In accordance with the pattern of"great ideology and politics",the Party and youth League organizations assume the role of vanguard in the organization of colleges and universities.Simultaneously,they serve as a pivotal force in ideological and political education.In order to construct a comprehensive ideological and political framework encompassing the entire educational process,it is of paramount importance to identify an efficacious methodology for Party building leading League construction.This paper employs a comprehensive analysis to elucidate the pivotal role of Party building leading League construction in facilitating ideological and political education.It also illuminates the practical challenges encountered in the implementation of Party building leading League construction initiatives within colleges and universities.The article proposes a specific path for Party building leading League construction in colleges and universities based on three key aspects:cohesion of the consensus of Party building leading League building,establishment of the institutional system of Party building leading League construction,and creation of the model brand of Party building leading League construction.The aim is to promote in-depth development of Party building in colleges and universities and enhance the quality and effect of ideological and political education.

Changli Pomology Institute,Hebei Academy of Agricultural and Forestry Sciences is taken as the research object.Starting from the relationship between party building and scientific research,in response to the problems in grassroots party building in agricultural research institutes such as insufficient theoretical learning,single party building activity mode,and lack of incentive mechanism in party affairs work,the"three integrations"approach and"four integrations"model are proposed to strengthen the deep integration of party building and scientific research in provincial-level agricultural research institutes.The"three integrations"approach is the integrated development of party building and scientific and technological innovation,the integrated development of party building and scientific and technological services,and the integrated development of party building and technology talents.The"four integrations"model includes the implementation of party building innovation projects,the implementation of 1+N branch pairing and co-construction,the implementation of the"party building+"work method,and the implementation of"theme intersection"activities.The research aims to promote the deep integration of party building and scientific research in provincial-level agricultural research institutes.

基层治理是国家行政力量与社会自治力量共同作用的交叉场域,形成了两种力量之间的张力,并围绕此张力凸显出三重治理悖论。基层党建是沟通国家与社会的桥梁。在此背景下,党建引领的治理逻辑如何平衡国家行政力量与社会自治力量之间的悖论?对西安市G社区“党建+片区大物业”的治理过程进行观察,发现党建在基层治理中表现出刚柔并济的治理逻辑。其中,正式结构、强关系与规范手段构成了党建治理的刚性三角,而非正式结构、弱关系与情感手段则构成了党建治理的柔性三角。党建的治理逻辑不仅展现了党建引领基层治理的灵活方案,也揭示了政党在场下国家-社会关系的形塑机制。

Analysis on the Present Situation of Targeted Poverty Alleviation in Rural Areas under the Idea of "Party Building + County Sage or Worthy":A Case Study of Qianshan Village,Ganlu Town,Gongqingcheng City of Jiangxi Province

From the reform and opening-up policy until now,targeted poverty alleviation in rural areas has always been regarded as a major and arduous task in China,and it strives to achieve the goal of national poverty alleviation by 2020.To firmly win the strong war of overcoming poverty and realize new leap of targeted poverty alleviation in rural areas,Qianshan Village,Ganlu Town,Gongqingcheng City of Jiangxi Province establishes party building projects with rural characteristics by surrounding action of"overcoming poverty and attacking strong poverty"and taking"party building+county sage or worthy"as link.It uses county sage or worthy to drive development of rural industry,and establishes a complete poverty alleviation mechanism,thereby making poor households get rid of poverty,become rich,and embark on the road of well-off society.In this paper,opportunities and challenges in targeted poverty alleviation work of Qianshan Village are analyzed,and corresponding countermeasures and suggestions are proposed.

Preparation, Structure and Properties of 3D Supramolecular Architecture, on the Basis of Hydrogen Bonds and π-π Stacking Between 2D Layers, with Windmill Building Blocks

A novel three-dimensional（3D） supramolecular architecture, {[Nd（OH-BDC）（OH-HBDC）（H2O）2]·2HaO）n（1） （OH-H2BDC=5-hydroxyisophthalic acid）, which was formed through hydrogen bonds and π-π stacking between two-dimensional（2D） layers, was hydrothermally synthesized and characterized by single-crystal X-ray diffraction. Windmill building blocks, which consist of two nine-coordinated metal centers and four OH-H2BDC groups are connected through two carboxyl groups, to lead to a one-dimensional infinite inorganic chain（… M--O--C--O--M…） along the [100] direction. An observed intense blue luminescence with an emission band peaked at 390 nm for compound 1 may results from ligand-to-metal charge transfer（LMCT）. Variable-temperature magnetic susceptibility of compound 1 was investigated and the value was deviated from the Curie-Weiss law.

新时代党建引领基层群众自治研究--基于安徽省C村党建引领村民自治实践分析

党建引领群众自治是新时代基层治理的重要方式。当前安徽省C村积极创设自治架构、理顺自治机制、拓展自治能力,构建了党建引领村民自治的全新实践模式。然而现阶段仍然面临着基层党建虚化弱化、政治引领力羸弱、自治单元适配性不足、治理效能低下等问题。因此,应该完善基层党建机制,增强村民自治效能,健全协同治理制度,打造共商、共建、共享自治格局。

基层社会治理的研究进展与启示--基于2023年基层社会治理研究内容分析

我国基层治理体系日益完善,基层治理能力不断增强,为统筹推进经济社会发展提供了坚实支撑。2023年,基层社会治理研究取得了丰富成果,从研究重点、新兴研究领域与研究热点三个角度看:党建助推基层社会治理现代化与“枫桥经验”研究是当之无愧的重点领域;数字社会治理方兴未艾,是新兴研究领域;社会组织、家庭治理与协同治理呈现了基层社会治理的丰富性,是基层治理研究中的热点议题。研究发现,基层社会治理在知识体系构建、制度建设和实践创新等方面取得了较多进展,形成了我国基层治理的本土化演变路径,这种本土化演变正在为中国式现代化提供新的治理经验。

Model Reduction Methods for High-Rise Buildings with Active Mass Damper Control Systems

To improve the performance of an active mass damper control system,the controller should be designed based on a reduced-order model. An improved method based on balanced truncation method was proposed to reduce the dimension of high-rise buildings,and was compared with other widely used reduction methods by using a framework with ten floors. This optimized method has improvement of reduction process and choice of the order. Based on the reduced-order model obtained by the improved method and pole-assignment algorithm,a controller was designed. Finally,a comparative analysis of structural responses,transfer functions,and poles was conducted on an actual high-rise building. The results show the effectiveness of the improved method.

This study explains the concept and method of PV, and then provides an explanation of the concept and method of NPV, and points out the limitations in the practical application of the method.

乡村治理现代化的内在机理与优化路径研究--基于积分制的创新实践分析

加快推进乡村治理现代化是实现国家治理体系与治理能力现代化的重要基础工程,是全面推进乡村振兴、实现城乡融合高质量发展的关键环节。文章通过分析总结积分制下乡村治理现代化的基层经验,明晰乡村治理现代化是基于党建核心引领,围绕产业兴旺、生态宜居、乡风文明、治理有效、生活富裕等多维价值目标,以数字技术赋能和多元主体驱动两大方式助力目标实现的这一内在机理。针对乡村治理现代化实践过程中存在的问题,提出持续增强党建引领乡村治理现代化的创新能力、全面推进“新兴产业+”的现代化价值导向、大力激发数字技术赋能乡村治理现代化的内在动力、不断完善乡村治理现代化的多元协同共治格局等优化路径。

县域“一站式”纠纷化解机制中的组织再造--基于浙江F市T县的实证调研

县域“一站式”纠纷化解是以“不动体制动机制,不变机构变组合”的方式对多元纠纷化解体系进行组织再造。组织再造以资源集约化、管理扁平化、党建引领为思路,实现对多元主体解纷功能的空间整合,对信息技术平台的再造,以及对组织内部领导关系的再造。组织再造有利于兼顾官僚体系稳定与纠纷解决效率,降低解纷成本与塑造解纷习惯,提高风险预防与治理能力。对于组织再造面临的资源内卷化、社会动员不足与法律责任不清的问题需要在未来的建设中加以完善。

高校党建工作引领下教师职业道德建设存在问题及对策研究--基于Nvivo11的质性分析

高校教师职业道德是教师队伍素质的核心要素,关乎高等教育事业的健康发展,新时代高校党建工作引领教师职业道德建设是发展新趋势,也是推动教师职业道德建设的有效途径。本文采用Nvivo11进行文本分析,发现高校教师职业道德建设存在建设主体意识淡薄、建设机制不健全、建设氛围不浓厚三个问题,提出“突出党建引领,激发教师主体意识”“坚持党委领导,完善相关制度建设”“强化环境构建,营造良好师德氛围”三个优化建议,以有效提高高校教师政治思想素质和职业道德水平。

组织创新引领乡村振兴:“组织联带”驱动共同富裕--基于P县拱市联村的个案分析

组织振兴作为乡村振兴战略的“一号工程”,是新时代实现乡村全面振兴的重要基础和根本保障。实践中将农村基层党组织的制度优势、政治优势转化为治理效能,是当前全面推进乡村振兴的核心要义。四川省P县拱市联村突破传统的农村基层组织架构,探索出一种创新型的、非建制性的、功能型的基层党组织跨村镇联建形式——拱市联村党委,并逐步形成了具有“组织联建”“主业联抓”“队伍联育”“学习联排”“治理联创”等地域特色的“组织联带”创新实践模式,是新时代解决农村地区发展不平衡、不充分问题的创新举措,也是党建引领实现共同富裕的重要路径和制度创新。

推动共同富裕是社会主义现代化建设的重要议程,促进农村共同富裕是实现共同富裕的关键环节。在此背景下,探寻促进农村共同富裕的逻辑、困境和路径,成为必须关注的重点问题。调查发现,边疆民族地区促进农村共同富裕过程中,存在基层党组织领富能力弱、特色产业发展不充分、农村基本公共服务供给不均衡、乡村文化赋能作用发挥不明显、农村人居环境整治质量不高等问题。应加强基层党组织建设,以高质量党建引领农村经济高质量发展;聚焦短板弱项,提高农业发展质量和效益;优化公共服务供给,推进农村基本公共服务均等化和可及性;重视乡村文化建设,推动特色文化产业增效;突出人居环境整治重点,提升生态效益转化能力。

助推式耦合:党建引领基层治理的效能互促--基于C市Y区“党建联合体”的分析

党建引领基层治理是加强基层党建和提升基层治理效能的有效模式,如何破解其中存在的问题并优化这种引领关系是基层党建和基层治理工作要重点解决的问题。“助推式耦合”以治理需求为指向,通过调控党建介入的精准性和介入度,实现党建引领与治理需求的“供需适配”,推动党建引领基层治理的效能互促。“助推式耦合”引领模式通过党建的目标、组织、机制建设及党建互动,契合了基层治理对动力、网络、机制和信任等方面的需求,实现了引领的精准性,通过目标设定权下移、主体自发联建、机制同构及互动的约束规范等刚柔相济的灵活方式,实现了党建引领的适度介入,确保了对基层治理的有效助推。“助推式耦合”的机理在于执政党权威是“助推式耦合”的根本保障、党建介入的灵活性是“助推式耦合”双重提效的关键、自发秩序是“助推式耦合”运行的基本遵循、精准性和介入度是“助推式耦合”的目标指向。
