The Status Quo, Dilemma and Path Innovation of the Citizenization of the New Generation of Migrant Workers

The citizenization of the new generation of migrant workers is the only way to promote China’s urbanization.Based on the development status of the new generation of migrant workers,this paper summarizes the difficulties encountered in the four aspects of employment,housing,social security and the education of migrant workers'children in the process of citizenization,finally explores four innovative ways of citizenization of the new generation of migrant workers,such as,strengthening vocational skills training to improve the employment quality of the new generation of migrant workers,improving the housing security mechanism to ensure that they have a place to live,improving the social security system to safeguard that they can be treated for their illnesses and the elderly,improving the distribution of educational resources to promote fair education for the children of them.

Establishment of Indication System for Evaluating the Citizenization Level of New Generation Migrant Workers and Its Application

Scientific and reasonable indicator system is the key for evaluating citizenization level of new generation migrant workers. With reference to basic connotation of endogenous and exogenous variables and in view of citizenization characteristics of new generation migrant workers,it built an evaluation indicator system including endogenous indicators based on micro-individual and exogenous indicators based on mesourban environment and macro-national policies. Besides,combining current situation of new generation migrant workers in Jiangsu Province,it evaluated citizenization level of the indicator system,in the hope of providing certain reference for evaluating citizenization level of new generation migrant workers.

Seasonal movement of the American horseshoe crab Limulus polyphemus in a semi-enclosed bay on Cape Cod,Massachusetts (USA) as determined by acoustic telemetry

American horseshoe crabs Limulus polyphemus were tracked using acoustic telemetry and traditional tagging in a semi-enclosed bay on Cape Cod （Pleasant Bay）, Massachusetts, USA, to determine seasonal movement patterns. Fifty-five actively spawning females were fitted with transmitters in 2008 and 2009 and were tracked using acoustic telemetry from May 2008 through July 2010. Fil^een crabs with transmitters also had archive depth-temperature tags attached. In addition, over 2000 spawning crabs （males and females） were tagged with US Fish and Wildlife CIdSFWS） button tags over the same period. Ninety-one percent of the crabs with transmitters were detected during this study. In the spring, crabs were primarily located in the northern section of the bay near spawning beaches, whereas in the fall crabs moved towards the deeper portions of the bay, and some may have overwIntered in the bay. There was evidence that a majority （58%-71%） of the females with transmitters spawned in two sequential seasons. One archive tag was recovered resulting in a year-long continuous record of depth and tem- perature data that, when integrated with telemetry data, indicated that the crab overwintered in the bay. The live recapture rate of crabs with USFWS button tags was 11%, with all re-sighted crabs except one observed inside Pleasant Bay. Eighty-three percent of recaptures were found within 2.5kin of the tagging location, and 51% were observed at the same beach where they were tagged. This study provides further evidence that horseshoe crabs in Pleasant Bay may be philopatric to this embayment

Effect of the Earth Movement on the Measured Moon Trajectory

All lunar theories within the framework of classical mechanics are based on the assumption of an inertial frame of reference,which is physically non-existent and has scarcely been examined in previous studies.This paper aims to examine the consequence of giving up the assumption of the existence of an inertial frame and the relevant influence on the measured moon trajectories.The general formulation of the lunar orbit is built from the perspective of the new general system theory(NGST),where the moon is modelled as a 6-DOF living body and active forces are introduced.This formulation can be retrograded to the framework of classical mechanics.Firstly,we calculate the active forces on the moon when a fixed earth movement and a fixed moon movement are assumed in the god-coordinate system.Then we investigate what will happen to the measured moon trajectory in the human-coordinate system when the earth movement and other parameters are perturbed in several cases.It is found that the results are sometimes inconsistent with the explanations using inertia forces in classical mechanics but can be well explained by NGST.We also discovered that the active forces on the moon should be adjusted constantly to maintain the stable measured moon trajectory.

农民工市民化影响城乡融合发展的理论阐释与实证分析

将农民工市民化与城乡融合发展纳入统一分析框架,在构建城乡融合发展进程评价指标体系和计算农民工城市融入工资测算农民工市民化程度的基础上,基于2009—2021年省级面板数据,构建双向固定效应模型,实证检验农民工市民化对城乡融合发展的影响。研究发现:推进农民工市民化能够显著促进城乡融合发展;分区域看,农民工市民化对城乡融合发展的促进作用在中西部地区更加明显;通过加快农业现代化、加快农村现代化、促进基本公共服务均等化以及提高新型城镇化质量等作用渠道推进农民工市民化促进城乡融合发展。

政务短视频对公众参与的差异化影响——基于危机与后危机情境的比较研究

政务短视频已经成为政务公开、政民互动、舆论引导和社会治理的重要工具。研究以2019年12月27日至2023年1月8日国家卫生健康委员会官方抖音账号“健康中国”发布的792条政务短视频为研究对象,以信息处理的启发—系统式模型为理论基础,比较考察危机情境与后危机情境下作为系统式线索的内容类型和视频时长以及作为启发式线索的对话循环、危机沟通策略和标题长度,如何影响基于政务短视频的公众参与行为。结果表明:内容类型方面,危机情境下,相较于对一线应急服务的赞赏类,疫情最新进展类、政府应对举措类、利益相关者指引类均能正向影响被动参与;后危机情境下,上述内容对被动参与和主动参与的影响均不显著。危机沟通策略方面,危机情境下,相较于信息策略,支持策略能够促进被动参与,调适策略对主动参与和被动参与的影响均不显著;后危机情境下,支持策略积极影响被动参与,调适策略会积极影响主动参与。对话循环在危机情境和后危机情境下对主动参与和被动参与的影响均不显著。标题长度在危机情境下会积极影响被动参与和主动参与,在后危机情境下会积极影响主动参与但消极影响被动参与。视频时长在危机情境下会降低被动参与但会促进主动参与,在后危机情境下会促进被动参与。

论超大特大城市城中村改造目标转型:面向中国式现代化和新二元结构治理

五四时期白话与文言关系论

汉语构成在中国古代是白话与文言并存,文言是主体,白话是补充。五四新文化运动提倡白话,但并不否定文言文,“废除”的不是文言文,而是文言文的主体地位,无论是在理论上,还是在实践上,文言文在当时都不可能被禁止和弃用,也不应该被禁止和弃用。文言与白话在五四时期经历了巨大的地位变化:白话文最初是争合法地位,后来是争主体地位,维持主体地位;文言文最初是保主体地位,后来是争合法地位,保应用上的“一席之地”。五四时期语言“保守派”从来不否认白话文,他们只是反对用白话文取代文言文,“激进派”从来不否定文言文,他们只是提倡在白话文的基础上建立新的“国语”,他们反对的是文言文的汉语主体地位。无论在过去,还是现在,白话与文言都不是互相排斥、“你死我活”的关系,而是主次分明、相辅相成、并存竞争关系。

并非“扩音器”——重评钱玄同在五四新文化运动中的作用

钱玄同在新文化运动中借用与转化中国传统的经学与小学资源,将中国传统学问融入五四思想革命、文学革命、汉字革命之中。首先,钱玄同转化章太炎与康有为的经学资源,将“经”贬黜为毫无价值的“史料”,颠覆所有经书,从传统经学内部获得反叛传统的可能性,使五四思想革命具有“飓风”般的爆发力;其次,钱玄同作为小学大家,在进行文学革命时,用文字学、音韵学、训诂学的学理来证明五四白话文理念有其建立的可行性;再次,他在推行五四汉字革命时,仍以传统小学资源来论证“改用拼音”的学理性与时代必然性,用极端的方式推动了中国汉字的现代变革。钱玄同从中国自身的学术主体内部促进新文化运动的发展,让五四获得了一种新的方法论,这使他有自己独立、独特的“声音”。

扩大上海保障性租赁住房有效供给:实践困境与对策建议

发展保障性租赁住房是解决民生问题的重要举措,也是我国“十四五”时期住房建设的重点。上海精准设计保障性租赁住房制度,综合运用多种筹措方式增加保障性租赁住房的供给数量,使之在政策规划预期内实现稳步增长,且充分考虑新市民和青年人群体多元化的住房需求,努力搭建“一张床、一间房、一套房”的多层次租赁住房供应体系,提升保障性租赁住房的有效供给。在此过程中,上海面临建设用地不足、市场主体参与积极性不高、保障属性不突出从而保障群体未得到有效覆盖、保障性租赁住房供给结构不均衡等现实困境。鉴于此,上海可通过挖掘存量资源储备、探索特色筹措渠道,加强金融政策支持、提高市场主体积极性,规范租金价格设置、优化准入条件要求,动态调整供给结构、提升住房资源利用率等途径,进一步扩大保障性租赁住房的有效供给,促进保障性租赁住房高质量发展。

数字人文视域下新文化运动时期知识分子的情感演化研究——以《新青年》杂志为例

文章从数字人文视角出发,以《新青年》杂志为例,分析了新文化运动时期知识分子的情感演化历程及外部动因,为研究特定历史时期思想政治文化格局的演变提供研究思路与案例支持。基于已有的分类框架,本研究将《新青年》杂志1915—1922年所刊发的文章划分为“政治文化”“哲学思潮”“社会教育”“语言文学”共4个类目,对每个类目的文章内容进行统计和分析,获取了文章作者、发文时间、主题词、涉及人物等基本数据以及文章的情感极性和强度。然后分别对每个类目所涉人物进行聚类,并从群体(类目总体情感演化)和个体(代表性人物的跨类目比较)两个角度分析了五四运动前后人物情感演化过程及特征。最后,结合文章主题和具体历史事件探讨了人物情感演化的外部动因,从而对该历史时期的人文风貌及社会变迁进行客观呈现。

新时代公民宪法认同教育的价值意蕴、现实样态与策略分析

我国现行宪法是一部社会主义类型的人民宪法,宪法的人民性是其鲜明的底色。更好发挥宪法在治国理政中的重要作用,就是要通过宪法来确认并坚持中国共产党的领导地位,在党的领导下通过宪法来保障人民权益、满足人民日益增长的美好生活需要,这是人民群众评价宪法生命力和权威性的主要标准。当前,我国的公民宪法认同教育在国家政策的支持下逐渐呈常态化、制度化及系统化发展趋势,这对于传播宪法知识、弘扬宪法精神、树立宪法权威等发挥了积极作用。与此同时,我们也需要注意公民宪法认同教育常态化发展中的“宣”重于“教”、制度化发展中的“违誓”责任机制建设以及系统化发展中的教师专业成长等问题,以全面落实“八五”普法期间将公民宪法教育作为普法教育核心的首要任务。

论新秧歌运动的发生与秧歌剧作者身份的转换

新秧歌运动是延安时期由中国共产党在抗日救亡运动背景下组织、引导的,在陕甘宁边区孕育和发展起来的一场声势浩大的大众文艺运动。新秧歌运动通过秧歌剧的形式宣传了党的理论主张,激发了边区人民的抗日热情,成为中国共产党早期文艺工作中的优秀典范。从毛泽东同志《在延安文艺座谈会上的讲话》对文艺工作的直接指导再到陕甘宁边区文教大会对人民文教工作的讨论,轰轰烈烈的“秧歌下乡”运动逐渐发展成了全民参与的“乡下秧歌”浪潮,工农兵登上了秧歌剧的创作舞台,成为了新秧歌运动的主角。而工农兵成为秧歌剧的创作者,得益于边区文艺政策的引导和物质条件的改善,也得益于外部条件改善所激发的创作能力和创作欲望。

城际数字信息流与经济内循环动力

国内需求增量是经济内循环的主要动力,能够为全国经济循环的良好运转提供重要支撑。数字化和智能化的发展使经济循环突破了本地化和实物化的限制,为经济循环注入新的特征。运用网络爬虫技术获取城际数字信息流数据,构建数字信息传输量、信息聚合能力和信息辐射能力3个要素刻画城际数字信息流,并结合微观个体、企业和城市3个层面的数据考察城际数字信息流对经济内循环动力的影响及传递机制。研究结果表明:一是增强城际数字信息流能够提升城市的经济内循环动力,其中,城市数字信息传输量对经济内循环动力的促进作用具有边际递增特征,而城市信息聚合能力和信息辐射能力的促进作用具有边际递减特征。二是城际数字信息流更密集、城市经济内循环动力更强和人均收入更高的城市通过城际数字信息流来促进城市经济内循环动力的作用更强,城际数字信息流的发展可能会加剧数字鸿沟现象。三是城际数字信息流通过人口移动效应增加居民消费,通过新建企业效应增加企业投资,通过技术进步效应延伸产业链和供应链,从而提升城市的经济内循环动力。

我国公共图书馆服务定位之变化

公共图书馆是国家公共服务体系的重要组成部分,随着经济社会的发展,其服务功能也发生着改变。文章基于1994版《公共图书馆宣言》,论述了我国公共图书馆事业走过的三段具有历史意义的路程及其每段路程上我国公共图书馆服务定位的变化,希望能促进公共图书馆事业的进一步发展。

韩国新右派与尹锡悦政府关系

2022年尹锡悦当选总统,韩国保守派势力时隔五年再次执政,韩国政坛和社会日益倾向保守化。尹锡悦政府保守主义色彩根植于韩国新右派的发展,对内政外交产生重要影响。新右派在政治层面重视审议民主,经济层面主张自由市场体制。尹锡悦政府作为新右派势力代表,不仅意识形态上继承新右派理念,而且人事安排上也重用新右派核心人物,致力于形成思想统一的政策制定团队。外交政策上,尹锡悦政府着力推行“价值观外交”,与所谓具有相似价值观的国家加强合作。尹锡悦政府的新右派色彩对地缘政治及中韩关系产生重要影响,其施政效果也受到内外多重复杂因素的制约。
