A POSTERIORI ERROR ESTIMATION OF THE NEW MIXED ELEMENT SCHEMES FOR SECOND ORDER ELLIPTIC PROBLEM ON ANISOTROPIC MESHES

This paper presents a posteriori residual error estimator for the new mixed el-ement scheme for second order elliptic problem on anisotropic meshes. The reliability and efficiency of our estimator are established without any regularity assumption on the mesh.

SEVERAL NEW TYPES OF FINITE-DIFFERENCE SCHEMES FOR SHALLOW-WATER EQUATION WITH INITIAL-BOUNDARY VALUE AND THEIR NUMERICAL EXPERIMENT

This paper proposed several new types of finite-difference methods for the shallow water equation in absolute coordinate system and put forward an effective two-step predictor-corrector method, a compact and iterative algorithm for five diagonal matrix. Then the iterative method was used for a multi-grid procedure for shallow water equation. A t last, an initial-boundary value problem was considered, and the numerical results show that the linear sinusoidal wave would successively evolve into conoidal wave.

The impact of the New Rural Cooperative Medical Scheme on the“health poverty alleviation”of rural households in China

This study investigates the impact of the New Rural Cooperative Medical Scheme(NRCMS)on rural households to escape poverty.We employ the instrumental variable method,the IVProbit model,to analyze the national data from the rural-resident field survey by the China Family Panel Studies(CFPS)in 2016.Based on the large-scale data,we found that,first,the hospitalization of family members is the key factor in increasing the risk of the family falling into poverty.The NRCMS has significantly reduced the likely risk of falling into poverty.Second,the impact of the NRCMS on poverty alleviation varies among groups with different levels of income.There is no impact on the upper-middle and high-income groups;in contrast,the NRCMS has substantially improved the capacity of low-income rural families to prevent poverty due to illness,especially for the lower-middle-income group.Third,there exist significant regional differences in the impact of NRCMS on the health poverty alleviation of rural households in China.The NRCMS has successfully reduced the risk of rural households in the western region falling into poverty,simultaneously,no significant impact on those in the eastern and central regions.In order to diminish and eliminate poverty eventually and boost rural residents'capacity for income acquisition,we propose the following:raise the actual compensation ratio of the NRCMS,control the rising expense of NRCMS by promoting the payment method reform,construct the comprehensive healthcare system in the western region,strengthen the medical security for the poor in remote area,and enhance the living environment for rural residents.

A NEW NND DIFFERENCE SCHEME OF SECOND-ORDER IN TIME AND SPACE

The study by H.X.Zhang shows that in order to suppress the spurious oscillation at both upstream and downstream of the shock, the coefficient of the third_order derivative on the right hand side of the modified equation of the difference scheme must be positive upstream and negative downstream of the shock. According to this principle, a new non_oscillatory, containing no free parameters and dissipative difference scheme of second_order both in time and space is proposed. It is proved that this scheme possesses TVD property and is generalized Gudunov scheme of second_order. In the presence of the shock wave in the flow field, this scheme is the generalization and improvement of the Lax_Wendroff scheme. Several numerical examples are given which demonstrate that the proposed scheme is non_oscillatory of high order accuracy and high resolution. It also has the advantages of compact form, greater maximum allowable Courant number and convenient to use.

A New Multidimensional Time Series Forecasting Method Based on the EOF Iteration Scheme

In this paper a new .mnultidimensional time series forecasting scheme based on the empirical orthogonal function (EOF) stepwise iteration process is introduced. The scheme is tested in a series of forecast experiments of Nino3 SST anomalies and Tahiti-Darwin SO index. The results show that the scheme is feasible and ENSO predictable.

Optimized Reimbursement Scheme of China's New Cooperative Medical System Using Monte Carlo Simulation

China＇s Rural Cooperative Medical System collapsed alongside communal farming at the end of the Maoist period in 1976, leaving most farmers vulnerable[1]. In rural areas, where 80% of people have been without health insurance of any kind, illness has emerged as a leading cause of poverty[24]. A NEW ADAPTIVE FILTERING SCHEME BASED ON WAVELET TRANSFORM

Based on the scale function representation for a function in L2(R), a new wavelet transform based adaptive system identification scheme is proposed. It can reduce the amount of computation by exploiting the decimation properties and keep the advantage of quasi-orthogonal transform of the discrete wavelet, transform (DWT). The issue has been supported by computer simulations.

The Best Natural Boundary:a New Concept Developed by Combining the Sequence Boundary with the GSSP

Through a detailed study of sequence boundaries, it is concluded that sequence stratigraphy is an independent regional and transitional stratigraphic system between local lithostratigraphy and global chronostratigraphy. Therefore, a new tripartite stratigraphic classification scheme has been proposed. By combining organically the concept of sequence boundaries with the GSSP, it is suggested that the GSSP should be chosen in a conformale portion of a related sequence boundary, and the boundary established in light of this concept is defined as the Best Natural Boundary (BNB). The definition of the BNB points out the working area and stratigraphic level for the GSSP. By referring to a case study of the Permian Guadalupian/Lopingian boundary, the concept of the BNB has been elaborated in detail, and it is proposed that the BNB of the Guadalupian and the Lopingian lies between the Mesogondolella granti Zone and the Ctarkina postbitteri Zone, which is also the sequence chronostratigraphic boundary between the Transpecos composite sequence (chronozone)and the UAA- 1 composite sequence (chronozone).

A NEW CLASS OF UNIFORMLY SECOND ORDERACCURATE DIFFRENCE SCHEMES FOR 2D SCALAR CONSERVATION LAWS

In this paper, concerned with the Cauchy problem for 2D nonlinear hyperbolic conservation laws,we construct a class of uniformly second order accurate finite difference schemes, which are based on the E-schemes. By applying the conver gence theorem of Coquel-Le Floch [1], the family of approximate solutions defined by the scheme is proven to converge to the unique entropy weak L∞-solution. Furthermore, some numerical experiments on the Cauchy problem for the advection equation and the Riemann problem for the 2D Burgers equation are given and the relatively satisfied result is obtained.

Bound state solutions of d-dimensional Schrdinger equation with Eckart potential plus modified deformed Hylleraas potential

We study the d-dimensional Schrdinger equation for Eckart plus modified deformed Hylleraas potentials using the generalized parametric form of Nikiforov-Uvarov method.We obtain energy eigenvalues and the corresponding wave function expressed in terms of a Jacobi polynomial.We also discuss two special cases of this potential comprised of the Hulthen potential and the Rosen-Morse potential in three dimensions.Numerical results are also computed for the energy spectrum and the potentials.

Effects of New Rural Cooperative Medical Scheme on Medical Service Utilization and Medical Expense Control of Inpatients： A 3-year Empirical Study of Hainan Province in China

Background： The New Rural Cooperative Medical Scheme （NCMS） has been further adjusted and optimized to reduce the financial burden of rural residents and to achieve universal coverage for them. In this study, we aimed to explore the impact of NCMS on medical service utilization and medical expense of inpatients in recent years. Methods： The research data of Hainan Province were extracted from the Chinese NCMS platform from 2012 to 2014. Detailed information included total expenditure, average inpatients costs, average out-of-pocket payments, actual reimbursement rate, and average annual growth rate of the above indicators. Descriptive analysis was used to gauge the effects of NCMS. Results： In the utilization of medical services, NCMS inpatients in tertiary hospital decreased from 25.49% in 2012 to 20.39% in 2014, inpatients in county hospitals increased from 39.49% to 55.92%, simultaneously. The total expenditure in county hospitals rose steadily from 28.46% to 46.66%, meanwhile, the total expenditure in tertiary hospitals fell from 60.44% to 44.51%.The average out-of-pocket costs of rural inpatients remained stable over the years. Furthermore, the compensation fund ofNCMS inpatients grew significantly. The actual inpatient reimbursement rate at township health centers increased from 76.93% to 84.04%. Meanwhile, the rate at county hospitals and tertiary hospitals increased slightly from 59.37% and 46.10% to 61.25% and 47.71%, respectively. Conclusions： With the improvement of the reimbursement ability, especially after the new health care reform in 2009, the NCMS have been playing a prominent role in alleviating the economic burden of farmers＇ medical treatment. Meanwhile, more patients go to primary hospitals than tertiary hospitals, and the capability of primary hospitals has been greatly improved.

The impact of increased reimbursement rates under the new cooperative medical scheme on the financial burden of tuberculosis patients

Background:Tuberculosis(TB)is still a major public health problem in China.To scale up TB control,an innovative programme entitled the'China-Gates Foundation Collaboration on TB Control in China was initiated in 2009.During the second phase of the project,a policy of increased reimbursement rates under the New Cooperative Medical Scheme(NCMS)was implemented.In this paper,we aim to explore how this reform affects the financial burden on TB patients through comparison with baseline data.Methods:In two cross-sectional surveys,quantitative data were collected before(January 2010 to December 2012)and after(April 2014 to June 2015)the intervention in the existing NCMS routine data system.Information on all 313 TB inpatients,among which 117 inpatients in the project was collected.Qualitative data collection included 11 focus group discussions.Three main indicators,non-reimbursable expenses rate(NER),effective reimbursement rate(ERR),and out-of-pocket payment(OOP)as a percentage of per capita household income,were used to measure the impact of intervention by comprising post-intervention data with baseline data.The quantitative data were analysed by descriptive analysis and non-parametric tests(Mann-Whitney U test)using SPSS 22.0,and qualitative data were subjected to thematic framework analysis using NvivolO.Results:The nominal reimbursement rates for inpatient care were no less than 80%for services within the package.Total inpatient expenses greatly increased,with an average growth rate of 11.3%.For all TB inpatients,the ERR for inpatient care increased from 52 to 66%.Compared with inpatients outside the project,for inpatients covered by the new policy,the ERR was higher(78%),and OOP showed a sharper decline.In addition,their financial burden decreased significantly.Conclusions:Although the nominal reimbursement rates for inpatient care of TB patients greatly increased under the new reimbursement policy,inpatient OOP expenditure was still a major financial problem for patients.Limited diagnosis and treatment options in county general hospitals and inadequate implementation of the new policy resulted in higher inpatient expenditures and limited reimbursement.Comprehensive control models are needed to effeaively decrease the financial burden on all TB patients.

The limitations in electronics in arithmetic, algebraic & logic processing are well known. Very high speed performance (above GHz) are not expected at all in conventional electronic mechanism. To achieve high speed performance we may think on the introduction of optics instead of electronics for information, processing and computing. Non-linear optical material is a successful candidate in this regard to play a major role in the optically controlled switching systems and therefore in all-optical parallel computation these materials can show a very good potential aspect. In this paper, we have proposed a new method of an optical half adder as well as full adder circuit for binary addition using non-linear and linear optical materials.

A NEW CHARACTERISTIC EXPANDED MIXED METHOD FOR SOBOLEV EQUATION WITH CONVECTION TERM

In this paper,a new numerical method based on a new expanded mixed scheme and the characteristic method is developed and discussed for Sobolev equation with convection term.The hyperbolic part d(x)∂u/∂t+c(x,t)·∇u is handled by the characteristic method and the diffusion term∇·(a(x,t)∇u+b(x,t)∇ut)is approximated by the new expanded mixed method,whose gradient belongs to the simple square integrable(L^(2)(Ω))^(2)space instead of the classical H(div;Ω)space.For a priori error estimates,some important lemmas based on the new expanded mixed projection are introduced.An optimal priori error estimates in L^(2)-norm for the scalar unknown u and a priori error estimates in(L^(2))^(2)-norm for its gradientλ,and its fluxσ(the coefficients times the negative gradient)are derived.In particular,an optimal priori error estimate in H1-norm for the scalar unknown u is obtained.

ON NUMEROV SCHEME FOR NONLINEAR TWO-POINTS BOUNDARY VALUE PROBLEM

Nonlinear Jacobi iteration and nonlinear Gauss-Seidel iteration are proposed to solve the famous Numerov finite difference scheme for nonlinear two-points boundary value problem. The concept of supersolutions and subsolutions for nonlinear algebraic systems are introduced. By taking such solutions as initial values, the above two iterations provide monotone sequences, which fend to the solutions of Numerov scheme at geometric convergence rates. The global existence and uniqueness of solution of Numerov scheme are discussed also. The numerical results show the advantages of these two iterations.
