The national independent innovation demonstration zone(NIIDZ)is an independent innovation policy that plays a crucial role in implementing strategies.Given the importance of the NIIDZ,this study uses panel data of 278...The national independent innovation demonstration zone(NIIDZ)is an independent innovation policy that plays a crucial role in implementing strategies.Given the importance of the NIIDZ,this study uses panel data of 278 prefecture-level cities in China from 2006 to 2020 and empirically examines the effect and internal mechanism of the NIIDZ on green economic efficiency(GEE)using the difference-in-difference model(DID).The results show that the NIIDZ effectively enhances the growth of GEE,and the results remain valid through several robustness tests,such as year-by-year propensity score matching.The transmission mechanism suggests that the NIIDZ indirectly drives GEE by accelerating scientific and technological investment,promoting talent concentration,and optimizing the industrial structure.Moreover,heterogeneity analysis reveals that the promotion effect of the NIIDZ on GEE is more prominent in the eastern region and high green development level areas.The study’s findings can serve as a reference for China to further utilize the policy effectiveness of the NIIDZ and accelerate the high-quality development of the green economy in the future.展开更多

Based on the statistical data of four national agricultural science and technology parks built in Jiangxi Province, this paper constructs an evaluation system consisting of three first-level indicators, eight second-level indicators and 24 three-level indicators. Based on the combined weighting method, the comprehensive scores of the innovation capabilities of the parks are obtained. It is found that the gap in innovation capability of each park is wide, and the radiation-driven function has not yet appeared. It is necessary to promote the improvement of innovation capabilities by promoting the synergy and innovation of agricultural science and technology in the park, encouraging the park to construct agricultural technology business incubators, and building and improving innovation platforms.展开更多

In 2006, China proposed the national strategy to build an innovation-oriented nation and subsequently approved more than 60 pilot cities in the country. The research on China’s innovation-oriented city assessment system is also increasing. On the basis of predecessors, this paper constructs innovation-oriented city evaluation indicator system with more links based on innovation link. It has three categories with 44 indicators in total according to input, intermediate output and final output. It creatively introduces in two-stage DEA model on sharing input and constructs the evaluation model based on the above evaluation indicator system. China's technological efforts to tackle climate change have lasted for many years. It is necessary to test the effect of these efforts with quantitative method. To be exact, whether and how China's low-carbon ...China's technological efforts to tackle climate change have lasted for many years. It is necessary to test the effect of these efforts with quantitative method. To be exact, whether and how China's low-carbon technology innovation responds to climate change should be tested. Based on the2004-2015 panel data of 30 provinces in China, we use the method of ESDA analyzing the spatial correlation of China's low-carbon innovation technology. Furthermore, we use the spatial Durbin model empirically analyzing the spatial spillover effects. The results obtained are as follows: first,supply and demand of Chinese low-carbon innovation has some deviation in the spatial distribution. The low-carbon technology innovation as the supply factor shows the characteristics of expanding from the east to the west. Innovation in eastern China has always been the most active, but innovative activities in the middle and western China are gradually decreased.However, carbon emissions have the characteristics of moving westward, implying the change of technology demand different from technology supply. Second, China's low-carbon innovation actively responds to the trend of climate change, indicating China's technological efforts have paid off. However, the spatial spillover effects are not significant, showing that the efforts in each region of China still work for himself. Third, environmental regulation and market pull are important factors for low-carbon technology innovation. Among them, both supporting policy and inhibitory policy have significant impact on the local low-carbon technology innovation, but no significant spatial spillover effects. It shows that environmental policies in different regions are competitive and lack of demonstration effects. Economic growth and export as market pull have higher level of effect on low-carbon technology innovation for both local and adjacent areas.Some policy implications are proposed based on these results finally.展开更多

Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the p...Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.展开更多

To be exact, whether and how China's low-carbon technology innovation responds to climate change should be tested. Based on the2004-2015 panel data of 30 provinces in China, we use the method of ESDA analyzing the spatial correlation of China's low-carbon innovation technology. Furthermore, we use the spatial Durbin model empirically analyzing the spatial spillover effects. The results obtained are as follows: first,supply and demand of Chinese low-carbon innovation has some deviation in the spatial distribution. The low-carbon technology innovation as the supply factor shows the characteristics of expanding from the east to the west. Innovation in eastern China has always been the most active, but innovative activities in the middle and western China are gradually decreased.However, carbon emissions have the characteristics of moving westward, implying the change of technology demand different from technology supply. Second, China's low-carbon innovation actively responds to the trend of climate change, indicating China's technological efforts have paid off. However, the spatial spillover effects are not significant, showing that the efforts in each region of China still work for himself. Third, environmental regulation and market pull are important factors for low-carbon technology innovation. Among them, both supporting policy and inhibitory policy have significant impact on the local low-carbon technology innovation, but no significant spatial spillover effects. It shows that environmental policies in different regions are competitive and lack of demonstration effects. Economic growth and export as market pull have higher level of effect on low-carbon technology innovation for both local and adjacent areas.Some policy implications are proposed based on these results finally.

文摘Taking Shandong province,one of China’s first batch of circular economy pilot provinces,as an example,this paper summarizes some types of regional green innovation system models through the cases study and retrospective reasoning and retrospective approaches.The models mentioned above include(1)the innovation system model of green animal husbandry in coastal small towns,(2)the green innovation system model in intravenous industry park,(3)the green innovation system model in coastal hi-tech industrial development zone based on the development of eco-industrial and low-carbon industries,(4)the green innovation system model in coastal economic&technological development area based on the development of ecological arterial industry and the ecological intravenous industry through the waste recycle inside and outside the area,(5)the green innovation system model of coastal harbor economic and technological development area based on constructing tiny-medium-macro circulation,(6)the green innovation system of reformed coastal economic and technological development zone turning to the recycling marine industry innovation,and(7)the green innovation system model of high-tech industry development zone tending to recycling innovation of biological industry.This paper aims to analyze the characteristics of these models,the formation mechanism,and further to discuss their implications for greening the same type of regional innovation systems.

文摘Purpose: This paper documents an exploration of an innovative approach to the sharing of documents and information among the members of the National Alliance of Academies of Sciences (NAAS) in China, based on the practice initiated by the National Science Library of the Chinese Academy of Sciences (NSLC).Design/methodology/approach: Through interviews and user surveys, we analyzed the general information demands of users from provincial academies of sciences (PASs) and problems of their document and information service teams. Based on our findings, we designed targeted services to help Alliance members support their document resources, information services for science and technology (S&T) decisions, and their knowledge transfer achievements. Furthermore, we offered training courses for provincial service teams, researchers, and administrators, to improve their information skills. These activities represent a new collaborative model for professional library consortia.Findings: To date, our service has been extended to all Alliance members, covering 19 provinces in China, and the NSLC service covers all aspects of knowledge services of Alliance members, from basic document delivery services to subject information analyses.Research limitations: Different PASs have different understandings of the role of the document and information services in the process of scientific research. These differences limit information service sharing of the NSLC with the PASs, and affect the service performance. For the sake of convenience, the original survey was conducted in only three provinces, which may not fully reflect the information needs of users in each Alliance institution. In addition, quantitative and qualitative analyses have been limited by the coverage of the sample.Practical implications: Document and information sharing has not only taken advantage of the NSLC knowledge service system and cooperation model, it has also enhanced the range of services of the NAAS in China.Originality/value: Based on knowledge service enhancements, the NAAS in China has formed a new kind of library consortium, which has broken the traditional library alliance model that was based mainly on the sharing of resources and services.
