As competition in the education industry intensifies and the knowledge economy evolves,the significance of Human Resource Management(HRM)in university institutions.This study aims to explore how HRM affects the sustainable development and competitiveness improvement of universities.This article begins with a theoretical analysis to define the concept of HRM and its particular relevance within university education.The subsequent analysis examines the multi-dimensional framework of university development,encompassing its connotation,goals,and key influencing factors.The article further elaborates on the positive effects of HRM on university teaching quality,scientific research capabilities,organizational culture,and social services.On this basis,the main challenges currently faced by university HRM are discussed,such as talent mobility,institutional constraints,resource limitations,and internationalization pressure.Finally,optimization strategies are proposed,including building a scientific human resources system,enhancing talent training and development,fostering diversity among teaching staff,and improving decision-making efficiency and transparency.The conclusions of this study aim to provide strategic insights for university education managers to better utilize human resource advantages and promote the comprehensive and sustainable development of universities. 展开更多

Under the direction of theory of human resources development,this thesis analyzes the impact of rural human resources development oncultivating new-type farmers.Firstly,it increases the input of rural basic education;secondly,it reinforces the vocational education and technologytraining;thirdly,it promotes the rural medical and public health services;fourthly,it quickens the rural labor transfer.The status quo of China's ruralhuman resources has been analyzed as follows:in terms of the quantity of rural human resources,the status quo is large and quick-developed baseof rural human resources,high labor participatory rate,and constitution of low age;in terms of the quality of rural human resources,the status quois the ubiquitous low quality of rural human resources,low technological level of rural human resources,and overall low physical quality of farmers;in terms of the structure of rural human resources,the status quo is the irrational industrial structure distribution and imbalanced regional structuredistribution.The thesis also discusses the edification of theory of human resources development in cultivating new-type farmers.First,in terms ofthe control over quantity of rural human resources,it is to keep the stability of family planning policy,and expedite the transfer of rural surplus la-bor;second,in terms of promoting the quality of rural human resources,it is to bolster the development of reserve rural labor force resources,toconstruct the adult educational training system with Chinese characteristics,and to build rural primary health care system;third,in terms of adjus-ting the structure of rural human resources,it is to perfect rural human resources market,and adjust rural economical structure and talents struc-ture. 展开更多

Currently, China's human resource development in impoverished rural regions is faced with some major problems; a huge population distributed over a vast area, a lack of technological and cultural attainment, obsolete concepts, obsolete technical resources, and a significant gap between rural and urban education attainment. Rural human resource development, which is geared to targeted poverty alleviation, includes a variety of impoverished rural population-oriented trainings, such as intelligence development, skills training, modern professionalism &work attitude cultivation, physical & mental health education, as well as modern lifestyle & civilized manners guidance. Targeted poverty alleviation should be equipped with mechanisms of comprehensive layout & planning, coordinated advancement of development content and implementation, and a mechanism of organization & input. The Three Gorges Region (TGR) is an economic region of China, and lies in the western part of Yangtze economic belt. It takes the Three Gorges Project as leading, Chongqing and Yichang City as main body, the Three Gorges Reservoir as ligament. It covers about 700 km of the Yangtze River valley from Chongqing to Yichang, in-cluding Chongqing City, Yichang City and Enshi District of Hubei Province. Since the construction of Three Gorges Project and establishment of Chongqing as municipality directly under the Central Government, the regional econ-omy, culture, education, technology, etc., all developed harmoniously and rapidly, and the diathesis of the regional human resources also got an exaltation. While compared with the eastern region of China, the economy, science and technology in this region still fall behind, and the current situation is of no optimism. Based on the theory of human resources development, this paper analyzes current situation and problems in the human resources development of the TGR, and puts forward the countermeasures, such as planning human resources development program based on "anaphase support" policy, developing education and training business, reasonably organizing labor export, etc. 展开更多

Investment Promotion for Development Zones in China:Underlying Rationale and Policy Options

Development zones(DZs)have emerged as a significant policy initiative for promoting regional coordination and facilitating resources allocation.They serve as an organizational framework for fostering industrial agglomeration and driving high-quality development.DZs attract and accommodate resource factors,firms,and projects,thereby functioning as a central catalyst for economic growth.This study utilizes data collected at the“DZ,City and Countrycountry”levels through manual compilation,textual analysis,and innovation measurement.It aims to empirically examine the theoretical rationale and practical preferences for promoting business and investment in China’s DZs.This study considers several factors such as industry attribute,firm attribute,agglomeration theory,and industrial chain layout.Based on our research findings,DZs exhibit distinct preferences.First,industry attribute:DZs align with both national and regional strategic planning and adhere to the industrial endowments of the respective areas.Second,firm attribute:DZs prioritize attracting firms that are productive and innovative,and have an international presence,rather than those that primarily contribute to taxes and job creation.Third,DZs are guided by the agglomeration theory,which suggests that they prefer firms that generate strong agglomeration externalities.Lastly,DZs also consider the industrial chain layout,aiming to attract firms that not only align with their existing industrial strengths but also extend to the upstream and downstream supply chain links.These conclusions are substantiated by the performance of robustness test.The success of DZs in China can be attributed to the five key principles:Adherence to national and regional strategic planning,prioritizing the actual industrial foundation,incorporating the theory of agglomeration externalities,strengthening corporate competitiveness,and expanding industrial chains. 展开更多
