With Hongsibao District in Wuzhong City, Ningxia Province as an example, this article analyzed in detail the present situation and the special problems of earthquake disaster reduction planning in Northwest China. The relevant solving measures were put forward in order to offer a reference for the scientific establishment and effective implementation of earth- quake disaster reduction planning in Northwest China. The foundation of earthquake disaster reduction in the Hongsibao District is still very weak, there is a single earthquake monitoring means, the emergency rescue system is not complete, the working mechanism is not perfect, and the lack of funding for the work of earthquake disaster reduction.展开更多
During the rainy season in Brazil,landslides can have catastrophic consequences,including loss of life,damage to urban infrastructure and significant economic impacts.Now,more than eight million people in Brazil live ...During the rainy season in Brazil,landslides can have catastrophic consequences,including loss of life,damage to urban infrastructure and significant economic impacts.Now,more than eight million people in Brazil live in disaster-prone areas.The objective of this article is to present a chronological review of the principal policies and programmes at the national,state,and municipal levels,with an emphasis on their key actions aimed at mitigating the impact of disasters related to natural hazards,particularly landslides.Our analysis was based on official records of public policies from the national,state,and municipal governments.The results show that several initiatives were initially developed at the local and regional level.However,it was not until the late 1980s that a comprehensive organisation of civil protection at the national level emerged as a response measure.It is possible to highlight three phases(understanding,coexistence,and prevention)of institutional action focused on risk management in the face of disasters.Despite the growing knowledge of risk scenarios,disasters continue to occur in Brazil on an annual basis,revealing several obstacles to reducing their impact,particularly given the social and economic disparities between Brazilian regions and the applicability of public policies that must overcome the limitations of each municipality.展开更多
This paper provides a comprehensive overview on coastal protection and hazard mitigation by mangroves.Previous stud-ies have made great strides to understand the mechanisms and influencing factors of mangroves’protec...This paper provides a comprehensive overview on coastal protection and hazard mitigation by mangroves.Previous stud-ies have made great strides to understand the mechanisms and influencing factors of mangroves’protection function,including wave energy dissipation,storm surge damping,tsunami mitigation,adjustment to sea level rise and wind speed reduction,which are sys-tematically summarized in this study.Moreover,the study analyzes the extensive physical models,based on indoor flume experi-ments and numerical models,that consider the interaction between mangroves and hydrodynamics,to help our understanding of mangrove-hydrodynamic interactions.Additionally,quantitative approaches for valuing coastal protection services provided by man-groves,including index-based and process-resolving approaches,are introduced in detail.Finally,we point out the limitations of previous studies,indicating that efforts are still required for obtaining more long-term field observations during extreme weather events,to create more real mangrove models for physical experiments,and to develop numerical models that consider the flexible properties of mangroves to better predict wave propagation in mangroves having complex morphology and structures.展开更多

Since the areas of river basins are small, rivers flood regulation capac...Southeast China coastal areas belong to subtropical monsoon climatic zone, thus easily affected by floods resulted from typhoons and rainstorms. Since the areas of river basins are small, rivers flood regulation capacities are low, and therefore flood hazard is grave. In this paper, taking the Yongjiang basin in southeast China as an example, the approaches and methods of geographic information system(GIS) applied to flood disaster control and reduction research on small basin are explored. On GIS help the rainfall runoff calculation model and the river channel flood routing model are developed. And the evaluating flood submerged area and the damage assessment models are built supported by digit elevation models. Lastly the decision support system on GIS supported for flood control in research basin has been set up. This greatly improves flood proofing decision making capacities in river basin, and provides valuable information and a mode for flood prevention and reduction in the medium and small basin. Meanwhile, the research indicates that technologies of GIS provide a powerful tool for flood disaster control.展开更多

Using curriculum mapping and discourse analysis, it aims to elaborate the significance of relevant disaster risk reduction (DRR) content in school curriculum to prepare youths for disaster response and recovery. It elaborates the nature of the current DRR content covered in curricula and textbooks and provides suggestions to address the identified disaster-related issues in the school curriculum. It further elaborates that incorporation of local and contextualised DRR content in school curricula contributes to the establishment of the “culture of resilience” in disaster prone context like Nepal. It concludes that more organised and holistic approach is essential to develop disaster and management knowledge, skills and attitudes to youths.展开更多

Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards loca...Belt and Road Initiative(BRI) is a Chinese national strategy which calls for cooperative economic, political and cultural exchange at the global level along the ancient Silk Road. The overwhelming natural hazards located along the belt and road bring great challenges to the success of BRI. In this framework, a 5-year international program was launched to address issues related to hazards assessment and disaster risk reduction(DRR). The first workshop of this program was held in Beijing with international experts from over 15 countries. Risk conditions on Belt and Road Countries(BRCs) have been shared and science and technology advancements on DRR have been disseminated during the workshop. Under this program, six task forces have been setup to carry out collaborative research works and three prioritized study areas have been established. This workshop announced the launching of this program which involved partners from different countries including Pakistan, Nepal, Russia, Italy, United Kingdom, Sri Lanka and Tajikistan. The program adopted the objectives of Sendai Framework for Disaster Risk Reduction 2015-2030 and United Nation Sustainable Development Goals 2030 and was implemented to assess disaster risk in BRCs and to propose suitable measures for disaster control which can be appropriate both for an individual country and for specific sites. This paper deals with the outcomes of the workshop and points out opportunities for the near future international cooperation on this matter.展开更多

Comp...With the mine exploitation depth getting deeper and deeper, the mine heat-harm turns into another natural disaster after the five disasters, which are the roof, the gas, the fire, the dust and the flood disaster. Compared with other researches on prevention and cure against the heat-harm, the research on prevention and cure against the heat-harm in constructing mine are less. Referring to the experience of prevention and cure against the heat-harm home and 'abroad, analyzing the characteristic of cooling in the constructing mine, and based on the ground former freezing equipments and the modified mine temporary cooling equipments, the paper proposed four technical projects. By comparing with the four technical projects, the second project is preponderant both in technology and economy and can solve the heat-harm of the constructing mine, which is proved by the forecast and calculation. The project can be widely applied in de-temperature tasks of high temperature and heat-harm mines during the mine constructing period and in the exploiting preparing phase.展开更多

The comprehensive effect of the two factors caused the zone to be a high natural disaster risk area in Shanxi. 文摘Shanxi Province is a region with frequent occurrence of earthquakes, floods and waterlogging, meteorological and geologic hazards, and agrobiohazards in China. The study shows that the formation and development of the down-faulted basin zone in Shanxi Province provides an available condition for preparation and occurrence of these hazards, so that the basin zone becomes an area with frequent occurrence of the hazards, such as earthquakes, floods and waterlogging, meteorological and geologic hazards and agrobiohazards in Shanxi and with their most serious interaction and mutual intensification. Moreover, the basin zone is an area with dense population and most concentrated industrial and agricultural productions and social-economic property in Shanxi. The comprehensive effect of the two factors caused the zone to be a high natural disaster risk area in Shanxi. For reduction of natural disasters and ensuring the sustainable social-economic development in Shanxi, it is necessary to regard the basin zone as an important area for disaster reduction in Shanxi and to carry out integrated disaster reduction.

文摘Based on a literature review and two case studies,this article presents the difficulties inherent in the main disaster risk reduction conceptual models.The method used to highlight such evidence is to compare two programs on disaster risk reduction with mainstream conceptual models.The authors participated in these programs,which were confronted with the need to integrate contributions and insights from both earth and social sciences.Our analysis found that the existing main conceptual models were unable to do justice to disaster risk reduction needs.This finding encouraged us to critique these models.Further effort led us to present possible solutions to compensate for the shortcomings of current models while taking into account the contextualization and dynamics of phenomena,as well as grappling with the more explicit integration of hazards and hazard risk into model design.
文摘Bamboo is an environment-friendly natural materials, and modern bamboo structure has been widely applied in various building types abroad. This paper analyzed characteristics of bamboo buildings, introduced research progress and application of overseas bamboo buildings, and proposed that current application of modern bamboo structure in China should focus on disaster-relief buildings, and buildings for both peacetime and post-disaster reconstruction.
