Multilevel Protection of Human Rights in the Inter-American System: Existence of this Protection at International and National Levels

This paper seeks to demonstrate that in the Inter-American human rights system, there is a form of multilevel human rights protection. To do so, a number of institutions where this protection is present are reviewed. In addition, regulatory and practical bases having made this form of protection possible are outlined. Lastly, the issue of the relationship produced at the level of the judiciary from this multilevel discussion between national and international systems is discussed.

Analysis on the Current Situation of China＇s Ping-pong Referee Team above the National Level and Countermeasure Study

In this paper, the current situation of China＇ s Ping-pong referees team is studied using the methods such as document literatures and investigation, and the basic situation of the team is analyzed, and also the level of law enforcement and the existing main problems are summarized, so as to explore the new ideas for the construction of the Ping-pong referees team and also provide a basis for China to train excellent Ping-pong referees. Through investigation, it is found that the problems such as the aging structure, poor English, insufficient training, and less judgment chances of the Ping-pong referee team should be practically solved, and also the artistic judgment quality should be improved.

Building National Level Human Rights Bases and Popularization Centers

Building national human rights education and train- ing bases is part of China＇s human rights development,which shows the strong will of the Chinese government for promoting human fights and strengthening hu- man rights protection. Such an action is not only a practical measure for implementing international human fights action plans, but also a practice of the Chinese government in re- specting and implementing relevant international obligations set by the United Nations.

Enhancing hourly heat demand prediction through artificial neural networks:A national level case study

Meeting the goal of zero emissions in the energy sector by 2050 requires accurate prediction of energy consumption,which is increasingly important.However,conventional bottom-up model-based heat demand forecasting methods are not suitable for large-scale,high-resolution,and fast forecasting due to their complexity and the difficulty in obtaining model parameters.This paper presents an artificial neural network(ANN)model to predict hourly heat demand on a national level,which replaces the traditional bottom-up model based on extensive building simulations and computation.The ANN model significantly reduces prediction time and complexity by reducing the number of model input types through feature selection,making the model more realistic by removing non-essential inputs.The improved model can be trained using fewer meteorological data types and insufficient data,while accurately forecasting the hourly heat demand throughout the year within an acceptable error range.The model provides a framework to obtain accurate heat demand predictions for large-scale areas,which can be used as a reference for stakeholders,especially policymakers,to make informed decisions.

Idea and goals of environmental protection and ecological construction in the 11^(th) five-year plan period

In this paper, the executive of the 10th Five- Year Plan in the field of environmental protection and ecological constrution is reviewed, and the charactristics of economic growth and its environmental impact on the 11^th Five-Year Plan is forecasted and analyzed. A principal idea of eavironmental protection and ecological construction is put forward for the 11^th Five-Year Plan pertod： strensgthen the point treatment in key areas and set the main targets based on the idea. The relating countermeasures in national level are proposed as follows： set up appropriate ideas for official achievements by launching resources and environmental cost acconting; adjust the industrial struacture actively by industrial policies and strenuous work; develop circular economy, change the mode of environmental protecgon from end treatment to headstream and proeess control： strengthen the market mechanism in the process of pollution treatment, set up the system of ＂who treats who benefits＂ ; perfect interrelated laws and standards, strengthen the ability of environmental munagement; lay extra emphasis on two key targets： water pollution tretment in key river basins and management of the reserves; and combine the ecological consnuction and poverty alleviation in higher level.

Instruments of Urban Planning in Algerian City： Reality and Challenges

The year 1990 marks a line of rupture in the history of Algeria in general by the fundamental changes that have occurred, especially in the fields of urbanism and the land use planning, which has an important impact on space of the city and its environment. However, the absence of directives based on the reality of upstream territories and sometimes the conflict and the weakness of the instruments created at different levels： national, regional and local, have accelerated the galloping development of urbanization （the irrational consumption of land reserves inside and around the city）, often at the expense of the agricultural land. On the other hand, the involvement of new actors in the production of the framework built in the Algerian town was made without compliance with the rules of architecture and urbanism contained in the build permit and in the MPU （Master Plan of Land Use and Urbanism） and the SOP （Soil Occupation Plan） approved. The analyses conducted in the cities such as the capital Algiers and Setif illustrate this situation well. This article presents these situations of paradox, identifies their causes and suggests the recommendations to implement in the framework of studies and actions to take, to correct and regulate their mutations.

International Processes on Criteria and Indicators for Sustainable Forest Management and their Influences on China

Currently more attention has been paid to sustainable forest management (SFM) all over the world. The paper gives the presentation of criteria and indicators (C & I) for SFM at international, national, regional and management unit levels. Under the international framework, the paper summarizes the developing situation of C & I for SFM in China and gives the suggestion on how to promote its development.
