Research on the path of effective management of participation in joint-venture railway companies by China railway group

Purpose-Following the regional restructuring,the number of joint-venture railway companies in which the Group participates has significantly increased.This paper aims to explore the challenges faced by China Railway Group in managing participation in joint-venture railway companies.The study seeks to propose specific approaches to ensure the effective management of these companies,thereby maximizing the benefits of the regional restructuring and supporting the development of a strong transportation country and a modern infrastructure system.Design/methodology/approach-Based on the change in the shareholding relationship between China Railway Group and the joint-venture railway companies,and considering the current situation of the regional restructuring of these companies,as well as the insights from existing literature and typical case studies,this paper proposes some specific paths for effective management of joint-stock railway companies which China Railway Group participated in.Findings-The problems in participation management are the unclear dual leadership role of the party committee,the lack of discourse power,the lack of synergy between shareholders,the increasing risk of sustainable operation of the loss-making companies and the role of dispatched personnel is not fully played.Based on the theories,combined with the existing research and practical cases,the paper proposed specific approaches,such as perfecting top-level system design,maintaining the discourse power,carrying out differentiated management,arranging personnel rationally,arranging shareholders synergy,and innovating methods to provide references for China Railway Group’s subsequent management of joint venture railway companies.Originality/value-This paper contributes to the existing literature by providing a comprehensive analysis of the challenges faced by China Railway Group in managing participation in joint-venture railway companies following the regional restructuring.The study offers novel insights and practical recommendations for addressing these challenges.The findings can serve as valuable references for China Railway Group’s subsequent management of joint-venture railway companies which participated in,as well as for other stateowned enterprises facing similar challenges in managing their joint ventures.

Comparative Research of Residents' Effect Perception and Participation Capacity and Willingness on Pro-poor Tourism

In this article,comparative research on residents' effect perception,participation capacity and willingness on Pro-poor Tourism( PPT) is given based on the questionnaire carried out in Wulong County and Fengjie County in Three Gorges Area,Chongqing,China. Some technologies,such as SPSS 13. 0,ANOVA and T-test are applied to analyze the data and results show Wulong residents' perception behavior is better than that of Fengjie residents. Moreover,the residents with different demographic characteristics have different participation behavior.Finally,multiple regression analysis is applied to identify the key factors influencing residents' perception behavior,that is participation willingness and positive economic effect perception,positive social and cultural effect perception and participation capacity.

A Study on the Effect Factors of Community Participation in Tourism:Based on the Logistic Regression Analysis of Xingwen World Geopark

In order to find out the factors which influence community participation in tourism,several effect factors are summed up through the investigation of the local residents and the analysis of the logistic regression of the data gained from Xingwen world Geopark.Results indicated there are several main influencing factors of community participation such as the comparative benefit of tourist industry,participant residents' subjective wishes,preference consciousness of working opportunity obtainment in the tourist enterprise and participant skills.Based on above investigation data and field travel,the paper put forward several methods about how to enhance the residents' participant degree:increasing the comparative benefit of tourist industry,enhancing the attraction of tourism for boosting participant wishes,improving the preference consciousness on obtaining working opportunity in tourism industry and cultivating residents' participant skills through training.

Research on Public Participation and Information Publicity in Strategic Environmental Assessment

It has been generally recognized that strategic environmental assessment integrates environment and development into decision-making and becomes an important decision-making tool for implementing sustainable development. This paper firstly introduces the relationships of SEA, public participation(PP)and information publicity(IP),then discusses the key parts in enforcing the effective process of PP: They are the methods for how to make sufficient information open (What), when to implement PP (When), who will determinate the public (Who), and how to make the models of PP (How). Six cases are compared and analyzed. At last, ways to improve the effectiveness of PP in China is also presented.

The Participation of Specialized Cooperative Members——A Case Study of Basil Cooperative in Pengshui County of Chongqing Municipality

On the basis of analyzing the current development situation of basil cooperative in Pengshui County of Chongqing Municipality,we use the questionnaire survey and case study method to analyze the participation mode,participation motivation and satisfaction of specialized cooperative members. Through the in-depth interviews with farmers,we sum up the existing problems in the cooperative members,specialized cooperatives and external environment,and bring forward the corresponding recommendations.

Research on the Construction of a Fully-participatory Extracurricular Learning Platform with Multiple Linkage Effects

In the existing research at home and abroad,the construction of extracurricular learning platform is still only focused on solving the problems of curriculum learning itself.At the same time,there are no cases of multiple linkage effects,including integrating alumni resources,promoting the construction of alumni association,promoting students'internship and employment,strengthening ties with enterprises and so on.On the basis of the original function of the alumni management system,this paper expands the sections and adds the main body of students to enrich the functions of the platform.This paper constructs a fully-participatory extracurricular learning platform with multiple linkage effect,which provides a reference for other majors inside and outside the school to establish extracurricular learning platform.

The constructivist educational effectiveness of TM-aided specialized translation

This article evaluated the constructivist pedagogical effectiveness of a TM-aided specialized translation project tested on 16 undergraduates at a technological university using student reflections and the questionnaire for qualitative analysis. The results showed that TMs-students-instructor interaction facilitated the learning of specialized translation strategies, meeting the constructivist educational principle of ＂interaction＂. In addition, students effectively constructed new translation knowledge through the negotiation of the differences between student and professional translators＇ translations, concurring with the constructivist educational principle of ＂conflict resolution＂. Finally, students successfully learned technical skills of the Trados tool through hands-on practice, and cognitively acquired specialized translation knowledge through reflections writing and oral presentations, fitting the constructivist educational principle of ＂active participation＂. Overall, most students＇ positive responses justified the constructive educational effectiveness of TM-aided specialized translation through TMs consultation, peer help and the instructor support in the self-paced and student-centered learning environment.

The Dilemmas of Using Covert and Overt Participant Observation in Qualitative Research: Effects and Strategies

Participant observation is often applied in qualitative research to help researchers obtain the overall,useful data,which will lead researchers to gain the knowledge that the academia tries to.However,different levels of participant observation,mainly the covert and overt participant observation,have aroused heated discussions among scholars.Field researchers are faced with many problems when doing research,such as whether they should be a covert participant observer or an overt one;what the research will get when they are in different roles and etc.In order to solve those problems,this article tries to provide some effective methods to field researchers,especially to the new ones.This article mainly talks about two types of participant observation:covert and overt participant observation;tries to explore the issues caused by them and the strategies to help researchers deal with such issues.Finally,in qualitative research,when faced with different fieldworks,researchers should adapt themselves to choosing participant roles flexibly and appropriately.

The Analysis of Volunteer Service in Increasing Citizen Participation

Many scholars have gradually realized that volunteer service can not only manifest the social value,but also become an effective way to enlarge citizen participation.Mainly from the aspects of the rationality of the increasing of citizen participation in volunteer service,this paper analyses the significance of volunteer service in the modernization transformation of China and puts forward some suggestions for the development of China' s volunteer service in the future.

“反向混改”与民营企业数字化转型:国有资本参股视角

民营企业是推动我国经济高质量发展、建设现代化经济体系的重要主体,如何推动其数字化转型具有重要战略意义。基于资源效应和治理效应视角,探讨国有资本参股这一“反向混改”形式对民营企业数字化转型的影响,发现国有资本参股对民营企业数字化转型具有显著促进作用,经过一系列稳健性检验该实证结果依然成立。机制分析发现,国有资本参股有利于缓解民营企业数字化人才匮乏和代理冲突问题,进而可赋能其数字化转型。异质性分析表明,中小规模民营企业、成长性较高的民营企业、行业集中度较高的民营企业及单一国有股东参股的民营企业,其国有资本参股的数字化激励效应更为显著。该结论为明晰国有资本参股民营企业共同推动数字化发展的联动机理、依托“反向混改”激发民营经济发展活力提供了经验证据和路径参考。

现代公共文化服务体系建设对居民文化参与的影响

《关于加快构建现代公共文化服务体系的意见》是促进居民公共文化参与、保障人民基本文化权益的顶层设计。文章借助政策实施的“准自然实验”方法,采用2013—2019年省际面板数据和双重差分方法,评估该政策实施对居民公共文化服务参与水平的实际影响。研究发现:政策实施激发了居民公共文化参与热忱,显著提升了公共阅读、博物观览、业余文艺培训等参与水平,且随着时间推移,促进效应呈增强态势;中介效应检验表明现代公共文化服务体系建设为居民文化参与提供了除市场购买之外的有效途径,发挥了兜底保障作用。

乡村治理如何有为、有效?——全国92个乡村治理典型案例的分析与启示

以农业农村部组织遴选并推广的92个乡村治理创新典型案例为主要分析对象。研究发现:引发乡村治理创新实践的主要原因一是国家战略引导;二是地方为满足制度建设、精神文明建设、法治建设、经济发展而进行创新,解决发展中的逐项难题。文章从完善治理体制、健全治理体系、创新长效机制、聚焦突出问题四个方面展开案例分析。研究发现,乡村治理创新主要表现为:通过党建统领,构建乡村网格化治理模式;通过形成“三治融合”体系,推动乡村治理多主体参与;通过积分制、清单制推动乡村治理实现长效化;通过聚焦乡村主要问题,实现乡村治理变革。基于此,文章认为,实现乡村治理有效有三大机制,即党建引领—全民参与机制、问题导向—实践需求机制、综合创新—长效运行机制。把握三大机制可以帮助各地区因地制宜探索符合本地实际情况的乡村治理有效模式。

数字技术与政府治理有效性:来自285个城市的经验证据

政府治理有效性是对治理能力予以定量识别的重要参考。本文基于2003—2021年我国285个城市的面板数据,实证检验了数字技术对提升政府治理有效性的作用。研究发现:数字技术能够提升政府治理有效性。进一步将政府治理有效性细分为经济治理有效性和社会治理有效性发现,数字技术既能够通过要素流动机制让企业信息获取能力提升和重资产比重降低,提升经济治理有效性,也能通过政治参与机制增强民众政治效能感和政府信息处理水平,帮助政府提升社会治理有效性。在高数字基础设施建设水平城市、适度数字人才集聚度城市、超特大城市、副省级以上城市、资源型城市以及市场化程度和财政透明度高的城市中,数字技术对政府治理有效性的作用更强。同时,数字技术对政府治理有效性的影响在东部沿海、黄河中游等人口密集地区显著为正,在西北地区显著为负。数字技术对政府治理有效性存在正向空间溢出,本地数字技术发展也能促进相邻城市政府治理有效性提升。对此,政府应制定企业数字化转型的激励政策,加强民众数字素养教育,制定全国性的数字治理发展规划,构建地区间协同互通的数字政务体系。

金融素养对家庭金融参与的地区差异影响研究——基于数字普惠金融的调节效应

基于我国家庭金融调查数据与数字普惠金融指数,探究数字普惠金融的发展对金融素养与家庭金融参与关系的影响及其地区差异性。研究发现,金融素养的提高能显著促进家庭金融参与,数字普惠金融的发展可正向调节金融素养与家庭金融参与的关系,这一结果在增加工具变量和进行稳健性检验后依然成立。进一步研究发现,在“硬弱感地区”和“软弱感地区”,数字普惠金融的发展仅正向调节金融素养与家庭金融参与深度的关系;在“易感地区”,调节效应与总样本一致;在“无感地区”,调节效应不显著;金融素养与家庭金融参与深度的调节效应呈现“东部引领,中西部协调促进”的态势。

建构主义视角下农民集体行动研究——基于鄂北两村的调查

乡村治理现代化的程度,关乎乡村振兴战略实施和农村基层治理全局,也直接影响着国家治理现代化的进程与成效,而农民集体行动能力则是乡村治理现代化的重要指标。本研究从建构主义的视角出发,在动态关系中洞悉农民集体行动的生成机制与行动逻辑,发现农民集体行动归根结底就是情境实践,即农民集体行动是在制度情境、本土情境、事件情境下,以共同利益为基础促进成员组织化参与,在不同的主体互动中达成行动目标的共识,借助公共权威、社会信任、社会网络等建立协作配合的合作关系,构建起基层治理共同体的过程。

数据要素参与对企业资本配置效率的影响研究

数据要素在产业间的深度融合将深刻改变要素市场的运行机制与逻辑。文章实证考察数据要素参与对企业资本配置效率的影响及其作用机制。研究发现:数据要素参与对制造企业资本配置效率呈现出显著的“U”型非线性影响,即当数据要素参与上升到适度阶段,其对企业资本配置效率的影响才转变为促进效应。进一步,仅从生产要素属性看,无论是国内数据要素参与还是国外数据要素参与,两者对企业资本配置效率的影响并无二致。机制检验表明,信息效应和资源效应是导致数据要素参与对企业资本配置效率产生“U”型影响的机制。其中,信息效应会同时影响“U”型关系的顶点和曲率,随着信息不对称程度增加,“U”型关系变强,并且顶点右移;而资源效应则影响“U”型关系的曲率,当企业融资约束程度较强时,“U”型关系变强。异质性分析发现,随着企业所有制类型、企业生命周期、行业要素密集度和地区市场化程度的不同,数据要素参与对资本配置效率“U”型关系拐点呈现出显著差异,民营企业、初创期企业、技术密集型行业、高市场化程度区域企业进入数据要素参与“适度区间”的阈值相对更低。

数字普惠金融对农村居民消费韧性的影响研究

提升农村居民消费韧性,激发农村消费潜力,已经成为驱动国内经济大循环的主要动力之一。文章在理论分析的基础上,构建农村居民消费韧性综合评价指标体系,利用2013—2021年中国省域数据,实证探究数字普惠金融对农村居民消费韧性的影响。研究发现,数字普惠金融对农村居民消费韧性具有正向影响,并且这种影响表现出明显的异质性特征,具体表现为东部地区及粮食主销区更为显著;采用门槛模型研究发现,数字普惠金融的促进作用存在边际影响非线性递增的特点,并从人力资本的视角测算了引发边际递增效应的门槛水平。此外,市场化程度在数字普惠金融对农村居民消费韧性的影响中起正向调节作用。基于此,本文提出加强农村地区数字金融基础设施建设、提高数字普惠金融发展水平等建议,以进一步发挥数字普惠金融对农村居民消费韧性的促进作用。

中国公众助贫行为的基本模式、影响因素及参与效应

当代中国贫困治理的成功不仅源自强大的国家治理能力和国家行动,也离不开社会公众的广泛参与,而形式多样的助贫行为正是普通公众参与贫困治理的主要方式。基于2132份问卷调查数据,本文以实证方式对中国公众参与助贫行为的基本模式、影响因素和参与效应进行了系统分析。在基本模式方面,公众主要有购物消费、金融借贷、科教文体、捐赠救助、组织化行为等助贫行为模式,且有较高的参与水平,体现了政府、市场和社会三种扶贫机制的作用。在影响因素方面,融合了资源、动员和内在激励的公民志愿模型有较强的解释力,尤其是作为内在激励的重视公共利益和公共参与意识对助贫行为的正向预测作用更强。在参与效应方面,公众助贫行为对治贫绩效评价和制度认同具有正向预测作用;同时,腐败历闻对两者具有负向预测作用。培育积极公民,开放公众参与,同时严厉打击腐败,这不仅是中国贫困治理过往成功经验的总结与验证,更可供中国式现代化新征程中顺利推进国家治理各项事业借鉴与参考。

房价对家庭商业保险参与的影响——基于CFPS的实证研究

基于2016年与2018年中国家庭追踪调查(CFPS)数据,利用Probit和Tobit模型实证研究了房价波动对家庭商业保险参与的影响。实证结果表明,房价变动显著地提高了家庭对商业保险购买的概率,且主要通过房价变动所带来的财富效应促进了家庭保险参与。通过倾向得分匹配法(PSM)控制内生性以后,研究结果依然显著,利用更换估计方法和扩充样本的方式进行了稳健性检验,结果仍然稳健。异质性分析表明,房价变动对家庭商业保险参与的促进作用更明显地体现在高收入、城镇地区和较高教育水平的家庭群体中。最后,提出了具体的对策建议。

实体关联纠纷审理中诉讼主体的扩张及其限度

所有受程序所涵盖的实体权利或法律状况的承受者皆应被赋予程序参与的机会,但参与诉讼并不意味着必须以当事人的身份进入诉讼才是符合程序正义的。因此应根据实体关系关联程度的不同层次采纳不同的诉讼主体构造,并辅之以类型化的判决效力体系。对紧密型关联纠纷,应将关联纠纷当事人追加为必要共同诉讼人,但应根据其是否占据主导地位以及诉讼行为是否具有独立性进行必要的限制。对松散型关联纠纷,应适用普通共同诉讼进行合并审理,但适用前景因准入门槛严苛而并不乐观。对半紧密型关联纠纷,关联纠纷当事人应以无独立请求权第三人的身份加入,但法院应以旨在实现程序保障的辅助型第三人为适用原则,严格限制被告型第三人的适用空间。未来我国多数人参与诉讼体系的构建,应以案件事实的查明和纠纷的一次性解决为目标,在审理对象的层次和效力扩张的方式上体现梯度差异。
