China's Scientific and Technological Innovation Strategy under the New Pattern of Development

Innovation is the driver and accelerator for high-quality economic development and the transformation and upgrading of enterprises.At present,the world is undergoing significant changes unseen over the last century.Faced with the new world economic pattern and the new international relations in the postpandemic era,China should systematically clarify the prominent problems with the current scientific and technological(S&T)system,and establish new technological innovation strategies in the new era and new economic landscape,which are of great significance.Especially in the context of the new pattern of development,it is greatly highlighted how to systematically lower over-dependence on core technologies and resolve bottleneck problems with core technology arising from excessive attention to the international economic flows.Based on the medium-and long-term strategic background of the current new pattern of development,this paper explores the prominent problems of the S&T innovation system under the background of the new pattern of development from the perspectives of innovation policy system,regional innovation system,and enterprise innovation mode.Meanwhile,the paper believes that the innovation guidance system under the new pattern of development needs to be realized based on the guidance of the new innovation strategy of"opening thinking based on bottom lines and comprehensive indigenous innovation,"and also the three leading paths of holistic innovation guided by the new pattern of the whole national institutional system,the future industry,and the world-class enterprises.Only in this way can China become a power in terms of S&T innovation in the world.

Promoting the Safe and Stable Development of Industrial and Supply Chains under the New Pattern of Development

It is an important component of national security,and also a required driver for coordinating development and security and building a new pattern of development to maintain the security and stability of and enhance the independent controllability of industrial and supply chains.According to the principles of taking enterprises as the mainstay,coordinating points and chains,combining advantages and disadvantages,adopting classified policies,and linking internal and external chains,the three industrial chains should be planned as a whole for the purpose of their coordinated and efficient operation,so as to solidly enhance,supplement,optimize,and consolidate industrial and supply chains,enhance support to the core links of industrial chains,exploit preponderant and advantageous links,accelerate the incubation of leading and hidden champion enterprises in the industrial ecology,promote the coordination between central and local governments,optimize the policy support system for the modernization of industrial chains,deepen international cooperation among industrial chains,expedite the construction of independent,controllable,safe,and efficient industrial and supply chains,and significantly improve the stability,international competitiveness,and modernization of China's industrial and supply chains.

Industrial Greening of the Dongting Lake Eco-economic Zone

Extensive industrial development is a major challenge to ecological civilization construction. Industrial energy consumption and environmental pollution reduction are desperately needed. The Dongting Lake district, located in Wuhan and the Changsha-Zhuzhou-Xiangtan(CZT)pilot zone, bears the responsibility to ensure national food security and watershed ecological security, and it is an urgent need for the Dongting Lake district to accept the ecological transition of industries. On the analysis of the industrial development status and problems of the Dongting Lake district, some proposals based on the characteristics and reality of the district are pointed out, such as industrial cooperation, proper space layout, ecological innovation, industrial structure upgrading, building of ecological parks, clean production, elimination of backward production capacity, heavy metals governance and so on, as to develop the industrial ecology of the Dongting Lake district.

When analyzing the Chinese economy,one should not merely focus on surface phenomena,or be confined by a purely economic,partial,or static standpoint.Contrarily,we should uphold the stances and methodologies of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to get a clear picture of the current state,future direction,overarching strategies,and specific approaches of the Chinese economy in the context of the long-term evolution of the global economic system and China's endeavors of building a great modern socialist country.Since the launch of reform and opening up in 1978,China has effectively modernized itself through economic development.Par ticularly,in the f irst decade of the new era,China laid down rock-solid foundations and expanded vast spaces for future economic development through systematic modernization.With the advent of the post-COVID-19 era,the Chinese economy has entered a phase of great transition,and the country has set a goal of achieving high-quality development through a new development patter n in three critical decades.This will be unprecedented in China's economic history,and its significance and implications for the global economic system will also be unseen.China's strengths in terms of system,supply,demand,and talent provide important guarantees for a successful economic transition.During the transition period,China will look economic competition squarely,continuing to deepen its opening up and reform.The Chinese economy is expected to stabilize and accumulate momentum in the short term,gradually lift off in the medium term,and have a bright future in the long term.To bring that bright future into reality,China needs to strike a good balance between two“great miracles,”two“new patterns,”two“major blocs,”and two“world orders.”Further capacity building is needed to strengthen the Communist Party of China,enhance scientific and technological innovation,build China into a financial powerhouse,cultivate good relationships worldwide,and uphold national security while creating the conditions for ensuring it.
