Measurement and Strategy Research on the Green Development Level for the New Energy Vehicle Industry in Chongqing City

This article takes 2016-2022 as the inspection period to construct an evaluation index system for the green development level of the new energy vehicle industry.The entropy method and comprehensive index are used to measure the green development level of the new energy vehicle industry in Chongqing,and compared with neighboring provinces such as Yunnan,Guizhou,and Sichuan.Policy recommendations are proposed to promote the development of the new energy vehicle industry in Chongqing City.

Changes of Wetland Landscape Pattern in New Coastal District of Tianjin City

With the wetland landscape in New Coastal District of Tianjin City as the chief study objective and based on the remote sensing and non-remote sensing data of ETM/TM with 1999-2007 as the time scale and the new administrative region of New Coastal District as the space (scale) scope, this paper conducted the study on the landscape pattern change. The results showed that the natural wetland and agricultural land tended to decrease, while the saltern, maricultural areas and construction land increased apparently. The overall landscape shape tended to develop in simplification and regulation and with the development of population and social economy, human’s intervention to the landscape was getting improved.

Construction of China Osmanthus City and Intellectual Property Right Protection in Xianning City in the Context of Three New Developments

Xianning City of Hubei Province is one of the five major traditional osmanthus producing areas in the world and the hometown of osmanthus in China. Xianning is constructing China Osmanthus City in the whole city. This paper first introduces the main characteristics of the osmanthus industry in Xianning City, and analyzes the characteristics of traditional knowledge, biological genetic resources, new plant varieties, patents, geographical indications, and trademarks. Then, it studies the intellectual property resources of the osmanthus industry, and analyzes the main problems existing in the construction of China Osmanthus City and intellectual property right protection. Finally, it comes up with constructive recommendations including applying for China and Globally Important Agricultural Heritage Systems, developing colored-leaf osmanthus varieties, creating a regional public brand of osmanthus specialty products, and building a new development pattern of osmanthus industry.

THE SUSTAINABLE MICRO-SCALE MOVEMENT OF COMMUNITIES:CASE STUDIES OF SUBDIVIDED DEVELOPMENT AND ADAPTIVE REUSE OF SHARED SPACE IN NEW YORK CITY

1.INTRODUCTION In New York City a decline in manufacturing has propelled social and eco-nomic changes that have transformed certain districts[1,2].Unused building stock there has been the basis for adaptive reuse yielding new housing for families of varying compositions.The constant pressure of the need for affordable housing has resulted in the conversion of existing abandoned industrial structures,pro-viding a green,environmentally friendly alternative to new construction[3,4,5].Adaptive reuse provides an opportunity to bring a building up to current codes,to make the layout and building systems more appropriate and efficient,and to help revitalize neighborhoods.

Sustainable development of marine tourism economy in Zhoushan Archipelago New District

Based on the general and concrete principles of index system of marine economy and the choices of the evaluation index, this paper analyzes the index importance by means of AHP and establishes a set of the evaluation index system of marine economy in the Zhoushan Archipelago New District, to which an overall analysis and appraisal is given. The main factors that have limited the sustainable development of marine economy, in combination with the factors that influence its development, are put forward in accordance with its connotation of sustainable development of marine economy and sustainable development strategy based on marine tourism development.

A study on evaluation index system of the sponge city construction of Gui-An New District

The construction of sponge city, should effectively alleviate our country city water, strengthen the rainwater collection and utilization and transform urban development mode to the low impact development mode. In 2015, the pilot city of sponge city's construction has begun to take shape with the push of the Ministry of Housing and Urban-Rural Development of the Peoples' Republic of China, the Ministry of Finance and the Ministry of Water Resources. For the pilot cities, they should strengthen the performance evaluation process and play the leading role of the nation demonstration. Taking the aspects of sponge city project's management, runoff volume control into consideration, sponge city initially formed a set of scientific and objective evaluation index which is in order to reflect the effectiveness of Gui-An New Area's construction.What's more, through analyzing the sponge city's deficiency of the performance evaluation, I also carry out the work that need to put forward suggestions.

Considering the requirements of new urbanization, this paper took Luzhou City in Sichuan Province for example to explore development path suitable for small cities and towns in west China and gave pertinent suggestions.

Characteristics of China＇s Development in the New Era Explained in Light of Economic Principles

As China entered into a new era of development, the primary contradiction facing Chinese society has also evolved. It is important for both scholars and policymakers to review the characteristics of China's economy in its present stage in accordance with economic principles-principles that reflect every aspect of economic and social life and macroeconomic regulation. In this paper, we attempt to unravel the characteristics of China's new era from three perspectives-historical materialism, dialectic materialism and epistemology, and in light of economic principles at the three levels of resource factors, modes of production and regulation of resource allocation. Based on these perspectives, this paper further identifies the characteristics of China's new era from nine aspects, including globalization, modernization, the primary stage of socialism, new development concepts, supply-side reforms, the guideline of seeking steady progress, the mentality of scope, bottomline mindset and strategic composure. From the three different levels, this paper summarizes and applies economic principles to propose solutions to the problems and challenges facing China in the new era. The findings of the paper are also relevant to implementation of the guidelines CPC Central Committee General Secretary Xi Jinping noted in his report to the 19 th CPC National Congress.

GROWTH OF NEW DESIGNATED CITIES IN CHINA

The opening of the economy has contributed to the rapid urban development in China over the last 17 years from 1979 to 1996. It is worthwhile to note three new development trends of Chinese urban system. The first trend identifies the emergence of mega urbanization regions. The second trend rebuilds a closer tie between the Chinese urban system and the global urban system through the development of the world (global) cities and international cities. The third trend shows the fast polarized development in hinterlands and peripheries around advanced economic regions. However, the research literature on Chinese urbanization in English has shown the scarcity of good databanks and the analysis results are incomplete. Some researchers also always question the quality of the data. Using the most completed and most recent data, this paper reviews the growth of China's new designated cities since 1949. This paper also seeks to examine the various policies and to explore the underlying factors that have affected the growth of China new cities. From the development of China's cities in the past 47 years from 1949 to 1996, it is easy to find that metropolitan cities developed with a relatively high rate compared with smaller ones, but the ratio of number and population to whole country cities remained stable; Chinese urban system development had entered a phase of small cities development; in terms of cities regional distribution, the south and east region is still the central area of urban development.

A research on promoting green development by green finance in Guizhou province

Green finance is an important driving force for practicing the idea of green development and realizing sustainable development. As one of the five green finance reform and innovation demonstration district in China, the Guian New District between Guiyang and Anshun has played a key leading role in the development of green finance in southwest China. Since 2017, the green financial market in Guizhou province has achieved a leap-forward high-speed development. Based on this, this paper takes the idea of green development as the starting point, through in-depth analysis of the development status of green finance in Guizhou province under the policy control and guidance of the national and local governments,in order to find the limitations and obstacles in the development of green finance in Guian New District.In addition, at the end of this article, the author will further discuss the mechanism and path of green financial reform and innovation in Guizhou province from the aspects of perfecting policy guidance, optimizing organizational system, innovating products and services, etc. for effectively promoting the pace of green development in Guizhou province.

Events as a means to foster knowledge-driven urban development:Experience from the new district development in Nanjing

Events can bring important impetus to urban development.In addition to hardware investments,such as infrastructure,events also have important potential in the development of knowledge cities.Nanjing is a typical city where China’s knowledge industry is rapidly growing.Since the end of the last century,Nanjing has been promoting new district development on the city’s periphery and has hosted a series of events,including the 10th National Games in 2005 and the 2nd Youth Olympic Games in 2014.In this process,the city government also hopes to explore the potential of the knowledge economy and is committed to providing a new direction for urban development.This work reviews the history of Nanjing’s knowledge city development from two different dimensions(land development and knowledge development)and summarises the related achievements and lessons in different periods.The authors aim to identify the diverse effects of events in urban social and economic development based on the analysis of the differences in governance structure between land development and knowledge development.This work contributes to the literature on events and provides insights into the potential uses of events as a mechanism for knowledge-driven urban development.

高质量发展指标体系构建与区域比较分析

中国消费中心建设:现有格局、调整逻辑与发展路径

在制造业大国、生产中心背景下,我国又提出经济的消费转型,要建设消费大国,打造(国际)消费中心(城市)。当前,我国一些传统消费型城市经历了历史嬗变,后发的消费型城市更多立足于生产制造,一些偏远、基层城镇逐渐向消费中心转型,但大多数消费中心还未能实现专门性独立发展。从生产中心到消费中心有着很深的内在调整逻辑,包括经济增长动力改变,由供给推动向需求拉动转型;社会主要矛盾改变,更多化解发展不平衡不充分矛盾;经济水平提高,消费大发展的条件已经具备;资源和环境面临危机,需要以消费经济化解生产经济紧约束;国内外环境改变,消费中心担负经济突围重任。我国消费中心建设还存在诸多制约因素,如收入分配不合理,区域消费制约严重;过多生产作业加班,挤占生活消费空间;城市拥挤,消费流动不畅;公共设施落后,不能支撑消费大场景;更重生产,消费经济功能发挥有限;片面追求物质财富的拥有,全民生活消费筹划建设不够;内卷化竞争过于激烈,消费激情难以焕发;过多追名逐利,消费价值观有待重建。需要进行相关体制机制建设,政策调整方向包括适应生产劳动人工时间减少的趋势,增加消费时间;调整城市布局,畅通消费流;强化公共消费设施建设,营造消费大场景;调整收入分配,构建外向型消费结构;深化规律性认识,发挥好后工业时代消费对经济的主功能作用;引导消费,积极筹划消费蓝图;防范内卷化竞争,焕发全民消费激情;全面发展,重构生产价值和消费价值观体系。
