China is in a transitional period between urban renewal and industrial change.In this period,the focus has been on the suburbanization of enterprises and land transformation in old industrial areas,particularly areas ...China is in a transitional period between urban renewal and industrial change.In this period,the focus has been on the suburbanization of enterprises and land transformation in old industrial areas,particularly areas with chemical industries.A life cycle theoretical framework was established to develop chemical industrial zones in the context of urban expansion and land function conversion.The long-term historical processes and mechanisms that transformed a typical old chemical industry area along the Yangtze River,Yanziji Area of Nanjing City were unveiled and comparatively analyzed.The study found that the entire life cycle of the case study area was formed through the combined action of different influencing factors.Traditional industrial location factors played important roles during the rise and continuity of the chemical industry zone,while unconventional environmental regulations and government policies drove its decline and transformation.In the transformation of the old chemical zone,the renewal and redevelopment of industrial land into higher-value residential land is a key link determining the feasibility of government fund compensation and the circulation of capital.These findings demonstrate that regional control and environmental regulation play crucial roles in determining the location of polluting industries and the renewal of urban industrial areas.This research enhances the understanding of the development history and reconstruction of chemical industry clusters and plots within megacities at a finer geographic scale.展开更多

This region has lost its leading place since the reform and opening up, and became a ba...Northeast China is the largest old industrial base of China that endured persistent influence of the past planned economy system. This region has lost its leading place since the reform and opening up, and became a backward region by contrast with the coastal areas. This paper elaborates the evolutionary process of the old industrial base of Northeast China, analyses the main reasons for the decline, gives a preliminary evaluation on the revitalizing polices in recent years, and points out major long-term challenges for future revitalization. It concludes that for Northeast China, a relative declining area: 1) it is indispensable to get the long-term policy support from the central government; 2) system reform and structure adjustment are the crucial strategies, particularly the reform of the large and medium state-owned enterprises; and devel-oping new industries is as important as upgrading traditional advantaged industries; 3) the local governments should play an indirect role, avoiding from any unnecessary intervention on economic activity; and 4) social security and investment climate must be improved simultaneously. In addition, the author stresses that the lack of knowledge on the nature of old industrial base had led to failures of the past initiatives, and revitalizing the old industrial base should be treated as a holis-tic regional project including economy growth, society progress and environment improvement.展开更多

Based on the theory of evolutionary resilience, we developed an analytical framework for the industrial structure evolution of old industrial cities, and applied the framework to a case study in Shenyang. The following conclusions are drawn. First, since 1978, Shenyang's industrial growth capacity has shown fluctuation between ‘contraction-expansion'. As the secondary industry has a much stronger expansionary and contractionary capacity for growth, this results in lacking stability leading to industrial structure transformation. Second, since 1999, the orientation towards a high-end manufacturing industry in Shenyang has weakened, and the evolution of the new and old growth path is characterized by low-end orientation. Third, since 2007, Shenyang's industrial innovation output capacity has dropped sharply which has been significantly affected by scientific and technological personnel and enterprise-owed science and technology institutions and to a less extent by R&D expenditure. We applied the resilience theory to study the industrial evolution of an old industrial city, explored new study perspectives on industrial evolution and verified the applicability of the resilience theory. This paper provides a scientific reference for understanding the recent deceleration in economic growth in the Northeast old industrial base, and for exploring new paths toward revitalization.展开更多

Although ample Chinese-speaking studies have been published on the topic, most of them suffer from paying too little attention to dynamic multi-scalar interactions between firms, institutions, policies and places, as well as a too strong focus on individual cases. They also mostly disregard internationally recognized concepts and theories in the field. Based on these internationally recognized modern concepts, this paper therefore puts forward some potential avenues for future research on the evolution of old industrial areas in China, which should overcome existing deficits in the Chinese-speaking literature. It suggests that some evolutionary economic geography concepts such as path dependence, lock-in, path creation, relatedness, as well as multi-scalar institutional and leadership approaches have useful potentials to better understand the evolutionary processes and mechanisms of old industrial areas in China.展开更多
The primary object of this paper is to examine the spatial-temporal pattern evolution of manufacturing geographical agglomeration of the old industrial base.Industrial spatial agglomeration index and concentration rat...The primary object of this paper is to examine the spatial-temporal pattern evolution of manufacturing geographical agglomeration of the old industrial base.Industrial spatial agglomeration index and concentration ratio are used in this paper.Multiple linear regression models are also applied to try to explore the internal driving mechanisms on manufacturing geographical agglomeration.The results show that:1) the manufacturing agglomeration degree of Jilin Province is increasing gradually.The spatial polarization structure is visible;and the central region is the agglomeration area,in addition,the manufacturing industries of Changchun Proper present a trend of dispersion;2) the structure of manufacturing industries has changed,and the concentration ratio of labor-intensive manufacturing industry is declining,while the proportions of technology-intensive and capital-intensive manufacturing industry are relatively rising;3) marketing level,location accessibility,labor resources,capital,science and technology innovation capability,scale economy and the level of globalization affect manufacturing agglomeration with different degree.There are significant differences of the effects about employment,technology,the quality of residents and the export-oriented market on the industrial concentration ratio;4) in the future,the impact of policy and institution,export-oriented market and quality of resident on manufacturing geographical agglomeration pattern will be more profound.展开更多
There are many problems,such as poverty,unemployment,poor infrastructure and how to improve the ecological environment,in the shantytowns of old industrial cities.Shantytowns are the most centralized areas with differ...There are many problems,such as poverty,unemployment,poor infrastructure and how to improve the ecological environment,in the shantytowns of old industrial cities.Shantytowns are the most centralized areas with different contradictions,referred to as the‘problem areas’of urban sustainable development.The shantytown transformation of old industrial cities is a typical process of unit community disintegration,which is reflected not only in the reconstruction of physical space but also in the community renewal of social spatial integration and culture reconstruction.Based on qualitative research,questionnaires and in-depth interviews,taking Tiexi Worker Village in Shenyang as a research case,this paper attempts to analyse the characteristics and driving forces of the community renewal of shantytown transformation in old industrial cities.We found that the physical space of Tiexi Worker Village has changed considerably,which is embodied in its land use structure,living environment and community service facilities,reflecting the development of community function from simple industrial function to comprehensive functions.The residents in this community have experienced a transformation from a period of homogeneity to one of heterogeneity.The social network of the community has been destroyed.Social stratification,social differentiation and higher fluidity have occurred.Community renewal is mainly affected by macro factors such as policy regulation,economic driving,condition constraints,and micro factors such as residents’choice of living space and willingness to renew their communities.The transformation policy of the old industrial zone and the development policy of the new urban area are the fundamental and deep-seated reasons for the renewal of Tiexi Worker Village,which determine the direction of the renewal and development of the community.The paid use of land and the development of the real estate industry are the direct stimulating factors for the renewal of Tiexi Worker Village,which become the direct reasons for the spatial transformation.The changes in the population in urban and rural areas and the promotion of traffic are the driving factors for the renewal of the community,while the choice of residents and their willingness regarding community renewal are the endogenous forces for promoting community renewal.Finally,the author attempts to put forward a model of the interlaced mechanism of the forming of community renewal at the macroscopic and microcosmic levels,which are the urban renewal and reconstruction and social space differentiation of community residents,respectively.展开更多

The study suggests that the new idea ofrecoustmction of industrial location is to cultivate regional innovative system. On this basis, the authors analyze two cases of old industrial bases on their constniction-Tiexi Industrial District in Shenyang City and Changchun Industrial Economic Development Zone. Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was ...Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was adopted that is combined with the difference-in-differences method to measure the effects of the strategy on economic growth and social development in Northeast China. The findings suggest that the strategy has significantly improved regional economic growth and per-capita income by increasing its gross domestic product(GDP) and GDP per capita by 25.70% and 46.00%, respectively. However, the strategy has significantly worsened the regional employment in the secondary industry of the region. In addition, the strategy has not significantly improved regional infrastructural road, education investment or social security, and has had no significant effect on mitigating regional disparity. In addition, the policy effects are highly heterogeneous across cities based on city size and characteristics. Therefore, there is no simple answer regarding whether the Northeast China Revitalization Strategy has reached its original goals from an integrated perspective. The next phase of the strategy should emphasize improving research and development(R&D) and human capital investments based on urban heterogeneity to prevent conservative path-dependency and the lock-in of outdated technologies.展开更多

After the cluster analysis on GDP per capita and GDP per area of each county in Liaoning Province, this paper finds the similarity of population size, land use intensity, and economic development of each county. Location quotient reflects the specialization intensity of industries in each county, and it also reflects the spatial differences of county-level industrial development. Economic development level is higher in the southeast than in the northwest of Liaoning, and the industry driving effect on county-level economy is apparent. The main influenc- ing factors include location, industrial foundation and economic system reform, capital input level, knowledge and technology dissemination, conditions of domestic and overseas markets, population and labor force transfer. Industri- alization is an important approach to urbanization for the counties in Liaoning Province. The proportion of agriculture is much higher in the northwest than in the southeast of Liaoning, so it will be take longer time for counties in the northwest of Liaoning to make industrialization, urbanization and modernization.展开更多

This paper studied the interaction between land use changes and related transport routes, particular about how different transport routes and road nodes influence the conversion of industrial lands to residential and commercial uses respectively. Taking Changchun, an old industrial city in the rust belt of China as a case of study, we explored and compared the influences of different transport routes and road nodes on industrial land conversion. We found that surrounding the studied transport routes, more industrial lands were replaced by residential lands than by commercial lands. Also, apparent differences exist in the corridor effects of different transport routes(i.e., light rail, expressway and trunk road) and road nodes(i.e., expressway nodes and trunk road nodes) while the industrial lands convert to residential and commercial uses. Our research findings help us to illuminate the interactive relationships between transportation and industrial land conversion in old industrial cities which are undergoing social, economic and the related urban transition in Northeast China.展开更多

The results suggest: 1) the economic development and energy consumption are interdetermined, whose relationship is positive and long-term. The economic development is highly depending on the energy in Jilin Province. 2) Under the condition of other unchanged factors, the change of industrial energy efficiency contributes to the energy saving, while that of industrial structure increases the energy consumption. 3) The industrial structure change enhances the energy intensity, but the energy utility efficiency change lowers it. From the view of contribution to the energy consumption, the contribution of industrial structure was more than that of the energy utility efficiency in 2000-2011. 4) In 2000-2011, the comprehensive energy intensity change and hydroelectricity energy intensity change were related to all industrial structures' change, and the influencing factors about structure of oil energy intensity change were more than those of coal energy intensity change; from the impact degree, agricultural proportion decreased exerted an positive and greater effect on lowering the energy intensity of comprehensive energy and hydroelectricity, and industrial one did on coal and natural gas. Some conclusions can be drawn as follows: the major way to promote the coordinated development of the industrial economy and energy consumption is to optimize the industrial structure by increasing the proportion of the tertiary industry and low energy consumption industrial sectors and to enhance the energy utility efficiency.展开更多

文摘There are many problems,such as poverty,unemployment,poor infrastructure and how to improve the ecological environment,in the shantytowns of old industrial cities.Shantytowns are the most centralized areas with different contradictions,referred to as the‘problem areas’of urban sustainable development.The shantytown transformation of old industrial cities is a typical process of unit community disintegration,which is reflected not only in the reconstruction of physical space but also in the community renewal of social spatial integration and culture reconstruction.Based on qualitative research,questionnaires and in-depth interviews,taking Tiexi Worker Village in Shenyang as a research case,this paper attempts to analyse the characteristics and driving forces of the community renewal of shantytown transformation in old industrial cities.We found that the physical space of Tiexi Worker Village has changed considerably,which is embodied in its land use structure,living environment and community service facilities,reflecting the development of community function from simple industrial function to comprehensive functions.The residents in this community have experienced a transformation from a period of homogeneity to one of heterogeneity.The social network of the community has been destroyed.Social stratification,social differentiation and higher fluidity have occurred.Community renewal is mainly affected by macro factors such as policy regulation,economic driving,condition constraints,and micro factors such as residents’choice of living space and willingness to renew their communities.The transformation policy of the old industrial zone and the development policy of the new urban area are the fundamental and deep-seated reasons for the renewal of Tiexi Worker Village,which determine the direction of the renewal and development of the community.The paid use of land and the development of the real estate industry are the direct stimulating factors for the renewal of Tiexi Worker Village,which become the direct reasons for the spatial transformation.The changes in the population in urban and rural areas and the promotion of traffic are the driving factors for the renewal of the community,while the choice of residents and their willingness regarding community renewal are the endogenous forces for promoting community renewal.Finally,the author attempts to put forward a model of the interlaced mechanism of the forming of community renewal at the macroscopic and microcosmic levels,which are the urban renewal and reconstruction and social space differentiation of community residents,respectively.
文摘Supporting the reconstruction and reform of the old industrial base in Northeast China is a significant strategy made by the Central Government. With the strategy going into effect, it will be a great opportunity for the economy and finance development in Northeast. Based on the financial facts in Northeast China and the analyses on the key issues concerning finance and the rejuvenation of the old industrial base, countermeasures in five aspects are put forwarded in this paper.
文摘The current study investigated the value and significance of the existence of the old industrial buildings, as well as the necessity and difficulty to renovate the design. Combined with successful cases, this study analyzed and showed that one should not only deal with the relationship between the original architectural style and construction of modem cities in the process of renovation design of the old industrial building space. More attention should also be paid to create new space to meet the functional requirements of the modem features, and then complete substantial renovation of old industrial building space through the innovative design. In the use of aesthetic innovative design for the renovation of the old industrial building space, people must respect the space of old industrial buildings as the prerequisite of the renovation design. It is needed to expound the local space reconstruction methods and design principles respectively on the basis of respect. And then one should grasp the whole space and make the structured design and reasonable use according to the new space functional requirements of different functional areas. This paper attempted to learn from environmental art study on the renovation of old industrial buildings space and in terms of innovative design. The authors explored the innovative thinking on the renovation design of old industrial building space through the analysis of the reality.
文摘The old industrial base city is in the important strategic period of old industrial bases revitalization,resource-exhausted city transformation and development,and the construction of sponge city which can absorb,penetrate,conserve,and purify is imperative.Based on the experimental sponge city of Xuzhou,this paper analyzes the problems of the old industrial base city.Combined with the existing work foundation,the objectives and guiding principles of Xuzhou sponge city construction are proposed.And the four ways are implemented to improve the status quo of the old industrial base,to effectively carry out the sponge city construction characterized by the old industrial bases.

文摘The Industrial Agglomeration Theory has been evolving all the time. The study on the industrial location has become the focus of the massive theoretical location problems about agglomeration since the 1970s. The authors here analyze the evolution and the characteristics of the Industrial Agglomeration Theory and study its effect on the reconstruction of industrial location. The study suggests that the new idea ofrecoustmction of industrial location is to cultivate regional innovative system. On this basis, the authors analyze two cases of old industrial bases on their constniction-Tiexi Industrial District in Shenyang City and Changchun Industrial Economic Development Zone. Finally, the authors put forward some suggestions that should be regarded, which include: 1) to combine industrial location reconstruction and enterprises' inner reform; 2) to speed up adjustment of resources and opening to the world; 3) to combine government mechanism with the market mechanism properly.

文摘Measuring the economic and social effects of the Northeast China Revitalization Strategy is critical to addressing regional sustainable development in China. To shed light on this issue, an integrated perspective was adopted that is combined with the difference-in-differences method to measure the effects of the strategy on economic growth and social development in Northeast China. The findings suggest that the strategy has significantly improved regional economic growth and per-capita income by increasing its gross domestic product(GDP) and GDP per capita by 25.70% and 46.00%, respectively. However, the strategy has significantly worsened the regional employment in the secondary industry of the region. In addition, the strategy has not significantly improved regional infrastructural road, education investment or social security, and has had no significant effect on mitigating regional disparity. In addition, the policy effects are highly heterogeneous across cities based on city size and characteristics. Therefore, there is no simple answer regarding whether the Northeast China Revitalization Strategy has reached its original goals from an integrated perspective. The next phase of the strategy should emphasize improving research and development(R&D) and human capital investments based on urban heterogeneity to prevent conservative path-dependency and the lock-in of outdated technologies.

文摘County-level industrial development and structure upgrade is one of the most important issues of revitaliz- ing old industrial base of China. After the cluster analysis on GDP per capita and GDP per area of each county in Liaoning Province, this paper finds the similarity of population size, land use intensity, and economic development of each county. Location quotient reflects the specialization intensity of industries in each county, and it also reflects the spatial differences of county-level industrial development. Economic development level is higher in the southeast than in the northwest of Liaoning, and the industry driving effect on county-level economy is apparent. The main influenc- ing factors include location, industrial foundation and economic system reform, capital input level, knowledge and technology dissemination, conditions of domestic and overseas markets, population and labor force transfer. Industri- alization is an important approach to urbanization for the counties in Liaoning Province. The proportion of agriculture is much higher in the northwest than in the southeast of Liaoning, so it will be take longer time for counties in the northwest of Liaoning to make industrialization, urbanization and modernization.

文摘Nowadays, urban transit system has become one of the major forces underlying urban pace transformation via changing accessibility of related land parcels, which leads to the changes of land value and land use structure. This paper studied the interaction between land use changes and related transport routes, particular about how different transport routes and road nodes influence the conversion of industrial lands to residential and commercial uses respectively. Taking Changchun, an old industrial city in the rust belt of China as a case of study, we explored and compared the influences of different transport routes and road nodes on industrial land conversion. We found that surrounding the studied transport routes, more industrial lands were replaced by residential lands than by commercial lands. Also, apparent differences exist in the corridor effects of different transport routes(i.e., light rail, expressway and trunk road) and road nodes(i.e., expressway nodes and trunk road nodes) while the industrial lands convert to residential and commercial uses. Our research findings help us to illuminate the interactive relationships between transportation and industrial land conversion in old industrial cities which are undergoing social, economic and the related urban transition in Northeast China.

文摘The relationship between economic development and energy consumption is revealed by employing cointegration theory, the index decomposition method, and a log-linear regression approach based on a case study of Jilin Province, China. The results suggest: 1) the economic development and energy consumption are interdetermined, whose relationship is positive and long-term. The economic development is highly depending on the energy in Jilin Province. 2) Under the condition of other unchanged factors, the change of industrial energy efficiency contributes to the energy saving, while that of industrial structure increases the energy consumption. 3) The industrial structure change enhances the energy intensity, but the energy utility efficiency change lowers it. From the view of contribution to the energy consumption, the contribution of industrial structure was more than that of the energy utility efficiency in 2000-2011. 4) In 2000-2011, the comprehensive energy intensity change and hydroelectricity energy intensity change were related to all industrial structures' change, and the influencing factors about structure of oil energy intensity change were more than those of coal energy intensity change; from the impact degree, agricultural proportion decreased exerted an positive and greater effect on lowering the energy intensity of comprehensive energy and hydroelectricity, and industrial one did on coal and natural gas. Some conclusions can be drawn as follows: the major way to promote the coordinated development of the industrial economy and energy consumption is to optimize the industrial structure by increasing the proportion of the tertiary industry and low energy consumption industrial sectors and to enhance the energy utility efficiency.
