However, the world's oil and gas resou...With the rapid and continual growth of national economy, the gap between oil demand and supply keeps widening in China, therefore China will increasingly depend on imported oil. However, the world's oil and gas resources are unevenly distributed; global world's oil prices remain high; and over 70 percent of China's imported oil has to be shipped through the Malacca Strait. There are various ways to ensure China's oil security today, and the practical and feasible strategic option is to increase the discovery and production of domestic oil, raise energy efficiency and develop petroleum substitutes. Scientific and technological innovation is crucial both in new oil reserves discovery and production, energy conservation, and in the development of petroleum substitutes, establishment of a strategic oil reserve system and for environment protection. This indicates that China should take effective measures in investment strategy, fiscal policies, financing instruments, intellectual property protection, fostering talents and professionals, so as to establish its own scientific and technological innovation system in the petroleum industry and be better able to ensure oil security.展开更多

In view of this, we should not only need to attach great importance to energy security, making full use of "two markets and two resources" to take a variety of channels to ensure oil supply diversification, but also should develop oil security strategy from a strategic level, and actively participate in international oil trading system. Furthermore, we should support China' s oil enterprises from the political, financial and other aspects, so as to ensure adequate, stable and affordable supply ofoil to meet China' s economic construction requirement.展开更多
With the rapid development of China's economy,external dependence on petroleum resources continues to increase,and their security has become an important part of national security.To evaluate the security of China...With the rapid development of China's economy,external dependence on petroleum resources continues to increase,and their security has become an important part of national security.To evaluate the security of China's petroleum resource supply in a scientific and objective manner,this study establishes a corresponding petroleum life-cycle evaluation index system,based on the theory and method of the whole life-cycle security evaluation of mineral resources,and conducts further independence and grey correlation analysis on the indexes for the purpose of evaluating the petroleum risk situation in China,based on relevant public data from the past 10 years.The results show that the overall trend of China's oil risk has a“U”-shaped characteristic of first decreasing and then increasing.Furthermore,the analysis finds that China's mineral resources have been greatly influenced by the domestic production situation and international trade.These results suggest that the security of petroleum supply can be improved by safeguarding international trade in petroleum resources,strengthening the strategic reserves of domestic petroleum resources,and developing new alternative clean energy sources to improve the resilience of petroleum supply security.This study's research methodology is more logical and systematic than traditional methods,and the analysis of the factors is comprehensive and of high application value,providing implications for the establishment of a big data analysis and evaluation index system for oil resource security.展开更多
When China started to look for oil overseas in the 1990s,Iraq was struggling against the economic sanctions after the first Gulf War.At that time,China and Iraq had no chance for oil cooperation until the second half ...When China started to look for oil overseas in the 1990s,Iraq was struggling against the economic sanctions after the first Gulf War.At that time,China and Iraq had no chance for oil cooperation until the second half of the 1990s when the United Nations Security Council(UNSC)adopted the program of oil for food in 1996,which was in the signing of the first oil contract on the Al-Ahdab oil field.But this deal faced many problems due to the conflict between the Iraqi government and the UNSC at that time.The real beginning was after American invasion of Iraq in 2003,when the Chinese oil companies participated in the first and second biddings offered by the Iraqi Oil Ministry and the Chinese oil companies.Especially CNPC won very important contracts,when it signed contracts on big oil fields in the southeastern and southern parts of Iraq.In addition,the Chinese importing oil from Iraq started to increase rapidly during the last few years,and it is expected to reach high levels in the near future.展开更多
