Situation of China's solar water heater industry,related national standards,testing and the Golden Sun certification program

China is the largest solar water heater producer and market in the world.Despite the fast growth and an installed capacity that accounts for the majority of the global gross,China's per capita solar hot water capacity is still very low,implying a huge margin of market potential;and the recognition of the industry in the global market is handicapped by the scattered scale of production and inconsistent product quality.To ensure continued growth of China's solar water heating(SWH) industry,Chinese Government has established a series of national SWH standards,three national testing centers,and a certification program to lay the foundation for the development of the Golden Sun product labeling system.China General Certification Center(CGC) developed the Golden Sun product certification and labeling system on a pass/fail basis evaluating with established criteria.The system was designed to help manufacturers acclimate to explicit consistent requirements and to identify and fix the deficiencies in the design and execution of the program itself.Timely revision and integration of the national standards are recommended to accommodate the test procedures and requirements to new technologies and the evolving SWH market.Strict implementation of the Golden Sun certification and labeling system are suggested to avail improving the quality control and forging internationally reputable brands of Chinese solar water heating products.

China National Standards on Nano-Materials Issued for the First Time

On February 28th, 2005, AQSIQ (the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China), and SAC (the Standardization Administration of P. R. China)jointly hosted the press conference on seven items of national standards on nano-materials in Beijing. The seven items of national standards were approved on Sept. 29th and Dec. 27th, 2004 respectively by SAC, and publicized in Jan. 2005. They will be formally put into practice from April 1st, 2005.

Overview of China's National Standards for Solar Water Heating

Energy supply is one of the major challenges facing China. The rate at which demand is outstripping supply led the Standing Committee of the National People's Congress to pass the Renewable Energy Law of the PRC at its fourteenth session in February, 2005. The document points out that 'The law is legislated to promote exploitation and utilization of renewable energy, increase the supply of energy sources, improve the structure of energy sources, ensure the security of energy sources, protect the environment, and achieve the sustainable development of economy and society.' 'Renewable energy under the law is non-fossil energy, including wind, solar, water, biomass, geothermal, and ocean energies, etc.' 'The nation determines that the exploitation and utilization of renewable energy takes precedence in the development of energy sources, and propels the establishment and development of the renewable energy market.' Developing ISO International Standards for the Animal and Vegetable Fats and Oils Sector

Increasing volumes of oils and fats are produced annually with a large section that are traded internationally. The International Organization for Standardization(ISO) body develops international standards covering almost all aspects of technology and manufacturing with 23,882 standards currently published. Standards in the animal and vegetable fats and oils sector is developed by Technical Committee ISO/TC 34, Food products, Subcommittee SC 11, Animal and vegetable fats and oils. Standards are developed through consensus by national members that represent ISO in their country. Each Standard is developed within a determined timeframe and goes through various pre-determined stages such as project proposal, development, national voting and commenting on the draft Standard to final publication. ISO TC34/SC11 Standards range from sampling of oils and fats, sample preparation to analysis of its composition, the minor components, and quality and identity parameters as well as contaminants. The analysis results are used by industry for product development, labelling, research and to provide peace of mind for consumers on its safety. An important future trend is the focus on the safety concerns from either environmental contamination(e.g. mineral oils) or processing contaminants such as esters of 3-MCPDs(3-monochloropropane-1,2-diol or 3-chloropropane-1,2-diol).

Comments on How to Make Mechanical CAD Drawing Conforming to National Standards

At present many CAD software products did not fully meet the requirements of National Standard 《Technical drafting and Mechanical Drawing》 that greatly affects the quality and speed of engineering design. Taking computer-aided design of typical mechanical parts as an example, this paper proposes an approach to develop corresponding functions in CAD software to enhance the standardization of engineering design.

Performance and Safety Improvement of Induction Motors based on Testing and Evaluation Standards

The induction motor,which converts electrical energy into mechanical energy,has been recognized as the cornerstone of industrialization.The rotor of an induction motor can be either a squirrel cage rotor or a wound-type rotor,both existing as magnetless topologies.Three-phase squirrel cage induction motors are frequently utilized in industrial drives because they are dependable,have high starting torque,are selfstarting and affordable.Single-phase induction motors,on the other hand,are commonly used for small loads such as domestic appliances in form of modest fans,pumps and electric power tools.In South Africa,there have been reports of fires and explosions resulting in live and property loss because of induction motors that have not been thoroughly tested or are incorrectly labelled in terms of ratings,electrical safety and performance.The goal of this study is targeted at preventing end-user injuries and failures caused by non-compliant induction motors,by evaluating locally manufactured/imported induction motors based on tests and evaluation from standards(IEC and SANS).The study is conducted using experimental procedures at the Explosion Prevention Technology and Rotating Machines(EPT and RM)laboratory,South African Bureau of Standards(SABS),South Africa.The main finding from the study shows differences in the nameplate characteristics of various induction motors which could have detrimental effects such as production and operational downtime in their end-use industries,at later stages.

CHARTING A NEW ROUTE TO THE ACHIEVEMENT OF NATIONAL STANDARDS: BRINGING THE CLASS TO LIFE

Introduction In this article we discuss making use of applied linguistic theory, as the means of achieving national standards at tertiary level. We contest that methods now widely in use at colleges and universities are insufficient to reach modern nationwide targets. We suggest modifications in teaching approach and present ideas for supplementing and enlivening existing materials or replacing them. Much of the article is drawn from our converging experiences both as a Chinese university teacher of English from one aspect and as an English EFL specialist from another. We speak jointly from the ’chalkface’ and wish to share our views and be provoked into seeking solutions to the new challenges for Chinese EFL inherent in targets set by the national standards.
