Planning and construction of Xiong’an New Area(city of over 5 million people):Contributions of China’s geologists and urban geology

China established Xiong’an New Area in Hebei Province in 2017,which is planned to accommodate about 5 million people,aiming to relieve Beijing City of the functions non-essential to its role as China’s capital and to expedite the coordinated development of the Beijing-Tianjin-Hebei region.From 2017 to 2021,the China Geological Survey(CGS)took the lead in multi-factor urban geological surveys involving space,resources,environments,and disasters according to the general requirements of“global vision,international standards,distinctive Chinese features,and future-oriented goals”in Xiong’an New Area,identifying the engineering geologic conditions and geologic environmental challenges of this area.The achievements also include a 3D engineering geological structure model for the whole area,along with“one city proper and five clusters”,insights into the ecology and the background endowment of natural resources like land,geothermal resources,groundwater,and wetland of the area before engineering construction,a comprehensive monitoring network of resources and environments in the area,and the“Transparent Xiong’an”geological information platform that is open,shared,dynamically updated,and three-dimensionally visualized.China’s geologists and urban geology have played a significant role in the urban planning and construction of Xiong’an New Area,providing whole-process geological solutions for urban planning,construction,operation and management.The future urban construction of Xiong’an New Area will necessitate the theoretical and technical support of earth system science(ESS)from various aspects,and the purpose is to enhance the resilience of the new type of city and to provide support for the green,low-carbon,and sustainable development of this area.

Study on the Planning of Suburban New Countryside Construction with Yufa Township of Beijing City as a Case

The construction of new socialist countryside should be realized by diversified means due to the characteristics of different regions. From the perspective of planning, Liugezhuang Village of Yufa Township in Daxing District, Beijing City was taken as a case to study the characteristics and contents of suburban new countryside construction planning, and several suggestions were put forward for the implementation and management of planning.

From Traditional Agriculture to Landscape Agriculture——About the Aesthetics in the Construction of New Socialist Countryside

Characteristics of traditional agriculture were analyzed from the perspective of history and culture,by comparing modern agriculture and traditional culture,it was proposed that modern agriculture focuses more on landscape,the main contents and era features of landscape agriculture were elaborated as well as the significance of constructing new socialist countryside,and relevant suggestions were proposed for building new land-scape countryside.

The Work of Instructors for New Socialist Countryside Construction

To meet the wishes and demands of the majority of farmers,it is necessary to steadily build a new socialist countryside,and actively promote urban-rural integration. With the guidance for new countryside construction as an opportunity,this paper studies and explores the working practice of new countryside construction instructors sent by Longyang Agricultural Technique Extension Station for various village committees( or offices) during 2007- 2013. This paper analyzes and summarizes the results achieved and the main problems,and puts forth the corresponding recommendations. The results of the analysis can provide a reference for the instructors to carry out the guiding work for new countryside construction.

Exploration of Priority Strategies for Harmonious Development between Urbanization and the Construction of New Countryside in China Based on the Theory of Unbalanced Growth

Based on the theory of unbalanced growth,we analyze priority strategy of different regions in China.It is prior to enhance the quality of urbanization in the East,make a long-term planning for construction of small towns,focus on harmony between human and nature,so as to realize its development to integrate with international urbanization level.For the middle areas,urbanization and construction of new countryside should be developed simultaneously,take a road of interactive development of urban and rural areas,finally to raise the level of urbanization.As to the western areas,it is required to firstly build new countryside,focus on construction of infrastructural facilities,adjust and optimize structure of agricultural production,and push forward the agricultural industrialization.

The Study on Landscape Factors,Pattern and Design in New Countryside Construction in Mountainous Areas of China

With the vigorous development of China urbanization and increase of people's environmental consciousness,landscape design had received more and more attentions in urban construction and planning.However,the planning for mountainous new countryside construction and landscape design had not been emphasized.Hence,how to make use of natural and cultural landscape factors in mountainous areas to conduct landscape design in new countryside construction was an issue needed to be highlighted.According to the field study of natural villages and residences of Longnan City in Gansu Province,the paper had discussed the composition of mountainous settlements and residences,the composition of mountainous rural landscape factors and landscape planning principles,hoping to provide reference for rural landscape design and new countryside construction.

Selection of New Countryside Construction Model and Enlightenment for Ganlu Town, Zizhong County, Neijiang City

Basic conditions and new countryside construction of Ganlu Town, Zizhong County, Neijiang City were analyzed, SWOT adopted to analyze internal strengths, weaknesses, external opportunities and threats of its new countryside construction. On this basis, positive and practical strategies were put forward to promote the new countryside construction in the local area, and provide references for the new countryside construction in other regions.

Path Choice of New Countryside Construction in Western Region of China under the Perspective of Ecological Environment

General situation of ecological environment in western region is introduced,as well as its relationship with new countryside construction.Result shows that ecological conditions of western region not only play an important role in the achievement of new countryside construction in western region,but also directly affect the ecological safety of eastern region and the sustainable development of China.Problems in new countryside construction in western region are analyzed under the perspective of ecological environment,which are the weak concept of ecological protection,the ecological environment which needs to be improved,the difficulty in agriculture development,and the backward plan for human settlement.According to these problems,path of new countryside construction in western China is pointed out under the perspective of ecological environment,such as promoting ecological economy,developing competitive industries,speeding up spatial planning,optimizing the living environment,changing the traditional concept into scientific and rational development,and restoring the ecological environment by making use of agricultural support.

Experience in New Socialist Countryside Planning and Construction and Recommendations: A Case Study of Haotang Village in Xinyang City of Henan Province

Taking Haotang Village in Xinyang City of Henan Province as an example,this paper analyzed experience of this village in development of new socialist countryside construction. The new socialist countryside planning and construction should attach importance to research on original spatial pattern of villages,really respect and bring into play subject function of farmers,and deeply explore rural financial services. It is expected to provide reference for future new socialist countryside planning and construction.

Interpretation of the Construction of Socialist New Countryside

Several old problems in the new countryside construction at present are analyzed.For instance the land transfer mechanism is not flexible,land problems have restricted the development of agricultural industrialization;farmers still have serious problems in income increase and lack the rational investment and consumption awareness;farmers receive low level of education and their cultural qualities are general poor;for a long time,legalization and democratization process of rural grass-roots organizations has been lagged behind.Causations for problems in the new countryside construction are various,such as lacking the subject consciousness,a long-term mechanism,industrial support and capital input.Finally,several new ideas about the construction of socialist new countryside are put forward,including speeding up the development of modern agriculture and doing everything possible to increase the income of farmers;paying attention to the development of civilized villages and towns and doing everything possible to enrich the knowledge of farmers;accelerating the establishment of long-term mechanism and gathering the ideas of farmers to the maximum extent;fully integrating project funds and constructing the socialist new countryside.

Application of Geothermal Energy to New Countryside Construction——A Case Study of Xiong County, Hebei Province

Hujiatai Village, Xiong County, Hebei Province was nominated as the experimental unit of new countryside construction by Hebei Province in 2008. In order to make Hujiatai Village become a new countryside model with friendly ecological and environmental conditions, local energy resources should be considered. In this study, a mode of 'geothermal energy extraction-heat exchange-space heating-reinjection' was adopted to supply heat to resident houses in Hujiatai Village cooperating with a geothermal development entity based on the abundant geothermal resources, thereby constructing a clean, economic and autarkic new countryside energy system, which avoids utilization of fossil-energy, reduces emission of greenhouse gases and generation of solid coal cinder, protecting air and land environment, improving life quality of the people and building a typical model for Hebei Province and even for the whole country.

Investigation of Village Greening in the New Countryside Construction of Xinyu City, Jiangxi Province

On the basis of field investigation in 13 typical villages in Xinyu City, Jiangxi Province, and questionnaire survey over 45 local residents, this paper analyzed rural production and living environment, greening conditions, and villagers' consciousness about greening in the local area, and proposed 5 major principles for village greening: government plays the leading role, rural households are subjects; adopt unifi ed planning and coordinated development; choose suitable species for suitable land according to actual conditions; put ecology on the top priority, balance economic and ecological development; facilitate operation and management. In addition, the paper highlighted 5 characters in village greening, namely, cultural, ecological, practical, concise, and lifeconcerned.

An Optimal Model for Carbon Sinks of CDM Project to Build a New Countryside Based on Cyclic Economy under Uncertainty

Based on the status and characteristics of Clean Development Mechanism （CDM） renewable energy project and the mode of cyclic economy, aimed at achieving the maximum capacity of carbon sinks in the system, Lvjin Jiayuan—New Countryside Distripark CDM project in Wuchuan County was taken as an example for developing an interval linear programming （ILP） model to optimize the crops planting scheme and cows breeding scheme by using interval optimal method. The case showed that the optimized crops planting scheme and cows breeding scheme obtained from the optimal model was reasonable with relatively preferable overall performance. In the context of meeting economic benefits and fertilizer, electricity demand, [231 287.8, 273 312.7] t of CO2 could be absorbed and fixed, which had increased by [12.94, 33.46]% compared with the feasibility scheme of case project and provided technical support for making the decision in CDM project.

Overview of Researches on Rural Industrial Development in China's New Socialist Countryside Construction

From the perspective of rural industrial development, this paper summed up representative research results of China's new countryside construction, including approval of criteria for classification of rural industrial structure, definition and scope of rural industrial development, introduction and application of industrial development theory, existing problems, causes and countermeasures of three times of industrial development in rural areas, and experience of foreign rural industrial development model. Among these researches, most researches are general and narrow about achievements in rural industrial development, while the causes are little touched upon. In future, it is expected that the research on rural industrial development in new socialist countryside construction will be deepened and specified.

Reconstruction of Village Administration Mode in Building New Socialist Countryside

Firstly, definition of village administration is introduced. Then, through analysis of history, complexity and innovation characteristics of village administration, it points out that village administration plays a significant role in the reform of grass-roots government. Based on these, existing problems in village administration mode are discussed. It is believed that the administration subject (government), object (farmers), and administration measures have potential to explore. Finally, suggestions are put forward from perfecting village autonomy, role orientation of grass-roots government, and simplifying grass-roots government organs.
