In order to achieve the nation's overall energy consumption target and pollutant emission target set by the 11th Five-Year Plan, to build the resource-conservation and environment-friendly society during the 11th Five-Year Plan period (2006-2010), it is crucial to implement the policy of "Large (units) In and Small (units) Out (LISO)" (i.e., replacing small units with large ones) and accelerate the retirement of small thermal units. According to the statistics, the power industry has made a significant progress in SO2 emission reduction during the first half of 2007. Specifically, with 18.3% growth in power generation, the SO2 emission was reduced by 5.2% compared with the same period in 2006. By the end of July 2007, the retired small units have totaled 6950 MW, 85% of which belongs to the five major power generation groups such as Guodian and Huadian. In this article, the achievements and remaining issues in Henan, Jiangsu, Sichuan Power Companies and East China Grid Company were presented and discussed thoroughly.展开更多

In many regions,international power system interconnections provide economic,energy-security,environmental,and technical benefits.In contrast,such interconnections remain scarce in Northeast Asia.In 2016,after approvi...In many regions,international power system interconnections provide economic,energy-security,environmental,and technical benefits.In contrast,such interconnections remain scarce in Northeast Asia.In 2016,after approving a joint memorandum of understanding between major electric power companies from China,Japan,South Korea,and Russia,related initiatives regained momentum in the region.Nevertheless,the corresponding developments in Japan remain limited,mainly owing to the lack of involvement of Japanese electric power companies.This study represents a pioneering attempt to provide an economic assessment based on power exchange prices of a power system interconnection between Japan and South Korea regarding the competitiveness of electric power companies in terms of competitive business segments and strategic consequences.We found that although the position of Japanese generators may slightly deteriorate,that of the supply segment would substantially improve,thus suggesting that more opportunities than threats are derived from the interconnection.This promising outcome may foster the adoption of an interconnection with South Korea considering the positive economic and business perspectives in Japan.Furthermore,realizing the interconnection may improve the energy security and air quality in the region.展开更多

A power generation mix linear programming model is develope...This study examines the effects of nuclear phase-out and newly implemented FIT (feed-in tariff) at the TEPCO (Tokyo Electric Power Company) jurisdiction. A power generation mix linear programming model is developed for the TEPCO jurisdiction up to 2030. Three results are found from this analysis. First, coal-fired power plants compensate for an abolishment of nuclear power generation when power mix is analyzed to maximum profits. Second, it is clarified that FIT provides competitiveness to wind power for potential and photovoltaics at the location where 15% of efficiency is expected at the TEPCO jurisdiction. Third, implementing FIT can decrease fossil-fuel dependency and CO2 emissions as much as planned nuclear power generation. However, system costs increase 4.61 trillion.展开更多
Major disasters such as wildfire, tornado, hurricane, tropical storm, and flooding cause disruptions in infrastructure systems such as power and water supply, wastewater management, telecommunication, and transportati...Major disasters such as wildfire, tornado, hurricane, tropical storm, and flooding cause disruptions in infrastructure systems such as power and water supply, wastewater management, telecommunication, and transportation facilities. Disruptions in electricity infrastructure have negative impacts on sectors throughout a region, including education, medical services,financial services, and recreation. In this study, we introduced a novel approach to investigate the factors that can be associated with longer restoration time of power service after a hurricane. Considering restoration time as the dependent variable and using a comprehensive set of county-level data, we estimated a generalized accelerated failure time(GAFT) model that accounts for spatial dependence among observations for time to event data. The model fit improved by 12% after considering the effects of spatial correlation in time to event data. Using the GAFT model and Hurricane Irma's impact on Florida as a case study, we examined:(1) differences in electric power outages and restoration rates among different types of power companies—investor-owned power companies, rural and municipal cooperatives;(2) the relationship between the duration of power outage and power system variables;and(3) the relationship between the duration of power outage and socioeconomic attributes. The findings of this study indicate that counties with a higher percentage of customers served by investor-owned electric companies and lower median household income faced power outage for a longer time. This study identified the key factors to predict restoration time of hurricane-induced power outages, allowing disaster management agencies to adopt strategies required for restoration process.展开更多
