Matching Consequences and Causes in Crisis Public Relations

This exploratory study examines the phenomenon of consequence cause matching,which is based on the representativeness heuristic,from cognitive psychology,upon crisis management and public relations.A 2(Large Scale Crisis vs.Small Scale Crisis)×2(Large Scale Cause vs.Small Scale Cause)mixed factorial design experiment was conducted based upon a hypothetical crisis scenario.This study found initial evidence that consequence cause matching is a phenomenon that can impact the process of attribution for a crisis.It highlights a potential new area of theoretical growth for the situational crisis communication theory.

Advancing Public Diplomacy during Cold Sino-Japan Relations A Case Study of the Confucius Institute at Ritsumeikan

Tense political relations are seen as a barrier to China's public diplomacy with Japan.Despite various setbacks,Confucius Institutes,a classic example of public diplomacy,have continued to stay open in Japan.This paper uses the Confucius Institute at Ritsumeikan(CIR) as a case study to explore how public diplomacy can be carried out when political relations between China and Japan are cold.It concludes that cold political relations do not necessarily mean public diplomacy will fail.Good cooperation with Japanese partners can bring positive results.Also,choosing the right partner is important;government "interference" should be avoided.Finally,China should deal with each Confucius Institute differently,and Japanese universities' enthusiasm should be stimulated through encouragement and retreat mechanisms.

Public Relations and Image Management Strategies of Nigeria Security&Civil Defence Corps After the Infamous “Oga at the Top” Incident

This paper evaluates the place of public relations in the image management strategies of the Nigeria Security and Civil Defence Corps (NSCDC) particularly after the infamous “Oga at the Top” interview by the Lagos State Commandant of the Corps. The paper uses questionnaire and the interview schedule as instruments to gather data from members of the public who are familiar with the “Oga at the Top” incident and the public relations officers (PROs) of the NSCDC respectively. From the data gathered, we conclude that the NSCDC adopted different image management strategies to salvage the corporate image of the Corps;that the image management strategies have engendered a cordial relationship between the media and the Corps;and that the infamous “Oga at the Top” incident brought some fame to the Corps as free advertisement as well as questioned the capacity of its officials to discharge their duties effectively. As a fallout of this evaluation, it is recommended that NSCDC management should endeavour to engage only professionals in the field of public relations who would understand and implement public relations objectives and functions in the organisation and that all ranking officers of the NSCDC should endeavour to involve the public relations unit in all their engagement with the external publics to avoid a repeat of the “Oga at the Top” incident that affected the Corps’ image negatively.

Police Emergency Commitment Powers in Cases of Persons Experiencing Mental Health Crisis in “Public Spaces”: Review of the Commitment Process in England and Wales, in Comparison to the Practice in the United States of America (USA)

Police emergency commitment powers for detention of persons in the community perceived to be seriously mentally ill for further specialist examination in a designated facility have always raised interest in medical and legal circles on both sides of the Atlantic. The objective of this article is to detail the police commitment procedure in England and Wales, as dictated by the mental health act of 1983 (MHA 1983) amended in 2007 (MHA 2007);and compare this with similar legal provisions as prevails under current state mental health statutes in the United States of America (USA). The comparative review of the commitment processes in England and Wales to that of the USA reveals that the process in England and Wales seeks to primarily ensure that persons with mental disorder (PWMD) in crisis are directed to a specialist hospital for evaluation and appropriate specialist care. In the USA such persons in a good number of cases may end up in the criminal justice system due to application of the “dangerousness” standard. Additionally whereas in England and Wales the commitment law is uniform in law and application, the federal system in the USA is such that the commitment law may have minor variations depending on the individual states. The minor variation in state commitment laws may engender a situation where the commitment law in England and Wales may seem relatively equitable and just towards PWMD in crisis, compared to the state commitment laws in the USA.

China's Public Relations and Soft-power

China's foreign strategy and foreign policy have changed tremendously. China began to build up soft-power of national culture and embark on public diplomacy, which aimed at: 1, increasingly exposing China to the world in terms of the state of affairs, policies and values, 2, creating a more objective and amicable milieu of opinions and 3, enhancing China's international image. The author offers her personal perspectives on how to handle relations between pursuing public relations and building up national soft-power, how to advance national soft-power by public relations and the need to obviate ideological barriers.

基于合成控制法的DRG改革对住院费用的影响——以北京市三级公立医院为例

目的:分析DRG改革对北京市三级公立医院例均住院总费用及其增速、内部结构的短期效应与长期影响。方法:基于2009—2018年北京市三级公立医院住院费用的年度报表数据,采用合成控制法分析2011年的DRG改革对例均住院总费用及各项费用占比的影响。结果:与未试点的医院相比,短期内试点医院的例均住院总费用有所降低,药占比下降显著,耗材费用占比增速下降明显,手术、治疗、护理费用占比有所下降,检查、化验费用占比略有上升。长期看,试点医院例均住院总费用与增速超过非试点医院,药占比、手术、治疗、护理费用占比低于非试点医院,耗材费用占比大幅提高,检查、化验费用占比呈现较强的个体差异性。结论:DRG改革短期内对控制费用增长具有积极作用,长期效果有待改善,费用结构有待优化;未来应从发挥“双中心”的多元作用、与三级公立医院绩效考核结合、提高体现医生技术劳动价值的收入等方面完善DRG改革。

社会文化空间治理驱动的国际化社区柔性治理——基于南京市Q社区的案例研究

柔性治理日渐成为国际化社区提升治理效能的重要手段。文章基于社会文化空间的分析框架,运用拓展个案研究法分析南京市Q社区案例,探究由公共空间、社会关系、社区制度等核心要件构成的社会文化空间治理驱动国际化社区柔性治理机制,挖掘社区治理转型升级路径。研究发现,在驱动实践中,公共空间居于内核性地位,在居民自治理念导引下,通过中外居民主导公共生活与文化规训的方式,驱动“以人为本”治理理念的落地。社会关系居于基础性地位,受多元参与理念指导,经多主体的多元协同、优势互补过程,驱动多元协同治理主体的形成。社区制度居于保障性地位,受政府主导理念指导,经政府部门主导的柔性治理与多元考量,推动柔性治理策略的实施。

DRG支付背景下某公立医院专科建设思考及实施效果分析

近年来,随着医改的持续深化,按疾病诊断相关分组(DRG)支付逐渐成为新医改的焦点。DRG支付制度不仅是医保结付的方式,同时也是公立医院规范医生诊疗行为、衡量医疗服务质量的管理工具,促使医院由粗放管理转向精细管理转型,对公立医院的运营管理理念提出一系列挑战。因此,分析DRG支付方式改革给公立医院带来的影响以及相关运营情况意义重大。笔者选取某公立医院推进DRG支付方式改革以来的22 791例病案资料进行分析,探讨在DRG支付背景下医院运营的应对策略及主要问题,为公立医院更好地落实DRG支付政策及高质量发展转型提供建议。

中国典型涉外经营企业竞争情报工作调查研究

[目的/意义]针对中国科学技术情报学会竞争情报分会会员企业之外的中国典型涉外经营企业开展竞争情报工作实态调查,更好展示中国企业竞争情报实际工作全貌,为新时期竞争情报研究与服务工作创新发展提供新的视野、素材和参考。[方法/过程]按照透过“名”与“实”分离表象了解新时期中国企业竞争情报工作真实情况的逻辑思路,以企业合规管理为竞争情报“名”与“实”分离的典型场景,基于2018—2023年合规管理主题公开会议,采取对派出报告人的企业统计分析、专家咨询访谈、合规管理标杆企业案例研究、承接企业合规管理体系建设项目的咨询服务机构企业客户名单调查研究、公开资料收集分析相结合的研究方法,对中国典型涉外经营企业进行竞争情报工作实态调查。[结果/结论]调查得到以下主要发现:(1)所有涉外经营企业的合规管理都是无“名”有“实”的竞争情报工作;(2)新时期中国典型涉外经营企业对事实上的竞争情报普遍具有强烈而持久的需求;(3)中国典型涉外经营企业的竞争情报工作专业水平呈现显著的差异性;(4)中国典型涉外经营企业对名为合规管理实为竞争情报的工作有很高的要求;(5)中国典型涉外经营企业对符合企业需要的竞争情报专业人才需求迫切且需求数量巨大;(6)有“实”而无“名”是中国典型涉外经营企业竞争情报工作存在的最大问题。
