Analysis of the System of Direct Subsidy for Grain Production in China

This paper introduces the status quo of the system structure of direct subsidy for grain production in China,and analyses the function and essence of direct subsidy for grain production in China as follows:the function of direct subsidy for grain production in China is to protect and promote the development of food industry,ensure food supply and national food security,protect grain growers' interests,and maintain the dominant position of national food trade;the essence of direct subsidy for grain production is the compensation for grain producers' reasonable interests,the compensation for positive externality of grain production,and social costs of adjusting equilibrium between food supply and demand.We discuss the problems existing in the system of direct subsidy for grain production in China and put forward corresponding countermeasures as follows:first,adhere to improving synergetic system of direct subsidy for grain production;second,adjust the direct subsidy method of grain production;third,establish long-term mechanism of subsidy for grain production;fourth,promote the information-based service level of the system of direct subsidy for grain production.

Functions of Mulberry in the Development of Ecological Animal Husbandry and Development Ideas

Ecological animal husbandry is an animal husbandry industry system integrating ecological benefit, economic benefit and social benefit. Breeding cycle is one of the main patterns of ecological animal husbandry development, but breeding cycle does not form a relatively closed cycle of endogenous resources. In recent years, forage value and ecological value of mulberry have made some progresses in different research areas and angles, but the thought and practice of both forage and ecological value of mulberry has not been systematically interpreted and researched. Based on the short board of animal husbandry development and the advan- tage of mulberry, animal husbandry and mulberry were complemented and fused, and relatively closed planting and raising ecological recycling pattern with mulberry as the axis was raised. Phased scientific research and production test data were obtained, and the problems and development suggestions were put forward in the following aspects ： selection of mulberry varieties with both forage and ecological value, cost control of mulberry with both forage and ecological value, quality and safety control system of forage mulberry, orientation of feeding value of forage mulberry.

SOURCE CONTROL OR END CONTROL： WHAT CHINA SHOULD DO TO ENSURE EDIBLE AGRICULTURAL PRODUCT SAFETY FOR EXPORTS？

The article intends to figure out how agricultural product laws in China could be improved to ensure edible agricultural product safety and reduce potential food trade conflicts. The article first presents the background and legal framework for addressing the safety issues of edible agricultural product in China, with the conclusion that market-entry regulation has failed to perform this task. The article moves on to discuss the disadvantages of market-entry regulation （end-control measures） and the necessity of agricultural producing area safety regulation （source-control measures） on the following six aspects： gap between Chinese and Foreign standards, gap between domestic and export markets, small farms and diffused peasants, historical pollution and extrinsic pollution, lack of government enforcement and lack of consumer supervision. To improve agricultural producing area regulation, this article analyzes the primary drawbacks of current laws, primarily including unreasonable prohibited agricultural producing area standards, unclear pollution prevention rules, and regulatory overlaps and gaps. Finally, this article come up with corresponding solutions which contribute to a growing field of scholarship that examines food safety governance issues in the context of developing countries.

Development and application of a novel method to assess exposure levels of sensitizing and irritating substances leaching from menstrual hygiene products

Menstrual hygiene products(MHPs)like tampons,sanitary towels and panty liners are widely used by women and come in close contact with the intimate parts of the human body,which consist of mucosae that lack the important barrier function of normal skin.Hence,substances leaching from MHP can easily penetrate and become systemically available.This study aims to develop a new in chemico methodology that allows to identify and measure realistic consumer exposure levels of several skin sensitizers and irritants leaching from MHPs under simulated use conditions.To assess the leaching of chemicals from MHPs,a menstrual fluid simulant(MFS)simulating pH,osmolarity and protein binding was first established.Subsequently,an analytical methodology was developed for nine well-known skin sensitizers and skin irritants.In short,the MFS samples underwent salting-out assisted liquid-liquid extraction before ultra-high performance liquid chromatography coupled with a triple-quadrupole mass spectrometry analysis.Validation was performed according to the total error approach with acceptability limits of±15%regarding the total analytical error(including systematic and random bias).Fifteen commercially available MHPs were assessed.Six products were found to leach at least one of the following five sensitizing and irritating compounds:a-isomethyl ionone,benzyl salicylate,hexyl cinnamaldehyde,linalool and piperonal.Piperonal was the most abundant compound leaching from the MHPs,with leaching concentration levels measured to 28.22 mg/g.In addition,the leaching level of benzyl salicylate was found to be 11.03 mg/g.The latter fragrance concentration is above 10 mg/g and would trigger mandatory labelling if the Cosmetic Regulation would apply for MHPs.However,none of the identified and quantified skin sensitizers were mentioned on the packaging.In conclusion,this novel methodology makes it possible to estimate realistic human exposure levels to skin sensitizers and irritants through the use of MHPs.Availability of these exposure estimates is vital to carry out a quantitative health risk assessment of these substances.
