Xiangfan Coal-fired Power Plant, a key energy construction project matched with Three Gorges Project, approved by the State Council. formally started to build in the suburb of Xiangfan City, Hubei Province on November 29, 1996.

Outboard abnormal noise source localization method with curved surface projection based on time delay matching and weighting criterion

An improved localization method consisting of ＂filtering-time delay estimationhyperbolic localization＂ is proposed. Combining the empirical mode decomposition（EMD）and time delay estimation method based on generalized average magnitude difference function,the original signals are decomposed into intrinsic mode function（IMF） components. The energy distribution criterion and spectrum consistency criterion are used to select the IMFs, which can represent the physical characteristics of the source signal. Several sets of signals are applied to estimate the time delay, and then a vector matching criterion is proposed to select the correct time delay estimation. Considering the hydrophones location, a shell model is established and projected to a plane according to the quadrant before the hyperbolic localization. Results of mooring and sailing tests show that the proposed method improves the localization accuracy,and reduces the error caused by time delay estimation.

Project Matching and Overcapacity in China

Based on the features of China's project investment,we consider the formation of production capacity as a matching behavior between local governments and investment enterprises.Using the search and matching model,we illustrate that the excess capacity in China mainly results from the asymmetry between the gains from and contribution to the project matching:The capacity will be excessive when the proportion of local governments' return exceeds its contribution to the project,and the more unbalanced the return-contribution relationship,the more severe the overcapacity.Meanwhile,we test this theoretical prediction based on a quasi-natural experiment:the reform of administrative approval system.The empirical results show that the reduction of the local governments' return-contribution ratio will significantly raise the capacity utilization rate and mitigate the overcapacity.Industry-specific regression results further indicate that governments' return-contribution asymmetry is more prominent in industries dominated by state-owned enterprises,high-monopoly industries,heavy industries,and industries with serious overcapacity.This paper offers a novel mechanism of overcapacity,a theoretical criterion for judging optimal capacity,and some new regulatory tools with the micro foundation.

Development of projection-type optical scheme for computer-generated Fourier hologram recorder

Projection-type recorders of computer-generated Fourier holograms have potential due to the decreased precision requirements of the optical scheme compared to most known holographic data recorders based on two-beam schemes.In the case of optical memory system development,the reduction factor of the projection scheme requires the application of properly developed optical components.The present report is dedicated to the development of special objectives for the projection scheme of computer-generated Fourier holograms.

3D human face reconstruction based on band-limited binary patterns

Face recognition technology has great prospects for practical applications. Three-dimensional（3D） human faces are becoming more and more important in consideration of the limits of two-dimensional face recognition. We propose an active binocular setup to obtain a 3D colorful human face using the band-limited binary patterns（BBLP） method. Two grayscale cameras capture the BBLP projected onto the target of human face by a digital light processing（DLP） projector synchronously. Then, a color camera captures a colorful image of the human face. The benefit of this system is that the 3D colorful human face can be obtained easily with an improved temporal correlation algorithm and the precalibration results between three cameras. The experimental results demonstrated the robustness, easy operation, and the high speed of this 3D imaging setup.
