Problems and Countermeasures for the Development of Modern Agriculture in Henan Province,China

Current status of agricultural development in Henan Province of China is analyzed,showing that the agricultural production condition is increasingly improved;food production reaches to a new level;characteristic agriculture and green agricultural production begin to take shape;the level of agricultural mechanization is significantly improved;and the agricultural standardization and opening degree are enhanced.Problems in the development of modern agriculture in Henan Province are pointed out,such as the prominent pressure on the increase in grain production,the great risks in food safety,the tough employment situation,and the weak ecological environment.Countermeasures for developing the modern agriculture in Henan Province are put forward,including stabilizing cultivation area,optimizing structure,relying on science and technology,doing everything possible to ensure the increase in grain production,strengthening the supervision on food safety,actively exploring the employment space of modern agriculture,and protecting ecological environment by modern agriculture.

Legal Problems Concerning Health Discrimination in Employment

Year 2003 was regarded by the Chinese media as a year of antidiscrimination by hepatitis virus B (HVB) carriers. The series of events that happened in the year aroused the attention of the whole society to show concern for discrimination against HVB carriers. On April 3, a murder case occurred in Zhejiang Province; on November 20, 1,611 citizens put their signatures to a proposals, demanding review of the provisions on public servant recruitment that bar HVB carriers in 31 provinces and cities and calling for laws to protect HVB carriers. The signed proposal was delivered to the Standing Committee of the National People’s Congress, the Ministry of Health and the Legislative Affairs Office of the State Council. Agricultural Multifunctionality Evolution and Research into Issues concerning Agriculture,Countryside and Farmers

From the point of view of agricultural civilization, the history of human civilization is the history of the development of the agricultural civilization. Accompanied by social progress and development of the times, the function of agriculture also experiences the expansion and deepening. In terms of economy, there is a process from mechanized farming to industrialization, then to informatization, modernization and internationalization. The great rejuvenation of the Chinese nation has also experienced and witnessed this process. In terms of "agriculture, countryside and farmers", the content is complex, diverse, profound, sharp, and changing, constantly testing and challenging our wisdom. When the Document No.1 in 2007 targeted modern agriculture, it indicated that new connotation was integrated into agricultural multifunctionality, standing at a new starting point. At present, the function of agriculture is still deepening; there are tremendous achievements and outstanding problems concurrently in issues concerning agriculture, countryside and farmers. This paper describes an exceptionally severe sand-dust storm that occurred in Northwest China in 1993, and outlines the damage, characteristics and formative factors of the sand-dust storm and the demarcation of its prone zones, laying emphasis on the countermeasures to prevent and reduce such disasters. Finally the authors suggest setting up protective systems for oases and taking action to rehabilitate the blown sand-land on the northern side of the Great Wall on the Loess Plateau.

Existing Problems and Recommendations for Cultivation of Agricultural Science and Technology Talents in China

China is a large agricultural country. Healthy and rapid development of agriculture plays an important role in overall socialist construction of China. To realize sustainable agricultural development,cultivation of agricultural science and technology innovation talents should be strengthened. Through analyzing existing problems in cultivation of agricultural science and technology innovation talents and combining actual situation of China's agricultural development,this paper came up with pertinent recommendations for strengthening China's agricultural science and technology talent cultivation,including improving agricultural science and technology innovation talent cultivation system,implementing " government- industry- university- institute" talent cultivation mode,speeding up construction of experimental teaching demonstration center,and applying human resource theories.

Existing Problems of Agricultural Development in China and Recommendations

In 2012,China's total grain yield reached 590 million tons and realized nine consecutive years of growth. This is huge historic achievement of China and also rare in development history of world agriculture. However,at the same time of making great achievements,China's agriculture is still confronted with many problems. On the basis of extensive survey,it pointed out 10 outstanding problems: farmland,labor,livestock power,water conservancy,input,agricultural disaster,ecological and environmental problem,waste of resources,economic scale and economic benefits. These problems have brought great adverse influence on China's agricultural development. In view of these problems,to realize sustainable,stable and healthy development of agriculture in the new period,it came up with following recommendations:( i)deepening the understanding;( ii) enforcing laws strictly;( iii) enhancing training;( iv) increasing benefits;( v) saving resources;( vi) protecting environment;( vii) developing science and technology;( viii) consolidating foundation.

Current Situations and Problems of Investment in Agricultural Capital Construction from the Perspective of Investment of Different Ministries and Commissions and Recommendations

Investment in agricultural capital construction is an important factor in improving China's agricultural productivity and international competitiveness. In recent years,the attention to the investment in agricultural capital construction has been lifted to a strategic height. However,there is still little research on the investment in agricultural capital construction. From the perspective of investment of different ministries and commissions,this paper systematically analyzed current situations,problems,and came up with recommendations for the investment in the agricultural capital construction. According to the results,( i) from 1983 to the present,China's investment in agricultural capital construction experienced three stages. Especially after 2010,the scale of investment in agricultural capital construction was huge,and it showed a rapid increasing trend;( ii) the investment in agricultural capital construction is characterized by " multi-sector investment,different departments having different investment priorities and investment scale in different periods";( iii) some investment projects are overlapping between departments,local areas are weak in providing support funds,project construction standard is single,and there are problems of attaching importance to the application,belittling the management,stressing the construction,belittling the maintenance,and serious brain drain;( iv) different departments have accumulated certain experience in long-term exploration. For example,they pay more attention to the refinement and differentiation of projects,focus on the development of targeted poverty alleviation,pay more attention to the " quality" of investment,and pay more attention to the transformation of agricultural production methods. Based on current situations and problems,it came up with recommendations including promoting the integration of funds for investment and project integration,strengthening the personnel cultivation,ensuring simultaneous construction and management of projects,stressing the maintenance after project construction,exploring new modes for project design,management,investment,and financing,and enhancing the support for special investment projects.

Over the years,the positive effect of the growth of China’s agricultural cooperatives on the development of rural economy is undoubted,but many problems have been exposed in practice,such as the non-standard problems of shell cooperatives.This paper takes 355 cooperatives in a county of Ganzi as an example to study the types and reasons of nonstandard phenomena in the development of heterogeneous cooperatives,and then puts forward the construction of cooperative governance mechanism based on principal-agent relationship;propagandizing the new cooperative law,enhancing the sense of legal system of members and other governance suggestions to promote the healthy and high-quality development of agricultural cooperatives.

The Problems of Coordinating Urban-rural Development of Chongqing City and Corresponding Measures of Financial System

The thesis researches urban-rural coordination which is incorporated into the framework of "agriculture,rural areas and farmers",and it focuses on farmers' human resources development,agricultural industrial adjustment,rural regional coordinated development and so on.The main problems existing in the process of coordinating urban-rural development of Chongqing City are discussed under the foregoing framework.We find that input and flow direction of capital deviating from "agriculture,rural areas and farmers" is the direct cause of insufficient rural educational input,insufficient agricultural input,and irrational rural input,while the fundamental reason lies in the irrational financial policy.Based on this,the measures of innovating upon financial policy and financial system are put forward.

On sustainable development of agriculture in oasis: a case study of Hexi Corridor, Gansu, China

Hexi Corridor is one of the most potential areas in the China’s Western Development in 21st century. Problems of Family Farms in China and Countermeasures

Thoughts on Science and Technology Service in Provincial Agricultural Research Institutes under the New Normal:Taking Changli Institute of Pomology of Hebei Academy of Agriculture and Forestry Sciences as an Example

In the context of the new normal of high-quality agricultural development,it is necessary to accelerate the comprehensive connection of scientific and technological services of provincial agricultural research institutes and industries,and mobilize the enthusiasm of scientific and technological service personnel.Under the new normal,traditional service types are single,technology promotion and training are becoming narrower and narrower.This article analyzed the problems in scientific and technological services of provincial agricultural research institutes,including lack of comprehensive demonstration bases,not close cooperation between scientific and technological and the government and new business entities,and lack of incentive mechanism.Finally,it came up with some pertinent recommendations such as improving supporting mechanism construction,making classified evaluation,and changing the scientific and technological service concepts.
