout,the cross-regional flow of production factors and the effective management of Chaohu Lake Basin.At the same time,the increase of total retail sales of consumer goods,urban fixed assets investment,public utility expenses in science,education,culture and health,and population plays a significant positive role in promoting the upgrading of industrial structure,while foreign direct investment plays a certain inhibition role in the upgrading of industrial structure.In order to meet the ever-developing space demands and enhance the impact on surrounding areas,the Hefei metropolitan area should be driven by technological innovation,strengthen the integration of industrial chains,improve the business environment and transportation network,and continuously promote the upgrading of industrial structure and the formation and development of new productive forces.

Improved Smartphone Application for Remote Access by Network Administrators

This research attempts the implementation of an improved smartphone application for remote system administration. The work was motivated by the inability of network administrators to access their virtual servers from a remote location without worrying about the security implications, inaccurate and unreliable reports from a third party whenever he is out of town. The cloud server can be monitored and administered because various task such as creating users, manage users (grant access, block or delete users), restart server and shutdown server can be handled by the remote system administrator. This will involve of securing the system with a one-way hashing of encrypted password and a device ID for only whitelisted devices to be granted access. It will be observed that remote access for system administration can be implemented using a smartphone app based on a Point-to-Point Protocol and also reveal the advantages of PPP protocol, therefore making the enormous responsibilities of a remote system administrator much easier to accomplish.

America’s Policy towards China under Two Administrations in the Context of Great Changes: Difference, Influence and Enlightenment

Under the great changes unseen in a century,comprehensive containment and suppression of China in the name of strategic competition has become a crossparty consensus in the United States,with the Republican Trump administration initiating the process of containing and suppressing China and the Democratic Biden administration continuing and developing such a strategy.In the process of implementing this strategy,there are some diff erences in the goals and means of the two American administrations.The Trump administration was trying to“crush China”with the super strength of the United States,with more extreme and tougher means,being more unilateralist and even going so far as to launch a“new Cold War”against China.The Biden administration,on the other hand,emphasizes long-term competition with China,and focuses on“managing competition”while suppressing China,accustomed to being double-handed and using both carrot and stick.When it comes to addressing global challenges,the Republican Party completely lacks the will to cooperate with China,while the Democratic Party has a certain need for cooperation and action.

Countermeasures Against Job Burnout Among College and University Administrators from the Perspective of Psychological Contract Theory

Administrators are the implementers of the management in colleges and universities;however,their job scopes are relatively boring and complicated,with heavy workload and high work pressure,causing some of them to be less active and slack off in their careers.Therefore,under the guidance of psychological contract theory,colleges and universities should adopt various measures to deal with job burnout among college and university administrators.In this paper,the main causes of job burnout among college and university administrators are analyzed,and specific countermeasures are proposed from the perspective of psychological contract theory,hoping to help college and university administrators improve their work enthusiasm.

Application of Information Technology in Institutions and Challenges of Human Resources-Case Study: Administration of the Municipality of Ferizaj

This study aims to investigate how information technology is applied in the administration of the municipality of Ferizaj and what are the challenges with human resources, the work was carried out through a case study in the municipality. This paper highlights that the use of information technology provides higher efficiency for the performance of daily work in the municipality, thus also the provision of better services to citizens. However, the level of use of information technology in the Municipality of Ferizaj leaves much to be desired in terms of efficiency because a significant number of employees have not attended adequate training for the effective and efficient use of various IT applications and have not are still adapted to the digital environment in the municipality. Therefore, the recommendation derived from this paper is that the information technology environment in the municipality of Ferizaj needs to be improved by providing staff with adequate qualifications, while for those who are currently engaged in the municipality and who do not have adequate qualifications, training should be provided in a way that all users of IT applications are fully integrated into the digitized environment in order to be effective and efficient in providing services to citizens. This simultaneously gives the municipal staff job security and motivation for better services for citizens. Also, information technology enables a better control over the activity of the municipality because every action is recorded as data which can then be used to analyze the performance of the municipality.

行政法典是规范行政权和保护公民合法权益的最高级别的规范形式。法典化反映的是编纂法典的动态的发展趋势,其表现形式可以是多元化的,构造可以是多层次的,发展可以是渐进的、多阶段的。行政法典的理论构想包含行政法总则、行政基本法、行政程序法三种模式。行政法典化受行政法体系、立法成果、行政法理论以及文化等因素影响。从目标定位来看,要降低理想型、高级形态行政法典的预期,采取一种更为务实的局部性、适应性、渐进性、阶段性为特征的适度法典化的路径。在功能主义与渐进主义的双重视角下,把行政程序法作为行政基本法典的实现路径,更具有可行性和操作性。

非正式治理的制度化运作:管区制与乡镇治理现代化的路径选择

管区作为一种非正式的组织设置,在乡镇与村级治理单元之间建构出实体性质的中间结构,具有低成本、非正式性和制度稳定性等特点,成为乡镇政权的延伸。管区设置虽然增加了乡镇内部的“委托—代理”层级,但通过行政体制上的形式化设置和实践中的非正式运作,具有了超越科层体制约束的优势,借助激励动员和组织重构实现了有效治理。管区借助乡镇内部人力资源的重新配置,在不变体制的情况下进行机制创新,实现了非正式治理的制度化运作,匹配了当前乡村社会转型和治理转型的需求,成为当前强国家治理背景下探索乡镇治理现代化的一条可行路径。

阿魏酸钠治疗梅尼埃病模型小鼠的效果及机制研究

目的探讨阿魏酸钠治疗梅尼埃病(MD)模型小鼠的效果及机制。方法BALB/c小鼠采用后颅窝硬膜外入路内淋巴囊阻塞术联合腹腔注射醛固酮的方法构建MD模型,将造膜成功的60只小鼠随机分为模型组,阿魏酸钠低、中、高剂量组,地塞米松组,每组12只。另取12只BALB/c小鼠作为假手术组。分组鼓室给药后以听觉诱发脑干反应(ABR)检测各组小鼠听力水平。HE染色及磁共振成像(MRI)观测各组小鼠耳蜗形态及其膜迷路积水情况;酶联免疫吸附试验检测各组小鼠血清脂蛋白(a)[Lp(a)]及促炎因子白细胞介素6(IL-6)、肿瘤坏死因子α(TNF-α)水平;免疫组织化学染色及Western blot法检测各组小鼠Lp(a)表达。结果与假手术组比较,模型组小鼠ABR阈值、膜迷路积水评分、中阶面积占比、血清Lp(a)、IL-6与TNF-α水平、耳蜗组织Lp(a)阳性表达的IOD值与Lp(a)蛋白表达增加(P<0.05);与模型组比较,阿魏酸钠低、中、高剂量组及地塞米松组小鼠ABR阈值、膜迷路积水评分、中阶面积占比、血清Lp(a)、IL-6与TNF-α水平、耳蜗组织Lp(a)阳性表达的IOD值与Lp(a)蛋白表达降低(P<0.05),且高剂量阿魏酸钠效果更明显。结论阿魏酸钠可下调Lp(a)蛋白表达,减少促炎因子产生,抑制炎症反应,进而减轻MD小鼠膜迷路积水症状,并改善其听觉功能。

政府合同概念的体系化重构

现有政府合同管理规范对政府合同的内涵和外延进行了界定,但学理意义上的概念构造尚未完成,“政府合同=行政协议+缔结主体一方为行政机关的民事合同”之结论存在缺陷。通过把合同还原为通用于各部门法的中性工具,将政府合同的研究视角从救济前移至行政过程,政府合同的识别标准被调整为“行政机关与任何主体订立的合同均为政府合同”。以行政任务为出发点,可将政府合同区分为公务型政府合同和管理型政府合同,公务型政府合同可被进一步区分为内部公务型政府合同与外部公务型政府合同。以救济途径为落脚点,可以将政府合同区分为行政协定与非行政协定,非行政协定可被进一步区分为行政协议、民事合同、磋商性文件和劳动人事协议,其中,民事合同和行政协议属于狭义政府合同。将两条基于不同场景的体系化路径进行对接与融合,有助于形成对政府合同概念相对立体的认知,动态还原政府合同概念的全貌。

Status, Transition, and Impact of the Yoon Suk-yeol Administration’s Trade Policy with China

China is Korea’s main trade partner in East Asia and one of its key economic and trade partners worldwide.The two countries have complementary industrial structure and a long history of trade exchanges.However,against the backdrop of a return to global trade protectionism and the politicization of international affairs with Yoon Suk-yeol coming to power,South Korea has undertaken a strong trade shift toward the United States(US),triggering a change in the pattern of economic cooperation in East Asia and challenging the regional trade structure.A review of the trade policy agenda of the Yoon Suk-yeol administration toward the US and China,along with a comparative review of Korea’s foreign trade stance under Moon Jae-in,allows for an analysis of the turnaround and characteristics of Yoon’s trade policy toward China during his tenure.The implications for global trade governance and regional security are further analyzed with an aim of finding a Nash equilibrium in trade cooperation among East Asian countries.
