Education Demand of New Generation Minority Migrant Workers in Kunming City and Survey of its Influence Factors

Based on the questionnaire survey for 431 new generation minority migrant workers in Kunming City,we carried out empirical research on education demands of these migrant workers and its influence factors.Survey results show that their education demands have significant features in learning purposes,contents,expenses,willingness,and manners,which are subject to subjective mentality,economic income,social relation network,as well as shortage in social supply of education and training.Therefore,apart from solving training problem of new generation minority migrant workers,government should also highly value their demands of training and arouse their enthusiasm for participation in training in accordance with cultural and psychological characteristics and living environment of these migrant workers.

New finding on out-of-step separation configuration of large-scale power systems

In this paper,two new concepts—“main out-of-step mode” and “minor out-of-step mode”—are proposed for power system reliability analysis. Large-scale power system studies found that out-of-step generator groups may have characteristics of the main out-of-step mode and the minor out-of-step mode. The generator groups with main out-of-step modes can determine the out-of-step interface of the large-scale power system,while generators with the minor out-of-step modes cannot play such a role. Therefore,the method of capturing the out-of-step interface by seeking the lowest voltage point(the out-of-step center) can only group the generators with the main out-of-step modes,and may fail to combine the generators with the minor out-of-step modes into proper coherent generator groups. Thus,it is necessary in engineering applications to equip the generators that are likely to have the characteristics of the minor out-of-step modes with separation devices based on off-line simulation studies in order to reduce the risk of further accidents caused by these generators after system separation.

DETERMINATION OF GENERATION LIFETIME FROM C-t TRANSIENTS UNDER LINEAR VOLTAGE RAMP BIAS

When a linear voltage ramp is applied to the gate of a MOS capacitor,a capacitance-time(C-t)transient is observed.The MOS capacitor is biased into strong inversion before apply-ing the voltage ramp in order to eliminate surface generation.From C-t transient curve obtainedexperimentally the minority carrier generation lifetime in semiconductor can be determined.Theexperimental results show that for the same sample the lifetimes extracted from C-t curves un-der varying voltage sweep rates are close each other,and they are consistent with the lifetimesextracted by saturation capacitance method.

A simple and accurate method for measuring program/erase speed in a memory capacitor structure

With the merits of a simple process and a short fabrication period, the capacitor structure provides a convenient way to evaluate memory characteristics of charge trap memory devices. However, the slow minority carrier generation in a capacitor often makes an underestimation of the program/erase speed. In this paper, illumination around a memory capacitor is proposed to enhance the generation of minority carriers so that an accurate measurement of the program/erase speed can be achieved. From the dependence of the inversion capacitance on frequency, a time constant is extracted to quantitatively characterize the formation of the inversion layer. Experimental results show that under a high enough illumination, this time constant is greatly reduced and the measured minority carrier-related program/erase speed is in agreement with the reported value in a transistor structure.

Individual Human Rights and Obligations Towards Communities

Tensions and oppositions between the individual and community have accompanied the discourse on human rights from the beginning. I want to first recall how in the UDHR （1948） and in the major human rights treaties, the rights and obligations of individuals are regulated towards communities. I then want to investigate whether the talk of ＂collective human rights＂, understood as ＂third- generation＂ rights, are of equal value to be set with individual human rights. Against communitarian arguments for the primacy of community-related duties one can stress an expansion of a liberal concept of human rights by the inclusion of justice demands and social human rights. To show that special community needs can be protected and promoted through individual human rights and national col- lective rights, I used the example of the protection of minorities. Finally, I will explain why human rights are not a comprehensive theory of the good and illustrate with this the limits, and also the original strength of human rights. We should not overestimate human rights, but also we should be aware that a sober understanding of human rights is philosophically reasonable, legally possible and politically of great importance.
