In the co...This article reviews the history of the Hungarian public road network in the thirty years that has passed since the change of the political and economic regime up to the present from the aspect of financing. In the context of the neighboring countries that today are also members of the European Union, this writing outlines the growth-public finance course that this country, formerly belonging to the Soviet type planned economy mechanism, followed during the past nearly three decades after breaking away from that system. It provides insight into the specific public finance positions determined by the macroeconomic course since 1990 and the opportunities offered by this course for infrastructural developments. In connection with the above, the article outlines the main characteristic features of the social expectations, the financing solutions that could be linked to the various governmental concepts regarding road matters, focusing primarily on motorway development. It shall touch upon the respective starting points and life cycles of those concepts and the role of the EU supports in the developing of the domestic public road system. In light of expenditures, it is illustrating the development by some servicing indicators.展开更多
In this paper, the open queueing network model is proposed for solving the problem of public transportation in cities. The vertices of the networks(i.e., the bus stops) are determined by means of the fuzzy clusteri...In this paper, the open queueing network model is proposed for solving the problem of public transportation in cities. The vertices of the networks(i.e., the bus stops) are determined by means of the fuzzy clustering method. The arcs (i.e., the paths of the public transportation) can be set up by using the shortest path model in the time sense or the 0 1 integer programming method.Applying the statistics method, we can calculate the parameters(such as the passenger flow's distribution, passenger flow's transition probability, mean waiting time for the bus etc. ) of the public transportation network. In this paper, we suggest to divide the network into two or three stages to implement the public transportation system in the form of ``frog jumping' fast transfer and ``permeation' fast dispersion.Combining the computer simulation and the evaluation of the achievement and effect of public transportation system, we modify the model so as to solve the public transportation problem better.展开更多

The underlying viewpoint of this article is that to promote the building of a new countryside, a system and mechanism of balancing urban and rural development must be gradually established and improved. The policies should focus on improving the social mobility mechanism to remove the institutional barriers to the social mobility of farmers; establishing public finances to cover both urban and rural areas to narrow the gap in basic public service provision between cities and the countryside; expediting the establishment of a social security network to protect the interests of rural disadvantaged groups; improving the mechanism of protecting land-use rights and interests of farmers; effectively organizing the mechanism of ensuring allocations for the building of a new countryside; improving the organizational structure of rural society to support self-organized farmers' groups; and changing the concept of rural governance and the operation of social governance.展开更多
