Scientific exploration of spatial-temporal differentiation and its influencing factors is the premise of spatial layout rationalization. Based on land use data of Liangshan Yi Autonomous Prefecture(hereinafter referred to as Liangshan Prefecture) in Sichuan Province, China from 1980 to 2020, compactness index, fractal dimension, imbalance index, location entropy and the optimal parameters-based geographical detector(OPGD) model are used to analyze the spatial-temporal evolution of the morphological characteristics of rural settlements, and to explore the influence of natural geographical factors, socioeconomic factors, and policy factors on the spatial differentiation of rural settlements. The results show that:(1) From 1980 to 2020, the rural settlements area in Liangshan Prefecture increased by 15.96 km^(2). In space, the rural settlements are generally distributed in a local aggregation, dense in the middle and sparse around the periphery. In 2015, the spatial density and expansion index of rural settlements reached the peak.(2) From 1980 to 2020, the compactness index decreased from 0.7636 to 0.7496, the fractal dimension increased from 1.0283 to 1.0314, and the fragmentation index decreased from 0.1183 to 0.1047. The spatial morphological structure of rural settlements tended to be loose, the shape contour tended to be complex, the degree of fragmentation decreased, and the spatial distribution was significantly imbalanced.(3) The results of OPGD detection in 2015 show that the influence of each factor is slope(0.2371) > traffic accessibility(0.2098) > population(0.1403) > regional GDP(0.1325) > elevation(0.0987) > poverty alleviation(0). The results of OPGD detection in 2020 show that the influence of each factor is slope(0.2339) > traffic accessibility(0.2198) > population(0.1432) > regional GDP(0.1219) > poverty alleviation(0.0992) > elevation(0.093). Natural geographical factors(slope and elevation) are the basic factors affecting the spatial distribution of rural settlements, and rural settlements are widely distributed in the river valley plain and the second half mountain area. Socioeconomic factors(traffic accessibility, population, and regional GDP) have a greater impact on the spatial distribution of rural settlements, which is an important factor affecting the spatial distribution of rural settlements. Policy factors such as poverty alleviation relocation have an indispensable impact on the spatial distribution of rural settlements. The research results can provide decisionmaking basis for the spatial arrangement of rural settlements in Liangshan Prefecture, and optimize the implementation of rural revitalization policies.展开更多

Despite this challenging context, short-term considerations continue to guide their planning and management rather than more integrated, longer-term perspectives, thus preventing viable, sustainable development. Over the years, the design of humanitarian settlements has not been adapted to local contexts and perspectives, nor to the dynamics of urbanization and population growth and data. In addition, the current approach to temporary settlement harms the environment and can strain limited resources. Inefficient land use and ad hoc development models have compounded difficulties and generated new challenges. As a result, living conditions in settlements have deteriorated over the last few decades and continue to pose new challenges. The stakes are such that major shortcomings have emerged along the way, leading to disruption, budget overruns in a context marked by a steady decline in funding. However, some attempts have been made to shift towards more sustainable approaches, but these have mainly focused on vague, sector-oriented themes, failing to consider systematic and integration views. This study is a contribution in addressing these shortcomings by designing a model-driving solution, emphasizing an integrated system conceptualized as a system of systems. This paper proposes a new methodology for designing an integrated and sustainable human settlement model, based on Model-Based Systems Engineering and a Systems Modeling Language to provide valuable insights toward sustainable solutions for displaced populations aligning with the United Nations 2030 agenda for sustainable development.展开更多

This is mainly due to an increase in the number of forcibly displaced people over the last few decades, and the difficulties of sustainably providing social services that meet the required standards. The development of refugee settlements assumed that forcibly displaced people would return to their places or countries of origin. Unfortunately, displacement situations are prolonged indefinitely, forcing these people to spend most of their lives in conditions that are often deplorable and substandard, and therefore unsustainable. In most cases, the establishment of refugee settlements is triggered by an emergency caused by an influx of forcibly displaced people, who need to be accommodated urgently and provided with some form of international assistance and protection. This leaves little or no time for proper planning for long-term development as required. In addition, the current approach to temporary settlement harms the environment and can strain limited resources with ad hoc development models that have exacerbated difficulties. As a result, living conditions in refugee settlements have deteriorated over the last few decades and continue to pose challenges as to how best to design, plan, and sustain settlements over time. To contribute to addressing these challenges, this study proposes a new methodology supported by Model-Based Systems Engineering (MBSE) and a Systems Modeling Language (SysML) to develop a typical sustainable human settlement system model, which has functionally and operationally executed using a Systems Engineering (SE) approach. To assess the sustainability capacity of the proposed system, this work applies a matrix of crossed impact multiplication through a case study by conducting a system capacity interdependence analysis (SCIA) using the MICMAC methodology (Cross-impact matrix multiplication applied to classification) to assess the interdependency that exist between the sub-systems categories to deliver services at the system level. The sustainability analysis results based on capacity variables influence and dependency models shows that development activities in the settlement are unstable and, therefore, unsustainable since there is no apparent difference between the influential and dependent data used for the assessment. These results illustrate that an integrated system could improve human settlements’ sustainability and that capacity building in service delivery is beneficial and necessary.展开更多

Since April 2004, the system has been gradually extended to general hospitals that satisfy certain prerequisites. In this paper, the new inclusive payment system is analyzed. Data pertaining to 1,225 patients, who were hospital-ized for cataract diseases and underwent lens operations from July 2004 to September 2005, are used. The lengths of hospital stay and medical payments among hospitals are com-pared. Even after eliminating the influence of patient characteristics, there are large differ-ences among hospitals in average lengths of hospital stay and DPC-based inclusive pay-ments. The highest average inclusive payment is 3.5 times as high as the lowest payment. On the other hand, there are relatively small differ-ences in non-inclusive payments based on the conventional fee-for-service system—the larg-est deviation from the average of all hospitals is approximately 10%. Thus, although payments based on the DPC account for only one-third of the total medical payments for this disease, the major differences in medical payments among hospitals are caused by differences in their DPC-based inclusive payments. The results of the study strongly suggest that revisions of the payment system in Japan are necessary for the efficient use of medical resources in the future.展开更多

Simultaneously, the Old Town of Corfu is also a vibrant modern city vulnerable to various pressures, including climate change. This paper aims to evaluate the effects of climate change on this modern city monument, assess its vulnerability using the Intergovernmental Panel on Climate Change’s methodology, and develop a comprehensive set of adaptation proposals. The methodology of this paper is based on the analysis of climate data for the Old Town of Corfu, from which the assessment of the extreme weather events and climate changes that pose the greatest threat to the Old Town and the assessment of its vulnerability to these threats are derived. The dense geometrical characteristics of the city’s structure, the intense pathology observed in the materials and structures of the historic building stock, problems in the existing electromechanical infrastructure, and the poor management of issues such as increased tourism and heavy traffic congestion are the primary factors that make the Old Town of Corfu vulnerable to the effects of climate change.展开更多

Considering their importance, we conducted a holistic review of payment for water-related ecosystem services to understand how this instrument has been applied in watershed management worldwide. First, we identified the watershed management actions considered by the PES programs and the challenges of implementing water-related PES. After we identified the methods and criteria used to define priority areas for water-related PES. Our review considered articles published on the Web of Science from 2011 to 2022. We found 236 articles relating PES to water resources, highlighting the main water conservation strategies: native vegetation conservation, native vegetation restoration, and implementing best agricultural practices. The method most frequent was interview, followed by the use of technologies, document analysis, and hydrological models. Another significant result was that priority areas for receiving PES are mainly riparian zones, areas near or with native vegetation cover, areas with higher erosion potential, steep areas, and areas with socially vulnerable communities. This review was crucial to identify efficient water resource conservation strategies and potential challenges in the implementation and development of PES programs.展开更多

These results illustrate that an integrated system could improve human settlements’ sustainability and that capacity building in service delivery is beneficial and necessary.
文摘This article analyzes the differential settlement of new and old roadbeds after widening and its characteristics based on a highway reconstruction and expansion project case study. The research proposes a subgrade settlement control standard that states that the maximum differential settlement value should be less than 5 cm when the embankment fill height exceeds 20 m.Similarly, the maximum differential settlement value should be less than 10 cm when the embankment fill height does not exceed 20 m.The findings of the study can provide a useful reference for the design of roadbed widening in highway reconstruction and expansion projects.
文摘With the continuous development of China’s economy, the construction of roads and bridges work has put forward higher requirements.Due to various factors, the long-term use of roads and bridges will produce a settlement phenomenon. Therefore,it is crucial to address settlement issues during the construction of roads and bridges to ensure that the quality of subgrade and pavement construction meets national regulations. This paper introduces the harm of subgrade pavement subsidence, analyzes the causes of subgrade pavement deformation, and discusses the technical points of subgrade pavement construction, hoping to provide some reference for relevant practitioners.
文摘Following the recommendations of a report submitted by the Central Social Insurance Medical Council concerning the 2002 revision of the Medical Service Fee Schedule, a new inclu-sive payment system, which is based on the Diagnosis Procedure Combination (DPC) sys-tem, was introduced in 82 special functioning hospitals in Japan, effective beginning in April 2003. The results of the study strongly suggest that revisions of the payment system in Japan are necessary for the efficient use of medical resources in the future.
文摘Settlement prediction of geosynthetic-reinforced soil(GRS)abutments under service loading conditions is an arduous and challenging task for practicing geotechnical/civil engineers.Hence,in this paper,a novel hybrid artificial intelligence(AI)-based model was developed by the combination of artificial neural network(ANN)and Harris hawks’optimisation(HHO),that is,ANN-HHO,to predict the settlement of the GRS abutments.Five other robust intelligent models such as support vector regression(SVR),Gaussian process regression(GPR),relevance vector machine(RVM),sequential minimal optimisation regression(SMOR),and least-median square regression(LMSR)were constructed and compared to the ANN-HHO model. The predictive strength, relalibility and robustness of the model were evaluated based on rigorous statistical testing, ranking criteria,multi-criteria approach, uncertainity analysis and sensitivity analysis(SA).Moreover, the predictive veracity of the model was also substantiated against several large-scale independent experimental studies on GRS abutments reported in the scientific literature. The acquired findings demonstrated that the ANN-HHO model predicted the settlement of GRS abutments with reasonable accuracy and yielded superior performance in comparison to counterpart models. Therefore,it becomes one of predictive tools employed by geotechnical/civil engineers in preliminary decision-making when investigating the in-service performance of GRS abutments. Finally, the model has been converted into a simple mathematical formulation for easy hand calculations, and it is proved cost-effective and less time-consuming in comparison to experimental tests and numerical simulations.
文摘Settlement naming is an important carrier of settlement society and culture, carries regional culture, historical information, beliefs and other information, and is an important clue to understand regional culture and development characteristics. In this paper, the naming of traditional mountain settlements in Mentougou in western Beijing was studied through literature review and field research, and the correlation between the naming and distribution characteristics of the settlements was discussed to provide reference for the protection and construction of mountain settlements in Mentougou.

文摘Technological developments are changing how users pay for goods and services. In the context of the COVID-19(coronavirus disease 2019)pandemic,new payment systems have been established to reduce contact between buyer and seller. In addition to the pandemic, the future is payment processing is also uncertain due to the new EU security regulations of the Payment Services Directive(PSD2).Biometric payments one option that would guarantee the security of transactions and reduce the risk of conta-gion.This research analyses the intention to recommend the use of the mobile phone as a tool for collecting payments in a shop using iris reading as a biometric measure of the buyer. The moderating effect of the fear of contagion in the proposed relationships was also analysed. An online survey was carried out, which yielded a sample of 368 respondents. The results indicate that the main antecedents of intention to use, which precedes intention to recommend, are perceived trust, habit, personal innovativeness and comfort of use.Additionally, the moderating effect of COVID-19 was checked among users with a higher perception of risk. The results obtained have interesting implications for purchase management among manufacturers and retailers.
文摘The Old Town of Corfu is an excellent example of a historic town and a World Heritage Site, distinguished by its authentic and unique character, as reflected in its Venetian-era fortifications and extensive historic building stock. The dense geometrical characteristics of the city’s structure, the intense pathology observed in the materials and structures of the historic building stock, problems in the existing electromechanical infrastructure, and the poor management of issues such as increased tourism and heavy traffic congestion are the primary factors that make the Old Town of Corfu vulnerable to the effects of climate change.
文摘Payments for ecosystem services (PES) have been created worldwide to assist watershed management and improve or maintain water quality. This review was crucial to identify efficient water resource conservation strategies and potential challenges in the implementation and development of PES programs.

文摘Settlements and cultivated land are important production and living spaces in promoting rural revitalization. However, few studies have explored the relationship between rural settlements and cultivated land from spatiotemporal interaction perspective. This paper analyzed the spatiotemporal conversion and the interactive mechanism between rural settlements and cultivated land in a karst mountainous area(Qixingguan District of Guizhou Province)with fragile ecological environment in China during 2009–2018.The results showed that the expansion of rural settlements and the loss of cultivated land coexisted in Qixingguan District.Only 2.68%of the new cultivated land was reclaimed from rural settlements, whereas 85.45%of the new rural settlements occupied cultivated land.Six spatial expansion modes of rural settlements when occupying cultivated land were identified.Among these six modes, the area of the edge-expansion&along traffic roads(EA)mode accounted for 52.75%.The occupation by rural settlements made the cultivated land landscape more fragmented. The area ratio index of cultivated land to rural settlements(ARICR)of Qixingguan District averaged 18.75in 2009 and 17.21 in 2018,respectively.The ARICR reduced in all township administrative regions.Cultivated land with suitable slope condition for farming or without rocky desertification was more likely to be occupied by rural settlements. The probability of cultivated land occupied by rural settlements increased with the decrease of the distance to traffic roads, towns, and old rural settlements. The better the economic and social development of the township administrative regions, the more the ARICR decreased, while the richer the agricultural resources and the better the rural development of the township administrative regions, the less the ARICR decreased. The optimal reconstruction path of rural settlements, the comprehensive conservation path of cultivated land and the urban-rural integration development path in karst mountainous area were proposed. The findings would contribute to our understanding of the spatiotemporal interaction between rural settlements and cultivated land, and would provide a theoretical basis for promoting the coordinated development of rural man-land relationship and rural revitalization in karst areas.

文摘This study investigates how financial literacy and behavioral traits affect the adoption of electronic payment(ePayment)services in Japan. We construct a financial literacy index using a representative sample of 25,000 individuals from the Bank of Japan’s 2019 Financial Literacy Survey. We then analyze the relationship between this index and the extensive and intensive usage of two types of payment services:electronic money(e-money)and mobile payment apps.Using an instrumental variable approach,we find that higher financial literacy is positively associated with a higher likelihood of adopting ePayment services. The empirical results suggest that individuals with higher financial literacy use payment services more frequently. We also find that risk-averse people are less likely to adopt and use ePayment services, whereas people with herd behavior tend to adopt and use ePayment services more. Our empirical results also suggest that the effects of financial literacy on the adoption and use of ePayment differ among people with different behavioral traits.

文摘In the European Union(EU),the revised Payment Services Directive(PSD2)aims to provide more convenient and customized financial products through open banking(OB)platforms. However, little attention has been paid to the role of OB in improving the financial well-being of the growing number of the EU’s underserved groups, which currently constitute approximately a quarter of its population. This study examines how the PSD2 and OB impact inclusive finance in the EU based on the perspectives of the Netherlands’ecosystem, one of the leaders in the EU’s financial technology(FinTech)landscape.A fundamental distinction can be drawn between the OB users and the ecosystem’s players.Regarding the impact of financial services on the users’inclusivity, while the PSD2 strengthens the infrastructure necessary for financial inclusion, many challenges remain, mainly because it was not designed for this purpose. This study identifies several areas of improvement that include adjustments to the know your customer and anti-money laundering processes for underserved customers, innovative ways to communicate the PSD2’s potential, and the regulation of technology providers’activities to build trust.Meanwhile, from the ecosystem’s position, there is a need to strengthen and improve microfinance regulation according to the opportunities provided by the PSD2 to support microfinance institutions(MFIs)in scaling up and reaching underserved clients across borders with innovative services.OB improvements can also be achieved by organizations formed by MFIs and FinTechs in collaboration with banks.Such hybrid institutions will combine the best features of each of them:knowledge of the needs of local underserved clients from MFIs,technological innovations from FinTechs, and large and trusted customer bases, infrastructures, and access to institutional investments and governments from banks. Finally,an EU inclusive OB sector depends on the centrality of trusted regulators as coordination bodies. The PSD2 requires adjustments for underserved populations’specific needs.OB improvements can be achieved by organizations formed by MFIs and Fin-Techs in collaboration with banks.Regulated technical service providers(TSPs)are crucial to building trust and customer adoption in OB.The European Banking Authority(EBA)may function as coordination body to design inclusive rules by engaging with OB stakeholders. As inclusive finance moves into open-finance and data eras,an increasing regulatory complexity and scope will require networks of innovative and trusted regulators.
