Study on Government Performance Evaluation and Optimal Countermeasures of Sewage Treatment in Beijing City

In this paper,from the three dimensions of development quality,sustainable development and public satisfaction,the index system of government performance evaluation of wastewater treatment in Beijing City was constructed by conversion of critical success factor method.Using comprehensive evaluation method based on entropy weight method and principal component analysis method,the sewage treatment effect of Beijing municipal government from 2010 to 2017 was quantified,and the government s sewage treatment work was comprehensively evaluated.The evaluation results showed that the government has achieved remarkable results in sewage treatment,but it should continue to optimize the countermeasures in promoting the transformation and upgrading of economic structure,strengthening the management of urban sewage treatment and strict management system of water environment.

China-Egypt Financial Cooperation: Developments and Problems

Since the formal establishment of strategic partnership,China and Egypt have continuously strengthened cooperation in the field of finance.The two countries have achieved positive progress through signing memoranda,establishing financial institutions,providing investment and financing support,and implementing the bilateral currency swaps.However,given the lower level of financial inclusion and the lack of efficient investment and financing systems,the two countries still face some difficulties and deficiencies,and it is difficult to achieve in-depth financial cooperation.At present,Egypt,as a country along the Belt and Road,supports the Belt and Road Initiative(BRI)launched by its biggest trade partner,China.Deepening China-Egypt financial cooperation plays a significant role in both promoting the implementation of BRI and advancing China’s geopolitics,economic,security,and strategic interests.China and Egypt shall increase the size of currency swap based on existent cooperation,strengthen support for financial projects,build official dialogue platforms,and share achievements in fintech.All the activities mentioned above may contribute to the overcome of challenges,mutual communication,and the next phase of deepened cooperation.

Coordinated Bayesian optimal approach for the integrated decision between electronic countermeasure and firepower attack

The coordinated Bayesian optimization algorithm（CBOA） is proposed according to the characteristics of the function independence,conformity and supplementary between the electronic countermeasure（ECM） and the firepower attack systems.The selection criteria are combinations of probabilities of individual fitness and coordinated degree and can select choiceness individual to construct Bayesian network that manifest population evolution by producing the new chromosome.Thus the CBOA cannot only guarantee the effective pattern coordinated decision-making mechanism between the populations,but also maintain the population multiplicity,and enhance the algorithm performance.The simulation result confirms the algorithm validity.
