Questionnaires and interviews were employed to collect data from tho...This paper presents an investigation on attitudes towards old and new buildings in Mount Emei that is a significant cultural national park in China. Questionnaires and interviews were employed to collect data from those whose careers and lives are affected, and were affected, by the buildings. The investigation reveals that people show significantly different attitudes towards the two types of buildings and place more value on old buildings. People particularise their liking for old buildings associated with traditional values, aesthetic quality and conformity to surroundings whereas indicates their disliking for new ones with changed values from tradition to modernity, unsound administrative management and poor respect for surroundings. It is concluded that traditional ideology tends to be well expressed by the old buildings but poorly by new ones. It is accordingly suggested that ideology should be taken more into account in new building projects in Mount Emei.展开更多

The...Studies on the awareness of the problems existing in new and old buildings in Mount Emei National Park have been carried out. It is found that the problems in relation to old and to new buildings are different. Then, authorities that can combat problems of old and new buildings are in general different. After that, in relation to old buildings, architectural design institution and religious unit are considered to be able to deal with the problems resulting from function and utilisation and the Mount Emei Authority to those from organisation and management. In relation to the new, the planning institution is believed to be the most authoritative to tackle surrounding and traditional value problems while the architectural design institution is well placed to resolve aesthetic problems. Finally, both old and new buildings require improved powers, policy, administration and organisation to combat the problems although financial resources are emphasised for the old buildings and improvements in planning and architectural design for the new ones.展开更多

China has promulgated a series of policies including the Western Development Program, the Grain for Green Project, agricultural support policies and building a new countryside strategy to eliminate east-west differenc...China has promulgated a series of policies including the Western Development Program, the Grain for Green Project, agricultural support policies and building a new countryside strategy to eliminate east-west differences and urban-rural disparities since the late 1990s. This paper gives a holistic examination on local responses to the four typical macro socio-economic development policies and their effects on rural system based on a case study of a mountainous village in southern Sichuan Province. The results showed that the policies have not moved the case study village from its historically marginal status. To some extent, its socio-economic situation might have been worsened by accelerated out- migration of the youth, loss of agricultural land due to afforestation and industrial plants, increased fire hazard due to afforestation and reforestation, increased environmental pollution due to industrial enterprises attracted to the village and a steep decline in agricultural production due to loss of and inefficient use of cultivated land. Factors causing local villages' dilemmas include the nonuniformity of actors' objectives, finiteness of villagers' abilities, and the imperfect incentive and restraint mechanism for local government's activities under existing policy framework composed of uncoordinated one-size-fits- all policies. We suggest that China's rural policy in the new period should gradually shift from a sectoral to a place-based one, from top-down incentives to the development of bottom-up projects, and fully recognize the diversity of rural space, so as to lift localcapacities and make good use of the knowledge shared by different actors. Moreover, it is also necessary to integrate the various sectoral policies, and improve the interministerial and interdepartmental coordination of rural policies at regional and local levels.展开更多

Due to its climate change commitments, Estonia needs a new source of electricity provision. There is little academic literature on Estonia, and this research builds upon previous work but is more detailed in its analysis with primary data included in the form of interviews with Estonian energy industry experts. All the conditions that have led to nuclear energy being considered as an option are assessed, along with why it represents the most strategic path for Estonia in terms of electricity provision. Through the interview analysis a framework is established and advanced for the successful initiation of a national nuclear power plant project. This research is therefore of high value for small EU countries who intend to consider nuclear energy as an option in their energy mix or have more advanced plans to develop a nuclear program.展开更多
Historical sites(HSs)are akin to living entities,and their existence is perpetuated through the erection of new buildings or additions.Many HSs need sustainable development and new construction,as existing monuments f...Historical sites(HSs)are akin to living entities,and their existence is perpetuated through the erection of new buildings or additions.Many HSs need sustainable development and new construction,as existing monuments fail to meet contemporary user requirements.Despite the urgent demand,many new buildings within HSs have been constructed without considering the influencing factors on contextual value,built,and natural environment.This oversight has led to irreversible damage to their historical value.Numerous studies have independently explored interventions,construction,and development within HSs.However,there is a conspicuous absence of comprehensive research that concurrently addresses these issues while preserving the intrinsic value of the HSs.This study aims to identify the variables and factors contributing to the successful design and construction of new buildings within HSs,satisfying user needs,conserving contextual values,and achieving sustainability with the natural and built environment.The research employs a mixed-method approach,gathering raw data through literature reviews,case studies,and expert interviews.The study population comprised 97 experts in architectural heritage conservation and sustainable development.Exploratory factor analysis was utilized for data analysis,leading to the identification of influential factors.The study highlights the significance of the location,function,scale,form,material,skyline,viewpoint,accessibility,reversibility,topography,sustainability,technology,structural system,lifespan,and interior design in constructing new buildings within a HS.Moreover,the design of new additions should adhere to five guiding principles:integrated design,volume design,green design,compatible design,and modern design.In this context,the new structures will fulfill user needs,preserve or enhance contextual values,and harmonize with the built and natural environment.展开更多
