Therefore, it is necessary to develop an evaluation system for information openness of local governments. In order to select evaluation indicators, we conducted a content analysis on current evaluation systems constructed by researchers and local governments and the materials of a case study on a local government. This evaluation system is composed of 5 first-tier indicators, 30 secondtier indicators and 69 third-tier indicators. Then Delphi Method and Analytic Hierarchy Process(AHP) Method are adopted to determine the weight of each indicator. At last, the practicability of the system is tested by an evaluation of the local government of Tianjin Binhai New Area, which has been undergoing administrative reform and attempting to reinvent itself in the past 5 years.展开更多

美国教育部于2015年10月发起"#GoOpen计划",旨在建立一个开放的数字资源生态系统,以帮助各州各地区向新的学习模式转型。2016年6月发布的《#GoOpen计划地方启动指南文件》(#GoOpen District Launch Packet),充分考虑了美国各...美国教育部于2015年10月发起"#GoOpen计划",旨在建立一个开放的数字资源生态系统,以帮助各州各地区向新的学习模式转型。2016年6月发布的《#GoOpen计划地方启动指南文件》(#GoOpen District Launch Packet),充分考虑了美国各地区的差异性,为有意成为教育资源开放型的学区提供系统化指导,并说明了所需要经历的五个阶段:(1)设定目标和策略;(2)选择和组织实施团队;(3)建立健全的学习基础设施;(4)确保高质量的学习资源;(5)设计专业学习机会。建设优质的教育资源是我国教育信息化工程的重点内容,推动各类优质教育资源开放共享更是被纳入我国"十三五"规划的要求之中。但在全球开放教育资源运动兴起的同时,也暴露出高质量教育资源难建设、难普及等问题。美国作为开放教育资源运动的积极倡导者,其开放教育资源的建设框架和每个阶段的具体任务可对我国开放教育资源框架的构建带来启发。我国在整体教育信息化规划和基础设施建设方面与美国的差距并不是很明显,但在学区推进、人员管理和培训等方面仍处于自发组织的状态。通过梳理开放教育资源的政策背景、提炼美国系统推进的实践经验,以期对我国完善顶层设计、明晰建设路径以及加强保障机制等方面有所帮助。展开更多
