Environmental Issues of Geothermal Development in Yangbajing, Tibet and the Countermeasures

The pollution source and pollution state of surface water is respectively assessed with equal-standard-pollution-load index and Nemero index, and the habitans' health is assessed as well by comparison with pre-development of geo-thermal field. Results show that: 1) Three pollutive factors obviously fail to attain the required standards and their order sorted by impact degree is As>F- >S2-. 2) The Nemero index of Donggua cross section of Duilongqu River is 0. 725 and the water quality is at mildly-polluted level. 3) In Lhasa River, the Nemero indexes of cross sections affected by geo-thermal fields are much higher than that of the unaffected one, which shows the present and potential impacts of geo-thermal development. 4) Much more inhabitants nearby got trichomadesis sickness after geothermal development, which shows that the surface water pollution in this area has threatened the inhabitants' health. In addition, other environmental issues caused by Yangbajing geothermal development are analyzed and some countermeasures are proposed.

New Industrialization: Characteristics, System Development and Implementation Pathway

New industrialization in China, different from its past economic development pattern or patterns in developed nations, is the country’s theoretical innovation based on the positive and negative experiences of industrialization at home and worldwide. New industrialization has various novel characteristics, including new sources of efficiency, new factors of production, new organizational forms, and new constraints. In addition, it has certain particularities arising from modernization with Chinese characteristics. This article summarizes the characteristics of new industrialization from the perspectives of people-centered approach, quality-first concept, independent innovation, green low-carbon economics, digital-real integration, and open circulation. There are four systems for promoting new industrialization: A self-sustained scientific and technological system, a high-end advanced manufacturing system, a green low-carbon circular system, and a division of labor system with domestic and international circulation. The Chinese new industrialization proposes the pathway and policy measures considering the new global situation and the requirements of new goals of strengthening organization and leadership, reducing factor cost, accelerating independent technological innovation, smoothing domestic and international circulation, and optimizing competition environment.

A policy and technical measures for controlling soil and water loss in the Loess Plateau of China

Loess Plateau is the most serious region of soil and water loss in China and the world. The sediment carried into the Yellow River amounts to 1.6 billion tons every year. This paper reviews the factors and reasons for erosion in this area, and puts forward a comprehensive controlling policy on the basis of the principles of ecology and practise of Chinese scientists for 40 years. In conformity with the policy, a number of technical measures for controlling soil and water loss are suggested.

Are energy conservation and emission reduction policy measures effective for industrial structure restructuring and upgrading?

The use of energy conservation emission reduction policies to promote industrial restructuring and upgrading and thus facilitate energy conservation and emission reduction is one of the 10 important strategies of environmental management in China. Based on the systematic collection of 1,195 energy conservation emission reduction policies, we discuss the influence of individual measure and measure synergy of energy conservation and emission reduction policies respectively. The results show that the energy conservation and emission reduction policies have a significant effect on the overall promotion of industrial upgrading. The financial measures and guidance measures have a positive impact;the financial measures and guidance measures have significantly positive effect; however, the administrative measures, fiscal tax measures, and other economic measures do the opposite; the positive effect of the synergy of guidance measures and financial measures is greater than the negative effect of considering only the synergy of fiscal tax measures and other economic measures, and significantly greater than the negative effect of the synergy of administrative measures, fiscal tax measures, and other economic measures. We should strengthen and emphasize the use of the measure that has positive effect on industrial structure restructuring and upgrading individually and synergistically.

The variations between FC in terms of measurement targets, air purification, street trees, and forestry development are thoroughly compared in this research. This essay goes on to explore FC’s potential in the future regarding policy changes and the environment based on this comparison. Therefore, this essay focuses on the necessity of considering industrial innovation, encouraging biodiversity, lowering greenhouse gas emissions, paying attention to forest restructuring, and being more responsive to the issues provided by urbanization in the future global implementation of FC.

Spatial effect of environmental regulation measures on industrial structure upgrading from the empirical analysis of Beijing-Tianjin-Hebei region and its surrounding areas

This paper investigates the spatial effect of environmental regulation measures on the upgrading of industrial structure in the integrated development strategy of Beijing-Tianjin-Hebei region and its surrounding areas.In order to reflect the effect of the environmental regulation and different regulation measures more truly,this paper constructs indices of the environmental regulation measures through the results of policy texts quantification.On the basis of the previous research,this paper divides environmental regulation into the following types:personnel and administrative measures of command and control;market-oriented fiscal,taxation,financial and other economic measures;guidance measures.Spatial panel regression results show that administrative measures of command control and market-oriented fiscal measures have a significant role in promoting regional industrial structure upgrading,but not conducive to the advancement of the industrial structure of adjacent areas.Their roles in promoting and inhibition are counteracted,which causes the total effect of industrial structure upgrading of Beijing-Tianjin-Hebei and the surrounding areas are not significant.Personnel measures,financial measures,other economic measures and guidance measures do not have the short-term effect and spatial effect on the upgrading of industrial structure.

Effects of policies and containment measures on control of COVID- 19 epidemic in Chongqing

BACKGROUND Coronavirus disease 2019(COVID-19)is an emerging,rapidly evolving disease that spreads through the respiratory system and is highly contagious.In March 2020,the World Health Organization declared the COVID-19 outbreak a pandemic.In China,the pandemic was controlled after 2 mo through effective policies and containment measures.Describing the detailed policies and containment measures used to control the epidemic in Chongqing will provide a reference for the prevention and control of COVID-19 in other areas of the world.AIM To explore the effects of different policies and containment measures on the control of the COVID-19 epidemic in Chongqing.METHODS Epidemiological data on COVID-19 in Chongqing were prospectively collected from January 21 to March 15,2020.The policies and prevention measures implemented by the government during the epidemic period were also collected.Trend analysis was performed to explore the impact of the main policy measures on the effectiveness of the control of COVID-19 in Chongqing.As of March 15,the cumulative incidence of COVID-19 in Chongqing was 1.84/100000(576 cases)and the infection fatality rate was 1.04%(6/576).The spread of COVID-19 was controlled by effective policies that involved establishing a group for directing the COVID-19 epidemic control effort;strengthening guidance and supervision;ensuring the supply of daily necessities and medical supplies and equipment to residents;setting up designated hospitals;implementing legal measures;and enhancing health education.Medical techniques were implemented to improve the recovery rate and control the epidemic.Policies such as“the lockdown of Wuhan”,“initiating a first-level response to major public health emergencies”,and“implementing the closed management of residential communities”significantly curbed the spread of COVID-19.Optimizing the diagnosis process,shortening the diagnosis time,and constructing teams of clinical experts facilitated the provision of“one team of medical experts for each patient”treatment for severe patients,which significantly improved the recovery rate and reduced the infection fatality rate.CONCLUSION The prevention policies and containment measures implemented by the government and medical institutions are highly effective in controlling the spread of the epidemic and increasing the recovery rate of COVID-19 patients.

Importance measure based optimal maintenance policy for deteriorating components

An optimal maintenance policy for deteriorating components based on quasi renew-process model is presented.In this policy,the first N-1 failures of a component are maintained by repairs and the N^(th) failure is maintained by replacement.The policy takes replacement actions at component level by considering the fact that more and more components are designed to be field replaceable and maintenance activities are setting free from system halt.Concerning system structure impact,importance measure is employed in the optimization procedure which aims at maximizing the long-run profit per unit time.Two example series parallel systems are taken to illustrate the policy and it is proved to work well.According to importance analysis,components are classified into important ones and unimportant ones based on the system behavior under their failures.Simulation results show that the presented policy makes a clear distinction between them and takes effective maintenance actions to compensate the deteriorating of components.

中国旅游电商政策的演进与发展趋势

以186份中国旅游电商相关政策文件为研究样本,综合使用政策计量、数据分析和人工判读等方法,全面梳理了中国旅游电商领域政策发展历程及演变特征,为今后更好地制定相关政策、促进旅游电商经济发展提供启示和借鉴。结果发现:中国旅游电商政策演进大致可分为4个阶段,分别是2001—2008年萌芽期、2009—2014年起步期、2015—2019年上升期、2020年至今成长期;旅游电商政策主要内容包括在线旅游企业和平台监管、扶贫语境下乡村旅游电商发展、智慧旅游和电商促产业发展等三大类,整体呈现出发文主体多方参与但合力不足、发文主题与时俱进并不断丰富等特征。未来需要在电商行业市场秩序监管、数字文旅产业创新、业态融合力促部门深化合作、乡村振兴配套政策支持等方面增加政策关注。

突发事件下欧盟农业生产和贸易:发展、应对与启示

2020年以来,新冠肺炎疫情、俄乌冲突、极端天气等突发事件对欧盟农业生产和农产品贸易造成了冲击。欧盟面临着农产品生产成本的上升和产量的下降,以及主要农产品出口量的减少。为应对突发事件对农产品生产和贸易带来的影响,欧盟出台了一系列农业支持政策,通过直接支付等财政政策、优惠贷款等金融工具及国家临时援助计划,确保农业市场的稳定性和可持续发展。援助政策在短期内关注市场稳定性,长期来看,保障了农业韧性和可持续性,一定程度上缓解了欧盟农业企业的经营压力,减少了农民的经济损失,实施效果明显。我国应借鉴欧盟的危机应对经验,促进农业投入品多元化,确保供应链弹性,加强农业研发,注重农业发展模式转型。

一种基于双重Counter Bloom Filter的长流识别算法

提出了一种基于双层Counter Bloom Filter的长流识别算法(algorithm based on double counter bloom filter for long flows identification,简称CCBF).该算法使用两层Counter Bloom Filter结构,将长流过滤和长流存在分开处理.分析了该算法的误判率,通过模拟数据分析了算法错误率和内存资源限制的关系,并在相同内存资源限制的条件下,将该算法与类似算法的准确性进行了比较.结果表明,在数据量较大的情况下,该算法具有比现有算法更小的平均错误率;对算法的时间效率分析表明,该算法可以达到1500kpps的处理速度.各项指标反映出,该算法可以应用于大规模主干网的长流监测.

猪圆环病毒2型相关疾病常见问题解析与对策

PCV2是猪圆环病毒相关疾病的首要致病因子,会引起断奶仔猪多系统性衰竭综合征(PMWS)、繁殖障碍(PCV2-RD)以及猪皮炎肾病综合征(PDNS)等疾病,给养猪生产造成巨大的经济损失。该文从PCV2的流行特点、免疫存在问题以及对策等进行分析和讨论,旨在为养猪生产人员提供PCVD的防控思路。PCV2主要存在猪场流行率高、种猪群亚临床感染普遍、保育及育肥前期感染压力大、精液和初乳垂直传播等流行特点。种猪场的亚临床感染会引起仔猪PCV2的早期感染;保育及育肥前期感染压力大的主要原因是仔猪出现早期感染、母源抗体干扰、初乳摄入量不足、免疫抑制等;后备母猪的引种混乱和免疫驯化不到位,会导致后备母猪繁殖障碍及后代的早期感染;公猪精液受到PCV2的污染,会引起母猪的繁殖障碍,同时助推了PCV2在猪群中的流行。因此,对于PCVD的综合防控,需要从后备母猪、基础母猪、仔猪以及公猪出发,制订出适合猪场的免疫程序;配合减少交叉寄养、减低保育舍群体规模和密度、减少使用带毒精液、以及选择合适的消毒剂和消毒程序等管理措施,尽量减低PCV2带来的危害。

基于政策扩散理论的我国新型研发机构政策部署分析

以1996—2022年间我国中央及地方政府颁布的新型研发机构相关政策为研究对象,采用政策扩散理论和方法,从扩散时间、空间、方向、强度、广度、速度等方面构建政策分析框架,对相关政策进行量化分析,宏观描述我国新型研发机构相关政策的部署特点。研究发现:(1)我国新型研发机构相关政策的部署始于2006年,2014年和2019年是政策数量暴增的两个时间节点,目前仍处于快速增量期;(2)我国21个中央部门、30个省(区、市)均出台了新型研发机构相关政策,东部及中部部分地区如江苏、山东、广东、湖北等的政策体系完备性较好,长三角、珠三角、长江中游等区域相关政策呈聚集分布特点;(3)相关政策包含自上而下扩散和平行扩散两种扩散方向,前期(1996—2014年)中央政府未发布相关政策,此时以地方政府机构间的平行扩散为主;2014年至今,地方政府机构在中央政策的指导下陆续出台系列政策文件,此时以自上而下扩散为主;(4)2019年出台的《关于促进新型研发机构发展的指导意见》为核心政策,围绕其落地实施的相关政策在3年内实现了在全国范围内的扩散。最后,对新型研发机构政策扩散背后的原因及内在逻辑进行讨论,并提出相关政策建议。
