However, relying solely on compliance checking may lead designers to minimize costs at the expense of high risk indicators, since the overall risk level of the highway design is unknown to the designers. This paper describes a method for the simultaneous consideration of traffic safety risks and the associated cost burden related to the appropriate planning and design of a mountainous highway. The method can be carried out in four steps: First, the highway design is represented by a new parametric framework to extract the key design variables that affect not only the life-cycle cost but also the operational safety. Second, the relationship between the life-cycle cost and the operational safety risk factors is established in the cost-estimation functions. Third, a fault tree analysis (FTA) is introduced to identify the traffic risk factors from the design variables. The safety performance of the design solutions is also assessed by the generalized linear-regression model. Fourth, a theory of acceptable risk analysis is introduced to the traffic safety assessment, and a computing algorithm is proposed to solve for a cost-efficient optimal solution within the range of acceptable risk, in order to help decision-makers. This approach was applied and examined in the Sichuan–Tibet Highway engineering project, which is located in a complex area with a large elevation gradient and a wide range of mountains. The experimental results show that the proposed approach significantly improved both the safety and cost performance of the project in the study area.展开更多

Environmental pollution, food safety and health are closely linked. A key challenge in addressing the problem of food safety and protecting public health is building an integrated knowledge base to inform policy and s...Environmental pollution, food safety and health are closely linked. A key challenge in addressing the problem of food safety and protecting public health is building an integrated knowledge base to inform policy and strengthen governance. This requires breaking down the trans-departmental information barrier across the environment, food and health domains to ensure the effective flow of data and the efficient utilization of resources, and facilitate the collaborative governance of food safety. Achieving this will be crucial for the development of health and medical care in China in the era of big data. Currently, the information resources commanded by various departments are incomplete and fragmented. Data resources are also organized in vertical silos and there is a lack of data sharing within and across policy streams. To provide the basis for more effective integrated collection and analysis of data in future, this study summarizes the information resources of various departments whose work relates to interactions between environment, food and health, and presents measures to strengthen top-down design, and establish unified data standards and a big data sharing platform. It also points to the need for increased training of data analysts with interdisciplinary expertise.展开更多
This paper provides an overview of planning requirements,including regulatory,and implementation approaches for achieving ecologically sound reclamation and restoration of mines upon closure in the USA.Mine closure in...This paper provides an overview of planning requirements,including regulatory,and implementation approaches for achieving ecologically sound reclamation and restoration of mines upon closure in the USA.Mine closure includes mined-out areas,decommissioning of plants and structures,and appropriate monitoring of post-mining land,water,and air resources.Although the discussion provides general guidelines,each mine closure site presents unique challenges.The overall chemical composition of coal and associated strata with mineable coal seams,structural characteristics of the deposit,weather patterns,environmental conditions,processing and scale of mining of the deposit,and public and private infrastructure must be considered.Future land use and water resource requirements are also important considerations.The planning and closure activities must ensure that the resultant site has the appropriate post-mining land and water resources use,and the site does not pose any future environmental and health and safety risks.These requirements suggest that closure activities should be integrated with the mining activity planning process from the start.This paper discusses mine closure issues and describes several practices for a surface coal mine in the Western USA.展开更多

We have dedicated special attention to the technologies necessary to guarantee the continuity of the power supply to the electromedical devices, increasingly numerous in highly specialized hospitals. We report the power of the generator sets and the UPS and our opinion that their power must be related to the overall consumption of the hospital, with a reserve margin.展开更多
