θ-improved limited tolerance relation model of incomplete information system for evaluation of water conservancy project management modernization

The modernization of water conservancy project management is a complicated engineering system involving a management system, a management method, management personnel, the exertion of social, economic, and ecological effects, and so on. However, indices for evaluating the modernization of water conservancy project management are usually unobtainable in practical applications. Conducting appropriate extension of the classical rough set theory and then applying it to an incomplete information system are the key to the application of the rough set theory Based on analysis of some extended rough set models in incomplete information systems, a rough set model based on the θ-improved limited tolerance relation is put forward. At the same time, upper approximation and lower approximation are defined under this improved relation. According to the evaluation index system and management practices, the threshold for θ is defined. An example study indicates the practicability and maneuverability of the model.

Modern technologies and solutions to enhance surveillance and response systems for emerging zoonotic diseases

Background:Zoonotic diseases originating in animals pose a significant threat to global public health.Recent outbreaks,such as coronavirus disease 2019(COVID-19),have caused widespread illness,death,and socioeconomic disruptions worldwide.To cope with these diseases effectively,it is crucial to strengthen surveillance capabilities and establish rapid response systems.Aim:The aim of this review is to examine the modern technologies and solutions that have the potential to enhance zoonotic disease surveillance and outbreak responses and provide valuable insights into how cuttingedge innovations could be leveraged to prevent,detect,and control emerging zoonotic disease outbreaks.Herein,we discuss advanced tools including big data analytics,artificial intelligence,the Internet of Things,geographic information systems,remote sensing,molecular diagnostics,point-of-care testing,telemedicine,digital contact tracing,and early warning systems.Results:These technologies enable real-time monitoring,the prediction of outbreak risks,early anomaly detection,rapid diagnosis,and targeted interventions during outbreaks.When integrated through collaborative partnerships,these strategies can significantly improve the speed and effectiveness of zoonotic disease control.However,several challenges persist,particularly in resource-limited settings,such as infrastructure limitations,costs,data integration and training requirements,and ethical implementation.Conclusion:With strategic planning and coordinated efforts,modern technologies and solutions offer immense potential to bolster surveillance and outbreak responses,and serve as a critical resource against emerging zoonotic disease threats worldwide.

New Industrialization: Characteristics, System Development and Implementation Pathway

New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. The Chinese new industrialization proposes the pathway and policy measures considering the new global situation and the requirements of new goals of strengthening organization and leadership, reducing factor cost, accelerating independent technological innovation, smoothing domestic and international circulation, and optimizing competition environment.

The concepts of modernization and industrialization have different connotations that are specific to their historical backgrounds,and their theoretical innovation and development may benefit from China’s experiences.Industrialization is the cornerstone of modernization,and holds the key to its success.China’s experiences in blazing a new trail of industrialization are challenging the traditional Western theory of industrialization and deepening the connotations of Chinese modernization.New industrialization is a key entry point for steering China’s modernization drive and theoretical innovations.This paper offers an overview of the theory of Chinese modernization and its evolving trend along China’s socialist industrialization path,as well as the rationale and pathway for new industrialization in the context of Chinese modernization.As our findings suggest,the new industrialization concept has taken hold in every key aspect of Chinese modernization.When combined with the theory of Chinese modernization,the theoretical implications of new industrialization play a crucial role in propelling Chinese modernization forward along a new journey in the new era.

Modernization,as a specific stage in the historical development of human society,possesses a multi-layered composite structure,with each layer playing both a promoting and inhibiting role in human development and dignity simultaneously.Chinese modernization is a strategic choice made based on lessons learned from various experiences of modernization processes in other countries,reflecting judgments on the benefits and choices on the values of human development and dignity in modernization.It values the promotion of the free and well-rounded development of all individuals as its standard,demanding the full realization of the positive effects of modernization on human development and the overcoming of its negative effects.Human rights,aiming to promote the free and well-rounded development of every person as the ultimate value goal,are not only an intrinsic structural element of the modernization stage but also a social normative tool that restrains the direction of modernization development,aligning closely with the values pursued by Chinese modernization.Chinese modernization poses dual requirements for human rights protection:on the one hand,it demands the affirmation and promotion of the positive effects of modernization on human development and dignity through human rights standards,and on the other hand,it requires the prevention and mitigation of the negative effects of modernization on human development and dignity through human rights standards.There exists a certain tension between these two dimensions,necessitating an appropriate balance and thereby presenting corresponding requirements for China’s approach to human rights protection.

On October 14,2023,a symposium themed“The Chinese Path to Modernization and the Promotion of Free and Comprehensive Human Development”was held in Changchun,Jilin Province,China.More than fifty experts,scholars,and researchers from national institutions and universities engaged in discussions and exchanges on human rights on the Chinese path to modernization,including the path,practice,knowledge systems,and civilization forms of human rights.This symposium played a significant role in advancing the construction of the disciplinary system,academic system,and discourse system of human rights in China.

Based on the Advantages of Acupuncture and Moxibustion Therapy, the Multiple Exploration of the Correlation between the Meridians and the Circulatory System of the Nervous System

The meridians,nervous system,and circulatory system are important components of tra‐ditional Chinese medicine and modern medicine.The meridians have a high degree of consistency with the distribution of the nervous and circulatory systems in modern medi‐cine,and are closely related in the process of disease treatment.Therefore,people often confuse the three.Based on the great advantages of acupuncture and moxibustion in the treatment of nervous system and circulatory system diseases,the author has made diver‐sified exploration on its relevance in terms of origin,physiological anatomy,physiological function and clinical application.It is believed that meridians have their relative indepen‐dence,and the nervous and circulatory systems cannot completely replace meridians.However,meridians are closely related to the nervous and circulatory systems,and in clinical practice,meridians can be combined with the nervous and circulatory systems to guide the treatment of diseases.

Chinese Education Modernization:A Case Study on Ideological and Political Theories Teaching in All Courses with Organic Integration of Cultural Literacy and Political Education

Chinese education modernization is integral to Chinese modernization,and is of leading significance to the further advancement of Chinese modernization and the great rejuvenation of the Chinese nation.In this paper,taking ideological and political theories teaching in all courses as an example,an attempt is made to organically integrate cultural literacy and political education under the vision of Chinese education modernization,and“gathers knowledge heritage in the dissemination of value and leads the values in the dissemination of knowledge,”thereby training students into highcaliber talents with good and all-round moral,intellectual,physical,aesthetical,and labor grounding.

Construction of the Evaluation Index System and Assessment on the Modern Agriculture Development of Bohai Rim

[Objetive] To make clear the regional agricultural development level.[Method] To accelerate the process of modern agricultural development of Bohai Rim,the assessment index system of modern agriculture was established preliminarily and the data of provinces and cities in Bohai Rim was evaluated and analyzed,regarding the comprehensive development level of modern agriculture as general target and the input level of modern agriculture,the output level of modern agriculture,the social development level of countryside and the sustainable development level of agriculture as grading index.[Result] The results showed that Bohai Rim just entered the developmental stage of modern agriculture,with the integrated index of 0.585.Viewed from regional perspective,Beijing topped the others with the index of 0.798,which was followed by 0.694 of Tianjin,0.644 of Shandong,0.606 of Liaoning and Hebei province had the lowest value of 0.595.[Conclusion] Among all cities in this region,none of them reached at the developed level of modern agriculture.There were ten cities,which were mainly located in Shandong Province,were at the primary stage while the most of others were at the preliminary or initial stage.

Design and implementation of the simulation system for GPS new civil signals

In order to research on the design and implementation of a modernized GPS civil signals simulation system,a brief review of the modernized GPS signals is introduced,including the signal structure and characteristics of L2C,L5 and L1C signals.The design and implementation of the main modules of the simulation system is described in detail.The simulation system is mainly composed of parameter setting,system initialization,signal generator,noise generator,disturbance generator,signal synthesis,low-pass filter,A/D conversion and storage.The simulation results based on Matlab are then presented,and the power spectral density（PSD） of all navigation signals is analyzed.The simulation system completes the physical layer simulation of a modernized GPS new civil signal and can provide a controllable signal source for designing and testing of modernized GPS civil receivers,especially for the signal processing algorithm design of the GPS software receiver.

Normative Analysis and Strategy Research on Harmonized Development of Modern Industrialization, Urbanization, Agricultural Modernization and IT Application

Targeting modernization, we should keep to the Chinese-style path of car- rying out industrialization in a new way and advancing IT application, urbanization, and agricultural modernization. In the research, the scientific concepts of IT applica- tion, urbanization, agricultural modernization and industrialization were illustrated and the interrelations were analyzed, with measures on harmonized development pro- posed based on existing problems.

Dynamic Evolvement of Agricultural System and Typical Patterns of Modern Agriculture in Coastal China:A Case of Suzhou

Based on dynamic theory of system, agriculture is a complex system composed by element, structure, function and development. Firstly, this paper analyzes their connotation and relationship, which could be simply described that in virtue of element integrating and structure optimizing, agricultural system may achieve multifunctionality to meet increasingly diverse demands. As a case study of Suzhou, it concludes that Suzhou has a LP-dependence on agricultural element, and the growth extent of agricultural productivity correlates to the ratio of agricultural labor reduc- ing rate to farmland reducing rate. Agricultural structure of Suzhou changed with time, and in the early 1980s and 2000s it was most notable. Correspondingly, agricultural function has experienced a succession process: 'production', 'production-living', and 'production-living-ecology'. At last, based on questionnaires and interviews, some new characteristics and problems of agricultural development in coastal developed region of China have been put forward. Meanwhile, some typical patterns of modern agriculture in Suzhou which adapt to system evolving are also brought up such as export-oriented agriculture, enterprises-leading agriculture, agricultural science and technology parks, characteristic and stereoscopic agriculture, tourism and sightseeing agriculture.
