Strengthening Active Aging through Older People’s Association and Economic Activity of the Older People in Nepal

Aging is a natural lifelong process ending in death. Many older people are living in poverty. Older people are generally considered dependent on others as they grow older. The purpose of this article is to explore the entrepreneurship activities of Nepalese older adults. Data for this study were collected from the project Help Age International (HAI) implemented in Nepal. Qualitative data observations and interviews were used to collect data. The findings of this study show the formation of the Older People’s Association (OPA) has supported many older people to participate outside the home in various social activities. Moreover, regular deposits through OPAs offer little help. OPAs support older people in their need of financial support to implement minor entrepreneurship. Older people who received support were pleased and were actively involved in their activities and also regularly deposited money in them. Subsequently, older people’s participation in social activities has increased and also helped to lower elderly abuse, loneliness, and depression. Local governments should promote such activities which will help with healthy aging.

Historical review and reflections on the participation of acupuncture and moxibustion in the treatment of epidemics in the People’s Republic of China (from 1950 until now)

Since the establishment of the People’s Republic of China, both the Communist Party and the government have placed great emphasis on the advancement of traditional Chinese medicine. Acupuncture and moxibustion have been actively involved in combating major epidemics such as malaria, schistosomiasis, and COVID-19. This article conducts a historical review of these three significant cases to elucidate how the acupuncture community has effectively utilized its unique advantages and characteristics through theoretical discussions, clinical practices, experimental research, as well as receiving administrative leadership and political support from the Communist Party of China and government. We provide an objective evaluation of their effectiveness while summarizing historical experiences to serve as a reference for future utilization of acupuncture and moxibustion therapy in epidemic relief efforts. Additionally, propose four suggestions: strengthening Party leadership and enhancing political support;timely summarization of experiences to establish programs and systems;deepening scientific research by integrating experimental findings with clinical practice;focusing on public awareness campaigns and education to solidify grassroots foundations.

Deep Learning-Based Sign Language Recognition for Hearing and Speaking Impaired People

Sign language is mainly utilized in communication with people who have hearing disabilities.Sign language is used to communicate with people hav-ing developmental impairments who have some or no interaction skills.The inter-action via Sign language becomes a fruitful means of communication for hearing and speech impaired persons.A Hand gesture recognition systemfinds helpful for deaf and dumb people by making use of human computer interface(HCI)and convolutional neural networks(CNN)for identifying the static indications of Indian Sign Language(ISL).This study introduces a shark smell optimization with deep learning based automated sign language recognition(SSODL-ASLR)model for hearing and speaking impaired people.The presented SSODL-ASLR technique majorly concentrates on the recognition and classification of sign lan-guage provided by deaf and dumb people.The presented SSODL-ASLR model encompasses a two stage process namely sign language detection and sign lan-guage classification.In thefirst stage,the Mask Region based Convolution Neural Network(Mask RCNN)model is exploited for sign language recognition.Sec-ondly,SSO algorithm with soft margin support vector machine(SM-SVM)model can be utilized for sign language classification.To assure the enhanced classifica-tion performance of the SSODL-ASLR model,a brief set of simulations was car-ried out.The extensive results portrayed the supremacy of the SSODL-ASLR model over other techniques.

Sign Language Recognition and Classification Model to Enhance Quality of Disabled People

Sign language recognition can be considered as an effective solution for disabled people to communicate with others.It helps them in conveying the intended information using sign languages without any challenges.Recent advancements in computer vision and image processing techniques can be leveraged to detect and classify the signs used by disabled people in an effective manner.Metaheuristic optimization algorithms can be designed in a manner such that it fine tunes the hyper parameters,used in Deep Learning(DL)models as the latter considerably impacts the classification results.With this motivation,the current study designs the Optimal Deep Transfer Learning Driven Sign Language Recognition and Classification(ODTL-SLRC)model for disabled people.The aim of the proposed ODTL-SLRC technique is to recognize and classify sign languages used by disabled people.The proposed ODTL-SLRC technique derives EfficientNet model to generate a collection of useful feature vectors.In addition,the hyper parameters involved in EfficientNet model are fine-tuned with the help of HGSO algorithm.Moreover,Bidirectional Long Short Term Memory(BiLSTM)technique is employed for sign language classification.The proposed ODTL-SLRC technique was experimentally validated using benchmark dataset and the results were inspected under several measures.The comparative analysis results established the superior performance of the proposed ODTL-SLRC technique over recent approaches in terms of efficiency.

Sign Language Protection for Deaf People from the Perspective of Linguistic Rights: Challenges and Responses

Human society is becoming more and more inclusive, diverse, and open-minded, which has led to the increasing recognition of linguistic rights as a basic human right Around the world, many countries have recognized the status of their national sign language at the legal level However, sign languages and their main users, the Deaf, are still facing many challenges At the macro level, sign languages are neglected by mainstream culture, causing them to be endangered At the micro level, communication barriers make it extremely hard for Deaf people to express their demands A series of language plans can be designed to effectively deal with the challenges above, including social language plans, family language plans, and school language plans.

本文用定量与定性相结合的研究方法构建了《人民日报》英文版People’s Daily对我国应对新冠肺炎疫情报道的语料库,从新闻文本、话语实践、社会实践三个维度对其进行批评性话语分析,发现其中或明或暗的意识形态、不甚清晰的权力结构以及政治控制等话语特征,并在此基础上得出相关结论,提出相关建议。

Simulation of people's evacuation in tunnel fire

The simulation model Tunev（tunnel evacuation） was developed for people＇s evacuation in tunnel fire. It contains simple database of the people＇s behavioral reaction and structure characteristic parameters of tunnel fireproofing. The model can be used to calculate the total evacuation time in various scenes when fire occurs in the different locations of the tunnel. Combined with fire simulation soft ware CFD- POENICS3.5, Tunev model can be used to calculate the fire danger coming time; by comparing with these two kinds of time, it can be used to assess the safety of the evacuation, and the evacuation process also have a dynamic demo. The simulation results show that the Tunev model can be used to predict the reliability of safe evacuation for people in tunnel fire and provide references for people＇s safe escape scheme. Some relevant concepts of the model were described and an evacuation simulation of a typical tunnel case, i.e. Xuefeng Mountain Tunnel was performed by using this model. And the model＇s validation and actual aoolication were also described.

Climate change impact in the Western Himalaya:people's perception and adaptive strategies

The Himalaya represents a vast mountain system and globally valued for its significant role in regulation of global as well as regional climate that has direct impact on biodiversity and ecosystem services crucial for sustenance of millions of people in Himalaya and adjoining areas. However, mountain regions worldwide are impacted by climate change and at the same time represent distinctive area for the assessment of climate related impacts. Climate change impacts in Himalayan region have its implications on food production, natural ecosystems,retreat of glacier, water supply, human and animal health and overall human well being. The livelihood and food security of the people inhabited in region largely depend on climate sensitive sectors i.e.agriculture, livestock, forestry and their interlinkages with each other, and has the potential to break down food and nutritional security as well as livelihood support systems. People's perception and understanding of climate can be an important asset when it comes to adaptation to climate change impact;however it is not taken into consideration for the development of policy design and implementation of modern mitigation and adaptation strategies by governments and other civil society organizations.The knowledge of local people and farming communities for rural landscape management and sustainable use of bioresources is gaining credence as a key strategy to cope up with the climate change.Therefore, the present study analyzes the indigenous knowledge of local people and their perceptions on climate change, and also documented adaptation approaches at local level in mountain ecosystem of western Himalaya. The study could be useful to policy makers to design appropriate adaptation strategies to cope up with the impacts of climate change.

Climate Change: Trends and People’s Perception in Nepal

In the context of climate change, the frequency and intensity of extreme events such as floods and droughts will increase which could put tremendous challenges in water resources management in the coming days. While scientific knowledge on climate threats and changing climate patterns are essential, it is also important to consider the impacts in relation to how the threats are perceived and handled by local people. This paper intends to assess the trend and people’s perception on temperature and precipitation. Three focus groups’ discussion and a total number of 240 households were interviewed during field visit. The collected information was scaled from the least preferred-1 to the most preferred-5 based on their preferences. The trend of mean of annual average, maximum and minimum temperature indicates that the temperature has increased significantly and precipitation intensity and magnitude are also in increasing trend in the monsoon and postmonsoon seasons which may raise the extreme flood events. These facts were verified with the people’s perception. This finding could be useful for formulation of effective flood management policy and plan in this river basin as well as very applicable for other similar areas.

A Corpus-Based Analytical Study on Military and Security Developments Involving People＇s Republic of China

The significance of the study is that it enlightens military texts which will influence audiences＇ viewpoints and provides a new perspective for strategies replying American media war.

Emergence of H5N1 highly pathogenic avian influenza in Democratic People's Republic of Korea

In the past decade,there has been extensive global surveillance for highly pathogenic avian influenza(HPAI)infection in both animals and humans,however,few studies on epidemiology of avian influenza in Democratic People’s Republic of Korea(DPRK)were published.During the period 2013–2014,HPAI H5N1 viruses were detected with outbreaks in domestic poultry in DPRK.Phylogenetic analysis revealed that the hemagglutinin gene of all samples belonged to clade 2.3.2.1c with high homology.The HPAI H5N1 virus found in ducks at the Tudan Duck Farm in 2013 was might introduced by migratory birds and then led to the outbreaks on neighboring chicken farms in 2014.These data provide direct evidence for the transmission of avian influenza viruses from wild birds to waterfowl to terrestrial birds.Therefore,the monitoring and control of influenza virus in ducks must be given top priority,which are essential components to prevent and control HPAI.

On the Plaintiff's Subject Qualification for Environmental Public Interest Litigation Instituted by People's Procuratorates

Although it is not the main duty for the People's Procuratorate to institute environmental public interest litigation proceedings, the existence of "reserve" prosecution right of plaintiff not only is beneficial to timely prevention and cure of environmental damage, but also contributes indispensable judicial supervision force to the environmental legality construction. In order to safeguard environmental public interests, many local prosecutorial organizations have practiced environmental public interests litigation. Since Chinese law has not made explicit stipulation on the function of the People's Procuratorate instituting environmental public interest litigation, the plaintiff's subject qualification for environmental public interest litigation instituted by the People's Procuratorate is still in question. In order to propel the People's Procuratorate to completely and fully exercise their power of supervision and prosecution, there shall be corresponding legislation that provides powerful guarantee for the People's Procuratorate instituting environmental public interest litigation.

Study on Water Consumption Coefficient of People's Living and Its Regional Disparity in the North of China

By employing the information-reshufflingmethod that integrates census data, precipitation dataand inquiry data of water consumption, this paperdiscusses 5 (water consumption coefficient of people’sliving) in allusion to different precipitation zones anddifferent periods of time. The study shows that 5-(water consumption coefficient of urban people’sliving), 5. (water consumption coefficient of ruralpeople’s living) and increase with time passing, andthe increasing extent of 5 is 1.84, 2.62, 2.84 and 2.68times respectively from the west to the east, whichresults from the total quantity of water resources andthe speed of urbanization. 5- and 5. of eachprecipitation zone increased with 5- increasing morequickly than 5., and the difference between the twoalso increased when time passed. In the past fifty years(1950-2000), the increasing extent of 5- was 1.71,2.96, 2.41 and 2.33 times respectively from the westto the east, in which 200-400mm precipitation zoneincreased more than others. Meanwhile the increasingextent of 5. is 1.55, 1.60, 1.53 and 1.64 timesrespectively from the west to the east with eachprecipitation zone increasing similarly. The change of5-is due to the speed of urbanization and the stabilityof water resources. This study provides basis forcalculating the water demand of people’s living andrevealing the impact of water demand of people’s livingon ecological drought in different zones.

语料库量化分析发现,People’s Daily的新冠肺炎疫情外宣新闻报道中,共计使用模糊限制语646次。按照使用所占比例,依次为间接型模糊限制语、范围变动语、程度变动语、直接型模糊限制语。在新冠肺炎疫情外宣报道中,模糊限制语在其基本语义、语用功能的基础上,衍生出了一系列特定的用法。程度变动语用于体现医务工作者严谨认真的工作态度、中国迎战疫情的决心与勇气、政府对疫情的关切及国际担当、对疫情的合理认知;直接型模糊限制语用于发表意见、表明态度、表示认同;间接型模糊限制语依据规范、报道、专业人士、组织机构使得新闻报道有着不同的语义和语用效果。
