Promoting Cultural Diversity, Cultural Equality and Cultural Sustainability Through Art Centers—A Case Study of National Kaohsiung Center for the Arts Weiwuying

This research is aimed to investigate the venues and influences of how arts centers can help promote culture diversity,equality and sustainability in cities.By analyzing the newly established National Kaohsiung Center for the Arts Weiwuying in Taiwan,it is my goal to bring out the objectives of practical approaches,of how arts center embedded cultural diversity and cultural equality through its design,organization and governance system,to connect city governance with cultural policy.In addition,relating to cultural policy and city governance by cross-examine interaction between them,this research endeavors to conceptualize the meanings and significance behind those changes in a city.Last,in terms of cultural sustainability,it will be our main goal to recognize the link which leads cultural diversity and equality to cultural sustainability development of the city.

A Study on the Changes of Medical Insurance Operation Mechanism in China

Health insurance management mechanism refers to the effective combination, governance, operation, evaluation and improvement of medical service stakeholders. Analysis on the Role of Art Design in the Construction of Spiritual Civilization——The Design of Incorrupt Government Poster Is Taken for Example

Poster design is a typical expressive form of visual art, while the construction of incorrupt government is the foundation of socialist spiritual civilization. The poster design themed with incorrupt government can promote the ideology of being honest in performing one＇ s official duties to be sublimaled when people are acquiring the visual aesthetic pleasure, so that it is firmly kept in the minds and the role of indirectly suppressing the corruption is played. In this paper, an in-depth analysis is made from the functions, value, and role of incorrupt government poster design by considering the harms of corruption and the needs on the of incorrupt government construction in the new period of socialism, and also the roles of poster design as the art carrier of corruption prevention and control in the construction of incorrupt government are emphasized, and then the positive role of art design in the construction of the socialist spiritual civilization is introduced accordingly through the special form of visual communication.

A Comparative Study of the Management Mode of Sino- American Institutions of Higher Learning from the Perspective of the Party-Administrative Power Separation and Operation Mechanism

In this paper, we research on the higher education management mode of China and America based on the perspective of operation mechanism, separation of school and the government. As the thought of higher education management theory or a form, we jump out of the labyrinth of modernism manages view and the introduction of totally different from the modernist paradigm, from the angle of the theory research of postmodernism manages view. The paper is organized as the follows. In the first section, we generally introduce the basic concepts of higher education management and the relationship of the schools and government. Then, by comparing the pattern of the Chinese and the American, we analyze the difference in detail. Finally, we set up the prospect and the conclusion. In conclusion, our method combines the advantages of the American higher education management model which will be meaningful.

The Influence of Overlap Degree Research on Nozzle Governing Characteristic

To solve the problems existing in the flow characteristics of steam turbine unit, the influence of valve overlap degree on nozzle governing steam turbine had been studied. The combined flow characteristics of given valve overlap degree were obtained for a 600MW steam turbine unit by the method of theoretical calculation combined with simulation test, and the influence of valve overlap degree on governing stage efficiency and steam chest pressure had been also analyzed. This paper discussed the selection of rational overlap degree and introduced a new method of building model for governing stage efficiency of steam turbine in constant pressure operation condition, which provided theoretical guidance for optimization research on nozzle governing steam turbine operation.

The relationship between arts and mathematics is very close, computer graphic design is based on digital methodology. The paper reveals the mathematical backgrounds behind graphic design by the example of computer-aided cubic modeling and mathematical exchange methodology. Furthermore, one can get incredible artistic effects if computer graphic designers pay more attention to the probability and use probable numbers and fractal operation in their design activities.Finally, the author also discusses the bidirections between arts and mathematics.

Devolution of Sta. Ana Davao Port： Then and Now

Better seaport operation is one of the indicators that a city is achieving its goals towards progress and development. The Sta. Ana Davao Port for example is one of the many seaports in Region XI that caters to thousands of passengers going from one terminal to another and from one island to another. In this study, it will revisit the status of Sta. Davao Port from the time when it was devolved from the national goverrmaent under Philippine Ports Authority （PPA） to local government of Davao City. The devolution was in accordance with the Memorandum of Agreement by two parties, which clearly stipulates the full-control of operation of the local government of Davao City with an end view of bringing more investors, tourist hubs and other business related concerns. This study utilized descriptive-evaluative method using interview guide question as a qualitative approach in gathering data. The participants were the former employees of the PPA and the current management of Sta. Ana Davao Port under the local government. Data gathered were analyzed using Nvivo software for qualitative research and content analysis to obtain factual information direct from the participants. It was found out that most of the employees agreed that the office needs improvement in terms of physical, financial and human aspects. For several years, the passengers of both local and foreign shipping lines were complaining on its limited berthing capacities, saturated container yards and even worse the collapse of the berthing area which resulted to the delay of transactions in the operation of the vessels. In spite of employees claimed that prior to devolution of Sta. Ana Davao Port to the local government of Davao City, the operation was well-managed and maintained, thereby resulted to passengers＇ satisfaction. Thus, the researchers aimed to provide an action plan as basis by the management of the Sta. Davao Port to achieve its vision, missions and goals.

The Study on Multinational Operation Risk-Defense System Based on Corporate Governance Mechanism

：With the unceasing globalization development of MNCs＇ business and connnuous intensify in international competition, the managers of MNCs find that the strategy decisions they are faced on are becoming more complicated, and they have deeply realized that the perception and defense of the international risk has the impact on their strategy decisions. The thesis, proceeding with analyzing and evaluating risk types in the course of enterprises developing in the international markets, based on the integration international risk perception model, utilizing relative theories and study thoughts of the corporate governance mechanisms, especially the relative studies on overseas enterprises＇ governance mechanisms, explores how to use the corporate governance mechanisms to build the defense system against international risks. Meanwhile, the thesis further discusses the risks our native enterprises have suffered from during the multinational operation in detail, explores its reasons and offers the defense measures of all sorts of risk.

基于三方演化博弈的充电桩规范运营治理研究

以充电桩为代表的充电基础设施是新型基础设施建设的重要内容,充电桩的规范运营关系到新能源汽车产业链的安全和韧性。针对充电桩市场上的违规运营问题,构建动态奖惩机制下充电桩运营商、地方政府和新能源汽车消费者三方参与的博弈模型,对模型中可能存在的策略均衡点进行稳定性分析,并且利用数值仿真模拟主要参数变化对系统演化的影响。研究结果表明:第一,净收益的提高有利于激发充电桩运营商规范运营的积极性。第二,加大地方政府对充电桩运营商的奖励和惩罚力度均可以促进充电桩的规范运营,地方政府可以通过提高奖惩上限和扩大奖惩比例两种手段加大对充电桩运营商的奖惩力度。第三,地方政府实施奖惩结合政策的效果优于单独实施奖励性政策或惩罚性政策的效果,更为重要的是,在动态奖惩机制下,地方政府对充电桩运营商的奖惩力度存在临界值。当奖惩力度小于临界值时,惩罚性政策的激励效果优于奖励性政策;当奖惩力度大于临界值时,奖励性政策的激励效果优于惩罚性政策。第四,加大违规运营商对新能源汽车消费者的赔偿力度和降低消费者的投诉难度不仅能倒逼充电桩运营商规范运营,而且能引导消费者参与充电桩的规范运营治理。

Operation optimization mode for nozzle governing steam turbine unit

Based on tests and theoretical calculation an optimum steam admission mode is proposed which can effectively solve the steam-excited vibration.An operation mode jointly considering the valve point and operation load is proposed based on the analysis and study of a large number of unit operation optimization methods.According to the steam-excited vibration that occurs during the optimization process when the nozzle governing steam turbine switches from a single valve to multi-valves a steam admission optimization program is proposed.This comprehensive program considering the steam-excited vibration is applied to a 600 MW steam turbine unit to obtain the optimum sliding pressure curve and the optimum operation mode and the steam-excited vibration is solved successfully.

新质生产力赋能乡村数字化治理:运作机理、实践悖论与风险规避

作为新时代乡村治理现代化的发展目标,乡村数字化治理是推进乡村振兴的关键环节。新质生产力赋能乡村数字化治理具有多重实施路径,通过“人的现代化”“物的现代化”“治理的现代化”与“技术的现代化”,立体构成赋能进程的运作机理。在赋能过程中所呈现的实践悖论具体表征为乡村数字化治理需求显现脱节情形、乡村建设基础设施伴生缺失风险、乡村数字化治理专业人才短缺、乡村数字化治理泛起内源动力不足、城乡之间数字鸿沟愈加凸显等客观现象,从而阻滞了乡村数字化治理的实践进程。为消解新质生产力赋能乡村数字化治理的实践偏差,应实现治理内容的有效融合与治理需求的有效对接,助推数字设施的广泛普及与乡村资源的充分开发,推动专业人才的重点培育与治理主体数字素养的全面提升,促进内源动力的有效激活与公共合作精神的最终形成,提升新质技术的发展水平与赋能发展的制度保障。

金融投资对培育企业新质生产力的影响

企业新质生产力是新质生产力的微观形态,是创新驱动在微观领域形成的先进生产力。本文以知识生产函数为基础,基于2008~2021年非金融上市公司数据,探究了非金融企业金融投资对其培育新质生产力的影响,并分析了政府补助和银行信贷的调节作用。研究结果表明,金融投资抑制了企业培育新质生产力,而政府补助和银行信贷能正向调节金融投资对企业新质生产力的抑制效应。路径分析表明,金融投资通过创新投入、发展能力与经营能力三个渠道影响企业培育新质生产力。本文丰富了非金融企业金融投资对企业培育新质生产力影响的研究,并为企业进行合理投资分配以及推动其高质量发展提供理论基础与实践启示。

面向人工智能的数据治理框架

数据对人工智能的开发应用具有至关重要的作用,这已成为工业界和学术界的共识。基于人工智能与数据的互动关系,以及以数据为中心的开发实践,提出面向人工智能的数据治理框架,包含源数据治理、预训练数据治理、评测数据治理、微调数据治理、推理数据治理和运维数据治理6个方面,每个方面都有其重点任务和技术。同时,深入分析ChatGPT、Ziya2和能源领域部分人工智能模型的数据治理案例和成功经验,以验证该框架的有效性。结果表明,该框架在提高人工智能模型性能、优化数据管理流程等方面具有积极作用,对面向人工智能的数据治理的理论和技术创新具有参考价值。

社会治理视域下应急物流架构设计与运行机制体系构筑

在新时代背景下,应急物流发展是一项战略性系统工程。该文以应急物流为视角,利用调查研究、文献综述、案例比较、理论分析以及多学科交叉法,按照“响应→执行→作业→停止”的路线展开,分析应急物流发展现状与问题,建立应急物流架构设计原则及思路,探索应急物流运行模式,创新应急物流架构设计。通过着眼于时代变迁下应急管理,从响应、执行、作业、停止四个层面破解应急物流“响执融合”“执作精进”与“作停有序”难题,突破应急物流管理瓶颈,从而推动应急物流运行机制建设,确保突发事件区域的经济秩序有序恢复和实现社会高效治理。

工业机器人应用与供应链效率提升——基于供应链治理与营运效率的双重视角

文章基于2011—2019年中国A股上市企业财务数据,研究工业机器人应用对企业供应链效率的影响。研究发现:工业机器人应用显著提高了企业供应链效率,该结果在一系列稳健性检验中得到验证;机制分析表明,工业机器人应用通过供应链治理渠道和营运效率渠道来提高供应链效率,在中西部地区、传统行业、竞争性行业、高市场优势地位、高资产专用性和高职工薪酬企业中作用更明显;进一步研究表明,工业机器人应用存在正向的供应链溢出效应,并可以实现兼顾供应链安全的效率提升。本研究为进一步优化工业机器人应用的相关政策制定和构建高质量供应链体系提供了政策启示。

矿山环境治理问题与优化措施探究

在我国的经济发展与社会进步中,矿产资源占据着主体地位,现阶段国家提倡环境保护理念,为保证与矿产开发工作实现协调发展,保护矿山的生态环境,需要充分应用矿产资源,加强对矿山环境的治理。本文主要围绕环境治理展开,基于矿山领域,分析修复治理矿山环境的现实意义,分析当前矿山存在的问题,提出有效的优化处理举措,促进矿业稳定发展。

基于业务-数据-应用融合治理Yi模式的场景自动构建技术研究

加强城市数据治理体系建设,是实现城市数字治理和数字经济高质量发展的重要前提。当前数据治理普遍存在公共数据质量参差不齐、数据跨系统跨层级流转困难、重点场景应用支撑不足等问题,公共数据治理效果大打折扣。创新性地提出以业务-数据-应用多元融合治理为核心、大模型辅助加持的Yi(亦)模式智慧场景构建体系,体系以“一切业务皆事项”为治理理念,按照“业务即数据”为指导,针对业务对象进行“业务-数据-应用”一体化设计,形成以业务梳理为源头,以场景快速见效为目标,支撑和牵引数据治理的一套技术路径。该技术路径可实现业务、数据、系统功能的打通,发挥大数据优势,释放公共数据价值,赋能数字化转型并支撑政府业务变革。

季度经营信息披露对大股东掏空行为的影响研究——来自民营上市公司的证据

作为资本市场健康发展的制度基石,信息披露是维护投资者尤其是中小投资者合法权益的重要保障。基于“上海证券交易所强制要求沪市相关行业上市公司按季度披露经营数据”这一政策变化,构建渐进双重差分模型分析季度经营信息披露对大股东掏空行为的影响。研究发现,季度经营信息披露有效抑制了民营上市公司的大股东掏空行为,且该结论在经过一系列稳健性检验后仍然成立。基于内部治理结构的异质性检验结果表明,季度经营信息披露对大股东掏空行为的治理效应在控制权与现金流权分离、管理层持股比例较低和内部控制质量较差的公司中更强;基于外部治理环境的异质性检验结果表明,当公司被分析师或媒体关注较少、所在地区市场化程度较低时,季度经营信息披露抑制大股东掏空行为的效果更好。机制分析发现,季度经营信息披露能够通过提高会计信息质量对大股东掏空行为形成治理效应。本文不仅拓展了季度经营信息披露经济后果和大股东掏空行为影响因素的相关研究,还为进一步完善信息披露制度、保护中小投资者合法权益等提供了参考。

农民的认同单位与村庄内生性治理格局——以家、户、门、宗的划分为基础

从区域比较角度看,农民的认同单位有四个,分别是家、户、门、宗,对应着江汉平原的原子化村庄、关中平原的户族村庄、华北平原的小亲族村庄和华南地区的宗族村庄等。农民的认同单位不同,形塑着村庄社会关系:以家庭为认同单位的村庄,是一种利益性关系;以户为认同单位的村庄,是一种合作性关系;以门为认同单位的村庄,是一种竞争性关系;以宗为认同单位的村庄,是一种情感性关系。不同关系类型塑造了差异性的村庄公共秩序,有利益关系下的利益秩序、合作关系下的交换秩序、竞争关系下的规范秩序、情感关系下的道德秩序。不同公共秩序带来不同的村庄内生性治理格局,利益秩序下的村庄呈现利益化治理格局,交换秩序下的村庄呈现关系化治理格局,规范秩序下的村庄呈现规则化治理格局,道德秩序下的村庄呈现情感化治理格局。村庄内生性治理格局的不同会影响国家与社会关系实践,分别产生区隔型、博弈型、服从型和悬浮型的国家与社会关系。
