In China, great progress has been achieved since 1956 when the first nature reserve was established. However, conflicts between nature reserve officials and community members, and differences be-tween conservation and utilization of natural resources suggest that the traditional community affair model is unfit to some de-gree. A more workable and economically sustainable model is recommended. Co-management appears to be the preferred management model. International conservation organizations have carried out projects in Chinese nature reserves in recent years, and co-management is thought to be an effective approach to resolve conflicts coming from community and to improve nature reserves management.展开更多

Cross-sectional survey research design was applied for collecting quantitative data using a semi-structured questionnaire administered to 384 households stratified on the basis of PFM participation status. Qualitative data was collected through focused group discussions using a checklist and key informant interviews using an interview schedule. Using Statistical Package for Social Sciences version 25, Binomial regression with Wald Chi-square was analyzed to identify factors perceived to be significantly influencing benefits for PFM participants and Pearson Chi-square to compare factors perceived to be affecting PFM and non-PFM participants. CFA members participation in PFM was significantly and positively affected by benefits of PFM income generating activities and forest products accessed in the forest. Benefits linked to Plantation Establishment for Livelihood Improvement System (PELIS) for CFA members were significantly reduced by enforcement of moratorium policy since February 2018, diseases and pests, poor PELIS guideline adherence and animal damage. Benefits related to state forest access for firewood by the CFA members were negatively influenced by the moratorium policy. Diseases and pests affected benefits associated with bee keeping significantly. Comparing factors under different PFM participation status, crop production was significantly affected by policy changes, pest and diseases, animal damage and PELIS guideline adherence for CFA members than for Non-CFA members. Policy changes also affected the CFA members significantly in firewood collection and access to fodder in the state forest than the Non-CFA members. Hence, sustainable community participation in Upper Imenti Forest management requires: increasing PFM benefits, addressing factors reducing benefits and enhancing active participation of CFA members in PFM related decision-making processes.展开更多

Methodology: This study adopted a two-phase multi-method design. The first phase was a quantitative assessment that determined the real-life situation of adolescents’ substance use in the community using 417 respondents. Contemporaneously, the second qualitative phase focused on the development of an action plan by community stakeholders for adolescent substance use prevention using thirty (30) participants selected through purposive sampling. The reliability of the instrument for quantitative data was established using a test re-test method and computed using Pearson moment correlation. A coefficient of 0.8 was obtained. Validity was established for both quantitative and qualitative instruments. The generated data were subjected to descriptive statistics whereas the qualitative data from respondents’ narratives were analysed thematically. Result: The data revealed that participants who have ever used substances consisted of 128 (59.5%) males and 87 (40.5%) females. The findings on the opinion of 30 participants interviewed about the consequences of substance use brought out majorly four consequences of substance use. The result of catalysing the involvement of community residents towards developing community action for adolescent substance use showed that the challenges associated with adolescents’ substance use as identified by the participants were discussed under one theme—living with the cause and three elements. Conclusion: Substance use prevention policies and plans in the local community have strong potential for stimulating local adolescent substance use prevention actions.展开更多

However, animal diseases continue to undermine animal production and public health efforts thus widening poverty gap. Unfortunately, the conventional and what seems to be inefficient “top to bottom” disease surveillance and control policies are heavily relied upon such that negative impacts of diseases are underestimated. Participatory disease surveillance (PDS) techniques using semi-structured questioning assisted by key informants targeting focus groups were employed in 60 randomly selected villages of two Nigerian States during the years 2012 to 2014. Haemagglutination and ELISA tests to detect antibodies to Newcastle disease (ND) were conducted on 950 poultry sera. The status and economic burden of Newcastle disease and the relative livestock populations and some ethno-veterinary practices of these livestock farming communities were brought to the fore. Poultry, goats, cattle, sheep and pigs in descending order were the major livestock species kept in the study areas to which Kendalls Coefficient of Concordance (W = 0.9) agreed strongly. Accordingly, ND, lousiness, fowl pox and coccidiosis with percentage scores of ND-52%, Fowl Pox-31%, lousiness-17% and Salmonellosis-10% were important causes of poultry morbidity and mortality. ND sero-prevalence was 39%, relative morbidity;mortality and case fatality rates of 95%, 78% and 82% respectively were appraised. Again ND, coccidiosis, ectoparasitism and fowl pox were reported as seasonal poultry diseases (W = 0.6). Solanum nodiflorum and Momordica balsalmina were used to treat ND. Major livestock kept, and the ND status and effects in poultry in these livestock farming communities are here reported. Institutionalization of PDS would better inform strategic livestock policy reforms, and improve national food security and diseases surveillance and reporting system in Nigeria.展开更多

In the research, carbon emission in community is a kind of ecological resources and negative externality is the cause of increase of rural carbon emission. Compared with governmental ruling and marketing approach, community manage- ment mode proves more effective to solve the problem of negative externality of carbon emission in community. Furthermore, rural carbon, emission was analyzed in detail on basis of community management mode and extending mode of carbon emis- sion in rural areas. In addition, some policies and suggestions were proposed to im- prove community management of carbon emission in rural areas, providing an ef- fective way for low-carbon economy in rural areas.展开更多

To analyze the perception and attitudes of local communities, the Participatory Rural Appraisal (PRA) was used in the investigation of 423 interviewees from 22 villages in Xishuangbanna from July 2009 to February 2010. The results indicated that local communities had their views on the elephant-related problems. In field survey, we found that 66.5% of interviewees were willing to support, participate in, and assist in the conservation of wild elephants;33.5% of interviewees were opposed or indifferent to such conservation, because their livelihoods and even their lives were endangered by wild elephants. These views and attitudes were influenced by local communities′perception of HEC, education level, gender and self-interest. Therefore, it is necessary to analyze the diverse views among local communities and balance profits and costs in addressing HEC.展开更多

It describes a five country research project, Landscape Mosaics, in which participatory action research (PAR) was intended as one of two central approaches in the original research design (the other approach being more conventional research). The five sites, in Cameroon, Indonesia, Laos, Madagascar, and Tanzania, are described, with an emphasis on their implementation of PAR. The fact that personnel and partners on three of the five sites failed to implement PAR is analyzed, to determine the constraints to such action. These findings are then compared with our experience with two other similar projects in which PAR was more widely implemented. We conclude by identifying the most important constraints to be overcome in implementing a PAR process, something we consider important in efforts to deal with change processes in developing countries.展开更多

However, the use of technical maps still prevails, which often act to hinder its use and appropriation by traditional communities. Based on this assumption, this article seeks to show that, in addition to technical cartography, there are other methodologies, which should also be used, in both elaboration and representation of territories, such as the participatory mapping. For that, some recommendations and suggestions are presented in this paper, aiming to subsidize the application and the collaboration of maps, through the mentioned methodology. These suggestions and contributions are the result of both theoretical debates and <em>in loci</em> observations, in workshops held in traditional communities of Brazilian Amazonia. From these discussions, it is concluded that the adoption of participatory mapping in the process of valuing and understanding the knowledge of traditional communities is of great value, in addition to serving as a subsidy for the claims of rights of both appropriation and possession of the territory.展开更多

To resolve the actual problem in Nanjishan National Wetland Nature Reserve and explore the idiographicmethod of the management of the wetland reserve, some studying methods including face-to-face interviews, informaldiscussion with local leaders and officials, group discussion with local fishers, questionnaire, and job of the conversationstation have been carried out. The results show that the education level of the local people is low; only 5% of the localpeople have an opportunity to the junior college; the main income of the local people is fishing, which accounts for 70%more or less; and the income is coming down year by year because of the unreasonable way of fishing. To cope with theproblems, some reformative way of management and the development of the reserve are introduced, such as establishingan NOG that constitutes of local fishermen to achieve the goal of community co-management, developing Bed andBreakfast and so on. Through practice of the management of the participation of the local people, we draw the conclusionthat the local people have a great desire to improve their life level, and to make the co-management of the reserve easy,it is important for the managers to play the role of pilot including engrafting the new ideas, giving some subsidy toencourage the local people to take part in the management. In addition, making local people perceive value of the reserveand the close relation between reserve conservation and the promotion of level of their life. On this basis, they incline totake part in the management of the reserve.展开更多

Over 69% of the population is engaged in agriculture. Rice, maize, wheat, barley, buckwheat and millets are the major cereal crops cultivated. Rice is the most preferred food crop of the Bhutanese. Maize is a primary food crop after rice and it ranks first among food crops in production. The cultivation ranges from less than 300 m asl (metres above sea level) nearly up to 2,800 m asl. In 2007, a new, extremely serious problem of GLS (gray leaf spot) in maize that was previously never reported in Bhutan was confirmed. This disease spread rapidly in the highland maize growing areas causing production losses of over 50% to 70%. All the maize varieties cultivated in the country were found to be highly susceptible to the disease. In order to contain this devastating disease, the national maize program drew short and long term strategies with the help of a CIMMYT Expert. As an immediate short term action to contain GLS, systemic fungicide Tilt 25 EC (active ingredient propiconazole) was supplied free of cost to the farmers. A longer term strategy pursued was the introduction, e'valuation and selection of GLS tolerant genotypes for the highland ecosystem. Over 100 GLS tolerant genotypes vcere introduced from CIMMYT Colombia, Mexico, Zimbabwe and Nepal. These materials were initially evaluated in a disease hotspot sites and then further tested in multi-location trials in GLS affected areas across the country. Farmers were engaged for Participatory Variety Selection by organizing farmer's field days at the trial sites. Finally, in 2011 considering the need of GLS tolerant varieties for farmers, two GLS tolerant genotypes ICAV305 and S03TLYQAB05 were provisionally released. In the 2011 season, these two provisionally released genotypes were put under large scale demonstration in the GLS affected areas in nine districts across the country. In 2012, the two genotypes were formally released by the Technology Release Committee of the Ministry of Agriculture and Forest. Rapid seed increase of the new varieties was initiated through farmers from Community Based Seed Production groups and so far 75% seed replacement of GLS affected farmers has been accomplished.展开更多

A new generation of resilience-based planning processes has emerged in the last several years that integrate goals of community well-being and identity into recovery-based performance measurement frameworks. Specific tools and refined guidance are needed to facilitate evidence-based development of recovery estimates. This article presents the participatory modeling process, a planning system designed to develop recovery-based resilience measurement frameworks for community resilience planning initiatives. Stakeholder engagement is infused throughout the participatory modeling process by integrating disaster recovery simulation modeling into community resilience planning. Within the process, participants get a unique opportunity to work together to deliberate on community concerns through facilitated participatory modeling. The participatory modeling platform combines the DESaster recovery simulation model and visual analytics interfaces.DESaster is an open source Python Library for creating discrete event simulations of disaster recovery. The simulation model was developed using a human-centered design approach whose goal is to be open, modular, and extensible. The process presented in this article is the first participatory modeling approach for analyzing recovery to aid creation of community resilience measurement frameworks.展开更多

The introduction of diesel operated pumps for irrigation has caused a severe drop in groundwater levels. At the same time the demand for groundwater is growing to alarming proportions. Alternative ways of groundwater supply and management need to be found to halt social and economical disaster in the future. Why not look at history? Qanats are subterranean tunnels ancient civilizations built to access groundwater. The technique is a sustainable method of groundwater extraction. Throughout the Middle East some settlements still make use of these ancient systems. In the summer of 2000, a community rehabilitation of a qanat was executed International Center for Areas (ICARDA) and with support from the Agricultural Research in Dry international donors. The renovation served as a pilot community intervention within a participatory action research project aimed at evaluating the use of qanats in Syria. In a second stage of the project, the pilot was scaled up to a nation-wide survey of Syrian qanats in 2001. This resulted in qanat renovations on other sites executed in 2oo2 and 2oo3 with further international support. This paper compares the first pilot renovation with a recent qanat renovation that took place in Qarah, Syria.展开更多

Institutionalization of PDS would better inform strategic livestock policy reforms, and improve national food security and diseases surveillance and reporting system in Nigeria.
文摘In Cambodia, fishery co-management is an important process to transfer authority and ownership to the communities along the Tonle Sap Lake to manage fishery. This paper aims to determine why the co-management of small-scale fishery has not been implemented satisfactorily in the Tonle Sap Lake of Cambodia. The research was primarily based on a household survey among 404 house-holds for quantitative data, equally divided between the Cham(202 households)and Khmer(202 households).Participatory process was also applied to collect qualitative data from key stake-holders.We found that limited interaction among the involved stakeholders,i.e.,unequal distribution of authority and resources co-management,has impeded implementation. The engagement of fisherfolk was influenced by dependence on fishery, law enforcement, and events organized by the communities. While the Khmer had better opportunities to participate in planning at the provincial and district levels, the Cham were only engaged in local development activities initiated by their people. However, the latter evinced a higher rate of satisfaction due to their access tofishery resources and to a large quantity of fishing gear.In the future, efforts should be made to:(1)improve resource and authority sharing among all key stakeholders;(2)urgently resolve issues pertinent to capacity building, insufficient budgets for commune councils(CoCs)and community fishery(CFi);and(3)urge law enforcement regarding illegal fishing.

文摘Participatory governance is a feasible method in the context of a need for effective governance. With the introduction of participatory governance, the focus has shifted to how to empower.A comparative study of two cases in this paper finds that full empowerment is the key to effective governance in participatory governance.Full empowerment can motivate a community to participate through the empower of rights and resources and can improve community participation capacity through the introduction of technical services. The full empowerment encourages a community to undertake its due responsibility and thus forms a mechanism of the simultaneous downward shift of right and responsibility;the refined technical services enhance community participation capacity and thus develop the mechanism of self-management and adaptation, and the interactions between multiple agents produces a coordinating mechanism for government empowerment and community acceptance.
文摘Rural community is an effective way to simultaneously achieve manage- ment of ecological resources and protection of natural resources, depending on its management mode based on cooperation, motivation, local experiences and extensi- ble boundary. In addition, some policies and suggestions were proposed to im- prove community management of carbon emission in rural areas, providing an ef- fective way for low-carbon economy in rural areas.

文摘The problem of wild elephants, or human-elephant conflict (HEC), influences the daily life of local communities and hinders the conservation of wild elephants. The perception and attitudes of local communities who inhabited the frontiers between human activities and wild elephant movement are important to the mitigation of the HEC and conservation of wild elephants. Therefore, it is necessary to analyze the diverse views among local communities and balance profits and costs in addressing HEC.

文摘This paper argues that contextual constraints can significantly interfere with the conduct of research and development, and accordingly should be analyzed more honestly. We conclude by identifying the most important constraints to be overcome in implementing a PAR process, something we consider important in efforts to deal with change processes in developing countries.
文摘The use of cartography in geographical approaches, notably in those focused on territorial discussions, is gaining more and more importance. From these discussions, it is concluded that the adoption of participatory mapping in the process of valuing and understanding the knowledge of traditional communities is of great value, in addition to serving as a subsidy for the claims of rights of both appropriation and possession of the territory.

文摘In recent years, more and more conflicts have emerged in the management of nature reserves, of which themain problem is that how to carry out the campaign of conservation along with the promotion of development of localeconomics. On this basis, they incline totake part in the management of the reserve.

The studyshows that the close relation and significance of rights and interests shared between nature reserveand residents in community, as well as the value of community co-management philosophy ofconservation-based tourism development in sustainable management of nature reserve, have set anexemplary example for other nature reserves.
文摘Bhutan is a small landlocked country located in the eastern Himalayas. Rapid seed increase of the new varieties was initiated through farmers from Community Based Seed Production groups and so far 75% seed replacement of GLS affected farmers has been accomplished.

文摘A major challenge in enhancing the resilience of communities stems from current approaches used to identify needs and strategies that build the capacity of jurisdictions to mitigate loss and improve recovery. The process presented in this article is the first participatory modeling approach for analyzing recovery to aid creation of community resilience measurement frameworks.
文摘The water shortage in the Middle East is a well-known problem. This paper compares the first pilot renovation with a recent qanat renovation that took place in Qarah, Syria.
